A Lawton pair was charged with Murder and Accessory to Murder after a Native American woman’s body
was found in Wichita Mountains Wildlife Refuge back
in May.
Earlier this month, a four-count Indictment was unsealed charging Tevin Terell Semien, 29, and Makayla
Nicole Leigh Logsdon, 24, both of Lawton, in connection with the death of a Comanche Nation woman found
in the Wichita Mountains Wildlife Refuge, announced
U.S. Attorney Robert J. Troester.
The Indictment charges Semien with one count of
first-degree premeditated murder, one alternative count
of second-degree murder, and one count of illegally
possessing a firearm after a previous felony conviction.
The Indictment charges Logsdon with one count of accessory after the fact to murder.
Semien was arraigned on October 18, 2023. Logsdon was arraigned on October 23, 2023. Both pleaded
not guilty and are detained in federal custody pending trial.
According to an affidavit filed in support of a criminal complaint against Semien, on May
17, 2023, a woman was found dead in the Wichita Mountains Wildlife Refuge. Investigators searched the woman’s home within Indian Country, where they observed blood
consistent with a violent struggle. The victim’s vehicle was missing as well.
On May 21, 2023, Texas law enforcement observed the victim’s vehicle driving south
of Dallas, Texas. Officers attempted to pull the vehicle over, but the vehicle fled at a high
speed, eventually crashing into a lake. The two occupants of the vehicle, later identified
as Semien and Logsdon, attempted to flee on foot but were apprehended.
If found guilty, Semien faces up to life imprisonment in federal prison. Logsdon faces
up to 15 years in federal prison if found guilty.
This case is in federal court because the victim and Logsdon are enrolled members of
the Comanche Nation and the murder occurred within Indian Country.

youth in the U.S. foster care system
are awaiting permanent families.
National Adoption Month is a time
to raise awareness about the adoption of children and youth from foster care.
The Children’s Bureau in partnership with AdoptUSKids and Child
Welfare Information Gateway sponsors the initiative each November as a way to focus public attention on the
urgent need for adoptive families for children and youth waiting in foster
care for a permanent family. This year’s focus, “Partnering for Permanency,” builds on the social media theme from last year. A special web page
on Information Gateway’s website helps child welfare professionals, prospective adoptive parents, and youth partner for permanency. The website

39-year-old Duncan woman Angelina Michelle Elliott was put back in jail after she failed
a urinalysis on October 24.
According to the police report, back in June
2015, Elliott was sentenced in Arkansas for several felonies. She transferred her supervision to Oklahoma after she obtained
parole.
On October 24, at approximately 11 a.m., Elliott reported to the probation
and parole office for an office visit. The probation and parole officer administered a urinalysis to the woman.
Elliott dropped a small bottle in the toilet while attempting to take the test.
She later tested positive for meth and was placed under arrest and transported to jail.
During booking, a detention officer found a white crystal-like substance in
one of the woman’s pockets. The substance field-tested positive for meth.
Elliott is being charged with bringing contraband drugs into jail and unlawful possession of urine to defeat drug screening. Her bond was set at

Overly passionate pastor
On October 2, Tulsa Police Officers arrested
a former pastor from a local church after an investigation revealed three years of inappropriate
behavior with a young girl starting when she was
15 years old.
The victim reported in May 2023 that the suspect, identified as Matthew Martinez, sexually
abused her, including kissing and groping her while threatening her not to tell
anyone.
Detectives learned Martinez, an associate pastor at the church, started texting the victim as a tutor in Fall 2020 before the messaging became more personal and the in-person contact became more physical – touching her hands
and feet at first before putting his hand up her skirt multiple times and touching her chest. The victim said Martinez would make her touch him as well.
In September, Detectives recovered thousands of text messages between
Martinez and the victim which included Martinez texting her “sexual hypotheticals” and talking about kissing her.
A warrant was issued for Martinez on September 28 and he was arrested
shortly after. He’s been charged with two counts of Sexual Battery.

