Earlier this month, a federal grand jury returned an Indictment charging Candy Hanza, 50, of Lawton, and Alfred
Palma, 64, of Duncan, with bribery, announced Robert J.
Troester, United States Attorney for the Western District of
Oklahoma. Hanza is also charged with wire fraud and money laundering.
According to the publicly filed Indictment, Palma, a United States Army employee and public
official, was the manager of the Institutional Training Directed Lodging and Meals (“ITDLM”)
program at Fort Sill, through which he booked hotel rooms for soldiers who attended on-post
trainings. Hanza, then the general manager of a local hotel in Lawton, paid Palma to direct soldiers to the hotel. The Indictment alleges that Hanza then personally profited through her own
scheme to defraud the hotel owners and laundered the resulting proceeds.
Hanza and Palma will be arraigned in federal court on the charges. If found guilty of bribery,
Hanza and Palma each face up to fifteen years in federal prison, a fine of $250,000 or three times
the monetary value of the bribes, and up to three years of supervised release. Hanza additionally
faces up to twenty years in prison, a $250,000 fine, and up to three years of supervised release if
convicted of wire fraud, as well as up to ten years in prison, a $250,000.00 fine, and up to three
years of supervised upon conviction for money laundering.
This case is the result of an investigation by the United States Army Criminal Investigation
Division and the Department of Defense Contract Audit Agency. Assistant U.S. Attorney Julia E.

AROUND THE STATE
NIGHTMARE ON ELM STREET
Enid man Walter Lee Hill Jr., 40, was put behind bars after he allegedly fired a gun at officers during an hours-long
standoff on March 16.
According to reports, Enid officers were dispatched to
the 1200 block of East Elm at approximately 3:52 p.m. to
investigate reports of a man firing a gun into the air. When
they arrived, they couldn’t find the man who was firing the shots.
A second call at 4:27 p.m. advised officers that there were shots fired in the area of 12th Street
and Cypress. They went to the location and met with a witness who said the shots were fired at
a nearby residence.
Officers went to the residence. A woman told them that Hill shot at her inside the residence.
Officers surrounded the residence and made announcements to Hill.
Hill then fired shots at the officers from inside the residence. Officers returned fire.
The SWAT team was called to the scene. Garfield County deputies, North Enid police officers,
and Waukomis officers also responded to the scene.
Officers spoke to Hill on the phone, but they couldn’t convince the man to surrender. After
nearly six hours, they deployed gas canisters inside the residence.
Payne County deputies arrived at the scene in armored vehicles to assist. Hill surrendered
shortly thereafter, around 9:42 p.m.
Hill is being charged with six counts of assault with a dangerous weapon and possession of a
firearm after a former felony conviction. His bond was set at $1M and he is scheduled to appear
in court on April 17, 2023.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

BAIT AND SWITCH
A Duncan couple is being charged with first-degree robbery for allegedly stealing a teen’s backpack from a park the evening of May 3.
According to the police report, a Duncan officer
was dispatched to the Kiddie Land Park at Highway 81 and Beech to investigate the robbery.
He was advised that a man and woman had just
robbed a 16-year-old male. The victim was sitting
at the pavilion when the female suspect walked
up to him and said, “It’s really bright.” She turned
the lights off. The male suspect then punched
the teen on the side of his face a couple of times
before taking his bag and running away from the
park.
The bag contained a Nintendo Switch, black
headphones, and a controller.
Officers scoured the area for the suspects.
Another officer said he found two people who
matched the description of the suspects. The suspects were identified as
21-year-old Riley Michael Shriver, and 27-year-old Elizabeth Nickole Ratley. Near
the area where the couple was found, an officer found the teen’s black bag and
stolen items.
Shriver refused to speak to officers. Ratley told police that she and Shriver
went to the park to charge her phone. While her phone was charging, she said
she turned off the lights. She had a headache, and the lights were hurting her
eyes.
Shriver told her they had to leave. She didn’t ask him why. She said she
thought maybe she had made him mad, since they argue a lot.
Shriver and Ratley are both being charged with robbery in the first degree.
Their bonds were set at $150,000. Ratley is scheduled to appear in court on July
19, 2023. Shriver is scheduled to appear in court on July 9, 2023.

AWARENESS MONTH
Mental health is a hot topic.
This is good news. It means the
stigma for mental health issues is
slowly going away. Mental health
issues are finally getting the attention they deserve. Healthcare
workers and individuals feel they
can discuss mental health more
openly. However, that doesn’t
mean there isn’t still work to do,
however.
As a whole, we often misunderstand mental health because it is hard to
define. Additionally, mental health includes several areas. These areas involve
one’s social, emotional, and psychological well-being. Mental health affects
thoughts, feelings, and actions. When one has positive mental health, they
are better equipped to handle stress, be more productive, and realize their
full potential.
While we focus on our physical wellbeing, the food we eat, exercise, and
getting regular check-ups for vision and dental care, we often forget to take
stock of our emotional and spiritual needs. Everyday demands take their toll.

