Waco, Texas, man Justin Wayne Pool, 28, was arrested
in Enid May 14 after he ran into a drive-thru sign -- twice.
According to the police report, an Enid officer was dispatched to the 600 block of South Van Buren because a
man was swerving all over the road. Dispatch advised that
the suspect, identified as Pool, was in the drive-thru lane at
Long John Silver’s, repeatedly pulling forward and backing
up.
When the officer arrived, he found Pool parked in front
of the drive-thru sign speaking to an employee about the
menu. Pool’s speech was slurred, he smelled strongly of alcohol, and his eyes were bloodshot and watery.
Pool told the officer he was just trying to get some food so
he could go back to his room at a local motel. He admitted
to drinking, but said he had only had “two or three beers.”
The officer asked him to step out of the vehicle for sobriety tests. Pool refused to do the tests when the officer told
him he couldn’t call anyone. The officer placed him under arrest.
Police conducted an inventory of the man’s vehicle, and they found a flask containing alcohol, a handgun, and a loaded magazine.
A Long John Silver’s employee approached the officer and told him their drive-thru sign
had been hit. Sure enough, there were some blue and silver marks on Pool’s tailgate that
matched the color of the sign.
Witnesses told the officer they saw Pool driving north on Van Buren, swerving back and
forth and almost running into other vehicles. They said the man first drove into the Taco Bell
parking lot, but he seemed to quickly lose interest in going outside the bun. He slowly drove
back across the road, almost getting hit by other vehicles, according to the witness. Pool then
backed into Long John Silver’s drive-thru sign twice.
Pool was transported to jail. He accused the officer of making him lose his job. When the
officer told him he didn’t make him lose anything, Pool told him he was right, and it was his
own fault that he had been drinking for three straight days.
Pool is being charged with driving a motor while under the influence of alcohol, transporting opened container and resisting an officer. He was released on a $2,500 bond and is scheduled to appear in court on June 15, 2015.

Chances are, while you are
reading this, it may be raining,
has been raining, or is about to
rain somewhere in Oklahoma! We are finally getting those much
needed showers to fill up ponds and lakes. Unfortunately, we
are getting most of it all at once, and we are having some major
flooding! I’m going to talk a little about the dangers that roadway
flooding can present, and some tips for avoiding them.
Every year that we have flooding, we get stories about motorists
who are stranded in water that has risen up over the roadway. The
news has the usual shot of one vehicle with its hazard lights on not
moving, followed by video of other vehicles still driving through
these flooded roads. The solution is very simple, if you don’t want
to be that vehicle that is stranded, don’t drive through standing
water! Most of the locations that typically flood over in heavy rains
are traditional places where this happens year after year. The
problem with this is that usually, the locals think since they’ve been
able to drive through it before, it shouldn’t be any problem now.
A lot of things can happen under water that we can’t see
though. Parts of the roadway could wash out, debris could be
covered up that can’t be seen, and other unseen hazards could
be present. All of these things can spell disaster for the person
who assumes it will be OK to drive through standing water on the
roadway.
Next, don’t drive around “Road Closed” signs. Every year in
these traditional flood areas, the public safety officials close the
roads for safety, and every year people drive around those signs
and end up needing rescued. Not only are those signs put up for
your safety, it is illegal to drive around them. They are Official
Traffic Control Devices, and as Oklahoma State Statute 47:11-201A
states: The driver of any vehicle shall obey the instructions of any
official traffic-control device...unless otherwise directed by a traffic
or police officer.
Last, be aware of your surroundings, so that you can find an
alternate route if needed. In today’s technology driven world, this
is easier than ever to do. Use that smart phone, tablet, or GPS
device to find a way around flooded areas. Also, when the potential
for floods can cause roads to be closed, give yourself extra time to
reach your destination, in case an alternate route is needed.
This spring has been a bounty of rain that Oklahoma has needed
for a few years, but with the good comes some potential bad in the
form of flooding. Now you’ll have some tips for avoiding any of
the pitfalls that inherently come with them! Don’t be that vehicle
they show on the news every year, flooded or swept away. Please
remember, TURN AROUND, DON’T DROWN

According to the National Highway Transportation Safety Administration, texting while driving makes drivers 23 times more likely to be involved in a traffic
accident.
Governor Fallin was joined by members of the troopers’ families as she signed
the bill into law.
She says she hopes the law will save lives.
“My hope is that this bill does more than just change the law,” Fallin said. “As a
state, we need to change the way we think about texting while driving. The fact is
it’s dangerous. If we can get people to think about it that way, we can drive more
responsibly, save a lot of lives and make our roads much safer.”
The law makes texting while driving a primary offense, meaning police can pull
anyone who does it over and give them a $100 ticket.
Senator Ervin Yen says that making texting and driving a primary offense will
have a big impact.
“States with primary-enforcement laws saw an overall reduction of three percent in traffic fatalities,” he says. “For young drivers between 15 and 21, there was
an 11 percent reduction in fatalities. That’s huge.”
He says research shows states that only had secondary enforcement saw virtually no change.
“Primary enforcement saves lives,” says Yen.
Oklahoma is the 46th state to have a law banning texting while driving.
It has exceptions for certain emergency situations and specifies it will not apply
to devices operated in a voice-activated mode in which a driver’s hands would not
be needed to write, send or read a text message.
The law goes into effect Nov. 1.