MURDER IN A
SMALL TOWN
A Frederick man is facing murder charges after he
allegedly shot and killed a man last month.
Michael Lee Lorah, 44, was charged October 23
with murder first degree and possess firearm after
conviction or during probation in Tillman County District Court.
According to an Oklahoma State Bureau of Investigation (OSBI) press release, on
October 18, the OSBI was requested by the Frederick Police Department to assist
with a shooting.
Frederick police officers responded to a residence near South 19th Street and East
Dahlia Avenue just after 11:00 a.m. that morning. When officers arrived on scene, they
discovered 35-year-old Jake Zuniga, who suffered from a gunshot wound. Zuniga
was transported and later passed away from his injuries.
Based on the information gathered from the scene, Lorah was interviewed, arrested, and then booked into the Tillman County Jail.
The events that led up to the shooting are still under investigation at this time.
Bond for Lorah was set at $1M and he is scheduled to next appear in court on February 26, 2024, for his preliminary hearing.

A Richmond, Indiana, woman attempted to prevent police officers from searching her for drugs by faking a heart
attack, court documents reveal. The effort ended up being
in vain as jail staff later found an “avocado-size” sandwich
bag concealed in her privates that contained meth, fentanyl and crack cocaine.
Amanda Smith, 41, was arrested and charged with
dealing methamphetamine, a Level 2 felony; dealing in a
narcotic drug, a Level 2 felony; dealing in cocaine, a Level 3 felony, and dealing in a controlled
substance, a Level 6 felony.
This is the second time this summer Smith has been charged with multiple felony counts.
In early July, police accused Smith of luring a woman to a Richmond home under the guise
of selling her a ring. Instead, Smith allegedly assaulted the woman, punching her in the face
multiple times before stealing her wallet and phone.
Smith was arrested for the alleged assault and charged with robbery resulting in bodily
injury, a Level 3 felony, and criminal confinement, a Level 3 felony. She did not stay in jail long,
however, posting two separate cash bonds in July in order to be released from Wayne County
Jail — a move that would be repeated with her most recent charges.
Smith’s latest encounter with law enforcement occurred in September after a Wayne County
Sheriff’s deputy noted Smith interacting with known drug users at a Philipp 66 gas station in
Richmond. Being familiar with Smith, the deputy followed the woman’s vehicle and initiated a
traffic stop after Smith failed to use a turn signal and drove down the center of the road.
According to the deputy’s report, Smith would end up faking a heart attack after a K9 alerted
police to the presence of drugs. Smith reportedly began yelling and screaming that she was
having a heart attack but refused to let Richmond EMS hook her to monitors or give her a
medical evaluation.
After being taken to the hospital, Smith refused to change out of her clothes and insisted
on using the bathroom. Police believed Smith was concealing drugs and were aware that she
was likely trying to prevent herself from being searched while trying to find ways to dispose of
the hidden drugs.
Smith eventually agreed to change in the presence of nurses and admitted to having fentanyl hidden in her underwear. While changing, however, nurses spotted what appeared to be a
plastic sandwich bag concealed within her privates, documents detail.
According to the court documents, Smith continued to deny there was anything hidden
inside her even after the jail performed a body scan that showed an “abnormality in her pelvic
area.”
Eventually, Smith admitted to concealing drugs inside her privates and removed an “avocado-size plastic sandwich bag” from inside her, according to the documents.
Police ended up testing the contents of the bag and said 38.9 grams of meth, 10.4 grams
of crack cocaine and 9.2 grams of fentanyl — along with an untested fine white powder — had
been separately wrapped and shoved inside the plastic bag.
A search of Smith’s vehicle unveiled even more pills and substances including Gabapentin,
Naloxone and buprenorphine, court documents said. A ledger was also found in the vehicle
that contained names, weights, dollar amounts and drug types.
Police also found $5,845 in cash in Smith’s wallet and said four cell phones were seized
from the vehicle as evidence. According to the deputy’s report, three of the cell phones kept
ringing throughout the course of the investigation with calls coming in from known drug users.
Despite being charged with six felony counts over the last three months, Smith once again
posted bail after a brief stay at Wayne County Jail. Court records show Smith paid a $4,500
bond the day after her arrest (a $45,000 surety bond). In July, Smith paid two separate cash
bonds totaling $3,500 to avoid jail.

