A 26-year-old Enid man allegedly
rammed his vehicle into a woman’s car
after he caught her at a store with a male
friend on July 31.
According to the affidavit, an Enid officer was dispatched to an injury accident in the 1900 block of North Grand
shortly after 11 p.m. A group of people
was standing next to a car and Jeep. A
woman was sitting on the curb holding
her head.
An off-duty officer was on scene. He
said he had just turned southbound onto
Grand from Willow when he saw the Jeep
exit the parking lot of a convenience store
in the 2300 block of N. Grand at a high
rate of speed. The vehicle continued to pick up speed as it neared a car that
appeared as if it was trying to get away from the Jeep. The Jeep caught up
to the car and rammed into the back of the vehicle. The car rolled over before
coming to rest in a parking lot on the east side of Grand.
Several people gathered around the scene of the collision.
The off-duty officer asked who was driving the Jeep. A man identified as
Jacob Douglas Meade said he was the one behind the wheel. He told police
the collision was an accident.
Two other witnesses said they saw the two vehicles speed by. They then
heard a crash. They saw Meade jump out of the Jeep and start apologizing
to a woman who climbed out of the car.
After gathering statements from witnesses and evidence from the scene,
officers determined that Meade had intentionally rammed his vehicle into the
back of the victim’s car. In his vehicle, they found a pair of binoculars and a
bottle of Listerine.
The victim told officers that she was at the store with a male friend, and she
was scared what Meade, whom she called a “very jealous person,” might do.
She tried to leave, but Meade caught up to her. She saw headlights in her
rearview mirror, and the next thing she remembered was blood coming from
her head. The victim told police Meade used the binoculars to spy on her.
Meade is being charged with assault and battery with a dangerous weapon. His bond was set at $2,500, and he is scheduled to appear in court on
August 15, 2015.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A Ponca City man was locked up in Noble County after
officers discovered drugs and paraphernalia in his backpack
during a traffic stop on July 27.
46-year-old Terry Ray Blubaugh also tried to run from officers, but a taser brought him down.
According to the affidavit, a Perry officer saw a motorcycle
speeding eastbound on Fir shortly after 7 a.m. The motorcycle, which was being ridden by Blubaugh, was going 45
mph in a 35 mph zone.
The officer turned on his emergency lights to pull the vehicle over.
The suspect pulled into a parking lot in the 1400 block of
Fir. He stepped off the motorcycle and looked back at the
officer. As the officer exited his patrol car, Blubaugh started to walk away with his backpack and helmet. When the officer yelled at him to stop, he took off running.
The officer took off after the man and continued to command him to stop. When
Blubaugh failed to obey commands, the officer whipped out his taser and tased the
man. Blubaugh fell to the ground, but it wasn’t enough to keep him down. He jumped
back up and continued to run.
The taser did, however, slow him down. The officer caught up to him and was able
to place the man in handcuffs.
While checking the man’s information, officers were advised Blubaugh had a suspended license. The expired license plate on his motorcycle was also registered to
another bike.
Police searched the man’s backpack, and they found a needle cap, several used
and new baggies used for possessing and selling illegal narcotics, a spoon, two syringes and three glass containers used for ingesting narcotics.
When they arrived at the jail, Blubaugh agreed to speak with the officer. The officer
asked him who the motorcycle belonged to -- Blubaugh said it was his. The officer
then asked where the license plate came from. The man said he bought it from a man
who was now deceased.
Blubaugh is being charged with possession of controlled dangerous substance,
resisting an officer, obstructing officer, unlawful possession of drug paraphernalia and
driving with license canceled/suspended/revoked. His bond was set at $50,000, and
he is scheduled to appear in court on August 18, 2016.