with people..all the officer has to say is he thought someone was texting, and it gives them

have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Enid man Jason Earl Tarkington, 35, and his Garber sidekick, Benjamin Lee Holden, 38, were arrested May 14 in Major
County after they allegedly stole some scrap metal from a residence before getting stuck in the mud.
Tarkington also tried to steal a deputy’s truck.
According to the police report, Major County deputies were
dispatched to Highway 412 one mile east of Meno shortly after
6:30 p.m. The caller said there was a truck and trailer stuck in
the mud that contained some stolen scrap iron.
While a deputy was looking at the truck, another vehicle
pulled up and the driver told the deputy he was the landowner
and that was his scrap metal in the trailer. He said he didn’t
recognize the truck or trailer, and he most definitely didn’t give
anyone permission to take the scrap metal.
The man’s neighbor told the deputy he heard some people
talking loudly at the victim’s home, so he walked over to see
what they were doing. He said there were three people at the
residence and when he asked them what they were doing, they
told him to “go to hell.”
They told the man they were just turning around and got
stuck. They said they were going to get another vehicle to come
pull the truck and trailer out of the mud.
Around 10:15 p.m., a vehicle drove up to the scene. Police
watched as two men pulled the truck and trailer out of the mud.
Police stopped the men, identified as Tarkington and Holden.
After speaking to the men, deputies placed them in handcuffs
and put them in patrol vehicles.
While police were conducting inventory on the men’s trucks,
one of the deputies noticed that his truck was leaving the scene.
He yelled, “He’s stealing my truck!”
Tarkington took off from the scene in the patrol vehicle and sped down Highway 412. The
man was later apprehended and taken to jail.
Holden is being charged with petit larceny. He was released on a $10,000 bond, and he is
scheduled to appear in court on June 24, 2015.
Tarkington is being charged with petit larceny and larceny of an automobile. His bond was
set at $250,000, and he is scheduled to appear in court on June 11, 2015.

Computer interconnectivity has produced enormous benefits, but has also
enabled criminal activity

fraud, child exploitation,
identity theft, and terrorism. The Internet can give
identity thieves, hackers,
and scammers online access to your computer, financial and personal information and more.
Additionally, today’s mobile devices are well integrated with the internet and have far more functionality than mobile phones of the past.
They are increasingly used in the same way as personal computers, potentially making them susceptible to similar threats affecting computers connected to the Internet.
For youths, the internet often serves as a positive and powerful arena for socializing and learning. However, the use of the internet also
brings about risks to their safety, including the dangers of sexual solicitation, online harassment and bullying, and exposure to illegal content. By discussing responsible socializing and communicating, parents -- regardless of whether they are technologically savvy -- can help
their kids make better decisions about online behavior.
Efforts to address cybercrime include activities associated with protecting networks and information, detecting criminal activity, investigating crime, and prosecuting criminals, . The Administration has
taken significant steps to better protect America against cyber threats
and has developed a pragmatic and focused cyber-security legislative
proposal for Congress to consider. The proposed legislation is focused
on improving cyber-security for the American people, our Nation’s
critical infrastructure, and the Federal Government’s own networks
and computers.

Perry man Tracy William Layton, 49, was
caught driving all over the road after being
administered some morphine at the hospital. The nurses told him not to drive, but
Layton said he didn’t really listen to them.
On May 26 shortly after 11 p.m., a Perry
officer was advised that a white truck had
just left the hospital -- a possible intoxicated
driver was being the wheel. The officer located the suspect vehicle traveling eastbound
on Fir. The vehicle crossed the yellow center
line twice. When police stopped the man, the
officer recognized him as Layton.
According to the affidavit, the officer had spoken to the man at the
hospital earlier that evening about his behavior toward the nurses.
The doctor had told the officer that Layton had been given morphine
and wouldn’t be able to drive.
During the traffic stop, the officer noticed Layton wasn’t just on
morphine -- he also smelled like alcohol.
Layton told police he was just trying to get home.
The officer told him that he knew the doctor told him he couldn’t
drive.
Layton replied, “I know they said something, but I really was not
listening.”
The man refused to follow instructions during sobriety tests, and
he couldn’t stand still, so the officer placed him under arrest.
After taking Layton to jail, the officer returned to the hospital and
spoke to a nurse. She told him she had called the man’s friend and arranged for him to come pick Layton up since he was unable to drive.
Layton later approached her, soaking wet from the rain, and “rudely”
asked for more medication. She told him no, and she said the man
then walked to his truck and left the hospital at a high rate of speed.
Layton is being charged with driving a motor vehicle while under
the influence of alcohol and failure to keep to right. His bond was set
at $10,000, and he is scheduled to appear in court on June 8, 2015.

A drunk Cashion man was locked up May 27 after a concerned liquor store employee called police because the man
entered the store smelling like he had taken “a bath in alcohol.”
At approximately 6:50 p.m., the employee called Cashion police and said a man, later identified as 31-year-old Evan Daniel
Bailey, had stumbled into her liquor store on Main Street. She
said the man reeked of alcohol.
When it was time to pay, the man told her, “Well, this is a
small town. I don’t have enough, but I’ll take the bottle and I’ll be back.”
Of course the employee wasn’t having that, so Bailey left the store empty
handed.
The officer was unable to immediately locate boozin’ Bailey, but apparently
the man really needed his spirits, because it wasn’t long before the employee
called him again.
Bailey was back.
The officer entered the store and walked toward Bailey. He smelled a “very
strong odor of an alcoholic beverage”, but when he looked around, there were no
open containers around him. It had to be Bailey.
The man was swaying back and forth, but he told the officer he had only drank
a “beer and a half” that morning.
The officer asked Bailey if he had driven to the store. Bailey said yes, and he
led the officer to his parked car. Inside the vehicle, the officer saw an opened
