warrant search leads to drug bust
Lawton man Anthony William Rowland, 56,
was locked up after officers found a multitude
of drugs at his home during two search warrants on July 23.
According to reports, the Lawton Police
Special Operations Unit, assisted by the
Oklahoma Bureau of Narcotics and the District III Task Force, went to the man’s home
in the 2100 block of NW Bell to execute a
search warrant. While in Rowland’s home, the
found methamphetamine, along with some
paraphernalia. The meth appeared ready to
be distributed.
Police left the home and obtained another
search warrant for the visible drugs and paraphernalia. When they returned, they confiscated 31.1 grams of meth being
stored in separate containers on the kitchen table. They also found several
meth pipes lying on the table.
While searching the residence, investigators found more on the table, including a sleep aid pill container. Inside the container, there were 58 narcotic
pills – 56 acetaminophen and hydrocodone bitartrate pills and two oxycodone hydrochloride pills. They also found two containers on the table that had
a combined total of 1.5 grams of marijuana.
In the man’s bedroom, police located another half gram of marijuana and
a crushed up blue powder that weighed 0.3 grams. The blue powder tested
positive for meth.
Rowland is being charged with trafficking in illegal drugs, possession of
controlled dangerous substance and unlawful possession of drug paraphernalia. His bond was set at $50,000, and he is scheduled to appear in court
on September 24, 2020.

An 18-month multi-agency investigation in southwestern Oklahoma has
dismantled a large drug trafficking network.
At 6:00 a.m. on August 14, Agents and Officers from several departments began executing seven Search Warrants in Caddo County and
serving more than 30 Arrest Warrants. Oklahoma Bureau of Narcotics
(OBN) Spokesman Mark Woodward says the case initiated in January of
2019 targeting a drug trafficking ring moving large quantities of methamphetamine and cocaine into Anadarko and Chickasha.
“It wouldn’t be uncommon for this group to bring more than a kilo of
meth and nearly a half-pound of cocaine on a weekly basis into Caddo
County for distribution. Occasionally, they would sell prescription pills and
marijuana, as well,” Woodward said.
The investigation involved Agents from OBN, as well as members of
the Anadarko Police Department, Caddo County Sheriff’s Department, the
District 6 Drug Task Force and the Department of Correction’s Office of
Inspector General. Two of the main targets of this investigation, Clifton Wilson and David Duncan, were running the drug trafficking operation while
incarcerated at the Oklahoma State Penitentiary in McAlester.
“These two inmates would facilitate drug shipments using contraband
cell phones to communicate with people on the outside. OBN worked
very closely with the Inspector General’s Office at the Department of Corrections throughout this investigation to monitor the activities of these two
inmates,” said OBN Director Donnie Anderson
Agents seized several pounds of meth, cell phones, and drug paraphernalia while executing the seven Search Warrants. As of noon that day,
Woodward says 28 defendants are in custody. All of the defendants arrested were transported to the Caddo County Jail. They face a variety of
state and federal charges including felony drug trafficking.

ARREST MADE IN HARPER COUNTY CHILD
ABUSE CASE
HARPER COUNTY, Okla. - The Oklahoma State
Bureau of Investigation (OSBI) arrested a 28-yearold babysitter in connection with the abuse of a
seven-month-old child that occurred in Buffalo,
Okla. As a result of the investigation, the District I
District Attorney’s Office filed two counts of Child
Abuse by Injury and one count of Child Neglect
on Candice Vazquez. OSBI Agents arrested her at
her home where the abuse occurred.
On June 18, 2020, the Harper County Sheriff’s
Office requested assistance from the OSBI with
a child abuse investigation. That same day, the
seven-month-old child was taken to OU Children’s Hospital in Oklahoma
City where the child was treated for life-threatening injuries. The abuse
was sustained while in the care of Vazquez at her home in the 200 block of
NE 4th St. in Buffalo, Okla.
Despite the severity of the injuries, the baby survived and has recovered.