Attorney General Scott Pruitt announced the Attorney General’s Office is
joining efforts with the Oklahoma Commission on the Status of Women, the
YWCA and the Oklahoma Women’s Coalition to host the 2016 Solutions,
Initiatives, and Strategies Summit exploring issues surrounding domestic violence.
The 2016 Domestic Violence Summit will be held in Oklahoma City to educate and increase awareness about domestic violence, discuss its impact,
prevention, and obstacles to change. City and state leaders, business leaders, professionals, service providers, and members of the faith community will
explore specific issues surrounding domestic violence and its effect on Oklahoma. The goal for this event is to formulate recommendations to stimulate
changes in state policy and create initiatives to benefit survivors of domestic
violence statewide.
“Unfortunately, domestic violence is a serious issue in Oklahoma, affecting
thousands of families each year,” Attorney General Pruitt said. “This summit
is an opportunity to educate and increase awareness of domestic violence in
hopes that we can make strides toward preventing the tragedy of lives being
destroyed by violence in our state.”

Guthrie man Jasen Richard Cole, 39, was
pissed off when he learned that his ex-wife was
at a Hennessey motel with another man.
So pissed, in fact, that he allegedly drove to
the motel on July 10 and attacked his ex’s new
man.
According to the police report, a Hennessey
officer was dispatched to the motel in the 600
block of North Main shortly after 11 p.m. to investigate an assault and battery. He found a
“bloody male” standing outside the front doors.
The suspect had fled the scene.
The male told the officer he was sitting outside smoking a cigarette when Cole drove up
and attacked him. The victim said Cole started
kicking and punching him while yelling, “Where’s my wife?”
The angry ex left the motel after beating up the victim. The victim said he
made it back to the motel and was able to call the police.
The officer told the victim he needed to hear the whole story, since some
things weren’t adding up. The victim agreed and told the officer he worked
with Cole’s ex at a business in Guthrie. The woman was separated from her
husband, so she and the victim started a relationship.
She had since filed for divorce.
The man said he and his lady came to Hennessey the night before to attend a party, and they spent the night at the motel. She left to go see her
sister in Enid before the attack happened.
The officer tried to call both Cole and his ex, but neither one of them answered the phone. The victim then told the officer Cole showed up at his
work two weeks earlier and threatened him. He said he was scared of his
alleged attacker.
Cole is being charged with assault and battery. His bond was set at
$2,000, and he is scheduled to appear in court on August 22, 2016.

When Fairview woman Roberta
Faye Bond, 40, saw an officer pull
into a gas station parking lot, she
tried to inconspicuously hide her
methamphetamine.
She wasn’t inconspicuous
enough.
On July 24 shortly after 11 p.m.,
a Major County deputy pulled into
the gas station on South Main
Street in Fairview to get some gas.
When he was still in the patrol car,
he noticed a blue vehicle nearby. A woman who was sitting in the vehicle looked back. When she noticed the
deputy, she appeared to put something down her shirt.
The vehicle started to roll out of the parking lot, but the
deputy was hot on its tail. He stopped the car at the corner of Willow and South Sixth Avenue. The deputy asked
both the driver and the suspect to exit the vehicle and
asked Bond to walk to the front of the patrol car. She
obeyed, but when the deputy advised her that he saw her
put something in her shirt, she said she didn’t.
When the deputy told her that he had clearly seen her
do it, she reached down her shirt and pulled out a clear
plastic baggy. The baggy contained a crystalline substance that field-tested positive for meth.
The deputy placed the woman under arrest and transported her to jail.
Bond is being charged with possession of controlled
dangerous substance within 1,000 feet of school or park.
Her bond was set at $7,500, and she is scheduled to appear in court on September 6, 2016.

If a victim does not say “no” or does not “fight
back,” it is not sexual assault.
False. Sexual assault victims may not say “no”
or not fight back for a variety of reasons including
fear and confusion. Rape victims often report being
“frozen” by fear during the assault, making them
unable to fight back; other victims may not actively
resist for fear of angering the assailant and causing
him to use more force in the assault. Pressure to be
liked and not be talked about negatively by a peer
will sometimes cause adolescents or children to
avoid fighting back or actively resisting.
