A total of nine car burglary suspects were arrested
by the Enid Police Department during the month of November.
On November 9, officers were dispatched to the
3000 block of W. Oklahoma at approximately 8:45 p.m.
to investigate two women burglarizing a car in the area.
20-year-old Jazmen Marie Taylor and 26-year-old Mercedes Lane Stowe were arrested a short time later for
stealing a purse from the vehicle.
Stowe is being charged with burglary in the third degree.
Taylor is being charged with burglary in the third degree, unlawful possession of drug paraphernalia, malicious injury to property under $1,000, and concealing stolen property.
Both women’s bonds were set at $2,500, and they are scheduled to appear in court
on December 16, 2019.
On November 10, some officers saw two men breaking into a vehicle in the 300
block of W. Hickory around 2:39 a.m. Damion Jay Phares, 21, was immediately arrested. The other suspect, 18-year-old Shaun Austin Prock, was arrested a short time

their bonds were set at $2,500.
Phares is scheduled to appear in court on December 16, 2019, and Prock is scheduled to appear in court on December 23, 2019.
Officers served a search warrant at a residence in the 2700 block of N. Washington
after they were advised some stolen property might be at the home. They found a
large amount of items they believed were stolen during several car burglaries.
Five people inside the residence were arrested: Tyler James Byrd, 19; Kellie Payne,
26; Robert Trekkel, 21; Kaylind Dawn Stuart, 18; and 26-year-old Keith Jay Nelson.

Enid Police believe missing person
is likely the victim of a homicide
Shannon Baldwin Hokanson was reported missing to Enid Police on
August 7th, 2012, by family members who reported she had not been
seen since May of 2012. Shannon remains a missing person that no
one has heard from or seen in over seven years.
An Enid attorney recently petitioned the Garfield County District
Court to have Shannon declared legally deceased in an effort to assist
her children with death benefits.
The Enid Police Department has vigorously investigated Shannon’s
disappearance since it was first reported. Over the years, they have
received a number of tips, interviewed a variety of potential witnesses,
cleared persons of interest, and searched homes and fields. Based on
their investigation, they believe Shannon is likely deceased and was
the victim of a homicide. While they are unable to release any specific
details, they’re confident the investigation has also identified individuals
involved in Shannon’s potential death.
As they continue with this investigation, anyone with information concerning this case, please contact the Enid Police Department. Your tip
may be critical to successfully prosecuting those responsible for this
crime.
Shannon was the mother of three children and was described as a
white female, 5 feet, 2 inches tall, weighing about 150 pounds. She
had long brown hair and brown eyes and had numerous tattoos. She
was 29 when she was last seen and would have celebrated her 37th
birthday this month.
Please report any information about this crime to 580-242-7000 or
call Crime Stoppers at 233-6233, visit enid.org/CrimeStoppers, or text
274637 and enter keyword ENID. You may earn a reward of up to
$1,000.00, remain anonymous, and won’t be required to testify.

A former Bill Johnson Correctional Center
(BJCC) employee is being charged with rape after
she allegedly had sex with an inmate while employed at the jail.
According to reports, Erica Corr worked as a
food service supervisor at the corrections facility from September 1, 2018, until April 29, 2019,
when she resigned from the position. She admitted to a State Department Corrections investigator that she had sex with the inmate in the kitchen
on two occasions in April 2019.
The inmate told the investigator the same thing.
The woman was officially charged with rape in
the second degree on October 31. Her bond was
set at $5,000.

