An Enid police officer is temporarily sidelined after he tore
his right hamstring in pursuit of a suspect June 26.
Mark Allen Sutton, 31, now faces charges of assault on a
police officer, escaping arrest and resisting arrest.
Officer Patrick McMichael was dispatched to the intersection of 10th and Chestnut Streets after he received a report of
Sutton looking for things to steal in vehicles.
Sutton was sweating, could not hold still and kept reaching
his hands into his pockets. A search of his pockets turned up
his wallet and a knife, and Sutton said he did not have anything else besides those items.
McMichael attempted to place Sutton in handcuffs due to
his suspicious behavior, but Sutton decided to make matters
worse for himself. He hit McMichael in the left side of his
neck and ran away, refusing to listen to the officer’s calls and notification that he was
under arrest.
McMichael caught up with Sutton and grabbed his shirt, but Sutton pulled away and
ran over a dirt berm near Chestnut Street. The officer tried to go over the berm, but his
foot sank in the dirt, eliciting a pop in his right hamstring.
After calling for backup, another officer found Sutton hiding in an alley nearby. McMichael jumped a fence and tried to chase him, but could not finish due to his injuries,
he said.
A short time later, Sutton and McMichael met again. The officer pointed his gun at Sutton, which made him drop to the ground. However, he did not comply with McMichael’s
commands afterward.
McMichael tried to pull his taser from the holster but was unable to, so he pulled out
his baton and struck Sutton several times on the back. He also performed an arm bar on
Sutton after he saw him trying to get a weapon in the grass.
Sutton was released July 3 on bonds totaling $16,000. He was previously convicted
on two counts of second-degree felony in October 2006 and received a seven-year suspended prison sentence.
Sutton will next appear in court at 1:15 p.m. August 13.

A pair of Enid women now face felony charges after officers caught them in
possession of more than 100 grams of
marijuana near a middle school.
Enid police officer James Johnson arrested Natasha Sullivan, 23, and Destiny
Wilson, 19, just after 12:30 a.m. June 29
after he received a call about possible
drug activity on the 100 block of North
11th Street.
Johnson said he smelled a strong odor
of burnt marijuana even when he was
not in the apartment. He reported seeing smoke in the room when Wilson answered the door for the search, according to an affidavit.
When searching for others in the home, Johnson found a man and
woman with a two-year-old boy in one of the rooms, he said.
During the search, Wilson told an officer she had just gotten high
and gave him 3.8 grams of marijuana, as well as a marijuana cigarette. Sullivan led the same officer to her bathroom and gave him
99.5 grams of marijuana, which was in a plastic bag inside her hamper.
The women tried to hide some of their stash, but officers found
their emergency marijuana between mattresses in one of the bedrooms. More marijuana was found in the hamper and several blunts
were inside a trashcan in the kitchen.
Sullivan admitted ownership of all the marijuana. The reason she
was dealing? “I need help paying for my bills,” she said.
Wilson was released on a $2,500 bond July 2. Sullivan posted a
$10,000 bond July 3, just in time for the 4th of July celebrations.
They face charges of possession with intent to distribute.
The women will appear in court at 1:15 p.m. August 13.

Postelle to death for the
murder of two people
on Memorial Day
2005. Postelle also was
sentenced to two terms
of life in prison plus 10
years for conspiracy in
the slayings of four people
at an Oklahoma City
trailer house. Postelle,
who said nothing during his sentencing hearing,
showed no emotion when the judge set a December
2008 execution date. That date was essentially
meaningless because all death penalty cases are
appealed automatically. Postelle, 22, was convicted
by a jury on Sept. 9, 2008, of killing James “Donnie”
Swindle Jr., Amy Wright, Terry Smith and James
Alderson. Two days later, the Oklahoma County
jury that heard evidence in the case decided Postelle
should die for killing Wright and Alderson and
spend the rest of his life in prison without the
possibility of parole for killing Swindle and Smith.

