Ricky Costello Williams, of Lawton, was sentenced
today to serve 30 months in federal prison and ordered to pay $240,361 in restitution for tax fraud.
For a number of years, Williams prepared tax returns
for others under the business name W&B Financial.
A criminal investigation by the IRS determined that
in 2010 and 2011, he knowingly prepared returns with
fraudulent deductions and falsified credits in order to
illegally obtain refunds from the Internal Revenue Service.
Williams had previously been convicted of preparing
false tax returns in North Carolina and South Carolina.
On February 18, 2016, Williams pled guilty to assisting in the preparation of a fraudulent federal tax return. He has been in federal
custody since May 26, 2016, based on a violation of his conditions of release.
On October 19, United States District Judge Vicki Miles-LaGrange sentenced
Williams to 30 months in federal prison, to be followed by one year of supervised release.

Christopher Wallace may share a name with the Notorious B.I.G., but any
similarities end there. The 22-year-old was arrested in March while Snapchatting his whereabouts (he was currently hiding in a cupboard from police, who
were searching his home at the time). That was actually his second incriminating post to the platform – his first was kind enough to inform police that he was
at home in the first place.
John Mogan already made the poor decision of getting face and neck tattoos, which aren’t the most helpful accessories for bank robbers, but he also
posed for numerous photos with the loot from his alleged haul, along with his
girlfriend, Ashley Duboe. Needless to say, they were arrested shortly after his
pictures hit the web.
Renaud ‘Junior’ Plaisir broke into John Terrell’s New Hampshire home with
the intent of robbing it. At some point, he found the refrigerator, which held
some leftover chicken wings. He ate those, and then promptly fell asleep in
the guest bedroom, where he was discovered and detained by Terrell until the
police arrived.
Devin Gesell and two accomplices broke into a Missouri home in March
and took, among other things, a box containing what they thought was cocaine. Turns out, it was the homeowner’s father’s ashes. And even worse,
the woman, Debora Matthews, claims that two of the unnamed teens were
the deceased man’s grandchildren. That’s gonna make for an awkward family
reunion.
Frank E. Blake Jr. was already incarcerated in a Virginia jail when he was
visited by his second and third wives. Turns out, he was still married to his
second wife, whom he’d married before his divorce from his first wife was
finalized. These developments complicated things considerably: Blake was
charged with bigamy, which increased the length of his sentence by a year and
a half. Maybe he just really liked weddings?
Patrick Rempe, 24, drove his 2002 Toyota through the front door of Indian
River County Jail’s Building C. That didn’t work, so he backed out and then
tried to go through the fence. That also didn’t work, so he tried to climb the
fence, where he got stuck on the razor wire. What was Rempe trying to accomplish? He told police he wanted to visit friends who were currently incarcerated, a decision he’d reached after getting high on “flakka,” a synthetic
stimulant.
Reliford Cooper, III, fled from police one Wednesday evening in October,
leading them on a high-speed chase that involved running through a stop sign
and two ditches before crashing into a house. “I wasn’t driving that car,” he
told police when he was being handcuffed. “My dog was driving that car.” No
dog was found at the scene.
Police in Anchorage, Alaska, spent at least some of August searching for
a man in a “fairly realistic” bear costume who was caught harassing several
actual bears in the Chilkoot River. “This is not the first time we’ve encountered
a man in a bear suit,” Fish and Game spokeswoman Megan Peters told the
Associated Press, though the experience apparently did not help them make
an arrest.