Police are searching for a man who walked into a bank in Nebraska this week
and tried to open a checking account with a fake $1 million bill. Staff at the Pinnacle Bank branch in Lincoln reported the incident to police. The Lincoln Journal Star reports that bank employees say the man was adamant that the bill
was real despite tellers’ attempts to convince him otherwise. The man eventually left with the bill, but without a new account. Police are reviewing surveillance
video to try to identify the man. Police say they want to check on his welfare and
make sure he was not the victim of a crime. The largest denomination note ever
issued for public circulation was the $10,000 bill.
A Florida judge got to see more evidence than he expected when an accused
woman flashed her breasts in court. Susan Surrette, 54, was arrested for disorderly intoxication in Fort Lauderdale. She appeared in a Broward County bond
court via a video feed, NBC Miami reports. At one point during the hearing,
Judge John Hurley asked Surrette what she did for a living. She replied that she
worked as an escort and porn star under the name “Kayla Kupcakes.” During
the hearing, Surrette alleged she was the victim of police brutality and lifted up
her shirt to offer proof, according to WPTV. After her visual demonstration, Surrette told the judge she has a mental condition. Her attorney then told the
judge: “She’s somebody that needs help. She’s not going to get the help that
she needs at the jail,” according to WPLG. The judge ordered Surrette to pay
$100 bond and undergo a mental evaluation. Under the name Kayla Kupcakes,
Surrette has appeared in numerous adult films since 1998, including “Private
Stuffers 1,” “Sexcretaries” and “Mature Thunder Buns 1.”
When police in Largo, Florida, arrested Jeffrey Forrest Poole on charges of
violently resisting a police officer, the authorities made sure to list things like
his age, weight and address in his arrest report. Officers also included an alias
that Poole has allegedly used in the past ― and it’s pretty awesome, as well
as NSFW. Police were called to the 37-year-old suspect’s home on a reported domestic disturbance. When the officer arrived, according to the criminal
complaint, Poole exited his home and said, “I will beat every cop’s ass!” Then
Poole “raised his right fist and began to extend it towards my face in an attempt to strike me,” the arresting officer wrote, according to The Smoking Gun.
Since Poole was arrested and taken to the Pinellas County Jail, it is highly
unlikely he made good on his ass-kicking promise. Poole was charged with
assaulting a police officer and violently resisting a police officer. What makes
this case interesting beyond Pinellas County is one tiny detail: The criminal alias
Poole has previously used, one “Dickface Johnson.” That name showed up
because Poole was either asked if he had any alias or a record on file under that
name, according to brobible.com.
You know when you’re in an art gallery and you decide to steal one of the
paintings off the wall and then you can’t find a way to jam it into your sweatshirt because it’s a painting and large rectangular paintings don’t belong inside
sweatshirts? Hate it when that happens! Well, this art thief ran into a similar
problem. Luckily, the piece was recovered by gallery staff before the suspect
could escape with it. However, the would-be thief is still on the lam. Police in
the U.K. have released surveillance video in the hopes that viewers will be able
to help locate him. Probably won’t be difficult, given his general difficulty with
the concept of hiding.

around the state
A New Jersey man pleaded guilty in
federal court to conspiring with others
to purchase, transport and sell more
than 1,000 box turtles that were unlawfully collected from the state of Oklahoma, announced U.S. Attorney Trent
Shores.
From May 1, 2017 to May 31, 2018,
William T. Gangemi, 26, of Freehold, New Jersey, knowingly facilitated the
purchase and transport of unlawfully collected three-toed and western (ornate) box turtles from Oklahoma to New Jersey in order to sell them for
profit. Gangemi was part of a syndicate of wildlife smugglers where protected turtles were exchanged back and forth between the United States
and China.
By smuggling the turtles, Gangemi violated the Lacey Act, a federal law
which makes it a felony to engage in the sale or purchase of protected
wildlife with a market value in excess of $350 knowing that the wildlife was
taken, possessed, transported or sold in violation of laws or regulations of
any state. In Oklahoma, the collection of both types of box turtles for commercial purposes is against the law. Box turtles reach sexual maturity at
approximately 10 years of age and have a high nest and juvenile mortality
rate. Due to these factors, the harvest of the turtles can have highly detrimental effects on populations.
“Oklahomans respect and value wildlife, and we don’t appreciate those
who would seek to exploit our vulnerable wildlife populations for their corrupt greed. Laws created by Congress to protect wildlife, like the box
turtle, will be enforced by the U.S. Attorney’s Office. Defendant Gangemi
flagrantly violated state and federal laws by illegally collecting and exporting box turtles to the black market,” said U.S. Attorney Trent Shores. “As a
result of the diligent investigative work undertaken by agents from the U.S.
Fish and Wildlife Service and Oklahoma Department of Wildlife Conservation, Mr. Gangemi must now face the consequences.”
“This case is an excellent example of how state and federal law enforcement agencies work together to combat the illegal wildlife trade,” said Phillip Land, a Special Agent in Charge for the U.S. Fish and Wildlife Service.
“We would like to thank the Oklahoma Department of Wildlife Conservation and the U. S. Attorney’s Office for their assistance with this case. Together, we can hold traffickers accountable and protect imperiled species
for future generations.”
As part of his plea agreement, Gangemi agreed to pay $250,000 in
restitution to the Oklahoma Department of Wildlife Conservation and a
$100,000 fine to the U.S. Fish and Wildlife Service for violation of the Lacey Act. The final restitution and fine amounts will be determined by the
Court at the time of sentencing, which is scheduled for Jan. 27, 2020.
Gangemi also pleaded guilty to additional federal charges for trafficking
wildlife in South Carolina and New Jersey.

