A 54-year-old woman from Cedar Park, Texas,
was arrested in Duncan on March 17 after officers
were dispatched to her hotel room for a welfare
check.
According to the police report, Duncan officers
were dispatched to the motel in the 2000 block of N. Highway 81 for a welfare
check. A man said his daughter saw an elderly man lying in the doorway of room
#156 with bruises and abrasions on his body. A woman was in the room, but not
paying attention to the man.
Officers went to the room. The door wasn’t fully closed, and a woman sitting on
the couch motioned for them to come inside. She was later identified as Caroline
Florence Pack.
Officers told her they were there to check on the man. Pack became irate. She
said the man was a stroke victim and she was his caretaker and wife of 50 years.
The man started flailing his arms and grunting in an attempt to say something.
While speaking to the woman, an officer noticed a bottle of vodka at her feet. The
woman also smelled like alcohol, had bloodshot watery eyes, and slurred speech.
The officer asked the man if he was OK. The man shook his head no. Pack approached the man and put her hands on his shoulders. The man tried to push the
woman and move away. Officers requested EMS to the scene.
Pack continued to yell at the officers, even after her husband was loaded into an
ambulance. She told an officer that she would “own this town” and sue the officer.
While officers were still at the location, Pack walked out of her room, wearing just a
t-shirt, and went toward her car. There were multiple adults and children in the area.
Officers approached the woman and placed her under arrest. She pulled away from
officers and started to pee on the pavement, splashing fluids onto the officers.
When they arrived at the jail, Pack started yelling “rape” from the backseat of the
patrol car. Officers had to physically remove her from the vehicle.
Pack is being charged with indecent exposure, obstructing an officer, and outraging public decency. Her bond was set at $10,000, and she is scheduled to appear
in court on June 7, 2023.

Accused car thief released from NC jail allegedly steals bond agent’s SUV
CHARLOTTE, N.C. — A man accused of stealing a car apparently could not resist another theft
when he bonded out of jail.
According to a bail bond agent in Charlotte, North Carolina, her vehicle was
stolen after she went inside the Mecklenburg County Jail on Dec. 30 to post bail
for a client, WSOC-TV reported. She accused a man who had just posted bail
of swiping her vehicle.
“He has to be the boldest and the dumbest criminal in the city,” Nymea Cropper told the television station. “The audacity to get out of jail, walk outside of the
jail and steal a car.”
According to police, Anthony Deshawn Goddard, 29, posted $3,000 bail after
being arrested on Dec. 29. According to online Mecklenburg County Sheriff’s
Office booking records, Goddard had been charged with possession of stolen
goods, resisting an officer, reckless driving, speeding, and operating a vehicle
without an operator’s license.
According to police, surveillance video showed Goddard breaking into Cropper’s SUV and driving away, WSOC reported.
“The car was definitely stolen at 11:02 (p.m.). I came outside at 11:05,” Cropper told the television station. “So this kid just thinks he can steal a car and
nothing’s going to happen to him.”
Cropper said that she has spoken to other bail bond businesses and believes
that if the alleged thief is caught, bail will be next to impossible to secure. She
also reiterated her message to the person who swiped her vehicle.
“I would say you’re stupid,” Cropper told WSOC. “You’re the stupidest criminal and I can’t wait until you get caught, ‘cause no one is going to bond you
out,” she said.

A New York man was taken into custody after he
was caught with a large amount of packaged marijuana during a traffic stop.
Youyi Xioa, 39, of Brooklyn, NY, was charged March
10 with trafficking in illegal drugs, acquire proceeds
from drug activity, and driving with license cancelled/
suspended/revoked, in Caddo Count District Court.
Caddo County Sheriff’s Office reported that on March 9, Deputy Chason Hurt conducted a traffic stop in the Cyril/Cement area. During the stop, the deputy discovered
approximately 60 pounds of marijuana in the
vehicle.
The driver, identified as Xioa, was arrested
and booked into the Caddo County jail.
Court records stated Xioa could not speak
English, only Mandarin Chinese. His bond
was set at $250,000, but later reduced to
$100,000.
Xioa’s preliminary hearing is set for May 12

