Two men were caught ridin’ dirty (literally) on US 412 shortly after 6 p.m. on
March 1. A state trooper stopped their vehicle because the tag was completely covered by dirt and unreadable.
According to the police report, when
the trooper noticed the dirty tag, he
pulled behind the vehicle. The vehicle
slowed down. The trooper thought that
was weird, so he stopped the car.
The driver was identified as 31-year-old
Thomas man Victor Ramon Mendoza.
Mendoza told the trooper he didn’t
have a license. When the trooper discovered Mendoza’s license was revoked, he
arrested him.
The passenger was identified as Fay
man Braydon Kye Baldwin, 26.
When the trooper discovered Baldwin
had warrants out of Custer and Dewey
County, he arrested him too.
During an inventory of the vehicle, the
trooper found a loaded, sawed-off shotgun between the console and
the front passenger seat.
In front of where Baldwin had been sitting, the trooper found a
baggy containing a white crystal substance and a glass pipe with
white residue.
The substance tested positive for meth.
In the rear passenger seat, the trooper found some syringes and a
spoon with residue. There was also a plastic bottle containing marijuana in the center console.
Baldwin is being charged with possession of controlled dangerous
substance, possession of firearm while on probation and possession
of drug paraphernalia. His bond was set at $20,000.
Mendoza is being charged with possession of controlled dangerous substance, possession of firearms after former conviction of a
felony, transporting loaded firearm in motor vehicle, driving with
license suspended and possession of drug paraphernalia. His bond
was set at $10,000.
They are both scheduled to appear in court on April 13, 2015.

By Lt. Je James
Oklahoma Highway Patrol
With this most recent ice
and snow storm that gripped
Oklahoma, there obviously were
some significant obstacles to safe driving. One that I have noticed,
that doesn’t really get a lot of attention, is the visibility that is
obstructed by iced over windshields and windows on vehicles. I’m
going to touch on some of that, to try to raise some awareness about
it, and give some tips to help us stay safe.
We’ve all seen it...a vehicle coming down the road with just a
small hole scraped in the windshield so the driver could see the
road. Every time I see it, I cringe! The law that governs this is
Oklahoma State Statute 47:12-404.C, which states: “No person
shall drive any motor vehicle with any sign, poster, other nontransparent material, or debris, including but not limited to snow,
ice, or frost upon the front windshield or the side wings, or side
or rear windows......which obstructs, obscures, or impairs the
driver’s clear view of the highway ahead or to either side or of any
intersecting highway.” What this means to the everyday driver is
that the little hole you scraped to drive by, just won’t cut it! While
compliance is the goal, the reason is safety! Obviously the chances
of an accident drastically increase as visibility decreases...so why
limit our vision to just a small hole out the front windshield?
There are several ways to clear those windshields, both
mechanically and chemically. A simple ice scraper has been the
preferred method for as long as most people can remember. They
are inexpensive, and easy to find. Another method is simply to
go out 10 minutes before you leave, start your car up, and get the
defroster going! When the windows are clear, you are good to go.
Still another way is to obtain any number of chemical de-icing
sprays that are available at most stores. Don’t pour hot water
on your windows, as the change in temperatures can cause your
window to crack or break!
While we are talking about it, lets not forget about those side and
rear widows. A significant percentage of accidents happen while
backing, so it stands to reason that we need to be able to see out
our back glass as well as the front. Side windows are no different,
no one wants to be struck by a vehicle they couldn’t see when they
pull into an intersection. After you finish with those side windows,
go ahead and hit those side mirrors as well!
All of these suggestions simply take a little extra time, and
sometimes money, but the time and money pale in comparison to
the impact on time and money that an accident will have on you, or
others. As a safe, courteous driver, you owe it to yourself and your
fellow drivers! Thanks for reading, buckle up and be safe!
Tips from a Trooper

OK Jailbirds is cooperating with the eorts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

