Spring is a time of new
beginnings, brought about by
spring rains that start quenching
the winter thirst of all things dormant through the winter. Although
lately, things seem to have been drier than usual, I’m writing this
Tips in the hopes of maybe bringing about some much needed rain
by talking about it! If you’ve lived in Oklahoma any period of time,
you know that spring rains usually bring spring flooding, which
can significantly impact travel in the state. I’m going to talk a little
about the dangers that roadway flooding can present, and some
tips for avoiding them.
Every year that we have flooding, we get stories about
motorists who are stranded in water that has risen up over the
roadway. The news has the usual shot of one vehicle with its
hazard lights on not moving, followed by video of other vehicles
still driving through these flooded roads. The solution is very
simple, if you don’t want to be that vehicle that is stranded, don’t
drive through standing water! Most of the locations that typically
flood over in heavy rains are traditional places where this happens
year after year. The problem with this is that usually, the locals
think since they’ve been able to drive through it before, it shouldn’t
be any problem now. A lot of things can happen under water that
we can’t see though. Parts of the roadway could wash out, debris
could be covered up that can’t be seen, and other unseen hazards
could be present. All of these things can spell disaster for the
person who assumes it will be ok to drive through standing water
on the roadway.
Next, don’t drive around “Road Closed” signs. Every year
in these traditional flood areas, the public safety officials close the
roads for safety, and every year people drive around those signs
and end up needing rescued. Not only are those signs put up for
your safety, it is illegal to drive around them. They are Official
Traffic Control Devices, and as Oklahoma State Statute 47:11-201A
states: The driver of any vehicle shall obey the instructions of any
official traffic-control device...unless otherwise directed by a traffic
or police officer.
Last, be aware of your surroundings, so that you can find
an alternate route if needed. In today’s technology driven world,
this is easier than ever to do. Use that smart phone, tablet, or GPS
device to find a way around flooded areas. Also, when the potential
for floods can cause roads to be closed, give yourself extra time to
reach your destination, in case an alternate route is needed.
Hopefully, this spring will be full of showers that bring
out the green grass and flower blooms, instead of continued burn
bans. If those April showers bring those May flowers, now you’ll
have some tips for avoiding any of the pitfalls that inherently come

You can’t trust a man that carries his illegal drugs in a seemingly innocent candy container.
Enid man Nathan Michael Anthony Villalobos, 23, was arrested on March 23 because an
Oklahoma Highway Patrol trooper found meth
and a pipe on his person during a traffic stop.
According to the affidavit, the trooper pulled
Villalobos’ vehicle over after the man allegedly
failed to stop at a stop sign at the intersection
of Washington Avenue and Willow Road in
Enid.
Villalobos identified himself, but he told the officer that he didn’t
have his driver’s license on him and he didn’t have insurance for his
car.
The trooper asked Villalobos to step out of the vehicle. Although it
took him a minute or two, he finally exited the car. He kept making
sneaky movements with his hands and arms.
The trooper told Villalobos to sit in the patrol vehicle, but he became concerned when Villalobos kept making movements toward
his pants pocket.
He did a brief pat on the man and found a box cutter in his jacket
pocket. He also felt a large cylindrical object in his pants pocket.
The trooper retrieved the object, which turned out to be a candy
container, and opened it. Inside the container, he found a small glass
pipe with a burnt white powdery substance and a baggy with a white
crystal substance that later tested positive for meth.
Villalobos told the trooper that he was unaware of the pipe and the
crystal substance, but said he believed that the substance was meth.
As the trooper placed Villalobos under arrest, he noticed that the
man’s pupils were dilated and his heart was beating rapidly. He
asked him when he had last used meth, and Villalobos said three or
four days prior.
Villalobos is being charged with possession of a controlled dangerous substance, unlawful possession of drug paraphernalia, driving with license suspended and no insurance. His bond was set at
$10,000, and he is scheduled to appear in court on April 28, 2014.

Police say an Enid man became belligerent and
attacked medical staff following an injury collision
in the 3600 block of West Garriott on March 22.
According to the affidavit, when Enid police officers arrived at the location of the collision, they
saw a man, later identified as Gregory Dean Pennington, 54, lying on the ground and complaining
of pain.
As an officer spoke to Pennington, he noticed that
the man’s eyes were watery, his speech was slurred, and he smelled
like alcohol.
The officer tried to talk to Pennington, but the man was acting irritated about the collision.
Emergency responders arrived to take Pennington to the hospital,
but he became increasingly hostile toward them as they loaded him
into an ambulance.
Police spoke with witnesses, who said Pennington failed to yield at
a stoplight and crashed into another vehicle. They added that Pennington retrieved two liquor bottles from a compartment on his motorcycle and threw them. Police retrieved the bottles.
At the hospital, the officer asked Pennington if he would take the
state’s test, and Pennington allegedly replied, “I ain’t takin’ s---!” The
officer interpreted that as his refusal.
As he was receiving treatment, Pennington became increasingly
belligerent and violent with hospital staff. An officer had to force Pennington down on his bed several times and used two pairs of handcuffs to restrain him to the bed.
When the cuffs were removed for a CT scan, Pennington lunged toward the officer and hit the ER tech.
He was eventually released from the hospital, and the officer transported him to jail.
Pennington is being charged with driving a motor vehicle while under the influence of alcohol, assault on a police officer, interference
with emergency technician or care provider, driving with license suspended and transporting open bottle or container of liquor. He was
released on a $2,000 bond and is scheduled to appear in court on
April 23, 2014.

