GOOD RIDDANCE
A child predator and sex offender from Lawton
was sentenced May 14 to over 35 years in prison
for exchanging nude photos with what he thought
was a 14-year-old girl.
Justin Eli Muncy, 47, was indicted in 2022 on
charges of Attempted Coercion and Enticement
of a Minor; Coercion and Enticement of a Minor;
Production of Child Pornography; and two counts
of Tampering with a Witness by Corrupt Persuasion, announced U.S. Attorney
Clint Johnson.
U.S. District Judge John F. Heil, III, sentenced Muncy to 420 months imprison
-
ment, followed by lifetime supervised release. Upon his release, Muncy will also
be required to register as a sex offender.
“Justin Muncy is a predator who was using cell phone applications to find chil
-
dren,” said U.S. Attorney Clint Johnson. “The Department of Justice is commit
-
ted to the safety and well-being of our children. The DOJ partners with programs
like Internet Crimes Against Children Task Force to help educate the public on
tools and techniques to help fight against predators.”
State Court records show that in 2015 Muncy was convicted of Lewd or In
-
decent Proposals to [a] Child Under 16 and Enticing a Child Under 16 into a
Secluded Place. Muncy was sentenced to a 15-year suspended sentence and
required to register as a sex offender.
In 2019, Muncy was then convicted of Failing to Register as a Sex Offender in
State Court. In that case, he was sentenced to one year imprisonment. Muncy
served three months and the remaining nine months were suspended.
Then in January of 2022, Muncy began contacting a person he believed was
14 years old to engage in sexual activity. The 14-year-old was an undercover Tul
-
sa County Sheriff Deputy. Muncy sent several photos of his penis and requested
nude photos in return.
After being arrested in 2022, the investigation revealed that Muncy persuaded
and coerced a second child victim who had not attained the age of 16 years, to
produce and share sexually explicit images. While in jail, Muncy directed another
person to file false police reports and to hide his cell phone in hopes of mislead
-
ing investigators.
Muncy is a citizen of the Comanche Nation and he will remain in custody
pending transfer to the U.S. Bureau of Prisons.

To truly understand the importance of the four basic rules listed above, let’s follow
along with what happened last month to Megan Kachel, who could have easily avoided
all of this, but instead found herself in jail with everyone else who hasn’t read “Drug Deal
-
ing For Dummies”!!
Now this incident unfolds as FTO Darien Fedro was responding to the Kangaroo Gas
Station in Florida regarding a person sleeping in their car. When he located the vehicle,
he saw Megan Kachel asleep in the driver seat with the vehicle running and a loaded
syringe in her lap!! After Kachel was awakened from her slumber, she stepped out of the
vehicle and agreed to talk to a deputy whom she admitted to that the syringe in her lap
contained heroin!!
From there, a search of the vehicle revealed a bag on the front passenger seat which
was partially opened with another syringe sticking out. Inside the bag were multiple bags
that contained a substance that field tested positive for Fentanyl, ultimately weighing 2.9
grams and another bag containing approximately 1.5 grams of a crystal like substance
that field tested positive for meth!! And if that wasn’t enough, within one of the bags of
drugs were 3.5 pills which were identified as Alprazolam!!
Since Kachel didn’t follow Rules 1-3, it ultimately led her to Rule 4, so she was given
a free ride to jail on an $8,000 bond for Possession of Methamphetamine, Possession of
Fentanyl, Possession of Alprazolam and Possession of Drug Parap

