Enid Police, Garfield County deputies, and
agents with the OBN arrested six people in connection with an undercover illegal gambling
sting conducted in August at several local pubs
around Enid.
Investigators with the Enid Police Department targeted one such establishment Aug. 9,
the Captain’s Quarters on West Broadway.
According to the police affidavit, Sergeant
Eric Reddick, Detective Zeke Frazee, and Detective Greg Liebl walked into the bar and saw four
slot machines sitting along the south wall.
The men sat down at the bar and made contact with the bartender,
later identified as 59-year-old Gary Freelove. Frazee got up from the
bar and sat down at one of the slot machines and inserted ten dollars.
The slot machines had signs stating something to the effect of “just for
fun” or “for amusement only.” Frazee started playing the “penny-style
slot machine”, and soon increased his ten dollars into sixty dollars and
some change. He then pressed the cash out button.
Freelove reset the machine, walked back behind the bar and wrote
something into a spiral-type notebook. He then pulled a tan colored
bank bag out from under the bar and gave Frazee three twenty dollar
bills.
Less than a week later, Enid Police Department and Garfield County
Sheriffs Office executed a search warrant on Captain’s Quarters bar
and retrieved a bank bag containing $590 from inside a cooler located
under the cash register, seized four gambling machines, notes, and ledgers from inside the bar.
Warrants were also executed at three other establishments- BG’s
26th Street Bar, Ma & Pa’s, and Shooters Saloon.
Raymond E. Watkins, Patricia E. Jacobson, Madonna D. McElfresh,
Melissa A. Hughes and Larry Byrd were also charged each with one
count of permitting a slot machine in a place of business, a misdemeanor.
Together officers seized the 25 machines and more than $7,000 cash.

Two Enid men were taken into custody after their pickup trucks got stuck
on the tracks, causing train delays and
forcing Union Pacific to call in special
equipment from out of state.
Richard Ferguson, 59, was charged
with interfering with a railway and
unlawfully carrying a weapon, and his
father, Raymond Ferguson, 90, was
charged with interfering with a railroad Oct. 2 in Garfield County District
Court.
According to the police affidavit,
Richard Ferguson drove his vehicle onto the railroad right of way near 200 W. Moore and
got stuck. He then called his father for help, but he also got stuck in the rocks alongside the
tracks.
Officers called for a tow truck, but they were unable to reach the vehicles, so Union Pacific
called for a specialized truck from Wichita to crane the vehicles out of the way and to a spot
where the tow trucks could haul them away.
When both men were advised they were going to be arrested, Richard grabbed a large dagger from his pants and placed in the back of his truck.
The incident shut the tracks down for 12 hours and delayed six trains.

Anthony Banks
A federal appeals court has rejected the
appeal of an Oklahoma death row inmate
convicted of fi rst-degree murder for the
slaying of a woman more than 30 years ago.
The 10th U.S. Circuit Court of Appeals
ruled in the case of Anthony Banks, who
was convicted of the June 6, 1979, killing of
24-year-old Sun Travis.
Travis was abducted and raped and her
partially clad body was found near a trash
heap. She had been shot in the head.
Banks was convicted largely on the basis of DNA evidence found on
Travis.
Banks is also serving a life sentence for the 1978 murder of a Tulsa
convenience store clerk. He wasn’t in custody when Travis was slain.

Linda Drew said her 6th grade son was caught

She and her husband were given the option of

A Stillwater man was arrested after he assaulted a Ditch Witch employee at the plant
Sept. 24 over “his woman.”
John David Andrews, Jr., 40, was charged
Oct. 9 with aggravated assault and battery, assault with a dangerous weapon, two counts
of threatening to perform an act of violence,
breach of peace, and breaking and entering in
Noble County District Court.
According to the police affidavit, Perry Police
Officer Roy Anderson was dispatched to Ditch
Witch on a call that a man was assaulted and had a large head injury.
The suspect, Andrews, left the parking lot in a black GMC short bed
pickup truck eastbound on Fir Street and possibly had a knife.
While EMS was treating the victim, Anderson spoke to a witness
who said he was near the break room when he observed a man, later
identified as Andrews, kicking the victim in the head while he was on
the floor and was yelling “why are you (beep)ing with my women!”
Another witness said he saw Andrews enter the building and then
heard a commotion in the break area and saw the victim in the aisle
yelling for help. When he ran to the break area, he saw the victim lying on the floor, apparently unconscious. His assailant was standing
near him yelling, “That’s for (beep)ing my girl! I will kill you mother
(beep)er!”
After much ado, the witness said he got Andrews out of the building, but then Andrews swung around with a knife in his hand and
stated “I will cut your (beep)ing throat if you don’t stop following me!”
Anderson made contact with Andrews and asked him to turn himself in. Andrews told him no and that he was going to finish the victim
off; he didn’t care about going back to jail.
A warrant was issued for Andrew’s arrest and his bondman turned
him over to authorities Oct. 4. Andrews missed his initial appearance
the next day because he was combative and refused to leave his cell.
Bail was set at $25,000 even though the state requested it at $50,000.
His preliminary hearing is scheduled for Oct. 15 at 1:30 p.m.