A Page, Arizona, man was arrested for suspicion of
DUI after a state trooper caught him speeding down
I-40 on October 7.
38-year-old Kevin Lorenzo Williams told the trooper
he had been partying it up at a strip club until the wee
hours that morning.
The trooper was headed westbound on I-40 when
he saw a vehicle quickly approaching him at approximately 3 p.m. He confirmed the vehicle was traveling
98 mph by radar.
The trooper stopped the vehicle and made contact
with the driver, identified as Williams. Williams smelled
like alcohol, his movements were lethargic, and he had slurred speech and
glassy eyes.
The trooper asked the man to exit his vehicle and have a seat in the patrol
car. Williams stumbled back to the car, where the trooper administered a
preliminary breath test. According to the police report, the man tested “very
high” on the PBT.
The trooper asked Williams if he had any open containers in his vehicle
-- he said no.
Well, he wasn’t telling the truth. The trooper looked inside the man’s car
and found an open bottle of vodka behind the front passenger seat. There
were also two unopened beers with the vodka.
Williams didn’t deny drinking, however. He told the trooper he had been at
a strip club drinking heavily until around 4 a.m. that morning.
When the trooper asked the man to recite the alphabet Williams seemed
confused and said the letters out of order, stopping at “P.”
The trooper placed him under arrest and transported him to jail.
Williams is being charged with driving a motor vehicle while under the influence of alcohol and transporting open bottle or container of liquor. Bond
information and court date were unavailable at time of print.

Four people were arrested after they allegedly
conspired to lure a man to a location on October
14 before beating the crap out of him.
According to the affidavit, an Altus officer was
advised of the altercation at approximately 12:58
a.m. When he met with the victim, he noticed the
man had multiple injuries to his face and body.
The victim said he received a Facebook message from Altus woman Delauren Jaylea Vick, 18,
around 9:40 p.m. on October 13. She told him she
wanted him to hang out with her and her friend,
20-year-old Altus woman Amy Rae Chism. The
girls drove him to a residence in the 600 block of
South Benson Street.
As soon as they arrived, Vick and Chism ran inside the house. Altus man Deshane Ganarro Jefferson, 26, and 45-year-old Frederick man Shane
Genarro Fitts, approached the man and attacked
him. He said Jefferson fired a gun close to his head
and also hit him with a stick.
When the victim asked Jefferson what he was
doing, Jefferson said, “You called my momma a
bitch!”
The victim said the man was referring to an argument he had with Jefferson’s mom the night before.
Jefferson admitted to police that he was angry
at the man, and he planned the attack with Chism.
He denied shooting at the victim, but he said he
hid a revolver and shotgun under the couch of the
residence.
Fitts is being charged with conspiracy to commit felony of assault and battery with a dangerous
weapon and assault and battery with a dangerous
weapon. He is scheduled to appear in court on November 28, 2016.
Jefferson is being charged with conspiracy to
commit felony of assault and battery with a dangerous weapon, assault and battery with a dangerous weapon, possession of firearm after conviction
or during probation, knowingly concealing stolen
property, and calling 911 with false alarm. His bond
was set at $150,000, and he is scheduled to appear in court on November 2, 2016.
Chism and Vick are both being charged with
conspiracy to commit felony of assault and battery
with a dangerous weapon. Their bonds were set at $100,000.
Chism is scheduled to appear in court on November 28, 2016 and
Vick is scheduled to appear in court on November 29, 2016.

Lone Wolf man Curtis Shawn Polm, 36, allegedly broke into his ex-wife’s home on October 5
and stole some hats.
He wasn’t supposed to be at the residence.
According to the affidavit, a Kiowa County
deputy was dispatched to a residence in the
1400 block of Seventh Street in Lone Wolf at approximately 7:30 p.m. due to a man banging on
the door. The deputy recognized the address as
the home of Polm’s ex-wife. He also suspected
the man banging on the door was Polm.
When the deputy arrived at the residence, he
met with the victim, who was sitting in her car in
the driveway. The victim advised the deputy that
Polm had been drinking, but he had already left
the residence in his vehicle. She told the deputy
that her ex-husband barged into her residence
without her permission while she was gone and took several of her hats that
were on top of the entertainment center.
When she pulled into the driveway, he pulled his vehicle behind hers and
blocked her in. He then pulled into the front yard and started spinning his tires
on the grass.
After that, Polm jumped out of his vehicle and pushed open the front door of
the victim’s home.
She told the officer that the deadbolt wasn’t working, because Polm had
stopped by earlier that week and kicked down the door, breaking the deadbolt
and door jam.
This wasn’t the first time Polm terrorized his ex-wife.
Lone Wolf officers had told the man to stay away from the property, and the
deputy himself had previously responded to the residence for a similar call.
Polm was later arrested and transported to jail.
Polm is being charged with burglary in the second degree. He is scheduled
to appear in court on January 24, 2017.

