STATE OF MIND
An 18-year-old Duncan man was arrested
and thrown in jail for allegedly shooting at a man
and woman on November 17.
Or at least, witnesses say he did.
Jeremy Jason-Lee Graham couldn’t give his
own account of the evening. He told officers he
was too intoxicated that evening to remember
anything that had happened.
According to reports, the shooting happened
on the evening of November 17 in the 1400
block of North 17th Street in Duncan. Witnesses told police that Graham fired at a man. The
man was grazed by the bullet, but not seriously
injured.
Graham also shot his gun at a woman who was able to flee the scene.
Graham’s motives for the shooting were unclear since he had no recollection of shooting at anybody. When officers asked the man about the incident,
he told them he was drunk when the incident allegedly occurred, and he
didn’t remember anything.
Graham is also wanted in Madison Lake, Minnesota for his alleged involvement in a prostitution ring. According to investigators, Graham and two other men responded to an ad posted by law enforcement to buy sex from a
17-year-old girl. When officers arrived at the meeting location to arrest the
men, Graham fled the scene and has been charged by warrant.
In Oklahoma, Graham is being charged with assault and battery with a
deadly weapon and obstructing officer. His bond was set at $10,000, and he
is scheduled to appear in court on December 27, 2017.

FALSE INFORMATION TO POLICE
OFFICER/ RESISTING
Presumed Innocent Until Proven Guilty TILLMAN COUNTY 13 | DECEMBER 2017
FIRE AND ICE
Frederick man Kenneth Ray Reichenbacker, 63, was arrested on November 18
while authorities were trying to investigate
how a fire started at his home.
The reason? He allegedly moved some
drugs around and refused to leave the
premises.
According to the affidavit, a Frederick officer was advised of the fire in the 400 block
of S. 17th Street shortly after 7 p.m. When
he arrived, he saw a man hunched over in
the driveway. The man was coughing and
having trouble breathing. He told the officer
that the resident of the house, identified as
Reichenbacker, was unaccounted for and
could still be inside.
After the fire was extinguished, responders searched the home, but it
was unoccupied. They did, however, find some interesting stuff in a bedroom.
On the bed were two open packs of cigarettes. In one of the packs,
there was a cigarette and a baggy containing a crystal-like substance that
later tested positive for meth. The items were left on the bed while the fire
marshal completed his investigation.
Around 12:49 a.m., Reichenbacker returned home and entered the resident. Authorities found him lying in his bed. The baggy containing meth
was nowhere to be found. When asked about the substance, Reichenbacker played dumb and said he didn’t know where it was. He told the
officer several times, “I have nothing on me.” He took out a pack of cigarettes to show that he only had cigarettes on him -- it was the exact same
kind that the officer found on the bed earlier that evening.
Investigators later found the meth-filled baggy stuffed into an ashtray in
the top of a dresser.
When Reichenbacker saw that the drugs had been found, he became
uncooperative and defiant. The officer told him he needed to leave the
area, but the man responded, “You’ll have to shoot me!”
Instead, officers attempted to place the man under arrest.
A struggle ensued, and Reichenbacker “forcefully shoved” an officer into
a door. A hit from a taser subdued the man, and officers took him to jail.
Reichenbacker is being charged with aggravated assault and battery on
an officer, possession of a controlled dangerous substance, obstructing
an officer and resisting arrest. His bond was set at $100,000, and he was
scheduled to appear in court on November 30, 2017.

Q: My friend or loved one is afraid of being forced to stop using
drugs and what will happen. Do treatment centers force people to stop
taking drugs immediately?
A: People of all ages with substance use disorders live in fear of what will
happen if their drugs are taken away. You can ensure the person you care
about that professional treatment centers will keep him or her safe and as
comfortable as possible if a detoxification process is needed.
Treatment is always individualized based on the person’s needs. However, if
someone is using a drug upon admission to a treatment program, one of the
first things needed is to help safely remove the drugs from his or her system
(often referred to as “detox”). This is important, because drugs impair the
mental abilities needed to engage with and stay in treatment.
When patients first stop using drugs, they can experience a variety of
physical and emotional withdrawal symptoms, including depression, anxiety,
and other mood disorders; restlessness, and sleeplessness. Remind your
loved one that treatment centers are very experienced in helping patients get
through this process and keeping them safe during it. Depending on your
loved one’s situation, there may also be medications to reduce these symptoms, which make it easier to stop using.

