An 18-year-old Enid man suspected of leading
officials on a high-speed chase last month apparently has an order for his deportation through the
U.S. Immigration and Customs Enforcement.
According to reports, a Garfield County deputy
tried to stop a vehicle at 7:18 p.m. on April 27
after he saw the car traveling the wrong way on
2nd Pine Ave. The driver of the vehicle didn’t stop.
Instead, he sped away from the officer, running several stop signs. He also hit
a fire hydrant at 400 N. 7th.
The chase continued onto Randolph.
The driver, later identified as Rodrigo Ruiz-Gonzales, then ran the stop light at
Grand and Maine. He forced another motorist off the road.
Ruiz-Gonzales then turned onto Garriot, where he reached speeds in excess
of 100 mph. He lost control of his vehicle at 8th and Garriott and ran into a speed
limit sign. The pursuit eventually came to an end when Ruiz-Gonzales hit the
curb at 19th and Randolph.
Ruiz-Gonzales lost complete control of his vehicle at 17th and Randolph,
coming to a stop in a yard in the 200 block of N. 17th.
He admitted to stealing the vehicle, which had been reported stolen.
The man told police that he “found the car with the keys in it and drove away
with it because he was going to see a girl.”
Ruiz-Gonzales is being charged with endangering others while eluding, unauthorized use of a vehicle, and operating without a license required of vehicle
operated. His bond was set at $75,000, and he is scheduled to appear in court
on May 13, 2024.

Farmer faces jail for breeding ‘massive mutant sheep’
A farmer has been caught illegally breeding “massive” mutant sheep
to sell to private hunting reserves for up to $10,000, a court in Montana
heard.
Arthur “Jack” Schubarth, 80, who owns a 215-acre ranch in Vaughn,
Montana, pleaded guilty to criminal charges of wildlife trafficking and
conspiracy to traffic wildlife at a court in Great Falls.
Prosecutors say he illegally used tissue and testicles from wild sheep
killed by hunters in Central Asia, and the US, to breed hybrid sheep
for sale.
According to court documents, Schubarth conspired with at least five other people between 2013 and 2021 to
create a larger hybrid species of sheep that would generate high prices from shooting reserves, where people pay
to hunt captive trophy game animals.
Schubarth’s ranch specialises in the purchase, sale and breeding of “alternative livestock” such as mountain
sheep, mountain goats and various ungulates, according to prosecutors. They claimed that Schubarth secretly
brought parts of the largest sheep in the world, the Marco Polo argali sheep from Kyrgyzstan, into America.
Marco Polo males, which are native to the mountains of the Pamir region of Central Asia, can weigh more than
22 stone with horns that span more than 5ft. They are protected species internationally and the court also heard
how they are prohibited in Montana to protect native sheep from disease and hybridisation.
Prosecutors say Schubarth sent genetic material from the Marco Polo’s body parts to a lab to create cloned
embryos. He then implanted the embryos in ewes on his ranch, resulting in a single, pure genetic male Marco Polo
that he named “Montana Mountain King” or MMK, the court heard.
Court documents stated that Schubarth worked with the others to use the Montana Mountain King’s semen to
artificially impregnate various other species of ewes and create hybrid animals. He agreed to sell one offspring to
two people in Texas for $10,000, the court heard.
To move the prohibited sheep in and out of Montana, Schubarth and others forged veterinary inspection certificates, falsely claiming that the sheep were legally permitted species, the court heard. Prosecutors said Schubarth
also sold semen from the Montana Mountain King directly to sheep breeders in other states.
“This was an audacious scheme to create massive hybrid sheep species to be sold and hunted as trophies,”
said Todd Kim, assistant attorney general. “In pursuit of this scheme, Schubarth violated international law and the
Lacey Act, both of which protect the viability and health of native populations of animals.”
The Lacey Act prohibits trade in wildlife that has been taken, possessed, transported or sold in violation of
federal or state law.
Schubarth also illegally purchased genetic material from a Rocky Mountain bighorn sheep, the largest wild
sheep in North America which stand around three feet tall and can weigh over 21 stone, to traffic to buyers in other
states. He paid $400 to a hunter for the testicles from one of the wild sheep, which had been shot in Montana, to
breed more of the species and crossbreed with the argali
sheep.
“The kind of crime we uncovered here could threaten
the integrity of our wildlife species in Montana,” Ron Howell,
head of state wildlife enforcement, said.
Each count carries a maximum penalty of five years in
prison and a $250,000 fine. Sentencing for Schubarth is set
for July 11.
On a Facebook page in his name which features numerous photos of livestock, Schubarth wrote two days ago:
“We have not been able to sell sheep for about three years

