An Enid woman faces a felony charge after
police say she lost her senses Dec. 28.
At around 11:30 p.m. that day, Enid police
officer Joshua Allison went to the 1900 block
of East Main Street and saw two men sitting
on the front steps of the home. One of the
men said he and a woman were arguing and
they were outside so she could cool down.
While Allison asked questions, Mandelyin
Hibbit, 20, walked out of the house and
immediately confronted the officer. She said,
“Why don’t you take me to jail?” and walked
past him. Suddenly, she started screaming
and tried to punch Allison in the face, but he
put his arm up to block her shots.
Another officer helped Allison tackle Hibbit to the ground so she
could be handcuffed. When they took Hibbit to the patrol car, she threw
herself to the ground and kicked the other officer in the legs. Once it
became clear she would not go quietly, Allison called for backup.
Hibbit was charged on New Year’s Eve with assault and battery on a
police officer and simple assault. She faces up to five years in prison if
convicted. In 2010, she was also accused of breaking and entering. In
that case, a friend of Hibbit’s at the time said she broke into her house.
Hibbit last appeared in court Jan. 3 and remains in custody on a
$5,000 bond.
She will next appear in court at 1:15 p.m. Feb. 25.

George Ochoa executed
Oklahoma death row inmate George
Ochoa was executed Dec. 4 for the 1993
shooting deaths of a couple during a home
invasion.
Ochoa maintained until the end that
he was wrongfully convicted of fi rstdegree murder in the shooting deaths of
Francisco Morales, 38, and Maria Yanez,
35, on Oklahoma City’s south side.
The punishment came less than a
month after the state Pardon and Parole
Board rejected Ochoa’s request that it
recommend Gov. Mary Fallin reduce his death sentence to life in
prison.
Investigators say Morales was shot 12 times and Yanez 11 times in
their bedroom on July 12, 1993. Three of the couple’s children were
inside the house at the time of the shootings and later testifi ed at
trial.
Prosecutors said there was little evidence to suggest a motive for
the killing, but no doubt that Ochoa and his co-defendant, Osbaldo
Torres, 37, were responsible. Ochoa and Torres were stopped
by police near the crime scene and were described by police as
“sweating and nervous,” court records show.
Torres, a Mexican citizen, was also convicted of fi rst-degree
murder and sentenced to death in the shootings, but his sentence
was reduced by then-Gov. Brad Henry in 2004. Henry imposed a
sentence of life without parole after Mexican government offi cials
raised concerns that Torres was not given a chance to speak with the
Mexican consulate after being accused, as required by international
conventions.

An Enid woman was in
county lockup for the new year
following a drive while high on
methamphetamine.
At 1 a.m. Dec. 29, Enid police
officer James Buck pulled over
a black Volkswagen Jetta driven
by Quinncella Vazquez, 34, after
she swerved at him while driving.
Vazquez said her bright lights
didn’t work and she swerved in an
attempt to use her turn signal.
Things got interesting when
Buck asked Vazquez for an ID. She
said her license was suspended, but she said she was driving
anyway because she left her daughter’s house. At that point,
another officer noticed Vazquez had drug paraphernalia on her
passenger seat.
When asked about the paraphernalia, Vazquez admitted
having a meth pipe and tried to reach toward it, which led to
her arrest. She then told Buck she had methamphetamine in
a pocket and in her bra. To make matters worse, Vazquez told
Buck she used meth 15 minutes before the stop and that she
had at least six grams of the drug with her, or according to her,
a two-week supply.
Also, a Crown Royal bag in the passenger seat had two glass
pipes and a set of digital scales, according to the affidavit.
When Vazquez was booked at the jail, the officers determined
she was carrying seven grams of meth with her.
Vazquez was released from jail on bonds totaling $13,000
Jan. 2. She has a court date set for 1:15 p.m. Feb. 25.

Sara Jane Soto, a 28-year-old Houston woman, was
jailed Jan. 2 after she allegedly beat her commonlaw husband with her stiletto high-heel shoe.
According to Houston police, officers were
dispatched to the couple’s residence after a man
called 911 and reported that he had been assaulted
by his common-law wife.
When officers arrived on the scene, they spoke
with the victim, however the alleged suspect, Sara
Soto, had already fled the scene.
The victim told police that his wife came home
from work intoxicated and then commenced beating
him with her high-heel shoe after the couple began
to argue.
Soto was located at a nearby convenience store and taken into custody.
She was booked into jail and charged with domestic violence assault.