Victim notification data corrupted
Attorney General Scott Pruitt issued a consumer alert for crime victims to re-register for notices after data in a Pardon and Parole Board
notification system was corrupted.
“It is important for victims of crime and their families to stay informed
about what’s happening with these violent criminals,” Attorney General
Pruitt said. “The Victim Services Unit at the AG’s Office is asking all victims of crime and their families to re-register their information to ensure they are notified of important court and hearing information.”
Due to a recent corruption of data in the board’s victim database, the
contact information used to provide victim notifications has been lost.
No confidential information has been compromised or stolen.
To continue to receive notifications on board hearings, offender protest deadlines and other information related to the board, please contact
the board as well as sign up for VINE, a victim notification system provided by the Attorney General’s Office.

The Bible does not specifically use the term
“child abuse.” There is no record of a single
instance in the Bible where a child is being abused.
What the Bible does tell us is this: children have
a special place in God’s heart and anyone who
harms a child is inviting God’s wrath upon Him.
When Jesus’ disciples tried to keep children from
coming to Him, He rebuked them and welcomed
little children to His side, saying, “Let the little
children come to me and do not hinder them for the kingdom of God
belongs to such as these” (Mark 10:14). Then He took the children in His
arms and blessed them (v. 16).
Children are abused and mistreated in several different ways, all of which
are abhorrent to God. Too many children are the victims of angry beatings
and other physical abuse as their parents take out their own anger and
frustration on their children. Anger is almost always sinful, and anyone
who abuses a child in anger commits multiplied sins. “An angry man stirs
up dissension, and a hot-tempered one commits many sins” (Proverbs
29:22). There is no place for unrighteous anger in the life of a Christian,
as Paul reminds the Ephesians: “In your anger do not sin: Do not let the
sun go down while you are still angry, and do not give the devil a foothold”
(Ephesians 4:26-27). Anger should be confessed to God long before it comes
to the point of physical abuse against a child or anyone else.
Psychological and emotional abuse is also forbidden in Scripture.
Ephesians 6:4 warns fathers not to “exasperate” or provoke their children,
but to bring them up in the “training and instruction of the Lord.” Harsh,
unloving discipline alienates children’s minds from their parents and
renders their instructions and corrections useless. In addition, it often leads
to sin against God, as it is difficult in the best of children to be angry and
yet not sin. Parents can provoke and exasperate their children by placing
unreasonable requirements on them, belittling them, or constantly finding
fault, thereby producing wounds that are far worse than any physical
beating can inflict. Colossians 3:21 tells us not to “embitter” our children so
they will not become discouraged. Ephesians 4:15-19 says we are to speak
the truth in love and use our words to build others up, not allow rotten or
destructive words to pour from our lips, especially toward the tender hearts
and minds of children.
So, even though the Bible does not specifically mention child abuse, it is
abundantly clear how God feels about the issue. Anyone who suspects a child
is being abused has the obligation to report it to appropriate authorities.

Charles Warner raped and murdered
11-month-old Adrianna Waller in
1997 in Oklahoma County. He was
convicted in 1999. Adrianna was the
daughter of Warner’s live-in girlfriend.
During the sentencing phase, jurors
heard testimony that he had previously
sexually and physically abused his exwife and a fi ve-year-old girl. Warner’s
seven-year-old son testifi ed for the
prosecution that he had witnessed his
father abuse Adrianna on previous
occasions. During the ultimately fatal
attack she was sexually molested.
She had a six-inch skull fracture, a broken jaw, three broken ribs,
bruised lungs and a lacerated liver and spleen.
Warner has been on death row since August 4, 2003.
Charles Warner and another inmate scheduled was to die this
March 21, but he and another inmate, Clayton Lockett, fi led a
lawsuit to stop the execution. The pair were granted a delay.
AG Scott Pruitt expressed his concern in a press release: ”I am
upset that justice is once again delayed for Stephanie Neiman, young
Adrianna Waller and their families. This delay is not about the facts
of the case, nor does it seek to overturn the convictions of these two
murderers. Instead, it’s about outside forces employing threats,
intimidation and coercion to keep the State of Oklahoma from
imposing the punishment handed down for these heinous crimes.
But rest assured, accountability for these murders will occur. It’s
not a matter of if these punishments will be carried out, but it is only
a matter of when. We owe it to the victims, to their families, and
to the juries who imposed these sentences for our criminal justice
system to work effi ciently, truthfully and without delay.”

