DUI VPO CALLING 911 WITH FALSE ALARM DUS OR DUR AGG DUI
Enid man Bobby Carlos Smith, 54, was
found lying in the middle of the street by a
concerned bystander on October 28.
Instead of being thankful for the help, he
freaked out.
According to the affidavit, an Enid officer
was dispatched to the 400 block of E. Indiana shortly after 7 p.m. to investigate the
incident. Smith told the officer that he was
walking home, but he was tired, so he decided to lie down for a bit.
The officer noticed that Smith’s eyes were
red and bloodshot.
When the officer told the man that someone had called the police department because he was lying in the road, Smith became upset and yelled that he
wasn’t lying in the road.
Smith started to walk away from the officer, but he took large steps as he
swayed back and forth.
The officer told him he was under arrest for public intoxication.
Smith pulled away from the officer after the officer grabbed his shoulder
and walked away. The officer put a move on Smith to take him down, but
both the officer and Smith crashed to the ground. After a brief struggle, the
officer called for backup.
While waiting for the other officer, Smith acted like he was going to bite
the officer’s hand. The other officer arrived to assist, and the men escorted
Smith to the patrol car.
Smith kept kicking an officer and he also told him, “I will f------ kill you.”
Smith continued to resist, and the officer had to force him into the vehicle.
While he was being placed in the car, Smith kicked an officer in the groin
area several times. He kept hitting his head on the bars covering the rear
side window and kicking the passenger side door. Officers told him to stop,
but he refused. An officer sprayed him with OC spray.
Another officer retrieved Smith’s jacket that was still lying on the ground.
When he did, he found an empty vodka bottle.
The officer then transported Smith to jail.
When they arrived, another officer tried to place Smith in a restraint chair.
Smith spit blood at the officer while he was being secured in the chair.
Smith is being charged with two counts of assault and battery on police
officer, unlawful transfer of bodily fluid upon city employee, threaten to perform act of violence, resisting arrest, obstructing officer and public intoxication. His bond was set at $20,000, and he is scheduled to appear in court
on November 28, 2016.

Christopher Wallace may share a name with the Notorious B.I.G., but any similarities
end there. The 22-year-old was arrested in March while Snapchatting his whereabouts
(he was currently hiding in a cupboard from police, who were searching his home at
the time). That was actually his second incriminating post to the platform – his first was
kind enough to inform police that he was at home in the first place.
John Mogan already made the poor decision of getting face and neck tattoos, which
aren’t the most helpful accessories for bank robbers, but he also posed for numerous photos with the loot from his alleged haul, along with his girlfriend, Ashley Duboe.
Needless to say, they were arrested shortly after his pictures hit the web.
Renaud ‘Junior’ Plaisir broke into John Terrell’s New Hampshire home with the intent of robbing it. At some point, he found the refrigerator, which held some leftover
chicken wings. He ate those, and then promptly fell asleep in the guest bedroom,
where he was discovered and detained by Terrell until the police arrived.
Devin Gesell and two accomplices broke into a Missouri home in March and took,
among other things, a box containing what they thought was cocaine. Turns out, it
was the homeowner’s father’s ashes. And even worse, the woman, Debora Matthews,
claims that two of the unnamed teens were the deceased man’s grandchildren. That’s
gonna make for an awkward family reunion.
Frank E. Blake Jr. was already incarcerated in a Virginia jail when he was visited by
his second and third wives. Turns out, he was still married to his second wife, whom
he’d married before his divorce from his first wife was finalized. These developments
complicated things considerably: Blake was charged with bigamy, which increased
the length of his sentence by a year and a half. Maybe he just really liked weddings?
Patrick Rempe, 24, drove his 2002 Toyota through the front door of Indian River
County Jail’s Building C. That didn’t work, so he backed out and then tried to go
through the fence. That also didn’t work, so he tried to climb the fence, where he got
stuck on the razor wire. What was Rempe trying to accomplish? He told police he
wanted to visit friends who were currently incarcerated, a decision he’d reached after
getting high on “flakka,” a synthetic stimulant.
Reliford Cooper, III, fled from police one Wednesday evening in October, leading
them on a high-speed chase that involved running through a stop sign and two ditches before crashing into a house. “I wasn’t driving that car,” he told police when he was
being handcuffed. “My dog was driving that car.” No dog was found at the scene.
Police in Anchorage, Alaska, spent at least some of August searching for a man in
a “fairly realistic” bear costume who was caught harassing several actual bears in the
Chilkoot River. “This is not the first time we’ve encountered a man in a bear suit,” Fish
and Game spokeswoman Megan Peters told the Associated Press, though the experience apparently did not help them make an arrest.

