USE OF VEHICLE IN DISCHARGE
OF WEAPON
An Afton man was arrested at the Enid Walmart March 29 after he
allegedly threatened to blow the place up.
He told police he just wanted to see if they were prepared.
According to the affidavit, Enid police were dispatched to the store
shortly after 9 p.m. due to a customer threatening to blow up the
store. When an officer arrived, he saw 45-year-old Nolen Scott Clyman holding up what appeared to be a candle.
The officer ordered the man to the ground, and he asked him what
was going on. Clyman said he “wanted to know what they would do
if he blew up Walmart just to see if they were prepared.” When the
officer asked him if he meant the police, Clyman said yes.
Clyman didn’t have any weapons or explosive devices, but he did
appear to be under the influence of drugs.
When the officer took him to the patrol vehicle, he asked Clyman
if he had used meth recently. Clyman admitted to using the drug
earlier that day; he said there was a pipe and a bag of meth in the
vehicle he came in. He also told the officer he had gone to Walmart
with two other people.
The other two people were identified as Broken Arrow man Jason
Harold Stubbs, 46, and 37-year-old Teva Ann McKinney of Locust
Grove. Both subjects told the officer they were in Enid so Clyman
could see his girlfriend.
Police searched the vehicle the trio was traveling in -- they found a
pipe with residue, a pistol, a hypodermic needle and a plastic baggy
containing a white crystalline substance.
The substance field-tested positive for meth.
McKinney and Stubbs are both being charged with possession of
drug paraphernalia. They were both released on $500 bonds and are
scheduled to appear in court on May 6, 2015.
Clyman is being charged with possession of controlled dangerous substance, terrorism hoax, possession of drug paraphernalia,
threatening violent act and assault and battery. His bond was set at
$100,000, and he is scheduled to appear in court on April 27, 2015.

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

A Longdale father and son duo was locked up March 20 after they
allegedly broke into a man’s shop and took some tools and cans.
According to the police report, a Major County deputy was dispatched
to a farm three miles north of Fairview at approximately 2:50 p.m. on
March 18. The property owner told the officer some burglars entered
his shop and took some stuff, including a set of sockets, wrenches, an
air compressor and anti-freeze.
Two days later, the man went the the sheriff’s office and said his farm
had been burglarized again. This time, the man was missing several
bags of aluminum cans and a blue water tank.
A deputy went to investigate, and he noticed fresh tire tracks and
foot prints at the residence.
The victim’s neighbor told the deputy Ronald Eugene Welch, 48, had
come to his house earlier that day and told him he and his son were
stuck in the mud down the road. The neighbor gave the deputy a description of the vehicle. He also said he saw several trash bags full of
cans in the truck bed.
The deputy went to Welch’s residence and found a truck matching
the description of the suspect vehicle. The tire tracks matched those
found at the farm. Welch had mud all over his jeans and shoes. The
pattern on the bottom of his shoes matched the footprints found at the
farm.
Welch agreed to speak to police, and he admitted that he and his son burglarized the farm.
He said he went to the farm on March 16 and took some stuff, and he and his son returned
on March 20 and took the bags of cans, battery chargers and space heaters.
Police then made contact with 29-year-old Levi Welch, who lived at the same residence.
On the front porch were a pair of muddy boots; the bottom of the boots also matched the
footprints at the scene of the crime.
The man was placed under arrest.
On the way to jail, Levi Welch told the deputy, “This is bullshit. All we took was a bunch
of cans.”
Yep, that would be considered stealing!
Ronald Welch is being charged with two counts of second-degree burglary and grand larceny. His bond was set at $50,000.
Levi Welch is being charged with second-degree burglary. He was released on a $15,000
bond. The partners-in-crime are scheduled to appear in court on May 14, 2015.

Red Rock man Albert Daniel Jim, 56, apparently doesn’t take
rejection very well.
After his ex-girlfriend told him they were done at a Perry bar, he
allegedly stabbed her in the arm.
On March 14, a Perry officer was dispatched to the bar at approximately 8:45 p.m. When he arrived, witnesses told him Jim had
stabbed a woman. The officer placed Jim under arrest and placed
him in the patrol car.
The victim was holding paper towels over her arm, which was covered in blood. She told the officer that Jim walked up to her asked
her to get back together with him. When she said no, he asked her if
she wanted him to leave. She said yes, but Jim didn’t leave.
The woman said she thought Jim was hitting her, but she soon realized that he was actually
stabbing her with a knife.
Fellow bar-goers told the officer they saw Jim and the woman fighting. When they went
to break up the fight, they noticed Jim had a knife in his hand and the woman was bleeding.
The woman was taken to the hospital, and Jim was transported to jail.
Although he was the one to blame, he kept asking police if the woman was OK. He said he
only did it because she was cheating on him.
Jim is being charged with domestic assault and battery with a dangerous weapon and public intoxication. His bond was set at $50,000, and he is scheduled to appear in court on April
16, 2015.

