Enid man Walter Lee Hill Jr., 40, was put behind bars after he allegedly fired a gun at officers during an hours-long
standoff on March 16.
According to reports, Enid officers were dispatched to
the 1200 block of East Elm at approximately 3:52 p.m. to
investigate reports of a man firing a gun into the air. When
they arrived, they couldn’t find the man who was firing the shots.
A second call at 4:27 p.m. advised officers that there were shots fired in the area of 12th Street
and Cypress. They went to the location and met with a witness who said the shots were fired at
a nearby residence.
Officers went to the residence. A woman told them that Hill shot at her inside the residence.
Officers surrounded the residence and made announcements to Hill.
Hill then fired shots at the officers from inside the residence. Officers returned fire.
The SWAT team was called to the scene. Garfield County deputies, North Enid police officers,
and Waukomis officers also responded to the scene.
Officers spoke to Hill on the phone, but they couldn’t convince the man to surrender. After
nearly six hours, they deployed gas canisters inside the residence.
Payne County deputies arrived at the scene in armored vehicles to assist. Hill surrendered
shortly thereafter, around 9:42 p.m.
Hill is being charged with six counts of assault with a dangerous weapon and possession of a
firearm after a former felony conviction. His bond was set at $1M and he is scheduled to appear
in court on April 17, 2023.

The Cimarron Public Schools superintendent is facing a bribery charge after he allegedly tried to get a
school board candidate to drop out of the race.
Charles Lee Anglin turned himself in to authorities
on March 28 after a warrant was issued for his arrest
the day before.
According to reports, Anglin allegedly offered a bribe to a possible school board
candidate to get the candidate to drop out of the race. A Lahoma police officer and the
Oklahoma State Bureau of Investigation started investigating the man in January 2023.
Anglin asked a school board candidate to withdraw from the race so the school
wouldn’t have to pay for an election. Anglin told the man that he would be appointed to
the board when another school board member resigned and left the district.
Anglin apparently didn’t mention his plan to the board. He couldn’t make that action
without the board’s approval.
The candidate and another man filed to run for the seat. The second man told an
OSBI investigator that he hadn’t been a registered voter in the district for 6 months
before filing for the school board position, even though that was a qualification to run
for the school board.
Anglin is being charged with offering a bribe to withdraw as a candidate. His bond
was set at $5,000, and he is scheduled to appear in court on April 6, 2023. BRIAN

A multi-agency effort has led to the capture
of a prison escapee. Recently, the Oklahoma
Department of Corrections (ODOC) asked for
the public’s assistance locating 45-year-old
walk away, Joey Mena, and a woman who was
believed to be with Mena, 37-year-old Michelle
Kjeldgaard.
Teamwork between ODOC’s Fugitive Apprehension Team, the United States Marshals
Service, and the Oklahoma City Police Department led to their arrest at a residence in the
4000 block of SE 45th Street in Oklahoma City
on March 24. Mena had walked away from Bill
Johnson Correctional Center, launching a weeklong manhunt for the fugitive.
EXTENDED STAY
An inmate at the Woodward County Jail is in
even more trouble after he allegedly damaged a
cell door late last month.
According to reports, video surveillance
caught 30-year-old Oklahoma City man Joel
Shay Cross damaging the cell door. He stuffed a book into the middle hinge
area and then tried to force the door closed using his body weight.
The hinges on the door bent so much that the door couldn’t shut on its
own.
Charges against the man were filed on March 23 in Woodward County
District Court.
Cross is being charged with injuring or burning a public building. His bond
was set at $15,000.

PREVENTION MONTH
ESSENTIALS FOR CHILDHOOD
The CDC’s National Center for Injury Prevention and Control defines three critical
qualities of relationships and environments
that can reduce the occurrence and negative
effects of child maltreatment and other ACEs
(CDC, 2019):
1. Safety: The extent to which a child is free
from fear and secure from physical or psychological harm within his or her social and
physical environment
2. Stability: The degree of predictability and
consistency in a child’s social, emotional, and physical environment
3. Nurturing: The extent to which children’s physical, emotional, and developmental needs are sensitively and consistently met
CDC’s Essentials for Childhood focuses on four goals that are critical for creating
the context for safe, stable, nurturing relationships and environments:
Goal 1: Raise awareness and commitment to promote safe, stable, nurturing
relationships and environments for all children
Goal 2: Use data to inform actions
Goal 3: Create the context for healthy children and families by changing norms
and programs Goal 4: Create the context for healthy children and families through
policies
While each individual goal is important, meeting the four goals together is more
likely to build a comprehensive foundation of safe, stable, and nurturing relationships and environments for children. CDC has funded seven State health departments to implement the four goals.

ROBBERY SUSPECT
DEAD AFTER SHOOTOUT
A 25-year-old Kansas bank robbery suspect lead
Oklahoma Highway Patrol troopers on a high-speed
chase on March 24. The chase ended in a shootout
east of Enid, where the suspect died.
According to reports, the suspect, Rosendo Rivero, was suspected of robbing a bank in Wellington,
Kansas. He allegedly told people who were at the bank that he had a bomb.
The Kansas Turnpike Authority let OHP troopers know that Rivero was headed into
Oklahoma on I-35 southbound. A trooper saw the suspect vehicle and chased after
the man.
During the pursuit, Rivero allegedly fired at troopers. Troopers fired back at the man.
The brief pursuit ended near the intersection of I-35 and US 412 in Noble County.
Due to the bomb threats Rivero made at the bank, OHP’s bomb squad reported
to the scene to search the man’s vehicle. The team didn’t find any explosives in the
man’s car.
According to reports, Rivero was also wanted by authorities in Florida for allegedly
shooting of his ex-girlfriend’s grandmother in northeast Miami-Dade on March 17.
Reports state that the incident is currently under investigation.
