Before midnight on Friday,
April 14, the Comanche County
Sheriff's Office received a call regarding a suicidal subject at 395
SW Whitetail, Cache. When officers arrived, they determined
David Swatsky, 52, had a gun and
was threatening to shoot any law
enforcement who came on his
property.
The deputies entered the home and found that Swatsky was hold up inside
a bedroom. Eventually, officers talked him out of the bedroom, but he refused
to put down a gun and was pointing it at officers. Deputies repeatedly requested Swatsky to put the gun down. He started to walk toward officers with the
gun pointed in their direction when one deputy fired his weapon one time.
Swatsky stopped breathing at the scene and officers and EMTs worked to
revive him. He was eventually pronounced dead at the scene.
The sheriff's office immediately called OSBI agents to investigate the fatal
shooting. No one else was injured. OSBI agents will provide the district attorney with a detailed report once the investigation is complete. The district
attorney will determine if the shooting was justified.
OSBI will not release the officer's name unless he is arrested or charged with
a crime.

On Nov. 13, 2015, Troop C Headquarters dispatched Troopers Kenny Knight and Danny Upton to
an injury collision on the Muskogee Turnpike. This
was a one-vehicle crash where the driver had apparently fallen asleep and crashed into the concrete barrier wall. The driver was pinned and had sustained
serious, life-threatening injuries.
Troopers Knight and Upton arrived on scene within one minute, recognized the seriousness of the
situation, and immediately began emergency trauma
treatment, while calling for medical personnel. The
driver had severed one leg below the knee and was
losing a substantial amount of blood.
Trooper Knight retrieved a tourniquet but could
not apply it due to the damaged vehicle and the debris. Troopers Knight and Upton both crawled into
the vehicle and were able to keep the victim calm and
conscious. They had to use bolt cutters and a knife to
cut through debris and wiring, with Trooper Knight
operating the cutters while Trooper Upton gave verbal directions. In the same manner, while Trooper
Knight was blindly reaching into the crushed vehicle
to apply the tourniquet, Trooper Upton was giving directions.
The tourniquet was successfully applied and the
victim was transported by helicopter to a hospital. Air Evac medic Robert Blankenship later notified OHP the Troopers’ “proactive measure…without a doubt
gave the [the victim] those few valuable minutes he needed to survive.” Muskogee EMS Medic Chris Turner also notified OHP that an unknown Trooper had
save this victim’s life by applying the tourniquet, and that all OHP personnel
should be commended for their actions.
Without the assistance of power tools or any equipment other than protective
gloves, a tourniquet and borrowed hand tools, they entered a crushed vehicle and
cooperatively provided aid that saved a man’s life.
For their quick, proactive decisions and their inventive method of taking care
of this victim, we honor Trooper Kenny Knight and Trooper Danny Upton with
the Trooper of the Year Award for Humanitarianism.

Adam Walsh and Code Adam
When crimes happen in
particular locations, specific emergency response
systems can be especially
helpful. And this is precisely what led to the development of the Code Adam
Program. On July 27, 1981,
6-year-old Adam Walsh
was abducted from a Sears
department store in Florida. His decapitated head
was found 16 days later.
Named in his honor, the
Code Adam Program helps
ensure that children are recovered safely and quickly if they are lost in stores by having employees announce
“Code Adam” warnings along with the child’s description over their intercom systems to alert patrons to be on the lookout for lost children. First implemented by
Wal-Mart in the 1990s, today, hundreds of retail chains participate in the Code
Adam Program and as of 2003, “The Code Adam Act” requires that all federal facilities participate. Adam’s father, John Walsh, who helped pass these laws, continues to be an outspoken advocate for missing children.