In Boone County, Arkansas, a man was arrested for stealing an outdoor video surveillance camera from a business. He was caught
because of surveillance video ... from a camera on an adjoining building.
In Harrison, Arkansas, emergency personnel were called to a pawn shop
regarding a man stuck in the store’s chimney. He tried to tell the police he
was taking a short cut home late the night before, and decided to walk across
the roofs of adjacent buildings. You might have seen his picture looking up at
a camera from that chimney ... it made the news on the Today show.
In nearby Marion County, Arkansas, a woman had served her time in the
county jail and was released. A short time later, she called the jail and told
them she had left something in her jumpsuit and was coming back to claim
it. Deputies found a small container in the jumpsuit, tested the contents and
found that it was meth. The woman came in, she was asked if the container
was hers. When she said yes, she was arrested.

A SUCCESSFUL WEEK
Caddo County Deputy Eddie Ramsey had a
successful week last month catching the bad
guys and putting them in jail.
According to a Caddo County Sheriff’s Office
press release, on April 22, Caddo County Deputy
Eddie Ramsey and his K-9 Partner Simba, initiated a traffic stop on a vehicle near the intersection
of County Road 1220 and County Street 2510
in the Swan Lake Community. During the traffic stop, Deputy Ramsey utilized his certified K-9,
and Simba alerted to the odor of narcotics in the
vehicle. Deputy Ramsey and K-9 Simba ultimately seized approximately 28.6 grams of methamphetamine and made an arrest for trafficking.
On April 30, Deputy Ramsey followed up on information he received from Grady County involving oilfield thefts. This information included where
a possible stolen vehicle might be located. Deputy Ramsey arrived on County Street 2590 near
Apache, Oklahoma, and he asked Officer Jones
with Apache P.D. to assist. When Deputy Ramsey and Officer Jones arrived, they confirmed the
stolen vehicle was in the yard of the residence.
When Deputy Ramsey and Officer Jones attempted to make contact with anyone inside where this
vehicle was parked, a foot pursuit ensued with
the occupants that were inside the residence, as
they ran out of the house. An arrest was made in
this incident and the vehicle was recovered. Also
seized were over 20 grams of methamphetamine,
money from drug sales, several guns due to the
subject being a convicted felon, and charges for
running and using a weapon while in the commission of a felony.

On March 28, around 2:41 p.m., an officer
was on his way to a collision in Tulsa when he
spotted a U-Haul pickup driving 90+ mph in a
65 mph zone on I-244.
The Officer conducted a traffic stop, and
found the driver, later identified as Joshua Cole, had 21 City of Tulsa warrants.
Cole was taken to the City of Tulsa jail where he was booked for his warrants and speeding.
At booking, it was discovered Cole was hiding nearly 20 grams of a crystal
substance in his sock, which field tested positive for Fentanyl.
Joshua Cole was booked into the Tulsa County Jail for:
- Carrying Drugs into Jail
- Speeding
- Aggravated Trafficking in Fentanyl
- Multiple outstanding warrants
A passenger in the vehicle, Lawrence Dunagan, was also arrested for several outstanding city warrants.

ACTIVITY FOR APRIL, 2023
During the month of April, 2023 deputies
served a total of 69 court orders to include
orders related to subpoena’s, protective orders, and entries and detainers. Additionally, deputies initiated six Sheriff’s Sales, selling three properties pursuant to orders of the District Court.
A total of 111 new warrants were issued by the District Court of Jackson County, 59 warrants were served while 24 were recalled by the District Court. Of the warrants served, 25 were felony warrants.
Deputies were responsible for conducting transportation of inmates to
and from the court, and to medical facilities as needed. 53 transports
were conducted during the month. These numbers do not include inmates attending court in our courtroom at the Sheriff’s Office which requires the involvement of a deputy.
As of the writing of this report, 149 inmates were housed at the Jackson County Jail. Deputies transported 11 inmates across the State of
Oklahoma and Texas, traveling a total of 2,452 miles.
Deputies conducted 25 investigations during the month dealing with
crimes covering, aggravated assault and battery, embezzlement, narcotics offenses, and driving under the influence.
During April alone, 1,546 calls for service were received by our dispatch
center. These calls resulted in deputies responding to 1 sexual assault,
4 alarm calls, 29 animal calls, 7 fire calls, 15 disturbance and domestic
calls, 1 mental health calls, as well as numerous others related to traffic
accidents, prowlers, welfare checks, and medical calls.
Jackson County encompasses 803 square miles in total. During the
performance of our duties, deputies traveled 23,859 miles for the month
of April, 2023.

someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

TAKING IT TO THE
STREETS
A warrants search landed four people in jail and
took a large amount of drugs off the streets of
Chickasha.
According to a Grady County Sheriff’s Office press
release, in the early morning hours of Friday May 5,
the Grady County Sheriff’s SWAT Team executed a
search warrant on another Fentanyl and Meth dealers residence.
The follow dealers and user were arrested and
booked into the Grady County Detention Facility.
