COMPANY MAN
A Lawton man was taken into custody after a
traffic stop raised suspicions of potential drug activity.
Shawn Michael Hernandez, 42, was charged
October 14 with aggravated trafficking in illegal
drugs (fentanyl), unlawful possession of controlled
drug with intent to distribute (cocaine and fentanyl), unlawful possession of drug paraphernalia,
possession of firearm after former felony conviction, and unsafe lane use, in
Comanche County District Court.
According to reports, Hernandez was driving a company vehicle when an officer noticed he made an unsafe lane change. The officer pulled Hernandez over
and a K9 officer alerted him to the presence of drugs.
After searching for drugs, officers were not successful finding any in the vehicle, but they did secure a search warrant on Hernandez’ home. There, investigators found more than 1600 fentanyl pills, a vacuum-sealed bag with several
ounces of cocaine inside, a firearm, and a large amount of cash inside a safe.
Hernandez allegedly admitted the drugs were his and that he sold them.
Hernandez was booked into the Comanche County Detention Center without
incident. Bond was set at $50,000 and he was ordered back to court on January
10, 2025, for his preliminary hearing.

A 47-year-old Duncan woman is being charged
with embezzlement after she allegedly sold 29
vehicles that belonged to Duncan Public Schools
(DPS).
Lee Ann Millan, however, who worked as the
school system’s transportation director from 2016
- 2023, allegedly never gave the school system
the proceeds from the sale.
According to the affidavit, the Oklahoma State Bureau of Investigation was
asked to investigate a suspected embezzlement within DPS in March 2024.
There were approximately 24 vehicles missing. It appeared that some of those
vehicles had been sold, but the school system didn’t receive any compensation
for the vehicles.
Investigators did a title history check on some of the vehicles and learned that
some had been sold and registered with private citizens.
In April 2023, a man saw an ad on Facebook that DPS had some vehicles for
sale. Since his brother-in-law’s wife, Millan, worked at the transportation department, the man asked about the vehicles and bid on a 1998 Ford F-150 for $800.
He won the bid, but he decided he didn’t like the vehicle. The man’s brother-inlaw resold the truck that was owned by DPS in December 2023.
Millan admitted to selling the vehicle and notarizing the title.
In March 2021, a woman was contacted regarding a post she made on Facebook that she needed a vehicle. She bought a 2006 Ford Taurus from Millan for
$2,000. The car was owned by DPS.
Millan also admitted to selling the car and notarizing the car’s title.
When asked why the money was never turned over to the school system, Millan didn’t have an answer. The DPS business manager said she never received
money for vehicles sold except in 2021 when three buses were sold to Bixby
Public Schools.
In 2023, a man bought five buses from the transportation department. An
employee gave the money to Millan, who then gave him the titles for the buses.
However, she never turned over the money to the school.
Investigators determined that 29 vehicles were sold by the transportation department totaling $26,837, but the money was never given to DPS.
Millan is being charged with embezzlement. Her bond was set at $15,000,
and a warrant was issued for her arrest on October 17, 2024. RACHEL

AROUND THE STATE
Gotta give kudos to a Jennings man who was
so determined to get to his court date on time in
Pawnee that he “borrowed” a LifeNet truck to get
there. But, alas, it was all for nothing.
Kody Ray Adams, 28, was charged September
25 with larceny of a motor vehicle, in Payne County District Court.
According to OHP, Adams was at a gas station
in Stillwater on September 24 asking people for a ride to Pawnee County for his
court date. When he couldn’t find a ride, he decided to hop in an unoccupied
LifeNet ambulance supervisor vehicle that had been left running.
OHP Ryan Trooper Long caught Adams at the courthouse walking in after
Adams had ditched the vehicle. Trooper Long arrested him after he admitted to
“borrowing” the vehicle, took him up to his court date, and then took him right
back to Payne County.
And guess what the court date was for??? Possession of a stolen vehicle.
Adams’ next court date was set for October 1, which he missed because
he was still in Payne County jail, and bond for the Pawnee County charge was
revoked.