To the Editor:
This past summer the United States Supreme Court in McGirt v. Oklahoma found that the Muscogee
(Creek) Nation’s “reservation” was never taken away by Congress. That ruling has many effects, but one
of the most significant is the State of Oklahoma does not have (and should not have had since statehood)
criminal jurisdiction over any person who is a member of any federally recognized Native American tribe
within the historical boundaries of the Muscogee (Creek) Nation. This area encompasses eleven Oklahoma counties including most of the Tulsa metropolitan area. Further, the Supreme Court’s ruling appears
to apply to other tribal jurisdictions as well. The Oklahoma Attorney General has already made several
statements that indicates his office is conceding that the State of Oklahoma does not have jurisdiction
over Native Americans accused of crimes in the historical boundaries (“reservations”) of the Cherokee,
Choctaw, Chickasaw, and Seminole tribes. While those additional four tribal areas are still being resolved,
it is becoming more clear that Congress did not “disestablish” those reservations either. In addition, it is
very possible that other tribes (e.g. Kaw Nation, Citizen-Potawatomi Nation) may also have retained their
reservations in Oklahoma. However, note that both the tribal courts and the federal courts have jurisdiction over these same cases. The Muscogee (Creek) Nation Tribal Court and the U.S. Attorney’s Office in
Tulsa are already picking up these cases in the Tulsa area, and other tribes will likely do so in other tribal
jurisdictions. Having an “Indian card” is not necessarily does not mean it is a “get out jail card,” but it is
something that you should speak with your attorney about immediately.

A 32-year-old Frederick man told police he took
both Nyquil and Dayquil before allegedly destroying
some city property on July 22.
According to the affidavit, a Frederick officer was
dispatched to the 100 block of North 19th shortly
after 11 a.m. to investigate a disturbance. When he
arrived, the street department supervisor told him
that a temporary employee was acting strangely that
morning while operating a back hoe. He explained
that the employee used the back hoe to destroy a
power line, pole and transformer station. He then
drove the back hoe into a drainage channel before
simply just walking away and leaving the location.
Other city employees told the officer that the man,
identified as Chad Wayne Duke, had been acting strangely and had a weird
look on his face. They also said that the man used the back hoe to hit the utility pole and transformer station three times before breaking the pole, causing
approximately $5,000 in damages.
At approximately 2:45 p.m., the officer found Duke in his home. He was
“hard asleep” and was unable to speak to the officer.
The officer asked the man’s girlfriend to let him know when Duke woke up.
Around 6 p.m., dispatch contacted the officer and let him know that Duke
wanted to speak with him. The officer spoke with the man, who seemed “out
of sorts” and confused about what had gone on that day.
The officer asked him to contact him the next day when he had a clear
head.
The next day, Duke told the officer that he was under a great deal of stress
and thought there was some kind of issue going on between him and his
supervisor. He said he believed he might have had a fit of blind rage brought
on by using both Nyquil and Dayquil cold medicines before he went to work
the day before.
The man was placed under arrest.
Duke is being charged with malicious injury/mischief. His bond was set at
$10,000.

INFANTS LIFE SAVED BY OFFICERS
On Saturday, August 1, at 3:51p.m., Master Officer Matthew Worst and Officer Michael Laughlin responded to a call that had been dispatched to Jackson County EMS. The caller was reporting a child choking in the 400 Block of
East Commerce Street in Altus.
When Officers arrived, they found an 18-month old child choking and unable to breathe. The grandparents were hysterical and kneeling on the floor
with the child crying out for help. Officer Laughlin quickly kneeled down taking
the baby into his arms and started back blows on the child to dislodge the
object. Master Officer Worst relieved Officer Laughlin and started back blows
on the child as well. At that time, Master Officer Worst stated the child went
limp in his hands from lack of air. Master Officer Worst performed one more
back blow to the child, and a metal object hit the floor. The Officers were able
to dislodge what appeared to be a large metal nut the child had swallowed.
The quick thinking and response of both Officers saved this child’s life.

heroic acts on the afternoon of August 1st. An 18-month-old child’s life was
saved because of their quick response and their actions. I’m honored to be a
part of a great group of men and women. Thank you to all the employees at

NEW TECHNOLOGY CAN LEAD TO A BREAK IN
CASES INVOLVING AN UNIDENTIFIED BODY
OKLAHOMA CITY, Okla. - The state’s premier investigative agency is utilizing advanced technology to give an unidentified body a name. The Oklahoma
State Bureau of Investigation (OSBI) recently acquired 11 Evolution mobile
ID scanners that are assigned to Crime Scene Agents across the state. The
agents use the handheld device to scan the fingerprints of an unidentified
person, which are then run through state and federal databases, with results
returned in minutes.
“The first step in getting justice for a victim and their family is to know who
they are,” said OSBI Director Ricky Adams. “If we don’t know a person’s identity, it is incredibly difficult, if not impossible, to find the perpetrator responsible
for their death. I believe the investment in this technology can be the first lead
in a case that involves an unidentified victim.”
If an unidentified victim is found, agents will place the victim’s finger on the
device, which is approximately the size of a cellphone. Utilizing an internet
connection, the fingerprint scans are then run against the OSBI’s Automated
Fingerprint Identification System (AFIS) and the FBI’s Repository for Individuals of Special Concern (RISC) in search of a match. If there is a fingerprint
match in either database, the results are returned to the agent within minutes.
Each device cost $3,150 for a total investment of $34,650.
Within a week of being deployed, the device led to the identity of a deceased female. She was found in Ottawa County on July 13, 2020. An OSBI
Crime Scene Agent was able to scan her fingerprints and within minutes her
identity was confirmed.