When I think of holidays, and
Christmas especially, I think of kids!
To me its all about the kids...seeing
their faces when they see that Santa has stopped by and dropped off
a lot of presents, watching them play during Christmas break, and
just getting to spend time with their family. So in that vein, I thought
I would talk about a law that is designed just for the kids, and that is
the Child Passenger Restraint Law! I’m going try and hit the major
points and put it in terms we can all understand.
First, the legal stuff; O.S. 47-11-1112 states:
Every driver, when transporting a child under six (6) years of age in
a motor vehicle operated on the roadways, streets, or highways of this
state, shall provide for the protection of said child by properly using
a child passenger restraint system. For purposes of this section and
Section 11-1113 of this title, “child passenger restraint system” means
an infant or child passenger restraint system which meets the federal
standards as set by 49 C.F.R., Section 571.213. (Look for something
on the package when purchasing that says it meets this standard!)
Children at least six (6) years of age but younger than thirteen (13)
years of age shall be protected by use of a child passenger restraint
system or a seat belt. Now, there are some drivers this does not apply
to; namely, the driver of a school bus, taxicab, moped, motorcycle, or
other vehicle not required to be equipped with safety belts, ambulance
or emergency vehicle, and the driver of a vehicle in which all seat
belts are in use. Also, someone who is transporting a child who for
medical reasons are unable to be placed in such devices, provided
there is written documentation from a physician of such medical
reason. It also doesn’t apply to the transportation of a child weighing
more than 40 pounds in the back seat can be wearing only a lap belt,
provided that the vehicle either wasn’t equipped with combination
lap/shoulder belts, or all of those combination belts are in use by
other children weighing more than 40 pounds.
Common sense says our children must be protected. The really
young ones have no choice in the matter, and it is up to us to keep
them safe, and buckle them in. I know some of the older ones can
unbuckle themselves, and do so often. If you start at an early age
with them, it will be second nature for them to stay buckled. And
finally, remember, you are the biggest influence on children, and they
WILL do as you do! So if you aren’t buckling up, they won’t want
to either! Be a positive influence, and lead by example. Thanks for

is a “mom” that is in prison. I feel sorry for
the children that were born to these women. I
raise 2 that have a mother with issues and with
me being a step parent, the “real mom” really
makes it hard for me to teach these kids right
from wrong! She’s always encouraging them
to make bad choices. i think if You’ve ended
up in prison, you’ve obviously wronged your
children in some way! I would also like to add
that the over crowding is possibly due to these
women not being taught right from wrong to
begin with! Wake up folks! Today’s kids and
young people are missing a lot of nurturing

Stop penalizing drug offenses. Offer effective

In the US, we have the most people in jail
in the world. In Oklahoma, there are more
women in jail than anywhere else in the US.
Oklahoma ha the most women locked away in
the WORLD! The court systems are harder on
women in Oklahoma than men, THEY WILL
ADMIT IT. Release drug offenders, get them
help, show them how to live.
The director of the Oklahoma Department of
Corrections says the prison system is out of
space for female offenders.
The Tulsa World reports that DOC Director
Justin Jones following a Board of Corrections
meeting in Vinita that fewer women are being
released this year while more women are
being convicted and sent to prison.
He says the increase is due to some
convicts being required to serve 85 percent
of a sentence in addition to enhanced
punishments for others.
Jones says the department took in 1,198
female inmates last year and released 1,162.
He says the agency is projected to receive
1,242 women this year and expects to release 1,131.

A Perry man spent his Christmas in jail
after officers arrested him on a Payne County
warrant and then found meth in his truck.
Joshua Walls, 30, was charged Jan. 3 with
possession of a CDS, second offense, and
possession of drug paraphernalia.
Perry Police Officer Joshua Carson was
on routine patrol Christmas Eve when he
saw Walls getting into a pickup on Jackson
Street. Earlier in the week, he was told Walls
had a valid warrant out of Payne County, so
he parked his patrol car near Walls’ pickup.
Carson asked Walls to speak with him, in
which Walls replied, “sure” and walked over to the officer. Carson
informed Walls he had a possible warrant for his arrest. Walls
became upset and asked the officer if he would let him run off and
Carson could charge him with eluding.
Carson took Walls by the arm and told him to sit in the patrol car
while they waited for the warrant confirmation. He shut the door
behind Walls so he wouldn’t take off running.
The warrant was confirmed and Walls was transported to jail.
Carson searched Walls’ truck and found a syringe, a pipe, and a
crystal substance inside. The crystal substance was tested and turned
blue, indicating the presence of meth.