Noble County deputies are on the lookout for a man who failed to show for
his court date.
James Noriega, 26, of Red Rock, was scheduled to appear in court Feb. 25
on charges of assault and battery upon a police officer and resisting arrest, but
he was a no-show.
According to the police affidavit, a Noble county deputy responded to an intoxicated male call in Red Rock on Jan. 26. When he approached the intersection of 4th and Hitchcock, a woman flagged him down and escorted him to a
house on Hitchcock. She said her son, Noriega, was in the house “just acting a
crazy”, and she wanted him out.
Noriega was looking out the front door window, but when he saw the deputy,
he turned away fast. The deputy tried to open the door, but it was locked. After much ado with a female
inside the house, the deputy and woman were let inside. The female pointed to a bedroom, indicating
Noriega was in there.
The deputy went to the bedroom and asked Noriega what he was doing. Noriega turned to the deputy
and said, “You can’t be in here without a warrant!” He then hit the deputy in the chest and tried to
shove him out the door. The deputy then grabbed Noriega’s wrist to place it around his back. Then
something totally unexpected happened.
Suddenly, Noriega pulled down his pants and started yelling, “I just finished #@%*^ my wife! You
have no right being here!” He then laid down on the floor and kept trying to pull away from the deputy.
After a short struggle, Noriega was cuffed with the help of another deputy. After the deputies got
Noriega’s pants and boots on, he was placed in a patrol car and transported to the Noble County jail
and booked in.

Edmond man Roy Fields Helton
Jr., 51, was arrested in Dover on
February 20 after police caught him
with a trailer he allegedly stole in
Oklahoma City.
At approximately 4 p.m., a Dover police officer was dispatched to
the area of Redfork Drive and US
Highway 81 due to a possible stolen
trailer. When the officer arrived on
location, he saw a green truck pulling a utility trailer that matched the
description of the stolen item.
According to the affidavit, Helton
was the driver of the truck.
Helton told the officer he had
owned the trailer for about 6 months, and he bought it from someone in Oklahoma City. He was unable to show the officer a bill of
sale.
The reporting party told the officer that he was driving home when
he saw a trailer that had numbers matching his jobsite. When he
couldn’t find the trailer at the jobsite, he asked to see surveillance
video. He saw a green truck leave the property with the trailer loaded
with iron.
The caller said the stolen items had been reported to the Oklahoma City police.
The officer inspected the trailer after speaking to the owner of the
stolen trailer, and he confirmed that it was indeed the stolen item.
Helton refused to give the officer a written statement saying that
he bought the trailer.
Helton is being charged with unauthorized use of a vehicle and
driving with license canceled/suspended/revoked. His bond was set
at $2,500, and he is scheduled to appear in court on March 12, 2015.

A Fairview woman allegedly lied and told police that someone
stole her car and wrecked it on February 21. The reason? She later
admitted to driving it, but she had a suspended license and she
didn’t want to get in trouble.
A Major County deputy was dispatched to the corner of EW53
and NS271 one mile east of Ames at approximately 9:46 a.m. He
found a vehicle that had crashed through a barbed wire fence into
a tree.
According to the affidavit, Patti Ruth Thole, 57, told the officer
that when she got off work at midnight, she realized her car was
stolen. She said she walked five miles and found her wrecked vehicle.
The deputy asked her if she had a license. Thole told him she lost it for driving under
the influence.
While they were speaking, the deputy noticed that Thole appeared to be intoxicated. Her speech was slurred, and she smelled like alcohol. Thole denied drinking any
booze.
He asked her why she didn’t call anyone when she found her vehicle. She said she
tried to call her daughter at 1 a.m.
Thole’s daughter was on scene, and she told the deputy her mom didn’t try to call
her at 1 a.m. She showed him her call log and said she didn’t believe her mother’s
story.
After looking at the car, police came to the conclusion that the driver of the wrecked
car had used the key and took the key out of the ignition after the wreck.
The deputy asked her if she had left her keys in the ignition while working. She said
yes. Thole then admitted the key was in her purse.
The deputy asked her how she had the key if the car had been stolen and she didn’t
touch the car after the wreck.
She said she didn’t know.
The deputy then told her that she just needed to tell the truth. Thole admitted that
her vehicle hadn’t been stolen. She said when she left work, it was foggy and she
missed the stop sign at the intersection and drove through the fence, crashing into
the tree.
Thole is being charged with driving under suspension and leaving scene of accident
damaged fixture.

Registered Sex Offenders for The Area
FACT:
If a victim does not say “no” or
does not “ght back,” it is not
sexual assault.
False. Sexual assault victims may
not say “no” or not ght back for a variety of
reasons including fear and confusion. Rape
victims often report being “frozen” by fear
during the assault, making them unable to
ght back; other victims may not actively
resist for fear of angering the assailant and
causing him to use more force in the assault.
Pressure to be liked and not be talked about
negatively by a peer will sometimes cause
adolescents or children to avoid ghting back
or actively resisting.
The sex offenders
page is not a
complete listing
of all offenders in
these counties; we
will be publishing
more in each
month’s issue.