COLD CASE INVESTIGATION
CONTINUES
On the afternoon of Monday November 29, 2021,
while grading a rural Cherokee County dirt road, Cher
-
okee County District 1 employees discover
ed the body
of a deceased male lying down an embankment below
the roadway and notified the Cherokee County Sheriff’s
Office.
CCSO investigators responded to the area. It ap
-
pear
ed the victim had been pushed or thrown off the
roadway down the embankment. The victim came to rest on its right side with its back
against a tree. The victim had been partially concealed in two black trash bags and his
wrists were bound together. The victim was clothed in black ankle socks with white im
-
ages printed on them, greyish blue sweatpants over black shorts with a nylon drawstring
and a red and black fleece styled zippered jacket. The victim was dark skinned with black
hair and his hair appeared to be cut very close to the skin on the sides and longer than
shoulder length in the back.
An investigator with the Tulsa office of the Oklahoma Chief Medical Examiner respond
-
ed to the scene. The ME investigator estimated the victim was placed in the scene during
the late evening hours of Saturday November 27, 2021.
No items of identification such as a wallet, driver’s license or Social Security card were
found with the body. The victim had a tattoo on his right forearm that consisted of five
letters, A Y I A J.
With the help of the tattoo on the victim’s right forearm, the victim was identified as MI
-
GUEL JOSUE ORTEGA, a 27-year-old resident of Decatur, Arkansas. ORTEGA’s cause
and manner of death was determined to be homicide by gunshot.

NOISE IN THE ATTIC
Duncan man Brian Charles Graham, 43, was
arrested after he allegedly broke into a woman’s
home and threatened to kill her on May 7.
According to the affidavit, Duncan police offi
-
cers were dispatched to a residence in the 100
block of East Fig at approximately 6:47 a.m. to
investigate reports of a man breaking down the
front door of a home. When officers arrived at the
location, they found Graham swinging a large 6’
pole back and forth. The front door to the home
was open, and a woman was standing on the front porch.
An officer told Graham multiple times to drop the pole. The man finally com
-
plied, and officers placed him in handcuffs.
Officers then spoke to the woman, who said she woke up to loud banging
noises coming from the front of the house. When she walked into the living room
to investigate, she saw Graham standing in her home with the pipe.
Graham started yelling at her, saying he was tired of her putting dead animals
in the attic and for messing with him. He also stated that he was going to kill her.
The woman told police that Graham lived in the back portion of the home. It
was completely inaccessible from the front portion - you had to use the front
door to enter.
Graham admitted that he broke down the front door. He said he was tired of
the woman messing with him. He added that the woman kept letting people into
the attic, and their voices were messing with him. He also said the people kept
putting dead animals in the attic, and he had to deal with the smell.
Graham is being charged with burglary in the first degree after the former con
-
viction of two or more felonies. His bond was set at $15,000, and he is sched
-
uled to appear in court on July 3, 2024.

What a crappy thing to do!
A teenager was allegedly toppled over a porta pot
-
ty at a New Hampshire park May 8 — covering the
mother and 4-year-old daughter inside with filth, ac
-
cording to police.
Aiden Studer, 18, is accused of pushing the john
from behind so that it landed on its door, trapping the
pair inside the disgusting box.
“The pair reported being covered in feces and
bodily fluids,” Manchester police said.
Witnesses told police that Studer had been arguing with the mother near the por
-
ta-potty at Derryfield Park until she went inside to assist her daughter. That’s when the
vengeful teen allegedly struck. They weren’t inside for long, however — bystanders
rushed to free the mother-daughter pair.
Studer allegedly ended his tirade by throwing an unknown object at officers who
arrived on the scene. It does not appear as though the teenager knew the mother
before striking.
He was arrested and charged with two counts of criminal restraint and criminal
mischief, as well as simple assault on a police officer.

FIRE WOMAN
A 48-year-old Frederick woman is facing
charges of arson and endangerment after she al
-
legedly set a mobile home on fire on May 11.
The suspect was identified as Crystal Dawn
Nuncio.
According to court information, the Frederick
Fire Department and deputies with the Tillman
County Sheriff’s Office were dispatched to re
-
spond to a fire in rural Frederick. There was a mobile home on fire at 17876 CR
NS 244.
An agent with the Oklahoma State Fire Marshal Office was assigned to inves
-
tigate the fire. During the investigation, the agent determined that the fire was
started on the interior northeast corner wall area of the north-end bathroom. The
agent also determined that the fire was started with “available and combustible
materials within the area of origin within the mobile home by an external, open-
flame ignition source.”
Some matches were also located in the area where the fire was started.
During the investigation, the agent ruled out all accidental causes of the fir
e.
The person responsible for the fire was determined to be Nuncio.
Nuncio is being charged with first degree arson and endangerment of life by
arson. Her bond was set at $75,000.