Unsolved Cases
The OSBI is renewing the reward offer of up
to $5,000 for information leading to the arrest
and conviction of the two men who shot an
elderly Wagoner man and stole his weapons last
Thanksgiving (11/24/11).
The Wagoner County Sheriff’s Offi ce requested
OSBI assistance with the shooting and attempted
murder of 74-year-old Kenneth Payne last
Thanksgiving morning. About 7:30, Payne was
at the Fort Gibson Wildlife Management Area
Shooting Range sighting in several of his guns
when someone shot him multiple times and left
him for dead. Payne was able to call a family
member on his cell phone for help.
At least four guns were stolen from Payne, was
well as a gun caddy. Payne, who is retired from
the Air Force, lived only a few miles away.
One of the stolen rifl es is a rare Mitchell Black
Lightning .22 magnum rifl e.
OSBI Forensic Artist Harvey Pratt met with
Payne to draw sketches of the two suspects a couple weeks after the
shooting.
Sketch one is that of possibly a Hispanic male in his late 50s with a
light complexion. He stood approximately 5’9” tall and weighed about
160-165 pounds.
The second sketch is that of the second suspect who has dark
curly hair that extends to the back of his shirt collar. He also stands
approximately 5’ 9” tall and weighs about 160 pounds. This man is in
his mid-to-late 30s.

Thomasine Harjo, 25, was jailed Dec. 26 after she allegedly
drove drunk through a traffic accident scene - then told officers
that she couldn’t be arrested because she had DUI court the next
morning.
According to Oklahoma City police, officers were processing an
accident scene where a fatality had occurred when Harjo ignored
a police barricade and drove her vehicle through it anyway.
Investigators say the accident scene had been blocked off with
patrol cars - with lights flashing - and had been corded off with
crime scene tape. Several officers tried to get Harjo to stop prior
to entering the accident scene, however she didn’t acknowledge
them.
When officers finally did get Harjo to stop, they smelled a strong
odor of alcohol when she opened her door. When Harjo was asked
why she did not stop for the barricade, she stated that she was
simply following the car in front of her. No other cars, however, entered the accident scene.
While officers were placing Harjo into custody, she stated that she couldn’t be arrested because she had to appear in court the next morning. When an officer asked what the court appearance was for, Harjo stated that it was for a previous DUI charge.
Harjo was booked into the Oklahoma County Jail and charged with DUI, driving without a
valid driver’s license and obstruction of justice.

Answer: The Bible does address the issue of
rape. As expected, when the Bible mentions the
crime of rape, it is depicted as a gross violation
of God’s design for the treatment of the human
body (Genesis 34). The Bible condemns rape
whenever it is mentioned. For example, there is a
particular passage in the laws given to the nation
of Israel before entering the Promised Land under
Joshua’s leadership. This passage (Deuteronomy
22:13-29) spoke directly against forcing a woman
into a sexual encounter against her will, or what
we know today as rape.
In the New Testament, rape is not mentioned
directly, but within the Jewish culture of its writers, rape would have been
considered as sexual immorality. As such, both Jesus and His followers (including
the apostle Paul) spoke against sexual immorality, even offering it as justifiable
grounds for divorce when a person actively committed sexual acts outside of the
bond of marriage (Matthew 5:32). This would not, however, apply to the victim
of rape, only the one who committed the act.
Further, the New Testament is clear that Christians are to obey the laws of their
governing authorities (Romans 13). Not only is rape morally wrong; it is also
wrong according to the laws of our governing authorities. As such, anyone who
would commit this crime should expect dire consequences, including arrest and
imprisonment.
To the victims of rape, much care and compassion must be offered. God’s Word
often speaks about helping those in need and in vulnerable situations. Christians
would do well to practice these teachings and model the love and compassion of
Christ by assisting victims of rape in any way possible.
To those who have committed rape, we must remember two things. First, people
are responsible for the sins they commit. Second, however, no one is beyond the
grace of God. Even in the lives of those who have committed the vilest of sins,
God can extend forgiveness to any who will repent and turn from their evil ways
(1 John 1:9). This does not remove the need for punishment according to the law,
but it can offer hope, even to those whose sins have made them outcasts in the
eyes of others.

A check for a toilet led to the
arrest of a Kingfisher man for fraud
on Christmas Eve.
On Dec. 11, Kingfisher police
officer Justin Trumbley spoke to a
woman who reported writing Alo
Rednose, 49, a check on Nov. 23.
She said she gave Rednose $650 so
he could buy a toilet for her home,
but Rednose took the money and
ran.
The woman’s handyman called
Rednose to order a wall mount
back flush toilet, she said. Later that day, Rednose came to
her house and told her he would need a check so he could
order the toilet before 5 p.m.
Rednose told the woman her toilet would be in on Dec. 3,
but when she called about it, he said the shipment was lost.
The next day, Rednose told her he could replumb her home
and put a regular toilet in, but she said no and requested
her money back.
The handyman then called Rednose, who said the toilet
the woman wanted wasn’t made anymore. However,
the woman called another plumber and found out that
company makes a back flush toilet. When the handyman
told Rednose about the toilet, he said he had never heard of
such a toilet. Despite not providing a toilet, Rednose cashed
the check, she said.
Rednose posted a $5,000 bond soon after his arrest and
pleaded not guilty on Jan. 2. He has a court date set for 1:30
p.m. Jan. 24.