Hardtner, Kansas, man David Randolph
Scarberry, 60, was arrested in Alva under
suspicion of DUI on November 1.
He was also a fugitive out of Florida, and he
had multiple warrants for his arrest.
According to the affidavit, an Alva officer
stopped Scarberry’s vehicle shortly after noon
after receiving a call about three men and their
“suspicious behavior.” The officer located the
suspect car in the McDonald’s drive-thru.
When the vehicle’s occupants saw the officer, they appeared to become very nervous.
The officer conducted a traffic stop in the
100 block of Oklahoma Boulevard when he
saw the driver wasn’t wearing a seatbelt. The
driver didn’t have a license or any form of
identification with him, but he identified himself as Scarberry.
The officer checked the man’s information through dispatch. He was advised Scarberry had warrants for his arrest out of Woods County, and he
was also a fugitive out of Kissimmee, Florida.
While the officer was speaking to the man, he noticed that Scarberry
smelled like alcohol. When he asked Scarberry if he had been drinking, the
man said no. The officer tried to administer standard field sobriety tests,
but he had to stop, because Scarberry almost fell down multiple times. The
tests that the man was able to do -- well, he didn’t do very well.
Scarberry later told the officer that he had consumed a ½ liter of liquor
and a valium at 8 a.m. that morning. He explained that he was an alcoholic,
and he took the valium as a way to deal with the effects of alcohol withdrawal -- the valium wasn’t prescribed to him.
Scarberry is being charged with driving a motor vehicle while under the
influence of alcohol and drugs. His bond was set at $5,000, and he is
scheduled to appear in court on December 13, 2016.

TIPS FROM A TROOPER REWIND
This month’s Tips is less of a tip
than it is a serious request for help
from you, the motoring public. I
would like to make a personal appeal
to each and every reader who sees
this to help us Troopers try to eliminate one of the toughest jobs that we
ever have to do. It is something that
everyone who drives can have an impact on.
The Oklahoma Highway Patrol is
tasked with the investigation of motor vehicle accidents on the public roadways outside the city limits in the State
of Oklahoma. In the course of this, we investigate a huge number of fatalities. For each fatality victim, it is the duty of the Oklahoma Highway Patrol
to personally notify the next of kin. For each life lost, there is a knock on a
door somewhere, where an OHP Trooper has to deliver news that will forever
change the lives of the person or persons on the other side. Sadly, these
knocks on the door could have been prevented by somebody involved in the
accident. Sometimes it’s the person who died whose unsafe or unlawful action caused the accident that took their life. Often times it is not.
Each and every Trooper you see working the roads every day has had to
knock on that door. I think if you asked, every single one would tell you this
is the worst aspect of our job. Trying to prevent this is one of the reasons
we do what we do. We know if we work hard, we can stop some of these
knocks. We also know the motoring public can help us stop some of these
knocks as well. The following are just a few ways for you to do your part to
help.
First and foremost, obey the law. It really doesn’t matter if your personal
opinion of the rules of the road don’t make sense, or shouldn’t apply in certain situations. Each one of them is designed for us to travel safely on the
road. Slow down, and give your full, undivided attention to the road. Watch
out for the other driver. When you see something happening ahead of you,
slow down! “I was late”, or “I was texting” just doesn’t cut it as responses to
a grieving family when they ask why this happened. Is it something you could
live with if it was your reason for taking a life?
The people on the other side of that knock aren’t the only ones affected by
the experience. We Troopers have all held strangers as the initial horror and
shock of the news takes hold of them. We have all prayed with families we
just met, and asked if we could have done more to prevent it. Each and every
day we are trying to stop The Knock. Now I’m asking you to help us. Thanks

An Enid woman was arrested in Noble
County on October 12 after a trooper caught
her driving while her driver’s license was suspended. She also had drugs and paraphernalia in her vehicle.
According to the police report, a state trooper was traveling eastbound in the 600 block of
Kaw shortly after midnight when he saw a car
in the 1100 block of Sixth fail to stop at a stop
sign. The trooper stopped the vehicle at Sixth
and Jackson.
The female driver was visibly shaking as she
tried to find her insurance verification and driver’s license. She was unable to find the documents, but she identified herself as 43-year-old
Tobey Ellen Wolfe. She also told the officer that her driver’s license was
suspended.
The trooper checked the woman’s information through dispatch. They
confirmed that Wolfe’s driver’s license was indeed suspended. She also
had warrants for her arrest out of Texas.
The trooper placed the woman under arrest.
During inventory of Wolfe’s vehicle, the trooper found a case that contained a glass smoking device with a white residue and burn marks. He
took the items to his patrol car and told Wolfe that there was an issue. She
told him, “It’s paraphernalia, I know.”
The trooper transported the woman to the Perry Police Department. He
also tested the pipe, which tested positive for methamphetamine.
Wolfe is being charged with possession of controlled dangerous substance second offense, unlawful possession of drug paraphernalia and
driving with license canceled/suspended/revoked. Her bond was set at
$5,000, and she is scheduled to appear in court on December 14, 2016.