Apache man Thomas Sorrell, 27, allegedly assaulted a couple after he shot off a firework that caused a
fire that caused a fight on April 5.
According to the police report, a Caddo County
deputy was advised of an assault shortly after 8 p.m.
Dispatch told him the victims would meet him at the
police department.
The couple told him they were working across the
highway from Sorrell’s residence when the man started popping fireworks. One of the fireworks started a
fire on their property. The male victim called Sorrell
an idiot and told him he didn’t need to be popping
fireworks.
Sorrell marched across the highway and started arguing with the couple.
The female victim said she tried to get the men to stop, but Sorrell told her,
“You are a 12-year-old.” She claimed the man then tackled her, knocking her into
the rear door of a truck. Her husband pulled Sorrell off of her, but the men kept
fighting.
Eventually, she said she put Sorrell in a choke hold, and the man let her husband go. The couple jumped in their truck to leave.
Sorrell told them, “I am a county sheriff. I dare you to call the cops!”
The deputy observed a dent in the couple’s truck from where Sorrell tackled the
woman. The male victim’s nose was also bleeding.
The deputy went to Sorrell’s residence in the 8000 block of state Highway #19
and asked him about the incident. Sorrell said he and his wife were popping fireworks in the yard when a fire started across the highway where the victims were
working. He said the male victim called him a “f------ idiot.”
Sorrell said he walked across the highway to find out exactly why the man called
him an idiot. He said when he approached the couple, the female victim pushed
him and tried to hit him with her fist. Sorrell grabbed the woman’s hands to stop
her, but her husband walked up to him and hit him. He said he punched the male
victim in the nose. The female victim then grabbed him by the neck and took him
to the ground.
Sorrell is being charged with two counts of assault and battery, and malicious
injury to property under $1,000. His bond was set at $2,500, and he is scheduled
to appear in court on August 18, 2016.

Duncan man Triston Newsom, 18, was arrested
for allegedly stealing a television from a residence
on April 15.
He initially tried to deny everything, but a witness saw him carrying the TV from the house.
According to the affidavit, Duncan officers were
dispatched to the victim’s residence in the 900
block of North B Street on April 16 shortly after 8
p.m. Another officer had taken a report on the burglary in the night before. He said the victim’s residence had a busted door lock and splintered frame;
it appeared the door had been kicked open.
The reporting party told police that the only
thing taken from the house was a large flat screen
TV.
The next day, another man told police that a witness had seen the culprit carrying the stolen item down the street. The witness identified the man as Newsom.
Officers went to Newsom’s residence in the 1000 block of North C Street to
speak to the man. His mom answered the door, but she said Newsom wasn’t
home.
While they were speaking to her, Newsom arrived at the house. When officers
told him it was believed he broke into the victim’s residence and stole a TV, Newsom tried to deny everything.
An officer told him they had a witness who saw him carrying the television down
the street. Newsom then stared at the floor without saying a word.
When an officer told him, “I believe you took the TV,” Newsom shook his head
yes.
Police told the man the victim didn’t want to file charges if the TV was quickly
returned. Newsom said, “I know where it is.” But, he couldn’t give officers an exact address. He told them he probably wouldn’t be able to get the TV back.
Newsom is being charged with burglary in the second degree. His bond was set
at $5,000, and he is scheduled to appear in court on June 15, 2016.

Altus woman Brittany Sheree Flores, 28, found
herself locked up behind bars when she allegedly
attacked a police officer while running from the
emergency room.
On April 8 shortly after 3 a.m., an Altus officer
was dispatched to the hospital in the 1200 block
of E. Pecan. According to the police report, a patient at the ER had a warrant for her arrest – she
was also trying to escape despite doctor’s orders
to stay put.
The officer found the suspect in the hospital
parking lot. He told her she wasn’t free to leave.
She started resisting until the officer pulled out
his Taser and told her if she didn’t cooperate, she
was getting tased.
She calmed down and allowed officers to place her in handcuffs.
As officers escorted her back inside the building, she started resisting again and
using racial slurs toward the officers.
When they walked into the ER, she pulled away from an officer and kicked him
in the thigh. The officer advised her she now had another charge in addition to
the Kiowa County warrant.
Flores continued using racial slurs, and she told the officer she didn’t care
about any warrant or assault charges.
After she was released from the hospital, she was transported to jail. She continued to be uncooperative during the ride to jail and with jail staff during booking.
Flores is being charged with assault and battery upon a police officer. Her bond
was set at $5,000, and she is scheduled to appear in court on May 13, 2016.