Two Tennessee would-be robbers tried to “disguise”
themselves by covering their face in black magic marker. That is never, ever a good reason to apply black anything to a white face.
Bad news: A Florida man was pulled over and arrested after the police searched his car and found
marijuana and drug paraphernalia. Good news: In
the process, the police found a bong that the man had
been looking everywhere for -- and thanked the cops
for their help.
If you’re anything like the woman in Sweden arrested for drunk driving, you may think you can get out of
the case by covering up one eye to avoid double vision,
as she claimed in court. Unfortunately, it won’t work
(neither the method nor the excuse).
There’s a reason that billboards don’t say, “Drink.
Drive. Go To Jail. Next time, get your 10-year-old son
to drive instead.” But one Tennessee man found out
the hard way that it might not be a great idea after the
car crashed (everyone is fi ne).
You gotta hand it to a Dallas man who tried to cash a
fake check for $360 billion. Why not?
When a 14-year-old Tampa Bay boy dialed the
wrong number, he quickly apologized, then offered to
sell the person on the other end of the line some drugs.
Unfortunately for him, that other person was a cop.
A Colorado man went to a video store and claimed
that as a part of the “age verifi cation unit” of the local
police department, it was his duty to confi scate DVDs
of pornography to ensure that all the actresses (and
actors, presumably) were over 18. As foolproof as this
plan was, he was arrested by the cops deployed from
the Creepster Verifi cation Unit. Apparently he had
never even heard of the Internet.
Since when was it a crime to try to resuscitate a longdead armadillo on the road? Who knows, but a drunk
Pittsburgh man who tried was arrested anyway.
Here’s a great way to get arrested: 1. Commit bank
fraud; receive over $200,000 in credit. 2. Flee the
country. 3. Brag about your new lifestyle on Facebook.
5. Accept friend request from DOJ offi cial. 6. If you’ve
made it this far, you don’t need our help.

A Kingfisher County man’s methamphetamine trip earned him felony charges and an experience with
a Taser on Dec. 26.
Deputy Dennis Banther reported several deputies investigated a
burglary occurring at a home near
Highway 81. The homeowner said
the door to his shop was opened
and someone was inside his RV, as
the faceplate to his CD player was
missing. A Harley Davidson motorcycle was also stolen, the man
said.
One of the other deputies noticed
an abandoned vehicle blocking the
entrance to the P&K Equipment shop, which is a quarter mile
away from the burglary. The vehicle was registered to Dustin
Barber, 24.
Also that day, another deputy responded to a call about a suspicious man in Dover. The man, identified as Barber, showed
the deputy a motorcycle he rode to the store, which matched the
one reported stolen. When the deputy tried to empty Barber’s
pockets, Barber tried to put a bag of methamphetamine in his
mouth, which led to a fight between the two. Barber was eventually tased after repeatedly refusing to comply, according to the
affidavit.
The officers later determined Barber had nearly 28 grams of
methamphetamine with him.
Barber has five previous felony convictions that took place in
2005 and 2007, court records show. He was convicted of possession of a controlled substance, knowingly concealing stolen
property, larceny of farm equipment and two counts of unauthorized use of a motor vehicle. He faces charges of drug trafficking, second-degree burglary and larceny of the motorcycle.
Barber posted a $150,000 bond Jan. 3. He has court set for 2
p.m. Jan. 14.

A Canton man was jailed Dec.
16 after he blamed a dead animal
in the road for his lack of driving
skills.
Rick Howerton, 50, was
actually driving drunk. An OHP
Trooper gave him a breathalyzer
test at the Major County Sheriff’s
Office and he blew almost twice
the legal limit.
According to the probable
cause affidavit, Trooper Donald
Kraft was eastbound on Highway
60 about three miles west of
Ringwood when he noticed a
silver SUV heading toward him with the tires on the center
line. Kraft turned around and initiated a traffic stop.
Kraft explained to the driver, Howerton, why he had stopped
him. Howerton said he didn’t realize he was riding the center
line, but there was a dead animal on the side of the road and
that could have been why.
Kraft then smelled the odor of alcohol coming from
inside the vehicle as Howerton searched for his license and
insurance. Howerton admitted he’d had a few beers earlier in
the evening. Kraft game him a standard field test, he failed it
miserably, and was arrested for DUI.
Inside the SUV in the passenger’s seat sat Howerton’s wife.
She had not been drinking that day and Kraft asked her why
she was not driving. She said he drank all the time, which she
didn’t approve of, but she did not know how much he had
drank that day.
At the sheriff’s office, Howerton blew a .14 a full hour after
he had been arrested.