There are a lot of situations where slang is a
bad idea; and asking for “dough” at a pizza joint is
certainly a good example. Funny enough though,
the robbers who made off with a bagful of dough
weren’t even victims of a bad pun, they were just
stupid enough to point to a bag behind the counter without verifying that the bag held money instead of pizza ingredients. The moral of the story
is that when holding someone up, you’re much
better off asking them to hand over the cash than
simply pointing to a random bag in the store.
“That’s not mine” just might be one of the oldest excuses in the book when it comes to illicit
substances. While plenty of suspects have tried
to say their drug stash belonged to their friends,
most of them weren’t stupid enough to say it
about crack in their butt crack. Even if it was his
friend’s crack, it certainly was under his “control”
at the time of the arrest, and that’s all that really
matters.
There’s a reason real drug dealers have such a
vicious reputation to uphold. After all, if someone takes their supply, it’s not like they can just
call the police. Amateur drug cultivators aren’t
always hip to these rules, which is why it’s not
entirely surprising that a small-time marijuana
grower called the police when someone stole one
of his prized plants. The police responded to the
crime immediately –by confi scating his four remaining plants.
Robbing a store is a big gamble. Aside from the
risk of getting caught, there’s also a risk that there
won’t be much money in the register at the time.
If you lose that gamble and end up only getting
$586 in the hold up (which is actually pretty decent for a Wendy’s), you probably shouldn’t call
the store to complain. One man learned this the
hard way after police tracked him down when
he called a second time to tell the workers they’d
better have more money in the register the next
time he robs them.

Over the past year, the Oklahoma Bureau of Narcotics (OBN) has collected and disposed more than 6,000
pounds of pharmaceutical drugs from permanent dropoff containers around the state. Since March of 2011,
OBN has placed 118 pharmaceutical take-back containers
in police and sheriff department lobbies for the public to
safely dispose of old, unwanted medications in the home.
OBN Spokesman Mark Woodward says properly disposing of expired medication is critical.
Mark Woodward, OBN Spokesman, says the permanent disposal containers allow the public to dispose of old
medication year-round rather than waiting for an official
drug take-back day in their community.
OBN Director Darrell Weaver says the disposal containers are vital for preventing the potential disasters
caused by keeping unnecessary mediations in the home.
Woodward says OBN has a partnership agreement with
Covanta Energy in Tulsa to safely destroy the drugs collected from the disposal containers at
no charge to OBN or the state of Oklahoma. Through their Prescription for Safety Program
(Rx4Safety), Covanta provides the safe disposal of medications collected by drug take-back
programs free of charge to communities nationwide. Rx4Safety was launched in 2010 as a
solution to help communities keep medications out of our nation’s waterways and drinking water, as well as to help with the problem of abuse. To date, Covanta’s program has
destroyed more than 210,000 pounds of unwanted medications at its Energy-from-Waste
facilities nationwide.
When flushed down the drain, or disposed of in landfills, medications find their way into
waterways and contaminate surface waters, having an adverse effect on our drinking water
and the environment. These drugs cannot be removed from water supplies at typical waste
water treatment plants and the contaminated water can then have negative effects on aquatic
organisms, fish, and other wildlife.

As gas prices have risen,
many people have turned to
alternative methods of travel from
automobiles. The most common
one is a bicycle.
There are also many bicyclist enthusiasts that ride for pleasure, as
is evidenced by the number of bicycle events across the state, as well
as the number of bicycle clubs that can be found. Since motorists
share the road with them, I’m going to share some tips for the safe
operation of bicycles, and some of the rules everyone should know!
First, wear a helmet! This one is just common sense. It is a fact that
helmets help prevent serious injury resulting from bicycle accidents.
Next, its important to note Oklahoma State Statute 47-11-1202,
which states: Every person riding a bicycle or motorized scooter upon
a roadway shall be granted all of the rights and shall be subject to all
of the duties applicable to the driver of a vehicle by this title, except as
to special regulations in this article and except to those provisions of
this title which by their nature can have no application. Simply put,
bicyclists are entitled to the road just like vehicles, and have to abide
by the same laws, with a few extras.
One of these extras is that bicyclists must ride as close as is safe
to the right-hand curb or edge of the roadway, except under certain
conditions. Some of those conditions are when overtaking or passing
another conveyance going the same direction, when preparing for or
making a left hand turn, when necessary to avoid certain conditions
such as moving or fixed objects, parked or moving vehicles,
pedestrians or animals, surface hazards, and a few other reasons. A
complete list of the exceptions can be found in Oklahoma State
Statute 47-11-1205. That statute also states that bicyclists may only
ride two abreast except on paths or roadways set aside exclusively
for bicycle use. The majority of problems that arise from bicyclists
has to do with riding more than two abreast, inhibiting the ability of
vehicles to pass large groups. Also, on multi-laned roads, they must
ride within a single lane. Another thing to know is that bicyclists
can’t pass between vehicles on multi-laned roadways.
Not only do bicyclists have some extra rules to follow, but vehicles
have a duty in regards to bicyclists sharing the road. When a vehicle
is overtaking and passing bicycles going in the same direction, they
must leave a safe distance between the vehicle and bicycle of no
less than three feet until the vehicle is safely past the bicycle. The
majority of complaints from bicyclists about vehicles is that vehicles
pass far too closely to the bicyclists. Adhering to this safe distance is
a must for the safety of all!
The best way for bicycles and vehicles to safely share the road is for
the operators to respect the rights of each other. As always, thanks

was found in Polecat Creek near

State Medical Examiners Offi ce ruled
the manner of death as Homicide,
cause of death being strangulation.
Bernice Kuhlman’s case remains
unsolved.