A child predator and sex offender from Lawton
was sentenced May 14 to over 35 years in prison
for exchanging nude photos with what he thought
was a 14-year-old girl.
Justin Eli Muncy, 47, was indicted in 2022 on
charges of Attempted Coercion and Enticement
of a Minor; Coercion and Enticement of a Minor;
Production of Child Pornography; and two counts
of Tampering with a Witness by Corrupt Persuasion, announced U.S. Attorney
Clint Johnson.
U.S. District Judge John F. Heil, III, sentenced Muncy to 420 months imprison
-
ment, followed by lifetime supervised release. Upon his release, Muncy will also
be required to register as a sex offender.
“Justin Muncy is a predator who was using cell phone applications to find chil
-
dren,” said U.S. Attorney Clint Johnson. “The Department of Justice is commit
-
ted to the safety and well-being of our children. The DOJ partners with programs
like Internet Crimes Against Children Task Force to help educate the public on
tools and techniques to help fight against predators.”
State Court records show that in 2015 Muncy was convicted of Lewd or In
-
decent Proposals to [a] Child Under 16 and Enticing a Child Under 16 into a
Secluded Place. Muncy was sentenced to a 15-year suspended sentence and
required to register as a sex offender.
In 2019, Muncy was then convicted of Failing to Register as a Sex Offender in
State Court. In that case, he was sentenced to one year imprisonment. Muncy
served three months and the remaining nine months were suspended.
Then in January of 2022, Muncy began contacting a person he believed was
14 years old to engage in sexual activity. The 14-year-old was an undercover Tul
-
sa County Sheriff Deputy. Muncy sent several photos of his penis and requested
nude photos in return.
After being arrested in 2022, the investigation revealed that Muncy persuaded
and coerced a second child victim who had not attained the age of 16 years, to
produce and share sexually explicit images. While in jail, Muncy directed another
person to file false police reports and to hide his cell phone in hopes of mislead
-
ing investigators.
Muncy is a citizen of the Comanche Nation and he will remain in custody
pending transfer to the U.S. Bureau of Prisons.

To truly understand the importance of the four basic rules listed above, let’s follow
along with what happened last month to Megan Kachel, who could have easily avoided
all of this, but instead found herself in jail with everyone else who hasn’t read “Drug Deal
-
ing For Dummies”!!
Now this incident unfolds as FTO Darien Fedro was responding to the Kangaroo Gas
Station in Florida regarding a person sleeping in their car. When he located the vehicle,
he saw Megan Kachel asleep in the driver seat with the vehicle running and a loaded
syringe in her lap!! After Kachel was awakened from her slumber, she stepped out of the
vehicle and agreed to talk to a deputy whom she admitted to that the syringe in her lap
contained heroin!!
From there, a search of the vehicle revealed a bag on the front passenger seat which
was partially opened with another syringe sticking out. Inside the bag were multiple bags
that contained a substance that field tested positive for Fentanyl, ultimately weighing 2.9
grams and another bag containing approximately 1.5 grams of a crystal like substance
that field tested positive for meth!! And if that wasn’t enough, within one of the bags of

COLD CASE INVESTIGATION
CONTINUES
On the afternoon of Monday November 29, 2021,
while grading a rural Cherokee County dirt road, Cher
-
okee County District 1 employees discover
ed the body
of a deceased male lying down an embankment below
the roadway and notified the Cherokee County Sheriff’s
Office.
CCSO investigators responded to the area. It ap
-
pear
ed the victim had been pushed or thrown off the
roadway down the embankment. The victim came to rest on its right side with its back
against a tree. The victim had been partially concealed in two black trash bags and his
wrists were bound together. The victim was clothed in black ankle socks with white im
-
ages printed on them, greyish blue sweatpants over black shorts with a nylon drawstring
and a red and black fleece styled zippered jacket. The victim was dark skinned with black
hair and his hair appeared to be cut very close to the skin on the sides and longer than
shoulder length in the back.
An investigator with the Tulsa office of the Oklahoma Chief Medical Examiner respond
-
ed to the scene. The ME investigator estimated the victim was placed in the scene during
the late evening hours of Saturday November 27, 2021.
No items of identification such as a wallet, driver’s license or Social Security card were
found with the body. The victim had a tattoo on his right forearm that consisted of five
letters, A Y I A J.
With the help of the tattoo on the victim’s right forearm, the victim was identified as MI
-
GUEL JOSUE ORTEGA, a 27-year-old resident of Decatur, Arkansas. ORTEGA’s cause
and manner of death was determined to be homicide by gunshot.