JUDGE
On May 9, the Multi-County Grand Jury indicted Garfield County Associate District Judge Brian Lovell on charges related to a February 2023
drive-by shooting near the town of Bison.
The indictment alleges that on Feb. 12, 2023,
Lovell fired a gun at the residence of his brother-in-law in Bison, Oklahoma. Two days after the
shooting, Lovell reported that a firearm was stolen
from his vehicle.
He faces one count of use of a vehicle to facilitate the discharge of a firearm
and an alternative count of discharging a firearm into a dwelling. Both are felonies.
Lovell, 59, also faces eight felony counts of deadly conduct for a similar incident in Austin, Texas, on Sept. 11, 2023. Investigators allege he used the same
gun, a Glock 23 .40-caliber, in both the Texas and Oklahoma shootings.

On March 27, Arkansas City Police Department
officers executed a search warrant at Cowley College’s Kirk Dale Dorms, cumulating a month-long
counterfeit currency investigation.
Over the past month, officers have been getting
reports of a male individual going to a local business and paying or attempting to pay with what
was believed to be counterfeit currency.
Officers talked with employees and witnesses and developed a suspect, Lam
Gok Kuany, 20, of Nebraska.
ACPD officers, in cooperation with Cowley College Campus Security, executed a search warrant at Kirk Dale Dorms. Inside the room, they found over
$28,000 in different denominations in what is believed to be counterfeit currency.
Officers also located suspected illegal substances and items associated with
their use.
Kuany, a Cowley College men’s basketball player, was taken into custody on
March 28, 2024, without incident. He faces five counts of counterfeiting currency, four counts of theft by deception, possession of marijuana, and possession
of drug paraphernalia. His Bond is $17,500.

DEADLY DECISION
A 24-year-old Woodward man is being
charged with murder in the first degree after he
allegedly killed a man during an altercation on
April 10.
According to reports, Woodward police officers were dispatched to the High Plains Outreach Center near Webster Avenue at approximately 7:50 p.m. to investigate a stabbing. While
investigating the incident, officers learned that Fernando Alonso Chavez attacked a 39-year-old with a machete. Both men were staying at the facility.
The victim was transported to a local hospital, where he died from his injuries.
Chavez is being charged with murder in the first degree with malice aforethought. His bond was set at $1M, and he is scheduled to appear in court on
May 21, 2024.

MURDER SUSPECTS
ARRESTED
Three people were arrested following a double homicide in Woods County, one being an underage teen.
Christopher Isaiah Padilla, 23, and Elijah Isaiah
Mann, 23, were both charged April 15 with two counts
of murder in the first degree - deliberate intent, conspiracy to commit murder, and robbery first degree, in
Woods County District Court.
According to Oklahoma State Bureau of Investigation
(OSBI), on April 11, the Woods County Sheriff’s Office
requested OSBI to assist with a double homicide.
Around 4:00 a.m. that morning, Woods County
deputies responded to a residence in Freedom, near
Saddlehorn Drive and Dusty Trail, regarding possible
gunshots. When deputies arrived on scene, they discovered 70-year-old Gary Neil Bradt deceased and
19-year-old Timothy Lane Wilcox in critical condition.
Life-saving measures were performed, but unfortunately Wilcox passed away at the scene.
Based on the information obtained from the property,
three suspects were located and detained for questioning. Padilla, Mann, and a 17-year-old female were
arrested and taken into custody. All three suspects were booked into the Woodward
County Jail.
Bradt and Wilcox were transported to the Office of the Oklahoma Chief Medical Examiner to determine a cause and manner of death.
Bond for Padilla was set at $5M and Mann’s bond was set at $3M.
AROUND THE NATION
On April 1, at approximately 11:45 am, drug agents
with the Colbert County (Alabama) Drug Task Force
conducted at traffic stop on South Hook Street in
Tuscumbia. After speaking with the driver, consent to
search the vehicle was given.
The passenger was identified as Jamarious Dequan Qualls, 29, of Russellville, AL. It was confirmed
that Qualls had misdemeanor warrants for
his arrest in the city of
Sheffield. During arrest agents located two plastic containers with 176 fentanyl pills inside and a plastic bag
containing 1oz of “spice”synthetic cannabis.
Qualls was charged with drug trafficking and unlawful
possession with intent to distribute a controlled substance. Qualls is being held in Colbert County Jail on a

