28-year-old Porfirio Rodriguez-Hernandez is wanted by police
after he allegedly shot at a man on May 2.
The victim said he had no idea what the Enid man’s problem
was.
According to the affidavit, an Enid officer was dispatched to the
1100 block of E. Pine at approximately 2:51 p.m. to investigate
the drive-by shooting. A man on scene told police he was standing on his front porch when he saw a silver truck parked on the
north side of the road. Rodriguez-Hernandez was standing in
the road near the truck. The man said he saw the suspect pull
out a gun and shoot at his neighbor.
Rodriguez-Hernandez drove away from the scene, and the man
said he followed him to the 900 block of N. Grand. The alleged assailant pulled into a
junk vehicle lot on the east side of the road. The man was able to get several pictures of
Rodriguez-Hernandez’s truck.
The victim told police he was working on his fence when Rodriguez-Hernandez pulled
up. He got out of his vehicle and asked the victim what he was looking at; he then muttered something in Spanish.
The victim said he didn’t understand the man, so he walked toward him. RodriguezHernandez then pulled out a gun and shot at him.
Luckily, the suspect missed.
The victim told police that he didn’t personally know the shooter, but his friend did. He
said earlier that morning, Rodriguez-Hernandez drove by while he was sitting on the
porch. He asked the victim what he was looking at, then told him he was going to kill
him if he saw him again.
The victim said he didn’t know what the man’s deal was.
Police located a 9mm shell casing in the middle of the street.
An officer located the suspect’s vehicle in the junk vehicle lot in the 900 block of N.
Grand. The officer on scene said he saw a man near the vehicle who matched the description of Rodriguez-Hernandez.
By the time other officers arrived to assist, the man was long gone. Police did find a
9mm bullet in the truck.
A warrant has been issued for Rodriguez-Hernandez’s arrest, and he is to be held without bond.

A Fredericksburg, Texas, woman en route to Texas
took the long way home via the Noble County Jail
after a state trooper arrested her for suspicion of
DUI on April 13.
According to the affidavit, the trooper was dispatched to I-35 at mile marker 186 to investigate a
hit-and-run shortly after 10 p.m. Officers stopped
the suspect at the stop sign on the I-35 exit ramp at
Fir Street.
The driver identified herself as Malissa Scott.
Scott told the trooper she was traveling from Kansas
City, Kansas, to a cousin’s house in Oklahoma, then to home in Texas.
The woman was unsteady on her feet and smelled like alcohol.
When the trooper asked her how much she had been drinking, she told
him she had one drink before she left Kansas City around 6 p.m., and
another one while she was driving. She said she was drinking vodka.
Police found an open bottle of vodka in the woman’s car.
A witness told police after the accident, he followed Scott to Exit 186 and
tried to take her keys when he smelled alcohol. He said he put the vehicle
in park, and Scott exited the car and took off walking.
The victim said he saw a car on the side of the road, so he moved to the
inside lane to give it space. As he passed by, the car pulled onto the highway, striking his vehicle.
The trooper placed Scott under arrest.
The woman agreed to take a breath test, but when the trooper took out the
breathalyzer, she told him she wasn’t going to blow into it.
The trooper transported her to jail.
Scott is being charged with driving under the influence of alcohol, leaving scene of accident damage fixture and transporting opened container
of beer. She was released on a $1,000 bond and is scheduled to appear in
court on May 25, 2016.

31-year-old Rianna Seek seemed to
think it was hilarious when an officer
questioned her about drunk driving on
May 9.
She wasn’t driving when questioned,
but the Ponca City woman was arrested
in Kingfisher for public intoxication.
According to the police report, Kingfisher officers were advised of a possible intoxicated driver traveling
eastbound on Highway 33 coming
into Kingfisher at approximately 7:51
p.m. Police found the suspect’s vehicle
parked at a convenience store on Highway 33 and 13th Street.
An officer walked into the store and saw two women standing at the
counter. He asked them who was driving the white van.
One of the women, later identified as Seek, told the officer the van was
hers. He asked her to step outside.
She tried to carry a tall boy out of the store, but the officer told her to
leave it inside.
When he asked for her ID and told her she was suspected of drunk driving, she started laughing.
The officer asked her if she had been drinking.
She said, “Yes, one beer.”
He asked her when she consumed it.
She told him she had just finished it.
The officer then asked Seek if there were any open containers in her vehicle. She led him over to the van and handed him a sack that contained
a 16-ounce beer that was cool to the touch and still had some liquid in it,
and two empty beer bottles.
Seek told the officer she was headed to Watonga to meet up with a friend.
Well, that friend was gonna have to wait!
The officer conducted a field sobriety test and determined that the woman
was indeed intoxicated.
He asked her to be honest about how many beers she had consumed. She
insisted she was telling the truth.
Seek then told the officer that she takes pills, and she had consumed a
Klonopin earlier that day.
The officer placed her under arrest and transported her to jail.
Seek is being charged with public intoxication. She is scheduled to appear in court on May 11, 2016.

Ashleigh D: The U.S. Has more prisons and locks up more people than any
other nation. It has become a system fueled on profit, housing non violent offenders like cattle. Maybe if more money went into other things like schools it would be
different here. Who knows.

education. Cuts in education only increase the likelihood of increased prison populations in the future.

Agreement reached on tapping fund for
Oklahoma schools, prisons
Gov. Mary Fallin and legislative
leaders announced
in March an agreement on a plan to
withdraw nearly
$79 million from
the state’s Rainy
Day Fund to offset budget cuts to
schools and prisons.
Common Education will get $51
million, and $27.58
million will go to the Department of Corrections.
“I think all of us can agree that draconian cuts to education and the Oklahoma
Department of Corrections are unacceptable and something we are not going to allow happen in the state of Oklahoma,” Fallin said.
She announced the agreement in a news conference attended by key legislators
who said the approval process will begin quickly on bills to tap the state fund, which
was established to help with budget problems during times of economic distress.
“We don’t take this lightly, knowing full well that next year could be worse,” said
Senate President Pro Tem Brian Bingman. “It’s raining, and that’s what rainy day
funds are for.”
State revenues are in decline amid an oil bust and after a decade of income tax
reductions and increasing tax breaks for business.
The state is not taking in enough revenue to cover expenses, which has forced it
to make two rounds of cuts to agency allocations.
The first 3 percent cut was ordered in December, and a 4 percent cut was announced in March. Those cuts equate to $27.58 million for Corrections and $109.2
million for Common Education.
State schools Superintendent Joy Hofmeister said the money from the Rainy Day
Fund is sorely needed.