An Oklahoma City attorney is facing prison time after being
arrested inside the Oklahoma County jail. The Sheriff’s office
says the investigation when a female inmate told deputies the
man she thought was her attorney was engaging in sexual acts
during visitations.
Deputies arrested Frank Kirk, 70, on Monday after setting
up a sting that caught him on audio tape with the inmate. Investigators say the inmate originally contacted Kirk in January
about representing her, but it turns out he never filed to be her
attorney of record.
“Kirk told the victim that since she didn’t have the cash to pay for his services
she could make it up to him by performing sexual acts instead,” said Sheriff John
Whetsel.
Sheriff Whetsel said the investigation revealed the Kirk only pretended to represent the woman who was in jail on drug charges. She discovered the ruse when
the public defender’s office contacted her about her case. That’s when the woman
talked to deputies and agreed to assist in the investigation.
Investigators say the woman met with Kirk inside the jail and he is heard on
audio tape making advances towards her. The sheriff’s office says the woman was
told to use the phrase “my pants are too tight” to signal deputies to enter the room.
“During his visit, Kirk furnished her with lubricating jelly and a sex toy and as this
began our investigators opened the door and arrested Frank Kirk immediately.”
According to court documents the female inmate told investigators that Kirk
coerced her into performing sexual acts while he watched at least four times.

A Perry man was arrested when he arrived at court a day late, and
then tried to run for his freedom after a Noble County deputy recognized him at the courthouse on March 28.
According to the affidavit, the deputy was sitting in the courtroom
with an inmate when someone told him that a man who had an outstanding warrant was sitting on a bench near the door. The deputy
was given a copy of the warrant.
He approached the man, identified as Joshua James Postier Kruitbosch, 23, and showed him the warrant. The deputy told him that
he was under arrest and would be taken to jail. Kruitbosch told the
deputy that he thought his court was on March 28, but the deputy
showed him on the court papers he had with him that it was on March 27.
The deputy went back to the inmate, and Kruitbosch approached him and asked if he could
call his mom or use the deputy’s phone. The deputy said no and told him that another deputy
was on his way to take him to jail. Kruitbosch said OK and started walking back to the bench
he had been sitting on. But, he had other plans. He ran out the door and down the stairs.
Since the deputy could not leave the inmate he was with, he contacted dispatch, but Kruitbosch turned himself in later that day at the sheriff’s office.
Kruitbosch is being charged with escape from arrest or detention. His bond was set at
$1,000, and he is scheduled to appear in court on April 9, 2014.

An altercation at the Kingfisher Wal-Mart resulted in the arrest of
two individuals on April 2 after drugs and paraphernalia were found
in their vehicle.
According to the police report, Kingfisher officer responded to the
report of an altercation; they were told that the subjects had left in
a green van.
Police located the van and initiated a traffic stop.
A woman that the officer recognized as Karen Gibson Taylor, 49,
exited the van and walked toward him. The Kingfisher woman told
him that one of the passengers, Enid man Zachary Otis Muzny, 24,
had been in a fight in the front of the store.
When he asked her for her license, she told him that she thought
Muzny and her daughter, who was sitting in the backseat, had taken
it.
The officer asked Taylor’s daughter what was going on; she said
that Muzny had been in a fight earlier. As they were speaking, the
officer saw a backpack in the seat where Muzny had been sitting. In
the side pocket, the officer noticed a meth pipe.
With the help of a K9, police searched the vehicle and found pills,
a set of digital scales, another pipe, syringes with a liquid that tested
positive for meth, silver spoons with a residue and other items associated with the use of drugs. Some of the items were found in a purse
that belonged to Taylor.
Taylor’s daughter told the officer that the pipe didn’t belong to
Muzny, but it belonged to another man that was at the scene. The officer spoke to the man,
and he said, “Let me see the pipe. I will tell you if it is mine.”
The man described his pipe and the description didn’t match with those found in the van.
He told the officer that Muzny doesn’t smoke and that Taylor was “into meth.”
Taylor’s daughter told police the same thing, and that her mom had told her to let Muzny
take the blame for everything.
Taylor is being charged with possession of a controlled dangerous substance and unlawful
possession of drug paraphernalia. She was released on a $500 sheriff’s bond and is scheduled
to appear in court on April 19.

appear in court on April 14, 2014.

