A registered sex offender from Cleveland County
thought he could hide at a Catholic school after he
was caught under a piano by a student.
Michael Eugene Steele, 44, was charged October 25
with violation of school safety zones in Garfield County
District Court.
A press release by the Enid Police Department stated an Enid Police Department officer arrested a transient sex offender on October 23 after the man had been reported
being found inside a school the week before. St. Joseph Catholic School contacted the
EPD after 6 p.m. on Friday, October 20, to report having found Steele inside the school
the previous night. A student inside the school found Steele sleeping beneath a piano
with a cover on it and immediately told a janitor. As the student was speaking with the janitor, Steele got out from beneath the piano and ran into a bathroom. Steele had entered
the school through an unlocked door.
The janitor and the school’s principal spoke with Steele, who said he was under the
piano because people were after him. Steele was then escorted back to his vehicle and
he left the school without issue.
The next day, the principal learned Steele was a registered sex offender and contacted
police.
Steele was convicted in 2010 in Cleveland County on counts of first-degree rape,
rape by instrumentation, lewd molestation/indecent proposals to a child and forcible oral
sodomy.
Following the incident being reported, it was immediately investigated by Detective
Sgt. Shawn Ramsey, who then sent an alert to the entire police department to be on the
lookout for Steele. Steele’s mugshot and a photograph of his vehicle were also distributed
to officers within the department. He was later located on North Independence
“Sex offenders who think they can violate their sex offender registration need to be
mindful that they are being watched, and will be charged accordingly,” said Investigative
Services Division Lt. Bryan Hart. “Such violations are handled swiftly and given the highest degree of attention by all officers of the department.”
Bond for Steele was set at $50,000 and he was ordered back to court on December 4.

An undercover online investigation by an Enid
Police Department detective led to the arrest of a
43-year-old Enid man last month.
Jeremiah J. Jolley was arrested October 7 on a
warrant for charges of soliciting sexual conduct or
communication with a minor by use of technology and violation of Oklahoma statute
via computer. He is being held in lieu of $250,000 bond.
On August 7, Detective Randy Wilson, posing as a 13-year-old girl on Facebook,
was contacted by Jolley, posing as a 17-year-old girl, via Facebook Messenger. Jolley
later stated he was a 15-year-old girl. During their conversation, Jolley, posing as the
15-year-old girl, said her bother “Bobby” wanted to meet.
Conversations with “Bobby” and the detective turned sexual, with requests for sex
acts and invitations to meet in person. Jolley arranged for two meetings with the detective, who he believed was a 13-year-old girl, but did not show for either.
Wilson prepared an affidavit for Jolley’s arrest and the warrant was issued and
charges filed in Garfield County District Court on October. 4.

A 29-year-old Carmen woman was charged with
three misdemeanors after she allegedly harvested a
deer without the proper license.
The investigation started after she made a complaint with the Oklahoma Department of Wildlife Conservation. According to reports, Kati Jo Franco called
the ODWC on September 10 and made a complaint
against a refuge officer who checked her husband
while he was dove hunting on a public area. Franco
said the officer asked her husband about his residency status, because her husband showed him a driver’s license from New Mexico.
The officer issued her husband a warning for refuge regulation violation.
A ODWC official started to investigate the couple. He learned that the husband had
obtained resident hunting and fishing licenses for the last six years. The official couldn’t
locate an Oklahoma driver’s license for the man, which is the determining factor for
obtaining a license.
Franco admitted that she had been purchasing fraudulent licenses for her husband.
She said she started the fraudulent account with a fake driver’s license number for her
husband on June 29, 2018.
The official then looked into Franco’s license status. He saw that she harvested a
buck deer in 2021.
Franco self-reported through the mandatory online deer check station on November
21. She reported that she bought the resident deer antlered and anterless licenses on
the same day she harvested the deer. In fact, the computer logged that she bought
the licenses just one minute and 13 seconds before she harvested the 4x4 buck deer.
She bought the licenses at 4:56:47.
When the official spoke to Franco, she couldn’t seem to remember details of that
harvest. She said her dad was with her on the hunt, but the father told the official he
wasn’t there. He said he left his own deer hunt around 8 a.m. to help her recover and
process the deer in Woods County.
She later admitted that she bought the licenses several hours after the harvest.
The official met up with Franco and her husband to seize the illegal deer mount as
evidence.
Franco is being charged with hunting without a license, making false statement or
info to a hunter check station, and possession of illegal game. She is scheduled to
appear in court on November 28, 2023. DONALD