CRACKED TU RTLE LANDS CITY MAN IN JAIL
Oklahoma City police arrest a metro man for assaulting a
turtle.
Neighbors in Southwest Oklahoma City apparently called
police after seeing Derrick Peace pick up the tortoise and
throw it into the street. It landed with so much force, it’s shell
cracked.
Police say the turtle was taken to the Oklahoma City Zoo so
it could recover.
Peace faces an animal cruelty charge.

A Perry man was taken into custody
in Stillwater after he beat up his ex and
her son.
Kendall Blake Swan, 45, was charged
with Domestic Abuse, Assault and Battery - Second and Subsequent - AFCF in
Payne County District Court June 20.
According to the police affidavit, Stillwater police officers were dispatched to
the 200 block of W. Walnut June 19 on
a domestic in progress. While en route,
dispatch advised officers that the suspect, Swan, was about to leave the resident in a gold Pontiac. He was stopped a
short distance away and claimed he had been attacked by the victim
as he was getting his things out of her apartment.
Officer Brett Moore spoke with the victim, who was standing on
the front porch. She said she and Swan had come to a mutual agreement for him to come to her apartment and get his things. After
gathering up his belongings, she said he was on his way out the door
when he suddenly stopped, dropped his stuff, and started hitting her
in the face, knocking her back into a chair. He then pushed her to
the ground and her son came running into the room. She said Swan
then shoved her son into a wall. He then started attacking her again,
covering her mouth with his hand to prevent her from screaming.
She then bit him trying to get away.
A witness in the house called for police when it proved impossible
to try and stop the attack.
Moore noticed considerable swelling and the start of discoloration
around the victim’s eye where she claimed he hit her. She also had
a gash inside her lip and her son had a reddish discoloration on his
upper right arm.
Swan was taken to the Stillwater police department and booked in.

A Kingfisher woman faces charges of
public intoxication and resisting an officer
after being under the influence of narcotics
June 21.
Kingfisher police officer Justin Trumbley arrested Lillie Mefford, 33, just one day
after she was arrested and released from
jail for assault on a police officer and possession of methamphetamine.
Trumbley was sent to a home at the 500
block of North First Street due to an unwanted person knocking on a person’s
door. Mefford told the officer that someone wrecked a pickup and that her mom was hurt as a result, so she
was trying to check on her.
She said she did not know where her mom was and added that her
friend keeps “f---ing with her”, according to an affidavit.
Trumbley noticed she was shaking and asked her if she was under the influence of any drugs. Her response? “No, why is everyone
messing with me?”
He asked who was messing with her and she replied, “I know you
see them”, pointing at her porch, which had no one there. During the
talk, Mefford was grinding her teeth, making jerky movements and
kept rubbing her face, Trumbley said. She also kept telling him to
look at people who were not there and did not know where she was.
Kingfisher deputy Wes Henry came to the scene to assist. Once he
and Trumbley told Mefford she was being arrested for public intoxication, she tried to run and would not stop pulling her hand away
from them. Henry said he would use his taser on her, but she would
not listen.
The deputy then yelled, “Taser! Taser! Taser!” and stunned her.
Afterward, she stopped resisting and was booked at the Kingfisher
County Jail.
Mefford will appear in court at 2 p.m. July 16 to answer the methamphetamine, assault, intoxication and resisting charges.