Authorities say an Indiana man who robbed a gas station made off with food, drinks,
and cigarettes. What he didn’t steal was gas, the AP notes. The Northwest Indiana
Times reports that a state trooper arrested 33-year-old Sean Harris after finding him
stranded by the side of a two-lane highway with his vehicle out of fuel. Police say the
South Bend-area man’s blood alcohol level was above the legal limit. Authorities say
Harris was arrested not long after he entered the LaCrosse gas station, implied he had
a gun, and took the items. Records show Harris is being held in LaPorte County Jail.
He made a preliminary appearance Friday in LaPorte County Circuit Court on a felony
robbery charge.
An 18-year-old Australian teen who escaped a Sydney police station holding cell
was recaptured by cops after she reached out to a TV station to ask them to use a
more flattering photo of her. Amy Sharp had fled the Surry Hills Corrective Services
Comples and was last spotted running down a street near the police station, according to 7 News Sydney. She was considered to be a “low risk” to the community and
had been arrested for “property offenses.” The station wrote in a media advisory about
her escape, along with mug shots Sharp apparently disapproved of. She appeared
glum looking and had a pink blanket flung around her shoulders in the police photos.
The first commenter to the story posted to the TV station’s Facebook page was none
other than Sharp herself who suggested an alternative photo of her.
“Can you use this photo, please and thank you,” Sharp wrote on the TV station’s
Facebook page along with a more polished picture of herself. “Yours Truly, Amy Sharp
xx.”
Cops were able to re-arrest Sharp in Sydney’s Wentworth Park, not far from where
she escaped, Sydney Morning Herald reported.
An Arkansas woman was arrested on drug charges after police found three syringes, among other contraband, hidden inside her vagina. Bentonville police stopped
Tracy McCoy at around 9 P.M. after receiving reports of a reckless driver, according to
a probable-cause affidavit. McCoy failed several field sobriety tests, but told police that
this was due to her prescription medications — and insisted that she had not been
drinking. She was transported to the Benton County Jail, where deputies got a shock
when they initially found two syringes and a folded $20 bill containing a white pill inside
her vagina. After McCoy said she was unable to produce a urine sample, deputies
found a third syringe inside of her, according to the affidavit.
McCoy reportedly admitted to police that she used the syringes to “shoot up” Dilaudid. She faces felony charges of possession of a controlled substance, furnishing
prohibited articles to a corrections facility, and second-degree forgery in addition to
misdemeanor drunk-driving charges.
A high school teacher in Bullhead City, Arizona smoked marijuana with students,
and sent nude photos and sexually explicit texts to one of them, police allege. Joseph
James Pagel, 33, a math teacher at Mohave High School, was arrested by Bullhead
City Police after an investigation that began earlier. A female student had come forward with explicitly sexual texts allegedly sent by Pagel, according to ABC15.com.
The text messages include a request to perform oral sex. Pagel also allegedly sent
two nude photos via text. Police said Pagel also received a partially nude photo of the
student, according to the Havasu News. Detectives interviewed several students and
said there was evidence the suspect had gotten high with students in his home. On
multiple occasions Pagel allegedly gave students pills that were believed to be Percocet while on school grounds, AZCentral reports. Pagel is facing charges of attempted
sexual conduct with a minor, furnishing harmful items to minors, electronic furnishing
of harmful items to minors, luring a minor and transfer of marijuana, according to Fox
5 Las Vegas. Pagel is currently on administrative pending resolution of the charges.

WHITTINGTON ARRESTED FOR
MULTI-COUNTY PURSUIT
A 36-year-old Grandfield man was locked up after
he led state troopers on a high-speed pursuit through
multiple counties on November 8.
Jerome Destry Whittington must have had places
to be! Or maybe he was just intoxicated, as he was
also arrested for suspicion of DUI.
According to reports, it all started around 7 p.m. A
trooper traveling along State Highway 36 saw Whittington’s vehicle driving the same stretch of road. He
noticed the man was speeding, so he attempted to
stop Whittington’s vehicle, but Whittington had other
ideas.
He didn’t obey the trooper at all. In fact, he did the opposite of stopping.
He put the pedal to the metal and sped off, seemingly in an attempt to outrun
the trooper.
Instead, it only initiated the pursuit and attracted other law enforcement
officers.
Whittington sped through several counties, forcing troopers from other areas to join in on stopping the speeding man.
During the chase, troopers say Whittington ran at least 3 roadblocks they
had set up with the intent of stopping him.
He also put other motorists lives in danger as he sped down the highway.
Troopers clocked speeds at more than 90 miles per hour.
The man was eventually apprehended and taken to jail.
Whittington is being charged with endangering others while attempting to
elude police officer, three counts of running roadblock, driving under the influence of alcohol and driving with license canceled/suspended/revoked. His
bond was set at $30,000, and he was scheduled to appear in court on November 30, 2017.

