18-year-old Kayley Nicole Prather allegedly stabbed her
friend during an altercation on February 27. The Enid woman
told police she initially didn’t know it was her friend -- but then
she kept stabbing.
According to the affidavit, an Enid officer was dispatched to
the hospital shortly after 11 p.m. to investigate a stabbing. The
victim told him Prather had stabbed her. She said she was trying to calm down Prather’s boyfriend after a fight the couple
had, and Prather ran up behind her and stabbed her.
While he was speaking to her, a woman called dispatch and
said she had a weapon used in a stabbing at a local motel. She
said she picked up Prather and her boyfriend from the motel.
She told Prather she was going to call the police so they could
get everything sorted out, but Prather jumped out of her car and took off running.
While officers were on scene, one of the officers saw a woman walking south on 19th. He
asked her what her name was. She told him it was Kellie. When he started to check her
information for warrants, she admitted her name was actually Kayley Prather.
The officer placed her under arrest for obstruction.
When they arrived at the jail, an officer questioned her about the assault. She told him
she had been drinking, and she and her boyfriend were fighting. She decided to get drunk
so they could forget about their problems.
At one point, she left their motel room and started walking. She said she heard footsteps
behind her, so she pulled out her knife. When someone grabbed her from behind, she
started stabbing.
Prather noticed that she had stabbed the victim, but the altercation continued and she
stabbed her again.
The officer asked the woman why her story and the victim’s didn’t match. She told him
she didn’t know. He then asked why she kept stabbing in self defense if she knew it was the
victim. Prather became emotional and told him she didn’t know.
Police later obtained a search warrant for a residence where Prather said she left her
clothing. They found her clothes, which had blood stains on them.
Prather is being charged with assault and battery with a dangerous weapon and obstructing officer. Her bond was set at $25,000, and she is scheduled to appear in court on
March 28, 2016.

Attorney General Scott Pruitt announced charges
filed against a Claremore nurse for the neglect of an
elderly resident.
Brianna Lynn Parks-Farris, 30, of Chelsea, worked
as a Certified Nurse Aide at Autumn Wood Memory Care in Claremore. A resident of the facility was
found in the hallway, soaked in urine and with a deep
gash on her elbow. Parks-Farris stated she checked
on the resident at the beginning of her shift, but had
been overworked and unable to check on the resident
again. However, cell phone records showed ParksFarris using the Internet and texting during that
same time period. It is alleged Parks-Farris later admitted she never checked on the resident during her shift.
Parks-Farris is charged with one count of neglect by caretaker. If convicted, ParksFarris faces up to 10 years in prison and fines of $10,000.

A Del City couple was arrested February
11 after they were caught peddling drugs at a
Perry restaurant.
The man and woman were loaded with several different kinds of drugs.
According to the affidavit, the Oklahoma
Bureau of Narcotics investigated Tracy Lorene Bocquin, 30, and 25-year-old HenryLee Lawrence Hoffman for suspicion of selling illegal substances.
Officers arranged for a Perry officer to purchase drugs from the couple at a restaurant
in the 2700 block of West Fir Street. During
the transaction, Bocquin tossed the officer a
cigarette pack containing meth after he gave
Hoffman some cash.
OBN agents reviewed surveillance from the
exchange and placed the drug dealing duo
under arrest.
Bocquin and Hoffman were apparently
planning on meeting with some more customers. In the couple’s vehicle, police found
heroin, methamphetamine, LSD, marijuana, plastic bags and digital
scales in a backpack behind the driver’s seat.
They are both being charged with conspiracy to traffic controlled
dangerous substance (methamphetamine) within 1,000 feet of a
church or school, trafficking of controlled dangerous substance
(methamphetamine) within 1,000 feet of a church or school, possess
firearm during commission of felony, possession with intent to distribute (heroin) within 1,000 feet of a church or school, possession
with intent to distribute (marijuana and LSD) within 1,000 feet of
a church or school and unlawful possession of drug paraphernalia.
Bocquin was released on a $5,000 bond and is scheduled to appear
in court on March 17, 2016.
Hoffman’s bond was set at $10,000, and he is scheduled to appear
in court on March 28, 2016.

