FROM EPD
We are asking the public at large for any information they may have concerning the burglary to an Enid restaurant over the weekend.
The suspect approached the business about 1 a.m. Saturday on a bicycle,
wearing a blonde wig and what appear to be multiple layers of clothing in an
attempt to disguise his body type.
The suspect was able to make entry into the restaurant, entered the office
and took an undisclosed amount of cash from the restaurant. In total, the
suspect’s time in the restaurant was about three minutes.
We are asking anyone with information about this case to either message
us or call (580) 242-7000. The case number is 2021-6238.
If someone does have information, including the restaurant burglarized,
please do not post it publicly.
Below are screen shots of the suspect taken from video surveillance from
the restaurant.
Thank you for your continued support.

EPD NEEDS YOUR HELP
Officers responded early morning on August 4 to another attempted
ATM theft involving the use of a stolen 2000s model Ford truck.
At 4:06 a.m., officers responded to the drive-up ATM at 550 S. Oakwood, on a report of someone attempting to break into the machine.
When officers arrived, the ATM was found on the ground, with the doors
open and the display pulled up and in pieces. After contacting a wrecker
service to help right the ATM, it was found the thieves were unsuccessful
in their attempt to steal money from the machine.
As officers were at the scene, another call was received reporting an
abandoned truck being found.
Officers went to the 4300 block of La Mesa where they found a 2004
Ford F-250 left running in the roadway. The driver’s side door lock had
been punched out, the ignition bezel was broken off and a screwdriver and
the ignition bezel cap were in the driver’s seat of the vehicle. Officers also
found a crowbar in the bed of the truck.
Officers also fielded another call that night where someone attempted to
steal a 2000 Ford F-250, but were unsuccessful in their attempt.
The same modus operandi was used in other ATM burglaries in the city
over the past few months, but it is unclear if it is the same suspects or
another team of copycats.
We are asking residents who live in the area of 4300 La Mesa Drive, the
2700 block of Constitution and the 1000 block of Quail Ridge to check
home surveillance video in hopes it caught the suspects.
The address on Constitution is where the truck stolen and used in the
attempted theft occurred. The address on Quail Ridge is where the attempted theft of the truck occurred.
Anyone with information can either message us or call (580) 242-7000.
The case number is 2021-6578.
Thank you for your continued support.

august is back to school
safety month
As summer draws to a close and
children start heading back to school,
family life can get pretty hectic. It’s
important to remember – and share
with your children – some key tips that
will help keep them safe and healthy
throughout the school year.
Getting to School
Whether children walk, ride their bicycle or take the bus to school, it is vitally
important that they – and the motorists around them – take proper safety precautions.
Walkers:
• Walk on the sidewalk; if there is no sidewalk and you must walk in the street,
walk facing traffic
• Before crossing the street, stop and look left, right and left again to see if cars
are coming
• Never dart out in front of a parked car
• Parents: Practice walking to school with your child, crossing streets at cros
walks when available
• Never walk while texting or talking on the phone
• Do not walk while using headphones
Bike Riders:
• Always wear a helmet that is fitted and secured properly
• Children need to know the rules of the road: Ride single file on the right side
of the road, come to a complete stop before crossing the street and walk the
bike across
• Watch for opening car doors and other hazards
• Use hand signals when turning
• Wear bright-colored clothing
Bus Riders:
• Teach children the proper way to get on and off the bus
• Line up 6 feet away from the curb as the bus approaches
• If seat belts are available, buckle up
• Wait for the bus to stop completely before standing
• Do not cross in front of the bus if possible, or walk at least 10 feet ahead until
you can see the other drivers
Drivers, Share the Road:
• Don’t block crosswalks
• Yield to pedestrians in crosswalks, and take extra care in school zones
• Never pass a vehicle stopped for pedestrians
• Never pass a bus loading or unloading children
• The area 10 feet around a school bus is the most dangerous for children; stop
far enough back to allow them to safely enter and exit the bus

Presumed Innocent Until Proven Guilty WOODWARD COUNTY 13 | AUGUST 2021
A murder charge has been filed against a 32-yearold Vici man who was arrested in the April 2020 shooting death of a 38-year-old man.
An outstanding warrant was issued for the arrest of
Sherrick Allante Lewis.
According to reports, Lewis and Raquel Mae Lucas
were arrested in connection with the shooting that
happened in Mutual on April 15, 2020.
Police found the victim in the driveway of a residence with a gunshot wound to the chest shortly after
11 p.m. He was pronounced dead at the hospital.
An OSBI investigator said the victim forced his way into the bedroom of
a residence and started arguing with his ex-girlfriend. The altercation continued outside, where the victim allegedly started choking his girlfriend.
Reports state Lucas grabbed a gun and fired a round into the air to
stop the man. The victim followed her into a residence – Lewis allegedly
grabbed a gun and shot the man in the chest.
Lewis was originally charged for the same incident with possession of
a firearm after a former felony conviction, but the case was dismissed on
April 23, 2021.
Lewis is being charged with murder in the second degree. A bench warrant set at $750,000 was issued on July 29, 2021.

