On March 23 at 12:20 am
officers responded to a shooting at a residence near 4100
Harper’s Ferry. They located
a male victim, age 25, with a
non-incapacitating gunshot
wound to the lower torso. The
victim told officers that he was
shot during an interaction with
a suspect near the front door
of the residence. The suspect
fled the scene and has not been located. No suspect description is available at this time. The victim was transported by LIFE Ambulance to Bass
Hospital where he was treated and later released.

April is National Child Abuse Prevention Month, a time to recognize that we each can play a part in promoting the social and
emotional well-being of children and families in communities.
Parenting is one of the toughest and most important jobs
in America, and we all have a stake in ensuring that parents
have access to the resources and support they need to be successful. Entire communities play a role in helping families find
the strength they need to raise safe, healthy, and productive
children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when support is nearby.
Help a family under stress. Offer to babysit, help with chores and errands, or suggest
resources in the community that can help.
Reach out to children in your community. A smile or a word of encouragement can mean
a lot, whether it comes from a parent or a passing stranger.
Be an active community member. Lend a hand at local schools, community or faithbased organizations, children’s hospitals, social service agencies, or other places where
families and children are supported.
Keep your neighborhood safe. Start a Neighborhood Watch or plan a local “National
Night Out” community event. You will get to know your neighbors while helping to keep your
neighborhood and children safe.
Learn how to recognize and report signs of child abuse and neglect. Reporting your
concerns may protect a child and get help for a family who needs it.

A Missouri church leader and professor used Grindr to connect with students
at his university and then attempted to compensate them for sexual acts using
an Arby’s gift card, among other unconventional gifts. Barry Poyner, 57, a Kirksville, Mo., resident, professor at Truman State University and a church elder with
the Kirksville Church of Christ, used the handle “DILF” on Grindr to connect with
male students at Truman State, according to the Daily Express. Poyner then
offered to pay for sexual acts in unorthodox ways, telling an undercover officer
that he “might throw in an Arby’s card” along with paying to fuel up the officer’s
vehicle at a local gas station. Poyner said he was interested in a “sugar daddy
relationship” and that he’d provided partners with gift cards, clothes and cold
hard cash in the past, the Daily Express reported. Police set up the undercover
account after receiving a tip about Poyner’s use of the app, which is similar to
Tinder but specific to gay, bisexual and bi-curious men. Poyner offered to pay
for the fuel prior to the sex acts, and officers set up a sting at a local gas station,
according to the Daily Express. Poyner attempted to flee the scene when he
saw the cops, but only made it several blocks before giving up and pulling over.
When confronted, Poyner denied that he was there to provide gas, or Arby’s
Reubens, in exchange for sex acts, claiming instead that he was simply trying
to help out a student. Poyner has been charged with patronizing prostitution,
a misdemeanor, and faces up to six months in prison and a fine of $1,000 if
convicted, the Daily Express reported.
Rizwan Fadnis and Rajesh Surve, both 33, were arrested outside a bus depot in Mumbai for being in possession of 7 kg of whale vomit valued at over
$275,000 reports The Hindu. The substance, also known as ambergris, is unlawful to possess without a license. From the article: “The accused tried to
sell the whale vomit by claiming that its consumption helps increase the libido.
Ambergris is mainly used in perfumes and cosmetics and fetches a handsome
price based on its age. It has an unpleasant smell soon after it is secreted, and
as it ages, starts producing a sweet smell,” an officer said.
A white man in Maryland wearing blackface robbed a bank, police said. The
suspect robbed a PNC bank in Perryville, Maryland, a town about 40 miles
northeast of Baltimore, near the Delaware and Pennsylvania borders. “We are
seeking the public’s help in identifying the below pictured subject,” Perryville
police wrote on Facebook. Police described the suspect as “a white male, with
paint on his face,” who seemed to be in his late 20s to early 30s. Authorities did
not specify how much money he may have been able to steal from the bank.
A Florida motorist who had an open 38-ounce can of Budweiser in his car
door reportedly told police that the crack cocaine they also found in his vehicle
must have come through an act of nature. Zak Joseph, according to an affidavit
posted on the Smoking Gun, said the “wind must have placed it there” when
Fort Pierce found cocaine residue in his car. He also theorized the police had
planted the coke, which was found alongside what appeared to be a crack
pipe. The east Florida cops reportedly said the 37-year-old man had earlier
been spotted drinking in his car in a hotel parking lot. Officers say the hotel
where he was hanging out is a hotbed for drugs and prostitution. When Joseph’s vehicle pulled away and allegedly rolled past a stop sign, officers in an
unmarked car pulled him over and claimed to have seen him trying to conceal
his beverage. Officers also noted Joseph’s blurry eyes and said he was “very
confrontational and looking around the vehicle as if to conceal another item.”
That alleged item was a baggie of residue that tested positive for crack cocaine.
He was booked on charges including possession of paraphernalia. He maintained the drugs are not his.