Kingfisher woman Summer Jade Free, 37, allegedly stole
some makeup on Dollar General on February 11, but she insisted she bought the items at Walmart.
According to the affidavit, a Kingfisher officer was dispatched to the store shortly after 2 p.m. He was advised the
suspect had left the premises in a white convertible.
The officer spoke to the store manager, who said Free took
two makeup items from the store. She showed the officer surveillance video. In the footage, Free took two items off of the
makeup rack and walked away.
The manager said Free then bought a soda. She noticed the
makeup in Free’s back pocket as she left the store.
The officer went to a residence in the 900 block of Kings
Drive to speak to the shoplifting suspect. He asked if she took
the items. She said no.
When he told her the manager saw the stolen items in her back pocket, Free said she purchased the items from Walmart the day before. She said she took them into Dollar General
for comparison, but forgot to tell the manager.
The officer asked to see a receipt. She told him she didn’t keep receipts. He then asked to
see the items so he could take them to Walmart. She handed him the unopened items.
The officer told Free that the Dollar General manager had surveillance video of her taking
items off of the shelf and walking away.
Free explained that she took two items off the shelf, but later decided she didn’t want them.
She laid them down by some cases of Coke.
The officer took the allegedly stolen items to Walmart and asked an employee to check if
they were purchased at the store. The employee said he could only check when the type of
item was sold at the store. The items weren’t purchased when Free said they were.
The officer went back to Dollar General and looked in the area Free said she left the items
she didn’t want. He couldn’t find anything.
The officer told Free what he had discovered about the items. She told him, “Whatever. If I
did steal it, I wouldn’t have been dumb enough to stick it in my back pocket.”
Free is being charged with larceny of merchandise from retailer. She was released on a
$500 bond and is scheduled to appear in court on March 31, 2016.

A man in Minneapolis was caught walking along the intersection of a
road…wearing a pair of high heels. And. Nothing. Else. To sicken your mental picture even further, he’s 63 years old. He ran through the snow and
hopped in his car when he saw the police following. Luckily, they tracked
him down and arrested him before he showed up on the cover of Vogue.
A man in Houston was caught on camera while trying to cash a stolen
check. His identity is unknown, and is therefore known as the “Have You
Seen My Zombie?” Dude, because of what’s written on his t-shirt. According to witnesses, he also has glasses, and interesting red facial hair. No
word yet on where the zombie is.
A man in Miami, tripping out on bath salts (a new faux-cocaine trend),
starting knocking on neighbors’ doors saying he needed an ambulance. He
was frustrated when the police showed up, and caused even more trouble.
He scraped his teeth across the hood of a police car after being handcuffed.
It surprisingly made quite a scratch.
A woman in Indiana came home one night to find a man seated in one
of her chairs. He refused to leave, even after the police were called, apparently believing that this was his home. He had even done some household
chores. The laundry was folded, floors were vacuumed, and there was some
chicken cooking on the stove. I bet this is one crime most of us wouldn’t
mind being victims of.
A rather large man decided he was in desperate need of some socks. So
desperate, in fact, that he entered Wal-Mart at night to steal them. Wearing…absolutely nothing. Maybe it was a political statement, maybe he was
trying to do a Red Hot Chili Peppers type-thing….who knows? To make
matters stranger, he refused to comply with police officers until they subdued him with a stun gun.
Two grown brothers in Pennsylvania were sharing a McDonald’s brownie when apparently one became enraged. He picked up three (three?) steak
knives, and began to slash and stab his shocked brother. This is not his first
stabbing incident. The other probably involved a McFlurry.