GUILTY PLEA ENTERED IN CHILD
PORNOGRAPHY INVESTIGATION
OKLAHOMA COUNTY, Okla. – One of the suspects in a 2020 child pornography case pleads guilty
in Oklahoma County Court. Joseph Allan Rogers II
(29) plead guilty to the following charges: 3 counts
of Lewd, Indecent or Lewd Acts with a Child Under
Sixteen (16), 3 counts of Manufacturing Child Pornography, 1 count of Distributing Child Pornography,
1 count of Aggravated Possession of Obscene Materials involving the Participation of Minors Under the
Age of Eighteen (18), and 1 count of Beastiality. He
received a sentence of Life plus 20 years. Rogers’
wife, 27-year-old Cherokee White is also facing multiple charges in this case.
This investigation began in January 2020 after a Virginia ICAC unit forwarded images that were tracked
to the Jones, Okla., area. During the investigation,
OSBI Internet Crimes Against Children (ICAC) Unit
agents determined the images were of a 14-monthold child and were taken in November 2018. That
led to arrest Joseph Rogers on May 29, 2020, the
child’s father. A forensic investigation of electronics
seized after Rogers’ arrest revealed additional sexual
assault crimes committed by both parents against
the same child as the one from the 2018 pictures.
Additionally, it was discovered the pair were violating a pet.
White was arrested on June 4, 2020, and is facing 1 charge of Lewd, Indecent or Lewd Acts with a Child Under Sixteen (16), 1 count of Manufacturing
Child Pornography and 1 count of Beastiality. Her court date is set for later
this year.
The children of Rogers and White were removed from the home at the time
of their arrest.

16 | AUGUST 2021 KINGFISHER COUNTY Presumed Innocent Until Proven Guilty
AROUND THE NATION
Man Charged with dumping poop water near
stream in Sierra County, CA
On July 5th, an off-duty Sierra County Sheriff’s Office detective driving on Highway 49 noticed a GMC
pickup with a gray and yellow Attitude trailer parked
on Highway 49 near the Forest Service Road 9 at
mile-post-marker 40.19. The off-duty detective saw
a white male, later identified through a California
State driver’s license as Peter Cate, standing next
to the trailer dumping the black tank into the ditch
along Highway 49. The license plate on the vehicle
was noted and reported to Sierra County Sheriff’s
Office dispatch, and an illegal dumping case was
opened.
The Sierra County Sheriff’s Office detective could see brown water discharging from the trailer. The detective turned around and parked across from the
truck and trailer. He observed Cate discharging sewage from the black tank.
The sewage ran down the road and into an adjacent ditch that drained into a
nearby creek. Cate then closed the black tank, got back into his truck, and
drove away.
Photographs were taken of the raw sewage which ran approximately 30 yards
from dump site. The detective reported a strong smell of sewage and could see
toilet paper and human waste. The sewage was about 12 inches from a stream
in which the detective could see trout.
Local Fish and Wildlife Warden, Steve Ulrich responded to the scene and
assisted the Sierra County Sheriff’s Office in charging the suspect with felony
discharge of pollutants into a waterbody. Warden Ulrich notified Fish and Wildlife officers in Cate’s jurisdiction and asked them to contact and interview Cate.
Sierra County Sheriff’s Office wrote an arrest warrant that was served that
evening by the Livermore Police Department. Cate was booked into Alameda
County Sheriff’s Office on a felony charge of the California Water and a misdemeanor charge of Fish and Game Code, Disposal of Trash into or within 150
feet of a waterbody.

The Kingfisher Police Ladies Auxiliary has kicked off its fundraiser to help
support the 2021 Christmas with a Cop event. Last year we were asked
for Hoodies so don’t miss out on these. You may pick up an order sheet
from any officer or at the police department at 102 Coronado Dr. You may
also print the form online and order by dropping your order off at the police
department. With your help we plan on making this another great Christmas for some very lucky Kingfisher children.
All orders are due by September 15th.