A pair from Cashion face felony drug charges after Cashion police
officers arrested them during a traffic stop.
Ramona Harris Broussard, 63, and Billy Ray Harris, 21, were
arrested on complaints of possession of drugs without a prescription, possession of methamphetamine and possession of marijuana.
Quincy Phil West, 36, of Staten Island, NY, was also arrested. Jessica
Orton, 26, of Oklahoma City, has been charged and there is a warrant out for her arrest.
Broussard previously spent eight months in prison after being
convicted of possession of methamphetamine. She is on probation
until March 2014, according to her rap sheet.
A Cashion police officer pulled over a 1991 Honda 2-door car just
before midnight June 23 for having the tag lamp out.
Thinking one of the passengers in the car had an arrest warrant, the officer called Kingfisher County sheriff’s deputy Wes Henry for assistance. A check of the licenses showed Broussard’s history, making officers suspicious.
Harris was asked to step out of the car, and while he did so police removed a large knife. He
said he had no more weapons, but a search of his pockets turned up a marijuana pipe with
fresh residue, according to an affidavit. Harris also had a small black scale to weigh the drugs,
but he said he used it to weigh jewelry.
Officers then searched Broussard’s purse, with her consent. Inside they found several small
clear plastic bags of methamphetamine, a container of marijuana and a pipe with white drug
residue. She also had a pouch full of Klonopin and hydrocodone pills, which she was not
prescribed.
Orton’s purse also had methamphetamine inside, but she said it belonged to West, her
fiancée, and volunteered to write a statement saying so.
Once the group arrived at the jail, staff counted 58 Klonopin pills and 3 hydrocodone pills.
They also determined Broussard’s inventory of methamphetamine weighed nearly seven
pounds.
Broussard posted a $10,000 bond and was released July 5. Harris got out of jail July 2 on
a $5,000 bond. West posted a $20,000 bond July 10.
The suspects will appear in court at 2 p.m. July 16.

Major County Deputy Darin Reames was dispatched June 26 to a
home in Chester about a domestic in progress. Dispatch advised him
that Ruben Duarte, 37, was there tearing up the house. They added
the woman living at the house had a protective order against Duarte.
When Reames arrived just after midnight, the victim told him,
through a translator, that Duarte had tried to break into her house
through the windows. When he couldn’t get in, he kicked in the
back door. She then escaped out the front, but he caught up with
her and grabbed her by her hair and neck. He then started cussing
and threatening her, took her keys from her and pushed them into
her forehead. Durante, she observed, was very drunk, and when he
finally left, he took her keys and her cell phone with him.
Reames saw that the victim had a mark on her forehead from the keys and a small amount
of blood on her ear. He also saw the damage Duarte had caused to her back door.
The victim told Reames where Duarte lived and he headed out there with Undersheriff
Starkey. A man answered the door and said Duarte wasn’t in the house. When they looked
beside Duarte’s truck, they found him passed out on the ground next to the driver’s door.
Reames and Starkey placed Duarte under arrest on charges of domestic abuse, violation
of a protective order, and first-degree burglary. In his pocket, the deputy found two cell
phones. When the translator called the victim’s number, one of the phones began ringing.

Oklahomans who’ve had their homes
and other property damaged in the latest round of storms need to be cautious
when it comes to hiring someone to
make roofing repairs. Failing to check
out a roofer’s credentials could leave
property owners out thousands of dollars with little or nothing to show for it.
Senator Dan Newberry, Chairman
of the Senate Business and Commerce
Committee, authored the 2010 Roofing Contractor Registration Act to require roofers to register with the Oklahoma Construction Industries
Board (CIB). In the wake of the state’s most recent round of hail
storms, he’s urging citizens to take advantage of this law to avoid
being ripped-off.
“Before contracting with a roofer, you need to make sure they have
a CIB number. This verifies that the roofing company has met the requirements to be licensed for business in Oklahoma, including proof
of liability insurance, workers comp insurance and other qualifications,” said Newberry, R-Tulsa. “You can verify the company’s registration by calling the CIB directly or by going to their website.”
Newberry said fly-by-night roofers often flock to a state after
storms cause extensive property damage. Some of those roofers demand partial or full payment up front, but never complete the work.
He said the Roofing Contractor Registration Act gives consumers a
way to avoid disreputable companies.
“The whole idea is to make it easier to find out who is legitimate
and who isn’t,” Newberry said. “In addition to verifying CIB registration, it’s never a bad idea to check with friends and neighbors about
any recommendations they may have, as well as the Better Business
Bureau. Taking just a little bit of time to ensure you are dealing with
a reputable roofer is well worth the effort.”

protect Oklahoma’s children.

Bill 3049 after learning that state law
does not prohibit a sex offender from
living with a minor child. This legislation bans sex offenders who previously
abused a child from living with minors.
“A convicted sex offender was living
with a minor in my district and I was
told that it was not technically illegal,”
said Sanders, R-Kingfisher. “I couldn’t
have been more surprised. It seems illogical to me that sex offenders cannot
reside near schools, yet they can live with a minor child. It’s time
to fix this loophole and I was proud to see it win the support of our
lawmakers.”
Sanders said the new law will complement Department of Human
Services reforms to make the state safer for children.
“It’s heartbreaking to hear the story of a child’s death or suffering
and to know that there were ways that it could have been prevented,” Sanders said.