We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and

A POTENTIALLY
DEADLY DECISION
An Altus woman, who apparently had complete
disregard for the safety of her children, is facing several felony charges after she fled from police and then
crashed her car with three children inside.
Robyn Feazel, 33, was charged March 23 with eluding/attempting to elude police
officer and child neglect, in Jackson County District Court.
According to Altus Police Department, attempted to stop Feazel’s 2019 Volkswagen SUV around 3 a.m. for reckless driving and failing to use headlights, but for some
reason, Feazel decided to run from the cops instead of stop. To make matters worse,
she had her three young children in the vehicle with her.
Officers chased the woman east through Lawton, and when she reached I-44, she
headed northbound and struck a culvert, crashing her vehicle into the center median.
Feazel and her children were taken to a Lawton Hospital with non-life threatening
injuries.
Feazel appeared in court on March 30 for her preliminary hearing without an attorney. She was ordered back to court with an attorney on May 18 and bond was set at
$250,000. She was ordered to not have any contact with her children. The children’s
father filed a emergency protective order against Feazel on their behalf and it was

On March 13, Tulsa Police Officers were
called out to the distribution facility for Amazon near 46th St N and 169 for a report of
embezzlement.
Management provided Officers with photo and video evidence of an employee, identified as Ryan Riehl, stealing Samsung Galaxy and Google Pixel phones from shipment pods
over the past month.
In total, Riehl stole between $15,000-20,000 in phones.
During questioning, Riehl admitted to stealing the phones and reselling them to local cell phone stores because he was, “Just so damn
broke.”
Riehl was arrested for Embezzlement AFCF (After Former Conviction of a Felony).

PREVENTION MONTH
ESSENTIALS FOR CHILDHOOD
The CDC’s National Center for Injury Prevention and Control defines three critical
qualities of relationships and environments
that can reduce the occurrence and negative
effects of child maltreatment and other ACEs
(CDC, 2019):
1. Safety: The extent to which a child is free
from fear and secure from physical or psychological harm within his or her social and
physical environment
2. Stability: The degree of predictability and
consistency in a child’s social, emotional, and physical environment
3. Nurturing: The extent to which children’s physical, emotional, and developmental needs are sensitively and consistently met
CDC’s Essentials for Childhood focuses on four goals that are critical for creating
the context for safe, stable, nurturing relationships and environments:
Goal 1: Raise awareness and commitment to promote safe, stable, nurturing
relationships and environments for all children
Goal 2: Use data to inform actions
Goal 3: Create the context for healthy children and families by changing norms
and programs Goal 4: Create the context for healthy children and families through
policies
While each individual goal is important, meeting the four goals together is more
likely to build a comprehensive foundation of safe, stable, and nurturing relationships and environments for children. CDC has funded seven State health departments to implement the four goals.

ANDERSON PLEADS
GUILTY IN 2021
TRIPLE MURDER
A 44-year-old murder suspect pleaded guilty to
three first-degree murder charges, an assault and
battery charge, and a maiming charge last month
for the three murders he committed in 2021.
According to reports, the victim’s family didn’t
want to go through a long and traumatizing trial, making them relive the disturbing details of the heinous murder.
In 2021, Governor Stitt commuted Lawrence Anderson’s sentence, along with
dozens of others, releasing the man from prison early.
In February 2021, Anderson broke into a woman’s Chickasha home through a
back door. He then gouged out the woman’s eye, stabbed her, and carved out
her heart. He took the heart to his aunt and uncle’s house and cooked it. He tried
to feed them the heart. He then attacked the couple and their 4-year-old granddaughter. He stabbed his uncle and the child to death. The man’s aunt was left
blind in one eye and deaf on the left side after the attack.
Reports state emotions were high in the courtroom as the victims’ family
members read their victim impact statements to the man on March 9.
The family members yelled at the man. The 4-year-old’s mother told Anderson,
“I pray you hear my baby girl as she told you that she loves you and that she
didn’t want to die, too! And just like you didn’t hear her then, I pray that God
doesn’t hear your cries either and I pray that you cry out for God on more days
than you don’t.”
Anderson received five life sentences, three without parole. As part of his plea
agreement, the punishment can never be modified. He also agreed to stay quiet
to prevent him from becoming famous for the murders.

The Oklahoma State Bureau of Investigation
(OSBI) is offering a $10,000 reward for information about the disappearance of Nathan Wayne
Smith of Tecumseh. He was last seen by a family
member in Tecumseh on January 22, 2020. However, there are reports that he
was seen in Tecumseh on January 27, 2020. Smith left all of his personal effects
and food stamp card at his home.
Smith is described as a white male, 170 pounds, 5’7” tall with brown hair and
hazel eyes. He would be 36 years old. Smith has distinctive tattoos. One is a
skull that is on his right shoulder with the words ‘Love Thy Neighbor’ and the
other is across his collar bone and says ‘It is what it is.’
