An Enid man is facing multiple charges after
investigators discovered thousands of images of
child pornography at his home last month.
According to an Enid Police Department press
release, detectives arrested a 63-year-old Billy
Ray Hatch on April 13 on a complaint of aggravated possession of child pornography following a months-long investigation that found him in possession of
thousands of files of child pornography.
At 2:18 p.m., Detective Sgts. Shawn Ramsey and Tanner Austin, and Detective Randy Wilson served a search warrant at Hatch’s residence in the 1400
block of E. Broadway.
The investigation began in January when Wilson received information from the
Oklahoma State Bureau of Investigation’s Internet Crimes Against Children Unit.
Wilson, who is a member of the OSBI ICAC Unit, was able to identify Hatch as
the suspect in the case.
Wilson spoke with Hatch at his place of employment and explained to Hatch
he had a search warrant for his residence.
After arriving at the residence, Hatch showed Wilson a laptop computer,
logged in and showed the detective folders containing images of child pornography.
Wilson later interviewed Hatch at the Enid Police Department, during which
Hatch confessed to possessing more than 2,000 images. Detectives seized two
laptop computers and more than 100 digital storage devices from Hatch’s residence.
Hatch was booked on complaints of aggravated possession of child pornography and volition of the Oklahoma Computer Crimes Act.
Hatch was booked into the Garfield County Detention Facility.

In Boone County, Arkansas, a man was arrested for stealing an outdoor video surveillance camera from a business. He was caught
because of surveillance video ... from a camera on an adjoining building.
In Harrison, Arkansas, emergency personnel were called to a pawn shop
regarding a man stuck in the store’s chimney. He tried to tell the police he
was taking a short cut home late the night before, and decided to walk across
the roofs of adjacent buildings. You might have seen his picture looking up at
a camera from that chimney ... it made the news on the Today show.
In nearby Marion County, Arkansas, a woman had served her time in the
county jail and was released. A short time later, she called the jail and told
them she had left something in her jumpsuit and was coming back to claim
it. Deputies found a small container in the jumpsuit, tested the contents and
found that it was meth. The woman came in, she was asked if the container
was hers. When she said yes, she was arrested.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

NO ACCIDENT
A 34-year-old Alva man allegedly hit another vehicle and fled the scene while driving his truck on
April 11.
According to reports, an Alva police officer was
dispatched to the 1300 block of Mill Street at approximately 12:50 a.m. to investigate the incident. A man at the scene said
Nathan Tyler Ross was driving a Dodge truck. While driving, he allegedly hit a
car before driving off.
The man jumped in his car and followed Ross to his residence located on
Boulevard. The officer went to the man’s home and saw a Dodge truck parked
outside. He noticed that there was damage to the front right bumper, fender, and
the side of the truck. The officer knocked on the door, but no one answered.
The officer returned to the scene of the hit and run. He spoke to the victim and
saw that her car had damage down the left side. It also appeared that someone
had hit the car hard enough to disable it.
The officer checked the plates on the truck and was advised it was registered
to a woman. He went to where the woman was staying and asked her about the
vehicle. She told him that sold the truck to Ross about a month ago.
Another man told the officer that Ross stopped by around 11 p.m. to take a
shower before leaving in the truck.
Another woman from a prior call told the officer she believed Ross and her ex
had stolen her car. She saw him driving past her home at 12:44 a.m. She confronted the man, and she mentioned calling the cops, he seemed skittish and
ran inside his house.
While checking Ross’s information, the officer learned his license was revoked,
the truck had no insurance, and the registration to the truck was expired and not
registered in his name.
Ross is being charged with leaving the scene of an accident involving damage.
He is scheduled to appear in court on June 13, 2023.

On March 28, around 2:41 p.m., an officer
was on his way to a collision in Tulsa when he
spotted a U-Haul pickup driving 90+ mph in a
65 mph zone on I-244.
The Officer conducted a traffic stop, and
found the driver, later identified as Joshua Cole, had 21 City of Tulsa warrants.
Cole was taken to the City of Tulsa jail where he was booked for his warrants and speeding.
At booking, it was discovered Cole was hiding nearly 20 grams of a crystal
substance in his sock, which field tested positive for Fentanyl.
Joshua Cole was booked into the Tulsa County Jail for:
- Carrying Drugs into Jail
- Speeding
- Aggravated Trafficking in Fentanyl
- Multiple outstanding warrants
A passenger in the vehicle, Lawrence Dunagan, was also arrested for several outstanding city warrants.

OUT OF WASHINGTON
FOUND IN KINGFISHER
Three fugitives, including two teens, who were
wanted in the state of Washington were found in
Kingfisher on May 5.
According to reports, the U.S. Marshals’ Eastern Washington officer asked the Metro Fugitive Task Force for assistance in
arresting the fugitives, who were wanted out of the city of Richland.
The fugitives were identified as 19-year-old Felipe Manjares, Jr, 16-year-old
Elyahs Manjeres, and 38-year-old Rosalina Guzman.
Task order officers conducted an investigation and started surveillance on
the trio of fugitives. Officers arrested them at a location in the 800 block of
South Third Street.
Manjares was wanted for murder in the first degree.
Manjeres was wanted for unlawful possession of a firearm, and Guzman
was wanted for rendering criminal assistance.

Major County deputies along with Blaine County deputies assisted OBN
and DEQ agents in shutting down an illegal marijuana grow in the Cedar
Springs area. Overall, over two thousand plants were seized and one arrested.
This is still an ongoing investigation.