OSBI TAKES NEW APPROACH
ON COLD CASES
In June of 2003, farm workers
found 34-year-old Pamela Woodring’s nude body in a creek by
a bridge two miles north of the
intersection of Highways 54 and
49 in Kiowa County. If anyone
has information about her death,
please contact the OSBI at
1-800-522-8017 or email tips@
osbi.ok.gov.
OSBI is taking a new approach
to helping solve cold cases with
the help of the Department of
Corrections (DOC). Recently,
OSBI put 52 cold case homicides, missing persons, and unidentified victims on a deck of
playing cards. Five thousand of
the decks are being sold to inmates within DOC facilities. OSBI is working on
a second edition with more cold cases from across the state.
We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

AROUND THE NATION
THE DOO DOO DID HIM IN
Rodney Mark Hendrix, 49, is accused of
burglarizing a Denver pre-school and church
in August 2014 and was caught due to a
DNA test of a pair of poopy shorts left in a
bathroom at the crime scene.
A pre-school employee noticed the crapstained clothes and put them in a plastic bag
before the police arrived, according to the arrest affidavit.
The responding officer took the contaminated shorts into evidence, but it took over
13 months for them to worm their way
through the forensic labs, according to Lynn
Kimbrough, a spokesperson for the Denver
District Attorney.
“In Colorado, a DNA sample is taken for anyone who is arrested for a felony,” Kimbrough told HuffPost. “So when they ran the unknown sample, his
DNA was already in the system.”Kimbrough didn’t want to venture a guess as
to what the poopy shorts smelled like after more than a year.
Hendrix is accused of stealing two guitars from the church and numerous
electronic items from the school, with a combined total value of $4,072.
He was charged with two counts of burglary, two counts of theft, and
one count of identity theft, according to the arrest affidavit.
The suspect was already in custody in the Colorado Department of Corrections on unrelated theft and drug cases when the s*** hit the fan, according
to the Denver Post.

ALL I WANT FOR CHRISTMAS
A Chickasha man was put behind bars after
he allegedly sexually assaulted a door-to-door
salesperson in his home.
47-year-old Johnathan Clifford Mulligan denied the allegations and said he only asked the
woman out for a date.
According to reports, the woman was out
making the rounds for her job when she made
the mistake of knocking on Mulligan’s apartment
door in the 500 block of 7th Street. When Mulligan came to the door, he grabbed the salesperson by the waist and pulled her into the
apartment. Even though the woman said Mulligan appeared to be “extremely intoxicated,” she
attempted to remain professional and started giving the man the spiel about
what she was selling.
He told her to sit down on the couch.
While she was still just trying to do her job, Mulligan started rubbing the
woman’s thigh and upper back. She told him to stop, but he didn’t listen. He
also asked her if she wanted to drink some wine. The victim told officers she
repeatedly told the man no.
Mulligan continued to be a creep despite the victim’s obvious lack of interest. All of her “stops” and “no’s” seemingly fell on deaf ears. Instead of
respecting the victim’s wishes, Mulligan unclasped her bra. The woman said
she immediately stood up and fled the apartment.
Mulligan later told police he never touched the woman. He said the only
thing he did was ask her out on a date.
Mulligan is being charged with sexual battery. His bond was set at $10,000,
and he is scheduled to appear in court on December 6, 2017.

Game Wardens Cody
Morris and Marni Loftis,
of Delaware County, received several tips about
illegal hunting activity that

The investigation led the

bucks were seized from the suspects. The charges pending but not limited
to include taking deer during closed season, hunt without a deer license,
and possession of illegally taken deer. For the possession charges alone
they equal $4,945 in addition to a state-mandated restitution of $7,500.
So, if you poach...you pay.