Oklahoma Highway Patrol
With this most recent ice
and snow storm that gripped
Oklahoma, there obviously were
some significant obstacles to safe driving. One that I have noticed,
that doesn’t really get a lot of attention, is the visibility that is
obstructed by iced over windshields and windows on vehicles. I’m
going to touch on some of that, to try to raise some awareness about
it, and give some tips to help us stay safe.
We’ve all seen it...a vehicle coming down the road with just a
small hole scraped in the windshield so the driver could see the
road. Every time I see it, I cringe! The law that governs this is
Oklahoma State Statute 47:12-404.C, which states: “No person
shall drive any motor vehicle with any sign, poster, other nontransparent material, or debris, including but not limited to snow,
ice, or frost upon the front windshield or the side wings, or side
or rear windows......which obstructs, obscures, or impairs the
driver’s clear view of the highway ahead or to either side or of any
intersecting highway.” What this means to the everyday driver is
that the little hole you scraped to drive by, just won’t cut it! While
compliance is the goal, the reason is safety! Obviously the chances
of an accident drastically increase as visibility decreases...so why
limit our vision to just a small hole out the front windshield?
There are several ways to clear those windshields, both
mechanically and chemically. A simple ice scraper has been the
preferred method for as long as most people can remember. They
are inexpensive, and easy to find. Another method is simply to
go out 10 minutes before you leave, start your car up, and get the
defroster going! When the windows are clear, you are good to go.
Still another way is to obtain any number of chemical de-icing
sprays that are available at most stores. Don’t pour hot water
on your windows, as the change in temperatures can cause your
window to crack or break!
While we are talking about it, lets not forget about those side and
rear widows. A significant percentage of accidents happen while
backing, so it stands to reason that we need to be able to see out
our back glass as well as the front. Side windows are no different,
no one wants to be struck by a vehicle they couldn’t see when they
pull into an intersection. After you finish with those side windows,
go ahead and hit those side mirrors as well!
All of these suggestions simply take a little extra time, and
sometimes money, but the time and money pale in comparison to
the impact on time and money that an accident will have on you, or
others. As a safe, courteous driver, you owe it to yourself and your
fellow drivers! Thanks for reading, buckle up and be safe!

An Enid woman, who was given a second chance at a clean
life, blew that chance after she used a customer’s debit card that
was left at the restaurant where she was doing her work-release
program.
Krystal L. Kemp, 22, was charged March 31 with possession of
a debit card belonging to another and four counts of unauthorized use of a debit card, in Garfield County District Court.
According to the affidavit, a woman went through the drivethru at a fast-food restaurant on March 27 and ordered food.
When she paid for the items, she forgot to get her debit card
back from the woman working the window. She later discovered
she had left the card when she tried to make another purchase.
The woman looked online at her bank account and noticed
several purchases on her card after the debit from the restaurant and she contacted police.
A short investigation led police to Kemp, who was in the work-release program at Catalyst
Behavioral Services. Kemp denied knowing about the debit card, but she later admitted to
her case manager that she did make purchases on the woman’s debit card. She told police she
didn’t think she would get caught.
Kemp was taken to the Garfield County Jail and booked in. Her bond was set for $5000 and
she was ordered back to court April 27 at 1:15 pm.

Kingfisher woman Brandi Lynn Cannon, 44, was arrested
March 19 after an officer stopped her for a defective taillight.
Apparently, the taillight wasn’t the only thing not right --
Cannon allegedly had drugs and paraphernalia in her vehicle.
A Kingfisher officer stopped Cannon’s vehicle shortly after
11 p.m. on Highway 81. According to the affidavit, the officer
immediately recognized Cannon because he had arrested her
before.
Cannon told the officer she didn’t have a license, because she
was in the process of moving and she didn’t know where it was.
She later admitted that she didn’t have a license due to a previous DUI.
When the officer told her he pulled her over for a defective
taillight, she got out of her car to look.
Yep, it was defective.
When the officer told Cannon she was under arrest for driving under suspension, she
grabbed her wallet, phone and keys and put them in the front of the patrol car. The officer
started inventorying the car. He found a purse, and Cannon told him it was hers. The officer
asked her if she wanted to take the purse with her to jail.
Cannon said it could just stay in the car, but since the officer was doing an inventory of
the vehicle, he looked inside the purse. He found drug paraphernalia, including a pack of zig
zags, a pipe and a silver utensil that was burned on the end. The pipe field-tested positive for
marijuana. He also found an Altoids container with a white residue inside and a mirror that
was taped together.
Cannon said the mirror was just a makeup mirror and she stored medicine in the Altoids
container, but not “methamphetamine or other illegal narcotics.” When he asked about the
paraphernalia, she said she had forgotten about the items. She said she just didn’t know how
to get rid of them.
Cannon is being charged with possession of controlled dangerous substance, unlawful possession of drug paraphernalia and driving with license canceled/suspended/revoked. She
was released on a $3,500 bond and is scheduled to appear in court on April 30, 2015.
Woopsie!!