Holy guacamole!
A Richmond, Indiana, woman attempted to prevent police officers from searching her for drugs by faking a heart
attack, court documents reveal. The effort ended up being
in vain as jail staff later found an “avocado-size” sandwich
bag concealed in her privates that contained meth, fentanyl and crack cocaine.
Amanda Smith, 41, was arrested and charged with
dealing methamphetamine, a Level 2 felony; dealing in a
narcotic drug, a Level 2 felony; dealing in cocaine, a Level 3 felony, and dealing in a controlled
substance, a Level 6 felony.
This is the second time this summer Smith has been charged with multiple felony counts.
In early July, police accused Smith of luring a woman to a Richmond home under the guise
of selling her a ring. Instead, Smith allegedly assaulted the woman, punching her in the face
multiple times before stealing her wallet and phone.
Smith was arrested for the alleged assault and charged with robbery resulting in bodily
injury, a Level 3 felony, and criminal confinement, a Level 3 felony. She did not stay in jail long,
however, posting two separate cash bonds in July in order to be released from Wayne County
Jail — a move that would be repeated with her most recent charges.
Smith’s latest encounter with law enforcement occurred in September after a Wayne County
Sheriff’s deputy noted Smith interacting with known drug users at a Philipp 66 gas station in
Richmond. Being familiar with Smith, the deputy followed the woman’s vehicle and initiated a
traffic stop after Smith failed to use a turn signal and drove down the center of the road.
According to the deputy’s report, Smith would end up faking a heart attack after a K9 alerted
police to the presence of drugs. Smith reportedly began yelling and screaming that she was
having a heart attack but refused to let Richmond EMS hook her to monitors or give her a
medical evaluation.
After being taken to the hospital, Smith refused to change out of her clothes and insisted
on using the bathroom. Police believed Smith was concealing drugs and were aware that she
was likely trying to prevent herself from being searched while trying to find ways to dispose of
the hidden drugs.
Smith eventually agreed to change in the presence of nurses and admitted to having fentanyl hidden in her underwear. While changing, however, nurses spotted what appeared to be a
plastic sandwich bag concealed within her privates, documents detail.
According to the court documents, Smith continued to deny there was anything hidden
inside her even after the jail performed a body scan that showed an “abnormality in her pelvic
area.”
Eventually, Smith admitted to concealing drugs inside her privates and removed an “avocado-size plastic sandwich bag” from inside her, according to the documents.
Police ended up testing the contents of the bag and said 38.9 grams of meth, 10.4 grams
of crack cocaine and 9.2 grams of fentanyl — along with an untested fine white powder — had
been separately wrapped and shoved inside the plastic bag.
A search of Smith’s vehicle unveiled even more pills and substances including Gabapentin,
Naloxone and buprenorphine, court documents said. A ledger was also found in the vehicle
that contained names, weights, dollar amounts and drug types.
Police also found $5,845 in cash in Smith’s wallet and said four cell phones were seized
from the vehicle as evidence. According to the deputy’s report, three of the cell phones kept
ringing throughout the course of the investigation with calls coming in from known drug users.
Despite being charged with six felony counts over the last three months, Smith once again
posted bail after a brief stay at Wayne County Jail. Court records show Smith paid a $4,500
bond the day after her arrest (a $45,000 surety bond). In July, Smith paid two separate cash
bonds totaling $3,500 to avoid jail.

More than 100,000 children and
youth in the U.S. foster care system
are awaiting permanent families.
National Adoption Month is a time
to raise awareness about the adoption of children and youth from foster care.
The Children’s Bureau in partnership with AdoptUSKids and Child
Welfare Information Gateway sponsors the initiative each November as a way to focus public attention on the
urgent need for adoptive families for children and youth waiting in foster
care for a permanent family. This year’s focus, “Partnering for Permanency,” builds on the social media theme from last year. A special web page
on Information Gateway’s website helps child welfare professionals, prospective adoptive parents, and youth partner for permanency. The website
contains resources, stories, and videos on topics such as getting started
with social media, how to build a recruitment campaign, and how social
media impacts child welfare and adoption. The website can be found at

Four people are facing charges related to child
abuse for alleged abuse and hazing that occurred
with the Kingfisher High School football team.
Charges were filed on October 17.
According to reports, a lawsuit was filed on behalf of a former football player on July 8, 2021
against the Northwest Oklahoma school district,
KHS football head coach Jeffrey Kent Myers, and
current and former assistant coaches. The player
said he repeatedly subjected to mental, physical,
and sexual abuse, which included tasering, death
threats, dangerous practice drills, and daily towel flogging. He said the abuse came from teammates and coaching staff while he was on the
football team for four years.
The Oklahoma State Bureau of Investigation
joined the investigation on February 8, 2022.
During the investigation, OSBI officers became
aware of “The Ring,” a fighting ring set up in the locker room. Football players
would wrestle or box each other to settle differences.
Myers told investigators he didn’t see how that was any different from players
wrestling on the school’s team.
Nall said he knew about “The Ring” and wrestled a freshman player in the
locker room and allegedly verbally abused players.
Mecklenburg and his son spoke to Golbek on June 27, 2021. They gave
her some information regarding the abuse. Golbek told investigators that she
gave the information to the superintendent and she thought he contacted law
enforcement.
Mecklenburg said he and his wife first reported the abuse when their son was
15. They also met with the superintendent and principal and showed them a
picture of their son’s bruises.
Mecklenburg said he didn’t report the abuse to the police because his son
was still in school. He said he was worried law enforcement officers would tell
their sons and nephews who were on the football team.
Myers is being charged with child neglect. His bond was set at $15,000, and
he is scheduled to appear in court on November 8, 2023.
Nall is being charged with child abuse and perjury by contradictory statements. His bond was set at $15,000, and he is scheduled to appear in court on
November 8, 2023.
Golbek and Mecklenburg are being charged with failure to report child abuse.
Their bonds were set at $1,000.
Golbek is scheduled to appear in court on January 3, 2024. Mecklenburg was
scheduled to appear in court on November 8, 2023.