A Phoenix, AZ, man was taken into custody
after he admitted to an Altus police officer that
he had drugs in his hair gel.
Zyair Joyce, 26, was charged October 16 with
trafficking in illegal drugs (fentanyl) in Jackson
County District Court.
Reports state that Joyce was a passenger in a vehicle when it was pulled
over for speeding. Sensing something amiss and smelling the reek of marijuana, the officer searched the vehicle. When the officer came across a small
bag and began to open it, Joyce informed the officer that fentanyl was inside
it. He also added that he had more fentanyl pills inside his hair gel.
Joyce was placed under arrested and booked into the Jackson County
jail. His bond was set at $150,000 and his preliminary conference hearing is
scheduled for November 16 at 1:15 p.m.

THICK AS THIEVES
Two alleged thieves were caught red-handed
last month by a property owner, which prompted
a four-hour manhunt near Walters.
Nathaniel Dean Cork, 24, was charged October
13 with unlawful possess controlled drug: marijuana with intent to distribute, knowingly receiving or concealing stolen property, conspiracy to
commit unauthorized use of a vehicle, and unauthorized use of a vehicle; and Chance Nathan Refro, 33, was charged with conspiracy to commit
unauthorized use of a vehicle and unlawful possession of drug paraphernalia, in Cotton County
District Court.
A press release by the Cotton County Sheriff’s
Office stated that on Monday, October 9, a Cotton
County Sheriff’s Officer received a report from a
property owner advising that the day before, two
white males were on his property and in a residence just north of his property. The property owner returned to his property
on the afternoon of October 9 and caught the same subjects on his property,
stealing items from vehicles and barns. When the owner confronted the suspect,
they fled on foot, north into a wooded area.
Sheriff King, Undersheriff Whittington, other responding deputies, along with
Comanche Nation Police and Oklahoma Highway Patrol, responded to the area.
Sheriff King set up a two-mile perimeter. Deputies and Comanche Nation Police deployed a tracking K9 into the area where the suspects were last seen. Ultimately, after a four-hour manhunt and additional investigation, Cork and Renfro
were taken into custody.
Bond for Cork was set at $20,000 and Refro’s bond was set at $5000. Both
men are scheduled to appear in court on January 24, 2024.

CHARGES
Four Grady County residents pleaded guilty in federal
court to distributing a fatal dose fentanyl that caused
the death of another Grady County resident.
Dustin Ellis, 32, Pamela Payne, 40, Sierra Mandrell,
29, and Nicholas Sweeten, 27, all of Grady County, recently pleaded guilty for their roles in the distribution of
fentanyl that resulted in the death of another person
within Indian Country in Grady County, announced U.
S. Attorney Robert J. Troester.
In October, Ellis, Payne, and Mandrell were each
charged with one count of distribution of fentanyl. Similarly, Sweeten was charged on October 11, 2023, for
his involvement in the drug conspiracy.
On April 3, 2023, a resident of Grady County died
due to a fentanyl overdose. According to court documents, on or about April 2, 2023, these four defendants
conspired to distribute pills containing fentanyl to another person, which resulted in the death of the Grady
County resident.
On November 1, Payne, Mandrell, and Sweeten each
pleaded guilty to distribution of fentanyl. As part of their
pleas, Payne and Mandrell admitted to distributing a substance containing fentanyl and
Sweeten admitted to facilitating the deal. On October 5, 2023, Ellis pleaded guilty to his
role in the distribution of fentanyl.
“It only takes one deadly fentanyl-laced pill to cause a fatal overdose,” said U. S. Attorney Robert J. Troester. “My office has and will continue to aggressively pursue those who
dispense this deadly poison to hold them accountable to the significant consequences
that follow and protect the public from further harm.”
“Those who distribute drugs do so for one purpose, to make a profit,” said Eduardo
A. Chávez, Special Agent in Charge of the DEA Dallas Division, which covers Oklahoma.
“The DEA will never stop seeking justice for those who prey on others’ addictions.”
This case is in federal court because Ellis is a member of the Choctaw Nation, and
Payne is a member of the Chickasaw Nation, and the crimes occurred within the boundaries of the Chickasaw Nation.
At sentencing, each defendant faces up to 20 years in federal prison, and a fine of up
to $1,000,000.