Two 27-year-olds were placed under arrest
after several stolen items were found in their
tent on August 27.
According to the police report, a Stephens
County deputy was dispatched to the Chisholm Trail RV Park to investigate a string of
recent larcenies from vehicles.
One of the victims said his truck door was
open and a firearm and iPad were missing. A
woman said her black and white purse, a pencil case and 100 Sharpies were missing from
her car.

app to track down the iPad to a location in a
field south of Cherokee Road east of the railroad tracks. Officers found a makeshift campsite along the south fence line on some property located in the 600 block of Cherokee Road.
They met with two people who were identified
as Brenda Ann Hesler and Andrew Bladeon
Earls.
One of the officers asked the victim to active
his app and make the iPad ring. Sure enough,
an audible ringing came from inside the tent.
The iPad, firearm, and purse containing the
pencil case and Sharpies were recovered from
inside the tent.
Officers found multiple other items, including
a class ring that belonged to the female victim’s boyfriend.
Hesler and Earls were placed under arrest and transported to jail.
Officers later went back to the campsite and received permission to
search the area. Other stolen items taken during several burglaries were
recovered, including a handgun, some bolt cutters, a post driver, camping
supplies, lanterns, an airsoft gun, an air pellet rifle, and a chainsaw.
One of the victims actually owned the tent that the suspects had been
living in.
Further searching uncovered a loaded syringe and glass pipe. The syringe tested positive for meth.
Hesler is being charged with knowingly concealing stolen property and
possession of controlled dangerous substance. Her bond was set at
$40,000.
Earls is also being charged with knowingly concealing stolen property
and possession of controlled dangerous substance. His bond was set at
$45,000.
They are both scheduled to appear in court on October 21, 2020.

September is National Campus
Safety Awareness Month
The Fall Semester is here and hopefully you had an enjoyable summer. As we
return to our offices and classrooms, it is important to remember that campus safety
should be an important part of our daily activities. September has been designated as
National Campus Safety Awareness Month. NCSAM received the unanimous support
of Congress in 2008. Each September, the Clery Center for Security On Campus partners with colleges, universities, and other agencies to offer campus safety programming – National Campus Safety Awareness Month.
Campus safety requires active participation from everyone. Do you know the name
of the head of your campus police or security department? Do you know the emergency and non-emergency numbers to the police/security department? Do you know
where you can find your college’s safety & fire policies and statistics? Thanks to the
Clery Act the answers are simple.
As a result of the horrible murder of 19-year-old Lehigh University freshman Jeanne
Ann Clery who was raped and murdered while asleep in her residence hall room on
April 5, 1986. Jeanne’s parents, Connie and Howard, discovered that students hadn’t
been told about 38 violent crimes on the Lehigh campus in the three years before
her murder. They joined with other campus crime victims and persuaded Congress
to enact this law, which was originally known as the “Crime Awareness and Campus
Security Act of 1990″.
During your daily endeavors you travel around your campus and speak with students, staff and faculty. If something doesn’t look right, sound right or feel right contact
campus safety. Believe your gut reaction. It is much better for campus safety officials
to come and find that there is nothing wrong than for a crime to occur. Sometimes
crimes can be prevented and offenders can be caught in the act because of quickthinking community members just like you.

48-year-old Ninnekah man Dusty Earl Knight is being
charged with kidnapping after he allegedly forced a woman to strip at knifepoint and threatened her on August 14.
Reports state that Knight became suspicious that the
woman had taken two bags of meth and knife from him.
He threatened her while holding an 18-inch long knife
and forced her to strip.
At some point, he allowed her to put her clothes back
on, but the woman’s nightmare was far from over. He allegedly tied her hands behind her back with a Chromebook charging cord and placed her in the back of a car,
driving around for several hours.
During one stop, Knight allegedly put duct tape over the victim’s mouth,
pulled her hair and threatened to cut her fingers off one at a time. He also allegedly threatened to put the woman in a barrel of muriatic acid so that her
body would never be found.
Sometime during the ordeal, the woman lost consciousness. She told police
she didn’t remember anything after that until Knight took her back to a residence in Verden.
Knight is being charged with kidnapping. His bond was set at $500,000, and
he is scheduled to appear in court on September 15, 2020.