An Altus woman was locked up in the Kiowa
County jail after she drunkenly ran her car into a
ditch on April 8.
According to the police report, a state trooper was
dispatched to the scene of the collision in the area of
state Highway 44 and state Highway 44A shortly after 4 p.m. When he arrived, he saw a car in the ditch
and a woman speaking to the driver of the wrecked
car.
The woman told the trooper she didn’t see the
actual collision, but she stopped to check on the
driver, later identified as Corrinne Kathryne Lile,
54. She said the driver kept telling her, “Don’t call
the police!”
The witness also said that Lile pushed two beer
cans under her seat when the trooper arrived.
When the trooper asked Lile what happened, she replied, “I have a hard time
driving at night.”
He advised her it was 4:30 in the afternoon.
While he was speaking to Lile, he saw a 12-pack of beer in the passenger floorboard and two cans in the driver’s side floorboard.
The trooper asked the woman how much alcohol she had consumed. She said
she only had a few beers, but the strong alcohol on her breath suggested otherwise.
She begged the trooper not to take her to jail.
The trooper administered field sobriety tests, but he had to cut the tests short
for Lile’s safety. She was extremely unsteady on her feet, and she grabbed the
trooper at one point so she didn’t fall.
He placed her under arrest and transported her to jail.
Lile agreed to a breath test – she had a BrAC of 0.29, more than three times the
legal limit.
Lile is being charged with transporting opened container of beer and driving a
motor vehicle while under the influence of alcohol. Her bond was set at $10,000,
and she is scheduled to appear in court on May 27, 2016.

Ashleigh D: The U.S. Has more prisons and locks up more people than any
other nation. It has become a system fueled on profit, housing non violent offenders like cattle. Maybe if more money went into other things like schools it would be
different here. Who knows.

education. Cuts in education only increase the likelihood of increased prison populations in the future.

Agreement reached on tapping fund for
Oklahoma schools, prisons
Gov. Mary Fallin and legislative
leaders announced
in March an agreement on a plan to
withdraw nearly
$79 million from
the state’s Rainy
Day Fund to offset budget cuts to
schools and prisons.
Common Education will get $51
million, and $27.58
million will go to the Department of Corrections.
“I think all of us can agree that draconian cuts to education and the Oklahoma
Department of Corrections are unacceptable and something we are not going to allow happen in the state of Oklahoma,” Fallin said.
She announced the agreement in a news conference attended by key legislators
who said the approval process will begin quickly on bills to tap the state fund, which
was established to help with budget problems during times of economic distress.
“We don’t take this lightly, knowing full well that next year could be worse,” said
Senate President Pro Tem Brian Bingman. “It’s raining, and that’s what rainy day
funds are for.”
State revenues are in decline amid an oil bust and after a decade of income tax
reductions and increasing tax breaks for business.
The state is not taking in enough revenue to cover expenses, which has forced it
to make two rounds of cuts to agency allocations.
The first 3 percent cut was ordered in December, and a 4 percent cut was announced in March. Those cuts equate to $27.58 million for Corrections and $109.2
million for Common Education.
State schools Superintendent Joy Hofmeister said the money from the Rainy Day
Fund is sorely needed.

A Frederick man who claimed he was down on
his luck was arrested on April 14 after he allegedly
burglarized a vending machine.
Brennen Edward Milo, 25, admitted he was drunk
and high when he committed the crime.
A Frederick police officer was dispatched to the
scene of the incident in the 200 block of S. Eighth
Street. When he arrived, he discovered that a large
Dr. Pepper coin-operated vending machine had
been destroyed.
According to the affidavit, the machine was valued
at $3,500.
Police reviewed surveillance footage from the location. They watched as a man
in a white SUV pulled up the scene and tried to force the machine into the back
of a trailer. Several attempts were unsuccessful, until he ultimately ran over the
machine with his vehicle.
Police located the suspect vehicle in the 900 block of West Hermosa. The officer
asked Milo to come to the police department.
Milo admitted to messing up the vending machine. He said he had recently lost
his job, and he had been thinking about stealing and breaking into various vending machines around town.
Milo told the officer he was drunk and high when he decimated the soda machine. He said he committed the crime out of desperation.
Milo is being charged with burglary in the second degree. His bond was set at
$30,000, and he is scheduled to appear in court on May 10, 2016.