Doug T: Regarding the officer's guilt or innocence, that is still yet to be determined. She will have her day in court. But regarding the narrative that a cop just shot
an innocent black man with a broke down car in the middle of the road, well that narrative has been proven false!
Chafferty S: People on PCP are unaware, fearless and crazy strong. The characteristics of someone on PCP are easily recognizable. If she recognized that, she is
in the right in my opinion.
Charley E: Everyone actually following this case are not surprised. And no one
should be surprised if Shelby either gets her charges reduced or if she's acquitted.
Mark M: It's easy to be an arm chair critic after the fact. Years ago I had to deal
with a guy strung out on Coke. He was naked, covered in blood, and he was able to
pull a newel post out from a porch because of his high. Because there were more than
just myself there, he was subdued with batons. You weren't there, you don't know,
don't judge!
Baptiste D: He was unarmed and everyone else had tazers out except her she
shot and killed him in cold blood just be cuz he wouldn't listen smh still don't matter
what he was on he didn't pose a threat
James W: Here's a guy on his way home from college, a devoted family man. A
leader in his church, who broke down on the road, was gunned down by police while
his hands were up and unarmed....but since he tested positive for a drug. It's a good
kill.
Trey C: Mixed feelings is about the only way to describe how I feel about this one.
On one hand you have a felon who is acting irrational and non compliant. On the
other you have a man who o don't believe needed to be shot. I wasn't there so I can't
judge too harshly. But I understand her training as I have been through it. I'm almost
certain she didn't mean to shoot him, she only fired one round. Which is not what she
is trained to do, she was the only one that fired a shot. You could hear the stress in
her voice, cops are human and get scared too. Bottom line is this, she got scared and
had her booger hook on the bang switch. The shooting was most likely a involuntary
body response to stress. The studies are out there and have been done, when people
get scared the body takes over. The same as when someone scares you, you instantly
take in a quick breath. You can't stop that from happening the body takes over. Accidents have consequences and I fell that she will answer for it. A man lost his life and
a public servant lost her career. Bad deal all the way around.
Mariette W: Whatever happened to shooting someone in the leg? If your aim
isn't good enough you should not be carrying. Shooting in the leg may have killed him
also, given, but he would have stood a chance and she would no longer be in danger
(unless he was armed)
Willy E: The officers guilt or innocence is still going to be evaluated in court, regardless of this toxicology report. So everyone, please don't go burn down the city.
Wendy L: So the fact that he was on drugs proves that...he was on drugs. Doesn't
prove that he did anything to deserve being shot dead. And why was it that she shot
him dead when the other officer used a taser?
David M: Acquittal....if those idiots think the law does apply to them they deserve
to get shot when the safety for the officers is involved...
Sherrayle C: how long can PCP stay in one's system? Does it mean that he was
high that day or could you smoke PCP 2 days ago 3 days ago? These are questions
that need to be answered.

