A search of a duplex by Enid police officers ended with
the arrest of three meth makers May 9.
Ted Laymon, 46, Sara Wells, 19, and Taylor Watson, 18,
were arrested after the Enid Police Narcotic Unit conducted a search warrant at a home on the 1000 block of East
Cherokee.
Enid officer Zeke Frazee first noticed two ink pens that
were taken apart. The suspects would inhale the drug while
it was inside the pen, he said.
Frazee connected Wells to the drugs by finding a Braum’s
receipt in her trash can. Wells is an employee at Braum’s
and had her uniform inside the residence at the time of the
search. She refused to discuss the drugs found in her home.
Watson bought pseudoephedrine pills April 17 and May
6 at an area Walmart and gave the pills to Laymon so he could cook. Laymon is Watson’s next-door neighbor, she said in an interview following her arrest.
Watson said that she bought the pills because Laymon asked her to, and she just
wanted to be a good neighbor to him despite knowing he was a “meth tweaker”. She
denied knowledge of the role of pseudoephedrine in meth manufacturing, the affidavit
says.
Laymon told Frazee he paid Watson with ¼ gram of meth to buy the pills, but that
he cut the meth with another chemical, making it impure when he gave it to her. He
also admitted having a meth addiction and manufacturing the drug to feed his addiction. However, Laymon denied being a drug dealer.
During the search, officers uncovered a Coke bottle containing methamphetamine
residue, Drano, rock salt and coffee filters, as well as Hydrochloride generator hoses
and lithium strips, according to the affidavit
Wells faces charges of possession of a controlled dangerous substance and possession of paraphernalia. Watson was given an added conspiracy charge and Laymon
received a manufacturing charge.
Watson and Wells were released May 29 and 25, respectively, on $2,500 bonds each.
Laymon was released May 24 on a $15,000 bond.
Wells, Watson and Laymon will appear in court July 9, June 11 and July 2, respectively.

The Oklahoma State Bureau
of Investigation is offering
up to a $10,000 reward for
information leading to the arrest
and conviction of the person(s)
involved in the murder of William
and Leota Huls November 9,
2008. An employee of their farm
found the couple dead of gunshot
wounds inside their home at
4404 S. 4390 Road near Welch. The employee was concerned about
the couple since they did not show up for church. Both victims were in
their 60s.
OSBI agents have run numerous leads. “Investigators are hopeful
such a large reward will encourage someone to come forward with
information that will generate new leads,” Jessica Brown, OSBI PIO,
says.
The Craig County Sheriff’s Offi ce requested OSBI assistance with the
case the day the couple was found.

A man’s racist slur puts him in jail for felony
assault after he attacked another man with a
machete May 18.
Enid police officers arrested Ray Bartel, 70,
after they were called to a home in reference
to an assault involving a machete. The victim
said an older white male cut his throat with
a machete after following him closely while
driving. Officer Jacob McKinley noticed a
fresh cut to the victim’s throat during the report, he said.
The victim said he tried to get Bartel to back off by pumping the
brakes, but that was unsuccessful. He and Bartel stopped their cars
and got into a verbal argument in the street, he said.
Bartel shouted profanities and called the victim a racist Mexican
slur, then retrieved a machete from his green Dodge pickup and
walked toward him while swinging the machete, which was two feet
long, according to the victim.
After jabbing the machete at the victim and cutting his throat, Bartel left in his pickup.
McKinley then spoke with witnesses who reported seeing a male
around 70 years of age with white hair swing a machete at the driver of a gray Pontiac, according to the affidavit. A witness also told
McKinley she heard Bartel yell racist slurs at the victim before the
assault.
McKinley, remembering another incident involving an older male
chasing a man with a machete, went to Bartel’s house and arrested
him for assault with a deadly weapon.
A search of Bartel’s home turned up the machete used in the assault. Bartel denied ownership and said he only owned one, which
was taken away by police in the previous incident.
Bartel posted a $15,000 bond and was released May 22. He will
appear in court July 2.

Computer interconnectivity has produced enormous
benefits, but has also enabled criminal activity that exploits