Cleo Springs man William Matthew Failes, 42, allegedly
broke into his ex-girlfriend’s home and threatened both her
and her boyfriend on February 13.
Apparently he wanted them to stop borrowing money from
his dad.
According to the affidavit, a Major County deputy was dispatched to the 200 block of N. Third Street in Cleo Springs at
approximately 2:47 a.m. Dispatch advised an ex-boyfriend had
kicked in the door of his ex-girlfriend.
When the deputy arrived, he met with a couple who told
him Failes broke into their home. They said they were sleeping
when it happened. The woman said her dog’s growling woke
her up.
They both heard a noise that sounded like the front door being kicked opened. The man grabbed a rifle and went to see
what was going on. He found Failes in the next room.
Failes accused the couple of borrowing money from his father without working for it. He
threatened to “beat the f--- out of them” several times.
The men started fighting. During the altercation, the victim said he heard Failes insult his
woman, so he fired his rifle at him. The struggle continued and the man shot at the alleged
burglar a second time.
The woman called 911. When Failes heard her speaking to the dispatcher, he ran out the
front door and jumped in his vehicle.
By the time the deputy was done speaking to the couple, another officer had already located Failes at the hospital. When the deputy approached the man, Failes told him, “I don’t
have anything to say to you.”
Failes was transferred to a hospital in Oklahoma City, but the deputy was advised later that
day that the man had walked out of the medical center.
The next day, the deputy contacted Failes and let him know that the couple was filing
charges against him for trespassing. He replied, “But, I didn’t steal anything.”
The deputy let him know that it was still a crime to break into someone’s home, even if he
didn’t take anything.
Failes is being charged with burglary in the first degree. His bond was set at $20,000, and
he is scheduled to appear in court on April 14, 2016.

question is NO! OK Jailbirds has never accepted money or

We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Raymond Schwab, an honorably discharged veteran, moved to Colorado
last year to get treated for post-traumatic stress and chronic pain with medical
marijuana.
He didn’t expect Kansas would take
his children in return.
“They’re basically using my kids as a
pawn to take away freedoms I fought
for,” he said. “It’s a horrible position to put me in.”
He and his wife, Amelia, say Kansas took the five youngest of their six children
into custody last April, and they’ve only seen them three times since.
“I don’t think what we’re doing is illegal, immoral or wrong,” Amelia said.
The Schwabs’ case highlights how differences in marijuana laws can make a legal user in one state an unfit parent across the border.
They’re not the only Kansas parents at risk of losing their children over cannabis use. In Garden City, medical marijuana advocate Shona Banda was arrested
on child-endangerment and felony drug charges after her 11-year-old son talked
about his mother’s drug use at school.
Kansas has rejected legislative efforts to permit medical marijuana use. Colorado legalized medical marijuana, then passed a referendum that allows recreational
use as well.
Child welfare officials in Kansas did not return phone calls concerning the
Schwabs.
Raymond Schwab is a 40-year-old Gulf War veteran. He served from 1994 to
1996 in the Navy and later qualified for a 50 percent disability rating.
He lived in Colorado when the state legalized medical marijuana and obtained
his own card.
He also tried to treat his symptoms with an assortment of medicines prescribed
by the Department of Veterans Affairs — pain medicines, muscle relaxants, antianxiety drugs — but “they were making me crazy, they made me worse,” he said.
Finally he developed a heroin addiction, but said he overcame that years ago
with cannabis therapy.
The turning point in his family life began with a VA job offer in 2013. He went to
Topeka to work as a benefits agent for fellow veterans.
“I loved it. I loved my job,” he said tearfully.
But two years later, he decided to transfer to a VA job in Denver, where medical cannabis is legal. That’s when a family squabble led to the loss of five children
aged 5 to 16.
Raymond and Amelia say that as they were packing to leave, her mother took the
kids to a police station in another county and reported them abandoned, an action
her mother now regrets.
Nine months later, they say, child-protection workers and a Kansas judge are
demanding that they give up cannabis if they want their kids back.
One condition, they say, is four months of drug-free urinalysis tests, including a
drug legal in Colorado for therapeutic uses.
Raymond remains skeptical and worried. “What if I didn’t make it through four
months?” he asked. He fears his condition might worsen without cannabis.
He and his wife question why Kansas child-protection workers are holding onto
children who should not have entered their system in the first place.
Among the documents Raymond carries in a battered briefcase is the one-page
result of a Kansas child-abuse investigation.
It shows that in April 2015, the state began investigating allegations that Raymond and Amelia emotionally abused all five children. Three months later, those
allegations were dismissed as unsubstantiated.
So, “why do you still have my children?” he asked.
