AG Hunter Calls on the FCC to Adopt New Rules to
Crack Down on Robocalls and Sca m Phone Calls
Attorney General Mike Hunter and a bipartisan coalition of 34 state attorneys general have sent a letter
to the Federal Communications Commission (FCC),
calling on the commission to adopt new rules to allow telephone service providers to block robocalls and
scam phone calls before they reach consumers.
The added authority sought by the attorneys general
will allow service providers to use new technology to
detect and block illegal robocalls – even those coming
from what appear to be legitimate, local phone numbers. Service providers will be ready to launch this new authentication method in
2019.
Attorney General Hunter said the Consumer Protection Unit in his office received
over 4,000 phone calls in the last year regarding phone scams, more than half of
all the calls the unit received.
“Illegal robocalls are irritating and disconcerting, and phone scammers are successfully able to steal personal information, leaving Oklahomans susceptible to
identity theft,” Attorney General Hunter said. “It is time to take more action and give
service providers more tools in order for them to protect consumers from these
scams. I appreciate my colleagues for continuing this fight to protect our families,
neighbors and loved ones across the Unites States. Working together with state
partners, the federal government and law enforcement personnel, we will find a
way to end these calls and give Oklahomans protection and peace of mind.”
In the formal comment sent to the FCC, attorneys general write about the difficulty of enforcement efforts and why more authority needs to be given to service
providers.
“Our respective Consumer Protection Offices receive and respond to tens of
thousands of consumer complaints each year concerning the disruptive and abusive nature of these calls,” the letter reads. “We then attempt to identify and target
potential wrongdoers. However, it is common for our efforts to be frustrated, as
these types of calls travel through a maze of smaller providers. If the calling party is
found at all, he or she is most often located overseas, making enforcement difficult.
Due to the nature of this problem, investigations and enforcement actions cannot
serve as the sole solution.”
Attorneys general also explain how scammers have found ways around the Call
Blocking Order the FCC implemented last year. Despite new authority given to
service providers, which increased their ability to block robocalls, the problem is
still getting worse.
Last year, reports reflect that American landline and wireless subscribers received an estimated 30.5 billion illegal robocalls, up from the 2016 estimate of
29.3 billion calls, attorneys general write. By the end of this year, industry experts
estimate more than 40 billion robocalls to be made to consumers.
First Orion, a tech company that provides phone carriers and their customers
caller ID and call blocking technology, predicts nearly half of all cellphone calls next
year will come from a scammer.
Attorney General Hunter was joined on the comment by the attorneys general
of Arizona, Arkansas, Connecticut, Delaware, District of Columbia, Florida, Illinois,
Indiana, Iowa, Kansas, Louisiana, Maryland, Massachusetts, Minnesota, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico,

Enid man Leas Lameko Moreang, 30, allegedly
broke into a home while intoxicated and stole a
pink hooded sweatshirt on October 28.
Reports state a man called the Enid Police
Department at approximately 7:52 a.m. and reported that he saw a drunk man walking around
the neighborhood. The caller said the intoxicated
male walked into a home in the 1100 block of
Sequoyah Drive. When he walked back outside,
he was wearing a pink hooded sweatshirt that he
didn’t have on before he went inside the home.
The caller approached the man and tried to stop
him at gunpoint, but the man just kept on walking.
When officers arrived on scene, they found Moreang in the backyard of
another house.
While investigating the incident, officers discovered Moreang had attempted to break into another home in the area. He also stole a pair of
black shoes in addition to the sweatshirt.
Moreang is being charged with attempted burglary in the first degree,
burglary in the second degree and public intoxication. His bond was set
at $15,000, and he is scheduled to appear in court on December 3, 2018.

Oklahoma Student arrested in alleged murder-for-hire plot
A 20-year-old Langston University student,
Avalone Te’nique Fishback, was arrested October 3 for allegedly trying to hire four different people to kill her boyfriend.
Law enforcement agencies participating
in the investigation were Oklahoma Bureau
of Investigation, Langston University police
department, FBI, and Lee’s Summit police
department in Missouri. Fishback was located and apprehended in her dorm room by
Langston, Okla., officials.
Fishback was booked into the Logan County Detention Center in
Oklahoma on one count of Solicitation for Murder in the First Degree. Her bond was set at $150,000.

in the U.S. foster care system are awaiting permanent families. National Adoption
Month is a time to raise awareness about
the adoption of children and youth from
foster care.
The Children’s Bureau in partnership
with AdoptUSKids and Child Welfare Information Gateway sponsors the initiative
each November as a way to focus public
attention on the urgent need for adoptive families for children and youth
waiting in foster care for a permanent family. This year’s focus, “Partnering for Permanency,” builds on the social media theme from last year. A
special web page on Information Gateway’s website helps child welfare
professionals, prospective adoptive parents, and youth partner for permanency. The website contains resources, stories, and videos on topics such
as getting started with social media, how to build a recruitment campaign,

A former deputy with the Hamilton County (Kansas) Sheriff’s Department was sentenced October
10 to a year and a day in federal prison for lying
to investigators about a missing machine gun, according to U.S. Attorney Stephan McAllister.
Robert W. Doty, 60, Guymon, pleaded guilty to
one count of lying to a federal investigator. In his
plea, Doty admitted that in March 2018, he was
interviewed by an agent of the Bureau of Alcohol, Tobacco, Firearms and Explosives. The agent
was investigating a report by the Hamilton County
Sheriff’s Office that an Uzi machine gun was missing from its inventory.
Doty told the agent that he had cleaned the machine gun, taken it to the range to shoot it and then returned it to the Sheriff’s office. In fact, Doty did not return the machine gun. He took it to a third
party’s house and left it there.
According to the Kansas Commission on Peace Officers’ Standards
and Training, Doty’s certification as a law enforcement officer has been
revoked.