Summer is upon us, school is
out, and the time for recreation
and fun in the sun is here! With
summertime comes traffic to
and from the lakes, as well as numerous other endeavors that
you can enjoy across the state, including camping, riding horses,
motorcycles, and ATVs, and other activities too numerous to list
here. One thing that a lot of these activities have in common is
towing something to and from these locations. I am going to try and
touch on some of the basic safety issues to keep in
mind when towing a trailer.
One of the most important safety features that trailers come
equipped with are the safety chains or cables. These are required,
and must be in use when towing. These chains keep the trailer
attached to the vehicle should the coupling device break or otherwise
become disengaged. These chains or cables shall be of sufficient
size and strength to prevent parting from the towing vehicle. A
helpful hint when connecting your stay chains or cables is to cross
them under the tongue of the trailer. The stay chains or cables must
be attached in a manner to prevent the tongue from falling to the
ground, and crossing them allows the chains to catch it if it should
come off the coupling device.
Some larger trailers come equipped with an emergency breakaway
device. This device has a cable coming from it that must be attached
to the vehicle. If the trailer becomes disconnected from the vehicle,
when the cable is pulled tight, it automatically applies the trailer
brakes, preventing it from free-rolling. This device is required on
all trailers with a GVWR of 3000 lbs or more. Speaking of brakes,
state law requires that all brakes be maintained and in good working
order!
If you are breaking out this trailer for the first time since winter,
it’s a good idea to check the tires. Tires that sit for a long time
develop dry rot, flat spots, and lose pressure. Make sure that your
tires are in good working order, still have sufficient tread, and check
the pressure. Run the tires at the manufacturer’s suggested psi for
optimal performance.
Last but not least, we come to trailer lights. Make sure that all
your lights are functional. Plug them into the towing vehicle, and
check them all! Don’t assume that if they work in the daylight,
they will work at night, go ahead and check them with the towing
vehicle’s headlight switch turned on as well. If you are towing more
than one thing; in other words, towing in combination, only the
rearmost trailer’s lights must be operational.
Summertime is recreation time, and getting our toys to our
destination and back safely is the responsibility of every safe,
courteous driver. Lets all do our part to enjoy summer safely.

Keithan Moore, of Wilmer, Texas, wrapped
a towel around his hands to make it appear
he was carrying a gun. He then walked into
a building, walked up to the counter and demanded money. Unfortunately for him, the
building he walked into was the Wilmer Police
Department. After offi cers wrestled him to the
ground, he told the cops it was all a joke. They
took it a little more seriously. He’s under arrest.
Christopher Stone, of Launceston, Tasmania,
wanted some chicken schnitzel... really wanted
some chicken schnitzel. However, he was a
little short of funds. So, he did what any bozo
would do, he stuffed the schnitzel in question
down his pants, threatened the cashier at the
supermarket with a gun and walked to his car.
One thing he didn’t plan on, however, was how
diffi cult it would be to drive with a large schnitzel in his pants. Police offi cers say he was attempting to adjust the schnitzel when he lost
control of his vehicle and rolled the car. He’s
busted!
From Newton Township, Pennsylvania
comes the story of an unidentifi ed pervert who
exposed himself to a woman. But it would seem
that he didn’t really want her to see what he was
showing. The place he chose for his crime was
the Bucks County Association for the Blind. Police are still looking for the suspect.
Joseph Wilkins, of Albuquerque, New Mexico, spotted a stereo in a parked car that he just
had to have. Seeing no one anywhere around,
he broke in but quickly found it was going to be
more diffi cult than he thought. After struggling
to remove the stereo he found it was locked
into the dash and the only thing he could pry
loose was the faceplate, which he took with
him. It was what he left behind that caused all
the problems. Apparently while wrestling with
the stereo, his wallet slipped out of his pocket.

Sterling Williams
Williams was convicted of
stabbing to death 22-yearold LeAnna Hand and
assaulting her roommate,
Elizabeth Hill, in 1997 in
their Tulsa apartment.
Williams was a doorto-door meat salesman
and had sold Hand and
Hill meat on a previous
occasion. Williams stabbed
Hand with a butcher knife
and then kicked open Hill’s
bedroom door and attacked and battered her.
He received the death sentence for Hand’s murder
and a 99-year sentence for Hill’s attack.
A Kansas City psychiatrist testifi ed that he
diagnosed Williams with bipolar disorder. The
psychiatrist said Williams had fi xated on four
women and had intended to rape Hand, not kill her.
Williams had fi ve prior felony convictions in 1993
in Jefferson County, Ark. -- two for rape and one
each for kidnapping, burglary and battery. He
received a 10-year-sentence and 10 years’ probation
and was paroled in January 1996.

sexual relationships with their students. Give us your
opinion: should teachers who have a sexual relationship with a student who is 17 or older be prosecuted?

A warrant was issued May 9 for Keith Allen Newton, 26, of
Blackwell, in Noble County District Court after investigators
found enough evidence to charge him with child neglect in an incident from earlier in the year. Court records show the warrant
was served on June 5.
The whole thing started Jan. 31 when Billings Police were
called to a home about a 5-year-old child knocking on their door
around 3 a.m who was looking for his mother. The reporting person took the child back home and an officer met her there. There were three more children
inside the home, two were asleep, one was eating cold pizza in the living room. There were
no adults around, the house was a mess, and all the children ranged in age from two to five.
Police found the mother working at a care center and she was livid to hear that her boyfriend, Newton, was not at the home watching the children, which he was suppose to be
doing. The mother told police Newton did not work and just sat around the house and did
nothing- he didn’t clean and the house always stunk like wet, dirty clothes and pee.
At around 5:00 a.m., Newton arrived at the house and the mother promptly booted him
out.
Newton claimed he had just gone to the store to get a soda, but after an investigation, it
was discovered he had left the children alone many times at night for long periods of time.
Newton’s bond was set at $10,000.