Temple man Matthew Ryan Thaman, 19, was arrested
after he allegedly caused a scene at a convenience store
and broke a wind chime on October 15.
He later admitted to using drugs.
According to the affidavit, a Cotton County deputy was
dispatched to a residence in the 200 block of School
Road in Temple at approximately 7:30 p.m. He found four
adults standing in the front yard, including Thaman, and
his great aunt and uncle. The deputy separated everyone
and asked what was going on.
The man’s great aunt told the deputy that the trouble
started earlier that day at a Temple convenience store.
She said Thaman started arguing with her and her husband about giving a girl
some gas money so he could go get some clothes from his mom. They gave
Thaman the money, but he continued to argue and be disrespectful toward the
couple.
An Oklahoma agriculture inspector who was on scene asked Thaman to leave
the store. Thaman refused and instead tried to fight the man. The inspector was
able to escort the man out of the store without a fight occurring.
It wasn’t over yet, though.
The woman then said Thaman knocked on her door around 7:30 p.m. He appeared to have been involved in a fight, and he was angry. She told the deputy
the man broke a wind chime and threw one of her lawn chairs.
The deputy noticed that Thaman had mud on his face and up to his knees, his
socks and shorts were wet, and there was a laceration over his left eye.
Thaman admitted to using meth and smoking weed, and he told police he took
eight Klonopins a couple of days before the incident.
The woman said Thaman lived with her, but she wanted him gone. She said
she was worried he would steal stuff when she and her husband weren’t home.
The deputy placed Thaman under arrest and transported him to the hospital.
On the way there, he kept falling asleep. Medical personnel had a hard time talking to Thaman since his speech was slurred and he couldn’t stay awake.
Thaman is being charged with malicious injury to property under $1,000 and
disturbing the peace. His bond was set at $2,000, and he is scheduled to appear
in court on February 17, 2017.

Garrett, 33, allegedly threatened to
shoot his wife during an argument
on October 18.
But, since he was a convicted felon and all, the Frederick man wasn’t
even supposed to have a gun.
According to the affidavit, a Frederick officer was dispatched to a
residence in the 200 block of N. 15th
Street at approximately 12:30 p.m.
The caller advised that her husband
was destroying their home. The officer was met by the suspect’s wife,
who advised that her husband had
a gun.
Garrett walked outside, yelling
and acting like he was pissed off
about something. He kept his hands
out of sight until the officer grabbed
his firearm and told the man to show
him his hands. Garrett showed the officer his hands, but he refused to follow
any more commands. He approached the officer in a fighting stance.
The officer told him to put his hands behind his back so he could put him
in investigative detention. Garrett threw his cellphone to the ground and
continued to approach the officer. Another officer stepped forward to assist.
A brief struggle ensued between Garrett and the officers. He resisted and
fought while the officers tried to put him in handcuffs.
At one point, an officer tased the man.
Instead of being affected by the stun, Garrett tried to grab the taser away
from the officer. All that fighting was for nothing, however. Garrett lost the
scuffle and was placed under arrest.
The officer asked the victim where her husband’s gun was since they
didn’t locate it on his person. She led him inside her home and handed over
an unloaded rifle.
The victim showed the officer text messages the couple exchanged. When
she sent him, “can you say divorce,” he replied, “can you say shootout.”
Garrett told police he was holding the rifle for a friend, but he refused to
reveal the name of his buddy. He denied threatening to shoot his wife. The
man also advised police officers that he was a convicted felon, and he knew
he wasn’t supposed to be around any firearms.
A records check confirmed that Garrett was a convicted felon out of Texas.
Garrett is being charged with possession of firearm after former felony
conviction. His bond was set at $25,000, and he is scheduled to appear in
court on December 20, 2016.

Oklahoma Game Warden Chris Stover, of Stephens Co, received information about a deer that was possibly shot from a truck with a rifle on
October 2, in Jefferson County.
Warden Stover, along with Warden Michael Zimmerman, of Grady
County, drove to Ringling to interview the two suspects. After examining
the scene where the deer was killed, and interviewing both suspects, it
was determined that a doe deer was in fact shot from a vehicle with a .243
caliber rifle by the passenger. But, the driver shot the now wounded doe
several more times with buckshot. The pair then loaded the deer into their
truck and left the scene.
Both the rifle and shotgun were seized as evidence, as well as the deer
meat. The meat was donated to a worthy family.
Pending Charges include Hunt with the aid of a motor vehicle, Shooting
from a public roadway, Take deer in closed season (archery only, not rifle),
Transporting a loaded firearm, Improper disposal of deer carcass.
Totaling over $6,000 in fines and possible restitution.