Detective pleaded guilty to child sexual abuse
A former Woodward police detective has pleaded guilty to charges of child sexual abuse.
Patrick Gandara, was charged in Ellis County on
August 22, 2017 with three counts of child sexual
abuse. Court records show the date of the offense
was April 2, 2012.
Gandara was sentenced to two 35-year sentences in the Oklahoma Department of Corrections, serve three years post-imprisonment probation, register as a Level 3 sex offender and pay
fines and court costs.
Reports state he was a police detective in
Woodward at the time of his arrest and was a 23-
year veteran of law enforcement. He had been with the Woodward police
department for four years prior to his arrest.
Gandara waived his 10 days to be delivered to the Department of Justice.

The long arm of the law finally caught up with
a Ponca City woman after she reneged on an OR
bond back in 2002.
Lavena Cher Cole, 45, had spent the last 16
years on the lamb until she caught and taken into
custody on October 18.
According to court documents, Cole was arrested in November 2002 in Noble County on misdemeanor charges of DUI, driving while license
was suspended/revoked/cancelled, and no security verification. On March 12, 2003, she failed to
show for her court date and a felony charge of
bail jumping was filed. A warrant was issued for
her arrest.
Ironically, Cole was again released on another OR bond and was ordered
back to court on November 15, 2018 at 10 a.m.

2017 Halloween shooter found guilty
A 21-year-old Kingfisher man was found guilty
on October 18 by jury of a litany of offenses, including first-degree murder.
On October 31, 2017, Travis Michael Leatherwood shot and killed a man after an altercation
involving drugs, according to reports.
Witnesses testified that Leatherwood and a
group of his friends had shown up at the victim’s
house a week before the shooting, yelling and
banging on windows trying to get the man to
come outside. When the victim refused to walk
out of the house, Leatherwood and his friends
went into the victim’s garage, found some marijuana cigarettes and smoked them inside of the
garage. The rowdy group finally left after a witness told them she called the police.
The day of the murder, Leatherwood contacted the victim on Facebook and asked about
making THC oil. One of the victim’s friends said he became involved in the conversation when he realized who the victim was chatting with. The conversation
became heated, and the victim and his friend loaded up to go to Leatherwood’s
house.
Leatherwood claimed that he saw the car pull into his driveway, so he grabbed
a rife and two Airsoft pistols. He said he intended to use the pistols to scare the
men, but when the victim ran into his room, Leatherwood grabbed the pistol and
fired instead.
Leatherwood’s lawyer argued that his client acted in self defense.
A recorded phone call Leatherwood made to his mom shortly after he was
booked into jail said otherwise, however. When she tried to tell him it was just an
accident, he replied, “Not exactly. It was pretty on purpose.”
While investigating the murder, officers found marijuana, paraphernalia and evidence on Leatherwood’s phone that he was selling weed.
Leatherwood was found guilty of first-degree murder, possession of marijuana
with intent to distribute, possession of a firearm in the commission of a felony,
maintaining a place for the selling or use of marijuana and two counts of assault
with a dangerous weapon. He is scheduled to appear in court on November 14,
2018.

A South Carolina man was caught rubbing buttered toast all over his
neighbor’s SUV window. Seems like a foolproof plan, how did he get
caught? According to MSN, He just dropped the toast a few feet away
from the car and made his departure, causing a nearby woman to notice and call the police. The police charged the now hungry man with
“malicious damage to property” and estimated the cost of damage to
be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was in physical terms, we all know we were the hottest at our
5th grade, bowl-cut, chubs stage. But really, to what extent would you
go to cool off?
Hopefully not so far you’d get arrested, but this is exactly what a group
of four young men in Germany did. On a hot day, they decided to make
their own pool in a car. In a BMW no less. A policeman noticed a very
strange convertible driving down the road. Upon closer viewing, it appeared that the bathing-suit clad men were splashing around in the water-filled car, clearly intoxicated. Though there was no law against driving
around with a pool in someone’s car, they were probably charged for
driving without a permit. Talk about hot water.
What do you guys think about sausage? I suppose it’s better than a
hot dog, which in turn is better than bologna (which is basically giant hot
dog slices?). And no matter what, it has to be better than Lunchables
*shudder*.
No matter your opinion, sausage was a huge disappointment for this
Phoenix man. He attempted to rob two large businesses, first an Ace
Hardware and then a Safeway. He put his hand under his shirt to look
like a gun, but the cashier was not fooled and calmly said “no” to his request for money. Equally unsuccessful was his attempt to rob a Safeway,
which resulted in him being escorted out of the building. He waited a few
minutes before returning into the store to snag a small breakfast sausage
and was therefore charged with shoplifting. I guess all that failing worked
up an appetite.
Sometimes people don’t want their babies. Throughout history, these
people have found convenient ways to get rid of them. In the middle
ages, a popular solution was to leave a swaddled infant on the doorstep
of a misfortunate new parent. Worse for the child, another option was an
orphanage. In later times, parents could even put their kid in the circus
for life. The last one, I’m actually jealous of.
It might not have been this Florida woman’s goal to give away her child,
but that’s sure what it looked like. She had gone shopping at Dillard’s,
and tried to shoplift $260 worth of clothing using her baby stroller. When
a police officer followed her out to her car, she flipped out and eventually threw her baby in its little carseat at him. The baby was not injured.
The shoplifter received three charges, including “resisting a police officer
without violence”. Um. What would be violent, throwing her entire family?

Between the hours of 7:30pm and 7:00am on November 6 or 7, two
company trucks and one gooseneck trailer with a dump bed were stolen
from D & B Oilfield Services in Ringwood, OK after thieves gained access