Answer: The first
thing to understand in this discussion is that there is
only one race—the
human race. Caucasians, Africans,
Asians, Indians, Arabs, and Jews are
not different races.
Rather, they are different ethnicities of the human race. All human
beings have the same physical characteristics (with minor variations, of course). More importantly, all human beings are created
in the image and likeness of God (Genesis 1:26-27). God loved the
world so much that He sent Jesus to lay down His life for us (John
3:16). The “world” obviously includes all ethnic groups.
God does not show partiality or favoritism (Deuteronomy 10:17;
Acts 10:34; Romans 2:11; Ephesians 6:9), and neither should
we. James 2:4 describes those who discriminate as “judges with
evil thoughts.” Instead, we are to love our neighbors as ourselves
(James 2:8). All forms of racism, prejudice, and discrimination are
affronts to the work of Christ on the cross.
Jesus commands us to love one another as He loves us (John
13:34). If God is impartial and loves us with impartiality, then we
need to love others with that same high standard. Jesus teaches in
Matthew 25 that whatever we do to the least of His brothers, we
do to Him. If we treat a person with contempt, we are mistreating
a person created in God’s image; we are hurting somebody whom
God loves and for whom Jesus died.
Racism, in varying forms and to various degrees, has been a
plague on humanity for thousands of years. Brothers and sisters of
all ethnicities, this should not be. Victims of racism, prejudice, and
discrimination need to forgive. Ephesians 4:32 declares, “Be kind
and compassionate to one another, forgiving each other, just as in
Christ God forgave you.” Racists may not deserve your forgiveness,
but we deserved God’s forgiveness far less.

Daiquiri Miller, a 34-year-old Tulsa woman, was jailed after a seventh
child was removed from her care after
the child tested positive for cocaine.
According to Tulsa Police, Miller’s
latest child (born on March 31st)
tested positive for cocaine after she
admitted to using marijuana, cocaine
and alcohol every single day during
her pregnancy.
She also asked health officials
“what took you so long” when they
arrived to take the child into protective custody.
Investigators say seven children have been removed from Miller’s custody over the years because of her continued drug use.
In 2000, 2009, and 2010, Miller gave birth to children who
tested positive for cocaine and marijuana when they were born. In
2009, she asked a health services worker “So are you taking him or
what” during an investigation.
On three other occasions, Miller had children taken away by the
Department of Human Services on accusations of abuse. In 1997,
a three month old was taken because of a suspicious broken leg.
In 1999, a child was taken after police became aware of her drug
use and feared neglect. In 2006, officers caught Miller smoking
cocaine next to her four-month-old daughter in a vehicle.
Miller has also been been arrested several times on prostitution
charges. Investigators say she solicited an undercover officer in
February while pregnant.
Miller was booked into the Tulsa City Jail and charged with child
abuse and two counts of prostitution. Her bail was set at $250,500.

Kingfisher County sheriff’s deputies
arrested two Dover residents on complaints of possession of cocaine and
possession of paraphernalia May 15.
Trula Lorraine Frederick, 47, and
Eric Vaughn Stevenson, 54, were
picked up after a deputy pulled Frederick over on a traffic stop for weaving
through lanes and making an improper turn.
When the deputy asked whether
they had contraband in the vehicle,
Frederick started to say no but Stevenson interrupted her, which made them appear suspicious. Frederick had an outstanding
warrant in Custer County at the time, leading to her arrest and a search of the vehicle.
When deputy Wes Henry said he would search the vehicle, Frederick’s eyes got wide and
she hesitated, looking at Stevenson for a reply, according to the affidavit.
Before the search started, Frederick admitted smoking marijuana on Mother’s Day.
Henry brought out a K-9 dog for the search, alerting him to drugs located on the driver side
door handle and along the seam of the door, the affidavit says.
In the car, Henry found a cigarette box with a bag of crack cocaine inside. In the passenger
side compartment he found a pipe, another crack rock and a piece of brillo. Frederick and
Stevenson denied knowing there were narcotics in the vehicle but admitted to smoking the
same brand of cigarettes that the crack cocaine was concealed in.
Stevenson was previously convicted of selling drugs in Canadian County in June 2007. In
that case, he distributed drugs to a confidential informant within 2,000 feet of a school, according to his rap sheet. He was in state prison from June 2007 to August 2008 and got off
probation for the charges Apr. 26.
Frederick pleaded guilty to the crack charge May 21 and received a two year suspended
sentence. Her Custer County warrant is still pending.
Stevenson was released on a $10,000 bond May 16. He will appear in court in July.