NOISE IN THE ATTIC
Duncan man Brian Charles Graham, 43, was
arrested after he allegedly broke into a woman’s
home and threatened to kill her on May 7.
According to the affidavit, Duncan police offi
-
cers were dispatched to a residence in the 100
block of East Fig at approximately 6:47 a.m. to
investigate reports of a man breaking down the
front door of a home. When officers arrived at the
location, they found Graham swinging a large 6’
pole back and forth. The front door to the home
was open, and a woman was standing on the front porch.
An officer told Graham multiple times to drop the pole. The man finally com
-
plied, and officers placed him in handcuffs.
Officers then spoke to the woman, who said she woke up to loud banging
noises coming from the front of the house. When she walked into the living room
to investigate, she saw Graham standing in her home with the pipe.
Graham started yelling at her, saying he was tired of her putting dead animals
in the attic and for messing with him. He also stated that he was going to kill her.
The woman told police that Graham lived in the back portion of the home. It
was completely inaccessible from the front portion - you had to use the front
door to enter.
Graham admitted that he broke down the front door. He said he was tired of
the woman messing with him. He added that the woman kept letting people into
the attic, and their voices were messing with him. He also said the people kept
putting dead animals in the attic, and he had to deal with the smell.
Graham is being charged with burglary in the first degree after the former con
-
viction of two or more felonies. His bond was set at $15,000, and he is sched
-
uled to appear in court on July 3, 2024.

What a crappy thing to do!
A teenager was allegedly toppled over a porta pot
-
ty at a New Hampshire park May 8 — covering the
mother and 4-year-old daughter inside with filth, ac
-
cording to police.
Aiden Studer, 18, is accused of pushing the john
from behind so that it landed on its door, trapping the
pair inside the disgusting box.
“The pair reported being covered in feces and
bodily fluids,” Manchester police said.
Witnesses told police that Studer had been arguing with the mother near the por
-
ta-potty at Derryfield Park until she went inside to assist her daughter. That’s when the
vengeful teen allegedly struck. They weren’t inside for long, however — bystanders
rushed to free the mother-daughter pair.
Studer allegedly ended his tirade by throwing an unknown object at officers who
arrived on the scene. It does not appear as though the teenager knew the mother
before striking.
He was arrested and charged with two counts of criminal restraint and criminal
mischief, as well as simple assault on a police officer.

FIRE WOMAN
A 48-year-old Frederick woman is facing
charges of arson and endangerment after she al
-
legedly set a mobile home on fire on May 11.
The suspect was identified as Crystal Dawn
Nuncio.
According to court information, the Frederick
Fire Department and deputies with the Tillman
County Sheriff’s Office were dispatched to re
-
spond to a fire in rural Frederick. There was a mobile home on fire at 17876 CR
NS 244.
An agent with the Oklahoma State Fire Marshal Office was assigned to inves
-
tigate the fire. During the investigation, the agent determined that the fire was
started on the interior northeast corner wall area of the north-end bathroom. The
agent also determined that the fire was started with “available and combustible
materials within the area of origin within the mobile home by an external, open-
flame ignition source.”
Some matches were also located in the area where the fire was started.
During the investigation, the agent ruled out all accidental causes of the fir
e.
The person responsible for the fire was determined to be Nuncio.
Nuncio is being charged with first degree arson and endangerment of life by
arson. Her bond was set at $75,000.