Bad vibes
Cara Claffy, a 35-year-old New Mexico woman, was jailed after
she allegedly assaulted her own mother with a vibrator.
According to police, officers were dispatched to an Albuquerque
residence after Sheryl Claffy, 60, called to report that her
daughter, Clara, “struck her on the head with a vibrator” and
was attempting to flee the scene.
When officers arrived at the residence, Sheryl Claffy pointed
them towards a nearby truck and told them that she believed her
daughter was inside. Officers noted that the Sheryl Claffy was
“bleeding profusely” from her head.
Officers inspected the truck and found a male driver inside
with a vibrator laying on the passenger side floor. Cara Claffy was not inside the
truck, however, she was detained moments later as she exited a neighbor’s home.
During a police interview, Claffy admitted to arguing with her mother but denied
striking her with a vibrator. She then insisted that her mother’s injury was self
inflicted.
Officers interviewed Sheryl Claffy who stated that she and her daughter were
watching television when an argument ensued. That’s when her daughter allegedly
picked up a vibrator and struck her in the head with it.
Cara Claffy was booked into the Bernalillo County Jail and charged with aggravated
battery and domestic violence. Her bond has been set at $3,500.

Awareness Month
The Centers for Disease Control and Prevention (CDC) has released a special report, The National Intimate Partner and Sexual Violence Survey (NISVS): 2010 Summary Report, which expands upon
data from the original NISVS summary report released in 2012. The
complete report is available on the CDC’s website at http://www.cdc.
gov/violenceprevention/nisvs/.
Below are some key sexual violence-related findings that the National Sexual Violence Resource Center would like to share:
PREVALENCE OF IPV
• Sexual violence is common among intimate partners. Nearly 1 in
10 women in the United States (9.4%) has been raped by an intimate
partner in her lifetime, including completed forced penetration, attempted forced penetration, or alcohol/drug-facilitated completed
penetration. (Page 1)
• Approximately 1 in 6 women and 1 in 12 men in the U.S. have
experienced sexual violence other than rape by an intimate partner
during their lifetime. (Page 13)
• The lifetime prevalence of rape, physical violence, or stalking by
an intimate partner is higher for both women of color and men of
color than for white non-Hispanics. (Pages 27, 29)
PREVENTION AND VICTIMIZATION
• Most IPV starts before age 25, so primary prevention of IPV must
begin at an early age. (Page 73)
• Adolescent victims: 1 in 5 female victims and 1 in 7 male victims
who experience rape, physical violence, or stalking by an intimate
partner were first victimized between the ages of 11 and 17 years old.

• College-aged victims: Approximately 14.8% of women and 9.8%
of men (18 to 24 years old) experienced rape, physical violence, or
stalking by an intimate partner. (Page 33)
• The link between sexual violence and housing: 10% of women
and 7.9% of men who experienced housing insecurity in the past
12 months had a significantly higher 12-month prevalence of rape,
physical violence, or stalking by an intimate partner when compared
with women and men who did not experience housing insecurity.

SERVICES
• Help (such as medical care, housing services, victim’s advocate
services, community services, and legal services) is needed: 44.9%
of female victims and 65.7% of males who said they needed services
reported that they never received the services they needed. (Page 56)

Red Bull doesn’t always give you wings — sometimes it gives you a ride
straight to jail. Especially when you mix it with tequila.
A New Mexico man, Leonardo A. Medina-Carreno, 32, was arrested on
March 28 in Major County during a traffic stop in which he admitted to mixing the upper and downer.
According to the affidavit, an Oklahoma Highway Patrol trooper initiated a
traffic stop after he saw Medina-Carreno fail to stop at a stop sign near County
Road NS271 and EW 44.
Medina-Carreno gave the trooper a valid New Mexico driver’s license and
told the trooper that he was headed to Enid.
During the stop, the trooper noticed that Medina-Carreno’s eyes were bloodshot and watery.
The trooper asked Medina-Carreno to have a seat in his patrol vehicle. While inside the car,
the trooper could smell a very strong odor of alcohol coming from Medina-Carreno’s breath and
person. He asked the man if he had been drinking earlier.
Medina-Carreno insisted several times that all he had consumed was Red Bull, but he later
admitted that he had been mixing it with tequila at a friend’s house.
A field sobriety test confirmed the trooper’s suspicions that Medina-Carreno was unfit to be
operating a vehicle due to his intoxicated state.A breath test revealed that he had a blood alcohol
level of 0.13.
Medina-Carreno is being charged with driving a motor vehicle while under the influence of alcohol. He was released on a $2,500 bond, and he is scheduled to appear in court on May 8, 2014.