Two ex-cons face charges of possession of cocaine, possession
of methamphetamine and possession of paraphernalia after a
run-in with Kingfisher police officers.
Timothy Scott Hammons, 46, and Laura Ann Swanegan, 24,
were pulled over on a traffic stop at 2:25 a.m. May 26 after an
officer noticed their car driving left of center and making abrupt
stops.
Once stopped, Hammons provided his driver’s license but
Swanegan said she did not have an ID, adding that she never
had a license and was recently released from prison, according
to the affidavit.
Swanegan was in prison from August 2010 to October 2011.
She is on parole for a conviction stemming from possessing a
controlled substance in the presence of a minor.
During the stop, she assumed the last name Medicine Bear and gave an incorrect birth
date. Swanegan is African American and Medicine Bear was described as a Native American
female.
Hammons told the officers Swanegan’s real identity and admitted to smoking meth and
crack prior to entering the vehicle. A search of Swanegan’s purse turned up her ID card.
In the car, officers and sheriff’s deputies noticed two metal tubes lying in the grass next
to the car. Each tube had brillo inside and crack cocaine residue, according to the affidavit.
Hammons denied ownership of the tubes and said he found them next to his car when he
was stopped.
When asked if officers could search the vehicle, Hammons said, “There might be some
pipes but I don’t think there are any drugs.” A pipe and two more tubes with crack and meth
were found inside.
Hammons was previously given a five-year deferred sentence in the Department of Corrections for possession of a controlled substance. His probation ended in February 2011.
Hammons also pleaded guilty to assaulting a police officer in February 2006.
Swanegan was not arrested at the scene but a warrant was issued for her arrest May 30.
The bond is set at $5,000 and she faces charges of falsely impersonating another to create
liability and possession of controlled substances.
Hammons posted a $7,800 bond May 30 and was released. He pleaded not guilty at his
arraignment.

An Oakwood man is in serious trouble with
the law after he collided his Kia SUV into Ford
pickup truck early May 9 in Ringwood while he
was driving under the influence.
Jake Cody Foust, 47, was arrested after he was
released from the hospital and charged with DUI,
causing a collision involving personal injury
without a drivers license, no insurance, altering
or changing a tag decal, unlawful possession of
paraphernalia, possession of CDS (meth), and
failure to keep right on road.
Fortunately, the occupants in the pickup truck
he plowed in to were not hurt, but a front-seat passenger in Foust’s vehicle sustained a shattered wrist and had to have surgery.
Emergency medical personnel informed OHP that while they were
taking Foust to Bass Hospital in Enid, they discovered drug paraphernalia in the front pocket of his jeans. When troopers searched the car he
had been driving, they found a blue medicine vial with a clear plastic bag
containing a white powdery substance.
Troopers also discovered the tag decal had been altered and the tags
were a year out of date.
Foust’s next court date is scheduled for June 21 at 9:30 a.m.
Legislation aimed at closing
legal loopholes in deaths resulting from designer drugs has
been signed into law. Senate Bill
987 expands the definition of
murder in the first degree to include deaths resulting from the
manufacture or distribution of
a synthetic, or “designer drug”
as well as the manufacturing of
drugs that result in a death, as in a meth lab explosion. Gov. Mary
Fallin signed the bill into law.
Senator Susan Paddack said she filed the legislation after East
Central University students Stacey Jewell and Andrew Ackerman
died last year after using “2-Bromo Dragonfly,” a designer drug
still available on the Internet that can cause hallucinations, vomiting, seizures and rapid heartbeat. Prosecutors said because of how
the current law was written, the individual responsible could not be
charged with first degree murder.
“Designer drugs can be just as lethal as heroin or cocaine, but because our statutes did not specifically address them, prosecutors had
their hands tied when seeking justice,” said Paddack, D-Ada. “With
this new law, deaths resulting from the sale or manufacture of these
new drugs can be prosecuted as first degree murder cases.”
The legislation also expands the first degree murder definition to
include deaths from the manufacturing of drugs, such as meth lab
explosions.
“This new law will allow prosecutors to go after the dealers and
manufacturers of synthetic drugs and meth cooks when their product or manufacturing process leads to someone’s death,” said Senator Tom Newell, R-Seminole. “This legislation was long overdue and
had this sort of a law been in place, we may have seen fewer deaths
caused by synthetic drugs in Oklahoma communities last year.”
The new law becomes effective November 1, 2012.