16 | DECEMBER 2019 KINGFISHER COUNTY Presumed Innocent Until Proven Guilty
DECEMBER IS NATIONAL DRUNK AND
DRUGGED DRIVING PREVENTION MONTH
Deaths in crashes involving
drunk drivers with a blood alcohol concentration (BAC) of .08+
dropped in 2010, but despite this
decrease, there were still 10,228
lives lost – that’s one person every
51 minutes. That makes it everyone’s problem.
It seems that many people were
doing their part to put a stop to
this completely preventable epidemic. Alcohol-related traffic fatalities reached a low point in the late 1990s.
Research also indicates that 62% of Americans exposed to the now-iconic Friends Don’t Let Friends Drive Drunk campaign have personally intervened
to stop someone from driving drunk, no doubt saving countless lives.
However, since the late 90’s, alcohol-related driving deaths have been
steadily increasing. It seems that though the campaign was very successful, it did not change the behavior of many potential impaired drivers. Many
thought the messages to be targeted at overtly drunk drivers, and not them.
When decision time came, they would consider themselves merely “buzzed”
and get behind the wheel.
The new PSAs created to address this gap were released in December
2005 with the objective to inspire dialogue and recognition of the dangers of
“buzzed” driving and subsequently, to motivate people to stop driving buzzed.
The next installment expands on this message, equating buzzed driving and
drunk driving and demonstrating the devastating consequences that can occur as a result of buzzed driving. The overall campaign hopes to educate
people that consuming even a few drinks can impair driving and that Buzzed
Driving is Drunk Driving.

Wanted Hennessey man captured
in Elk City
Hennessey man Justin Harrel, 38, was taken into custody in Elk City for allegedly raping
a teenage girl in Kingfisher County multiple
times in August.
According to reports, the victim reported
the rape to school officials – she said Harrel
had sex with her four times in August.
On one instance, the girl said Harrel took
her to the Hennessey library. They left the
library and went for a ride out in the country where they had sex. The girl said Harrel
warned that he would get into trouble if she
told anyone about them.
Another time, the victim said she tried to leave, but Harrel wouldn’t let her.
She said he pulled her hair and threatened to hit her with a belt if she tried to
escape again.
Harrel also allegedly made the young girl watch porn with him. She said he
had an app on a cellphone that looked like a calculator, but the app actually
led to a porn site if you put in a passcode.
During an interview with police, Harrel told officers that he didn’t have sex
with the girl. He said he just acted as a father figure to her.
The girl was given a SANE exam after she told school officials what happened to her. Reports state that two indications of sexual activity were found
during the exam.
Harrel was taken into custody in Elk City on December 4 after being on the
lamb since charges were filed on November 8. He faces three counts of rape
in the second degree in Kingfisher County. Bond information was not available
at time of print. He is scheduled to appear in court on December 11, 2019.