SECRETS IN THE CITY
The Waurika city manager was taken into custody after charges were filed last month accusing
him of child sex crimes.
Charles Kyote Dunn, 30, was charged October 18 with child pornography buy/procure/possess, and four counts of use video equipment in
clandestine manner, in Jefferson County District
Court.
According to OSBI, on January 8, 2024, the Jefferson County Sheriff’s Office
requested the Oklahoma State Bureau of Investigation to investigate a possible
sex offense in Waurika.
Based on the information and evidence obtained, the suspect was identified
as 30-year-old Charles Kyote Dunn, who is the City Manager for the City of Waurika and a Reserve Police Officer for the Waurika Police Department.
On January 11, OSBI special agents interviewed Dunn and served a search
warrant at his residence, where they seized his electronic devices. During the
comprehensive investigation, several child sexual abuse images were discovered.
On the afternoon of October 17, Dunn was arrested by OSBI special agents in
Duncan. Dunn was booked into the Stephens County Jail.

The OSBI Cold Case Unit is seeking information regarding the suspicious disappearance of
16-year-old Dawn Michelle Nakedhead, who
was last seen October 18, 1991. That evening,
Dawn had plans of attending a local football
game with a friend, but never made it to the
game and was reported missing.
Investigators have received information stating the night Dawn went missing she was seen at a pay phone, spotted in
the Tulsa area, and even at a nearby hospital. However, the search for Dawn
continues.

Two fugitives from the law on Attorney General
Gentner Drummond’s Most Wanted List are now in
custody. The arrest of Jennifer Gayle Price came about
thanks to a tipster, while agents with the Attorney General’s Office successfully tracked down Melvin Joe Stevenson to a location in Texas.
Drummond praised the work of his agents and partner law enforcement agencies that assisted in capturing the fugitives.
“The apprehending of these individuals is a testament to the effectiveness of the 10
Most Wanted List and sends a powerful statement to those who seek to elude justice,”
he said. “Because the fugitives on this list represent a serious threat to public safety, it is
critical that we have an engaged public in these matters. I am particularly grateful that a
tip to the Most Wanted program led to the arrest of Ms. Price.”
On Oct. 21, an anonymous tip led the U.S. Marshals Service to arrest Price at a Tulsa
apartment complex. She faces charges in Tulsa County for possession of a firearm while
in the commission of a felony, falsely personating another to create liability, unlawful possession of a controlled substance with intent to distribute, removing an electronic monitoring device, identity theft and uttering a forged document under $1,000.
In Stevenson’s case, agents with the Office of the Attorney General were able to trace
his activities to a Wal-Mart in Wichita Falls, Texas. That revelation quickly led to Whitney
(Texas) police confronting Stevenson at a residence in that town. Stevenson led police on
a brief car chase before he abandoned the vehicle and was eventually taken into custody
at a nearby lake. The Oklahoma Highway Patrol and Hill County (Texas) District Attorney’s
Office assisted in the operation.
Stevenson is wanted in Cotton County on charges of trafficking methamphetamine and
larceny of merchandise from a retailer.
Both Price and Stevenson have eluded authorities since the spring of 2022.

STREET DRUGS
A Chickasha man is facing drug trafficking charges
after officers were called to a home in Chickasha last
month on a medical emergency.
Trace Levi Turkelson, 23, was charged October 22
with aggravated trafficking in illegal drugs, in Grady
County District Court.
According to reports, officers were called to the a
home in the 2800 block of S. 4th Street on October
21 on a possible drug overdose. When they arrived,
they found a man lying in the street unresponsive and
his lips were turning blue. The man was immediately taken to the hospital where
life-saving measures were taken. When the man woke up from the overdose, he told
authorities he had been smoking fentanyl with Turkelson.
While the man was being transported to the hospital, officers found fentanyl in a
vehicle that Turkelson was driving. He was promptly arrested and taken to the Grady
County jail. Bond was set at $600,000. A bond reduction hearing is set for November
14, 2024, and his preliminary hearing conference is set for January 8, 2025.
