A Lawton man is facing charges of first degree
murder after he allegedly shot and killed a woman
on January 18.
According to reports, 23-year-old Richard Rasheed Smith shot and killed the victim with a
9mm Beretta after beating her in the early morning hours.
Officers were dispatched to an apartment complex just before 3 a.m., where they saw Smith running away from the area. They quickly placed the
man under arrest at gun point.
While searching the area, officers found the victim shot outside an apartment building.
The victim later passed away during surgery.
Smith told police that he was just defending himself – he said the victim
punched him and pulled a knife on him during the altercation.
Smith is being charged with murder in the first degree with deliberate
intent, domestic abuse – assault and battery and reckless conduct with
firearm. His bond was set at $2M, and he is scheduled to appear in court
on March 23, 2020.

Lawton Woman Sentenced to Four Years
in Prison for Bank and Wire Fraud
Defendant Also Ordered to Pay More Than
$3.6 Million to Fraud Victims
Lori Christine Woodson, 63, of Lawton, has
been sentenced to four years in prison after
pleading guilty to one count of bank fraud and
one count of wire fraud, announced United
States Attorney Timothy J. Downing.
According to an information filed on January 28, 2019, Woodson induced Fort Sill National Bank to loan her and another person
$1,013,902 by making false representations
to the bank. In particular, Woodson overstated the value of her interest in assets, including
a condominium in Snowmass, Colorado, and
a closely held real estate company. She additionally understated her liabilities to other banks by approximately $3 million.
Also, according to the information, Woodson defrauded two acquaintances
by misappropriating purported investments in Snowmass condominiums.
At a guilty plea hearing on April 22, 2019, Woodson admitted committing
bank fraud and defrauding two acquaintances.
On January 7, 2020, U.S. District Judge Scott L. Palk sentenced Woodson
to 48 months in prison and a three-year term of supervised release. Taking
into account relevant conduct, the Court ordered restitution of $3,640,308.41
split among four bank victims and four individuals. The Court allowed Woodson to self-report on February 11, 2020, to complete her sentence.
This case is the result of an investigation by the Department of Treasury’s
Office of Inspector General and the FBI Oklahoma City Field Office, with the
assistance of the Comanche County District Attorney’s Office and the Oklahoma State Bureau of Investigation.

Duncan man Ramiro Fabian Gonzalez, 22, landed in jail for allegedly breaking into a woman’s home
on January 6. The funny part? Officers had just told
him to leave the area – and he could have been free!
According to the police report, a Duncan officer
was dispatched to a home in the 200 block of N.
Third Street at approximately 12:29 p.m. to investigate reports that a man had pulled a knife on the
resident. When he arrived, he was met by a woman
who said Gonzalez had pulled a knife on her in a
threatening manner.
She said the man was currently inside the house.
The officer asked Gonzalez to come out of the
house and speak to him. When the officer inquired if
Gonzalez had a knife on him, the man said yes. Gonzalez pulled out the weapon
and handed it over. He told the officer that he used to live at the residence but
had moved out.
The officer asked the man if he had pulled a knife on the victim. Gonzalez said
no – he alleged that she was just trying to get him into trouble.
The victim said she didn’t want to press charges. She just wanted Gonzalez
to leave her residence.
Gonzalez started cussing at the officer, but he left the home and walked
across the street. Even though the officer told the man he should leave the area,
Gonzalez was adamant that he was staying right where he was.
The officer left the area, but was dispatched back to the home less than 30
minutes later. Gonzalez had broken into the victim’s home by breaking a window
and kicking down the front door.
Officers arrived at the scene and saw Gonzalez walking away from the residence. When officers told him to stop, the man took off running. He refused to
obey officer commands. An officer took the man to the ground, but Gonzalez
continued to fight back and resist. He was eventually placed in handcuffs and
transported to jail, although he resisted, argued with and threatened officers the
entire way.
Gonzalez is being charged with assault and battery with a dangerous weapon
and burglary in the first degree. His bond was set at $50,000, and he is scheduled to appear in court on March 4, 2020.

Presumed Innocent Until Proven Guilty 13 | FEBRUARY 2020 JEFFERSON COUNTY
A Boswell police officer was taken into custody
on an embezzlement complaint after he allegedly
pawned several of his department-issued firearms.
Shawn Karr, 33, was charged January 6, 2020,
with one count of felony embezzlement in Choctaw County District Court.
According to the Oklahoma State Bureau of Investigation, OSBI agents arrested Karr, who was at
the time a Boswell Police Officer, after allegations
arouse that he pawned his departmental-issued
firearms. The investigation began on December
13, 2019, when the Choctaw County Sheriff requested OSBI investigative assistance after receiving information that Karr pawned four of his department firearms.
The investigation resulted in Karr’s arrest at Boswell City Hall. He was
taken to the Choctaw County Jail and his bond was set at $10,000.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

Being able to tell the difference between healthy, unhealthy and abusive
relationships can be more difficult than you would think. No two relationships
are the same, so what’s unhealthy in one relationship may be abusive in another. Although there are many signs to pay attention to in a relationship, look
for these common warning signs of dating abuse:

crash course
A Shawnee man got to ring in the new year
behind bars after he was arrested for leading
officers on a high-speed chase through Tuttle
on December 31.
Reports state a Tuttle officer saw a car
driving 83 mph in a 65 mph zone at approximately 8 p.m. He tried to stop the car, but the
driver, later identified as 28-year-old Caleb
Joseph Wallace, sped off, reaching speeds in
excess of 100 mph.
At some point during the pursuit, Wallace
lost control of his vehicle and crashed right
into a ditch.
Wallace took off running on foot. Officers
were unable to immediately find him in the
area. Locals were notified that the man was
on the run.
Around 11:18 p.m., a resident contacted police and said the suspect was
on his front porch. Wallace apparently told the resident he had wrecked his
car. He offered the resident some gas money for a ride out of the area.
While on the phone with dispatch, the resident told Wallace he was on the
phone with a friend. The resident stayed on the phone until officers arrived at
the location.
Wallace was placed under arrest.
During the investigation, officers learned that the car Wallace crashed during the chase had actually been stolen out of Shawnee. Officers searched the
car and found some stolen property from a robbery in Mustang. They also
found more than 80 grams of meth in the car and on Wallace’s person.
Wallace is being charged with trafficking in illegal drugs, endangering others
while eluding/attempting to elude police and possession of stolen vehicle. His
bond was set at $250,000, and he is scheduled to appear in court on February 11, 2019.