OKC man Andrew Stephen Black, 30, was
locked up on October 26 for allegedly driving a stolen vehicle and possession of meth.
According to the police report, a Kingfisher officer
was traveling northbound on Second Street at approximately 3:27 a.m. when he spotted the vehicle
Black was driving. He ran the tag number through
dispatch. Dispatch advised that the tag was expired, and it belonged on a truck, not the red car it
was currently on.
The officer stopped the car and made contact
with Black.
Black told the officer he didn’t have his driver’s license because it had
been taken away for not paying child support. He also couldn’t find insurance verification for the car.
The officer asked him if the vehicle was his -- Black said no. He said he
wasn’t sure who the vehicle belonged to. He just borrowed it from a friend.
The officer asked the man to step out of the car while he checked the
status of the vehicle through dispatch. Dispatch confirmed that the vehicle
was stolen.
When the officer informed Black that he was also going to be charged
with unauthorized use of a motor vehicle, the man said he didn’t know it
was stolen. The officer asked him how long he had been driving the car.
Black said just that day, but all of his belongings were inside.
Officers inventoried the man’s vehicle, and they found a digital scale, a
partial straw and four bags containing a white crystal residue. Black insisted
that there wasn’t meth in the bags, but a field test kit revealed otherwise.
Black is being charged with possession of controlled dangerous substance, unauthorized use of a vehicle, driving with license canceled/suspended/revoked, unlawful possession of drug paraphernalia and failure to
pay taxes due to state. His bond was set at $8,000, and he is scheduled
to appear in court on November 14, 2016.

Doug T: Regarding the officer's guilt or innocence, that is still yet to be determined. She will have her day in court. But regarding the narrative that a cop just shot
an innocent black man with a broke down car in the middle of the road, well that narrative has been proven false!
Chafferty S: People on PCP are unaware, fearless and crazy strong. The characteristics of someone on PCP are easily recognizable. If she recognized that, she is
in the right in my opinion.
Charley E: Everyone actually following this case are not surprised. And no one
should be surprised if Shelby either gets her charges reduced or if she's acquitted.
Mark M: It's easy to be an arm chair critic after the fact. Years ago I had to deal
with a guy strung out on Coke. He was naked, covered in blood, and he was able to
pull a newel post out from a porch because of his high. Because there were more than
just myself there, he was subdued with batons. You weren't there, you don't know,
don't judge!

shot and killed him in cold blood just be cuz he wouldn't listen smh still don't matter
what he was on he didn't pose a threat
James W: Here's a guy on his way home from college, a devoted family man.
A leader in his church, who broke down on the road, was gunned down by police
while his hands were up and unarmed....but since he tested positive for a drug. It's a
good kill.
Trey C: Mixed feelings is about the only way to describe how I feel about this
one. On one hand you have a felon who is acting irrational and non compliant. On the
other you have a man who o don't believe needed to be shot. I wasn't there so I can't
judge too harshly. But I understand her training as I have been through it. I'm almost
certain she didn't mean to shoot him, she only fired one round. Which is not what she
is trained to do, she was the only one that fired a shot. You could hear the stress in
her voice, cops are human and get scared too. Bottom line is this, she got scared and
had her booger hook on the bang switch. The shooting was most likely a involuntary
body response to stress. The studies are out there and have been done, when people
get scared the body takes over. The same as when someone scares you, you instantly
take in a quick breath. You can't stop that from happening the body takes over. Accidents have consequences and I fell that she will answer for it. A man lost his life and
a public servant lost her career. Bad deal all the way around.
Mariette W: Whatever happened to shooting someone in the leg? If your aim
isn't good enough you should not be carrying. Shooting in the leg may have killed him
also, given, but he would have stood a chance and she would no longer be in danger
(unless he was armed)
Willy E: The officers guilt or innocence is still going to be evaluated in court,
regardless of this toxicology report. So everyone, please don't go burn down the city.
Wendy L: So the fact that he was on drugs proves that...he was on drugs.
Doesn't prove that he did anything to deserve being shot dead. And why was it that
she shot him dead when the other officer used a taser?
David M: Acquittal....if those idiots think the law does apply to them they deserve to get shot when the safety for the officers is involved...

was high that day or could you smoke PCP 2 days ago 3 days ago? These are questions that need to be answered.

Woodward woman Deborah Ruth Sennefelder, 42, was arrested in Fairview on
October 26 after she was found just chilling
in her ex-finance’s van.
According to the police report, a Fairview
officer was dispatched to the Fairview Sale
Barn shortly after 9 p.m. for a domestic in
progress. When he arrived, he was met by
a man who said his ex-fiancé, identified as
Sennefelder, had been caught inside his
van, which was parked in the parking lot.
The man said Sennefelder didn’t have permission to enter the van for any reason.
A female relative was the person who
found Sennefelder hiding out. The woman
said she went outside to grab something
out of the van. When she opened the door,
she found Sennefelder lying over the backseat. She said Sennefelder started screaming and yelling at her, so she went inside and told the victim to
call the police.
Sennefelder left the scene after the confrontation.
Officers later made contact with Sennefelder, who said she saw the reporting party driving the victim’s vehicle and asked someone to drop her off
near the sale barn parking lot. She said she was just trying to get some of
her daughter’s belongings, which she thought were in the van.
Sennefelder also claimed that the victim had given her permission to enter the vehicle during a court hearing earlier that day.
An officer placed her under arrest and transported her to jail.
Sennefelder is being charged with burglary in the second degree. She
was released on a personal recognizance bond and is scheduled to appear
in court on December 8, 2016.