Inmate visitation to cease across state
prisons
OKLAHOMA CITY – The Oklahoma Department of Corrections is canceling all
visitation and all volunteer access to facilities effective at 6 p.m. today. This decision
is necessary to keep staff, inmates and
volunteers safe from the spread of COVID-19 inside a facility.
ODOC is taking a number of proactive
steps to prevent introduction and spread
of COVID-19 inside facilities, closely adhering to guidelines set by the American
Correctional Association, Oklahoma State
Department of Health (OSDH), and Centers for Disease Control & Prevention. The
agency is utilizing its “Management of Pandemic Influenza” procedure (MSRM-140118-02) as the basis for developing
a specific, comprehensive response to COVID-19. Steps include screening
all new inmate arrivals for symptoms of COVID-19 and suspending all inmate
security movements. Exceptions will be made on a case-by-case basis.
ODOC understands the importance of inmates connecting with family
members. The agency is working to expand options to allow such interaction.
Each week, the agency director will reassess the need to keep visitors and
volunteers from entering facilities. For the most up-to-date information, the
public can call 405-425-2556 to hear a recorded message. The public can
also follow ODOC’s website and social media platforms for updates.
The agency continues to work closely with OSDH and emergency officials
as they respond and manage Oklahoma’s response to the COVID-19 virus.
Numerous other states’ corrections departments are similarly restricting access to prisons in order to keep staff, inmates and volunteers safe from the
spread of COVID-19.

Former Fredonia, Kansas, City Administrator Sentenced to 7+Years for Child Pornography
A former city administrator of Fredonia, Kan.,
was sentenced today to 90 months in federal
prison for child pornography, U.S. Attorney for the
District of Kansas Stephen McAllister said.
Michael P. Ohrt, 40, Fredonia, pleaded guilty to
one count of transporting child pornography. In his
plea, he admitted using his Yahoo email account
to establish a Dropbox storage account and then
uploading videos of child pornography. Dropbox
identified the material as child pornography and
reported the user’s information to authorities. Investigators traced the IP address to Ohrt’s work
and home in Fredonia.
McAllister commended Homeland Security Investigations (HSI), the
Kansas Internet Crimes Against Children Task Force and Assistant U.S.
Attorney Jason Hart for their work on the case.

ODOC agents capture NOCC

Agents with Oklahoma Department of Corrections’ Inspector General’s Office have
captured the second of two walkaways from
Northeast Oklahoma Correctional Center in
Vinita. Devan Johnson, 25, was located and
arrested at 6:35 p.m. on March 28 in Perry.
With inmate Kaden White, Johnson walked
away March 25 from NOCC, a minimum-security prison for men located on the grounds
of the Oklahoma Forensic Center. White was
located later that evening, but Johnson remained at large.
ODOC agents took Johnson into custody
without incident. As a COVID-19 precaution,
he will be quarantined at Lexington Correctional Center for 14 days before transferring
to another facility.
When he walked away, Johnson was serving five years for second-degree burglary out
of Oklahoma County, aggravated assault and
battery out of Pottawatomie County, and other crimes.
ODOC will present escape charges against
Johnson and White to the Craig County District Attorney’s Office.