PERRY MAN SENTENCED TO SERVE 52 YEARS
IN FEDERAL PRISON AFTER FORCING WOMAN
TO DRIVE TO TEXAS COAST AT GUNPOINT
On April 23, Zachary Charles Fowler, 24, of Perry,
was sentenced to serve 624 months in federal prison
for kidnapping, carjacking, and using a firearm in furtherance of those crimes, announced U.S. Attorney
Robert J. Troester.
On September 6, 2022, a federal grand jury returned a three-count Indictment against Fowler,
charging him with kidnapping, carjacking, and using and brandishing a firearm during
and in relation to a crime of violence. In May 2023, Fowler was tried by a federal jury
and found guilty on all counts.
At trial, the evidence showed that Fowler and the victim had previously been in a
relationship. Following the end of that relationship, Fowler arrived at the victim’s home
in the early morning of March 29, 2022. Fowler broke into the home of his victim,
kicked in her bedroom door, wrestled control of a firearm owned by the victim, and
sexually assaulted the victim at gunpoint.
The jury also heard testimony that Fowler forced the victim to leave her home at
gunpoint and drive him to Corpus Christi, Texas. Throughout the drive, Fowler sexually assaulted the victim again. After arriving in Corpus Christi, the victim was able to
escape. Fowler was arrested later the same day by law enforcement in Texas.
“The vile conduct of this defendant, and the trauma he forced upon his victim, are
evidence of a clear and present danger in our community that necessitated swift and
decisive punishment,” said U.S. Attorney Robert Troester. “While today’s steep penalty will not erase the damage done by Mr. Fowler, we hope it will serve as another step
in the healing process for the victim and their family.”
“Today’s sentence completes the judicial process for Mr. Fowler, who forced his
victim into a frightening situation that tormented her both physically and emotionally,”
said FBI Oklahoma City Special Agent in Charge Edward J. Gray. “While the trauma
cannot be undone, we hope the victim and this community takes comfort in knowing
a violent offender has been taken off our streets.”
At the sentencing hearing, U.S. District Judge Scott L. Palk sentenced Fowler to
serve 52 years in prison, followed by three years of supervised release. In announcing
his sentence, Judge Palk noted the “horrific and terrifying” nature of the case and described Fowler’s behavior as “horrendous and dehumanizing”. Judge Palk also noted
Fowler’s lack of acceptance of responsibility for his actions.
This case is the result of an investigation by the FBI Oklahoma City Field Office, the
Noble County Sheriff’s Office, the Corpus Christi Police Department, and Oklahoma
State Bureau of Investigation. Assistant U.S. Attorneys Matthew P. Anderson and

AROUND THE STATE
On March 30, 2024, the Texas County Sheriff’s
Office requested the Oklahoma State Bureau of
Investigation to investigate the suspicious disappearance of 27-year-old Veronica Butler and
39-year-old Jilian Kelley.
Their vehicle was found abandoned near Highway 95 and Road L, south of
Elkhart, Kansas, in rural Texas County. OSBI special agents immediately began
investigating the vehicle and determined there was evidence to indicate foul play.
On April 13, 43-year-old Tad Bert Cullum, 54-year-old Tifany Machel Adams,
50-year-old Cole Earl Twombly, and 44-year-old Cora Twombly were arrested in
Texas and Cimarron Counties. All four individuals were booked into the Texas
County Jail on two counts of First-Degree Murder, two counts of Kidnapping,
and one count of Conspiracy to Commit Murder in the First Degree.
On April 14, the OSBI, FBI – Federal Bureau of Investigation, Texas County
Sheriff’s Department, and the Office of the Oklahoma Chief Medical Examiner
recovered two deceased persons in rural Texas County. Both individuals will be
transported to the Medical Examiner’s Office to determine identification, as well
as cause and manner of death. This is still an ongoing investigation. Anyone with

A Hinton man is facing several felony charges
after he allegedly broke into a house Kingfisher
and stole cash and some valuable coins.
David Allen Craig, 38, was charged April 23
with grand larceny in house or vessel, larceny
from the house, and pattern of criminal offenses, in Kingfisher County District Court.
According to court information, Craig is accused of breaking and entering a house on February 26 in the 2200 block of
S. 13th Street where he stole $2580 in cash, a coin collection, and multiple
pieces of jewelry. He then tried to pawn the coins and jewelry in El Reno.
Bond for Craig was set at $7500 and he was ordered to back to court on
May 28.