The Kingfisher County Sheriff has
requested OSBI investigate the possible homicide of a jail inmate inside
the county jail facility.
William David Mallory, 38, was
found dead inside his cell Oct. 8 at
approximately 8 p.m. The medical
examiner’s office will determine Mallory’s cause/manner of death. In the
meantime, OSBI agents have collected evidence from the crime scene and
have interviewed numerous inmates
in the area at the time of Mallory’s
death.
Mallory was booked into the Kingfisher County Jail September
24, 2012, for larceny from a retailer. Mallory was housed in a cell
that was open during the day to a pod or a common area for inmates.

A Kingfisher man who was scheduled to be sent to prison Oct. 19
found himself in jail a little earlier
than that after he was caught with a
gun in the SUV he was driving.
Stanley Linzy, 27, was charged
Oct. 3 with possession of a firearm
AFFC, transporting a loaded firearm in a motor vehicle, driving with
a license cancelled/suspended/revoked, speeding, and failure to carry
insurance.
According to the probable cause
affidavit filed in the case, OHP
Trooper John Weimer was on patrol Sept. 30 five miles west of Kingfisher along Highway 51 when
he noticed a purple SUV that seemed to be speeding. When he
checked his radar, it was traveling 84 in a 65 mph speed zone. He
turned on his emergency lights and the SUV pulled over.
Linzy, who was driving, gave the trooper his state-issued ID and
said his license was revoked. He added the only reason why he was
driving was because the passenger, who owned the vehicle, was
tired.
Linzy then asked Weimer if he could just write him a ticket because he was going to prison on drug charges in Payne County for
the next ten years. He wanted to enjoy the last few weeks of freedom he had at home before he got sent away.
Because the car had to insurance, and Linzy had no license,
Weimer had no choice but to place him under arrest. During a
search of the vehicle, Weimer found a loaded Ruger 9mm handgun
between the seats. Linzy said he kept it for protection.
Linzy was transported to the Kingfisher County Jail. He was released Oct. 6 on a $5000 bond.

A Ringwood man was taken into custody after he fought a police officer in the parking lot of
Love’s Country Store.
Buddy Briley, 61, was charged Sept. 28 with felony assault and battery on a police officer in
Major County District Court.
According to the police affidavit, Fairview Police Officer Jennifer Mangrum was dispatched to
the Love’s Store on North Main Sept. 22 on a report that a man was sleeping or passed out in the
parking lot. When she arrived on scene, Mangrum tried to wake the man, later identified as Briley,
at least five times. Finally, on the fifth try, he awoke.
Mangrum asked Briley if he was okay and he said he was fine. She immediately could smell
the strong odor of booze coming from him and his speech was slurred and he seemed confused.
She asked him if he knew where he was and what time it was and both times he replied “F**k if I
know.”
After she asked Briley to get out of the car and for his license, and after much ado, Mangrum
told him to stay by the car while she ran a warrants check. While speaking with dispatch, Briley ran into the store and went
to the bathroom. Mangrum immediately told dispatch to send backup.
Briley came back outside and Mangrum met him at the door and told him she was placing him under arrest, to which he
replied that she was not. She then placed a cuff on his left wrist and he began to fight her, elbowing her and pulling away.
“At that point, I was trying every technique that I had been trained to do in a situation like this,” Mangrum said in her
report. “I tried everything within my power to put him onto the ground.”
Finally, Mangrum mustered up all her might and weight and drove him to the ground, but in the process, Briley’s head
hit a cement trash can and blood went everywhere. Despite that, he still put up a fight and she couldn’t get control of him.
Finally a customer came out of the Love’s and put a headlock on Briley and told him to calm down. Briley was still struggling, but she was able to finally get the cuffs on him.
A couple of minutes later, Deputy Travis Sheets arrived to help and Briley was taken to Fairview Hospital to get checked
out and then onto Major County Jail. His bail was set at $250,000 and was ordered back to court Oct. 18.

One of the things that is becoming
more prevalent, and with the
passing of the new open carry law,
will only continue to rise, is the number of people walking and driving
around armed. For law enforcement, this obviously creates some
challenges in our dealings with the public. I am going to attempt to
explain what we would like from the citizens who choose to go armed,
and what they can expect from us.
First, all people who wish to carry a gun on their person are
required to attend an approved concealed carry class. This goes for
those who wish to carry concealed or open. Upon completion of the
course and the requirements needed, you will be issued a Concealed
Carry License, or CCL. Let me point out, that having a CCL is a
privilege, not a right. It is issued by the state, and with it come some
responsibilities.
One of those responsibilities, and the one that is most important
to us law enforcement professionals, is the obligation to notify us
IMMEDIATELY upon contact. Lets say you get stopped for speeding
and you are a CCL holder and are armed, whether it is on your person
or just in your vehicle. The Trooper gets out of their car and asks
you to step back to them with your driver’s license and proof of
insurance. You should, before anything else, declare that you have
a CCL and are armed. Don’t wait until we see the CCL in your wallet
to tell us....that’s too late! They will then instruct you on what they
would like you to do to address this situation. There are several
things we may do at this point to accomplish this.
We may ask you to say (not reach for or move towards) where
the weapon is. Simply say the location, keeping your hands on the
steering wheel or where they can be seen. If its on your person, we
may wish to disarm you for the duration of the traffic stop, and will
give instructions accordingly. We may simply separate the weapon
from the ammunition and make the weapon safe, and then leave it
in your vehicle. Each officer will handle this in the way that he or
she chooses in order to maintain their own safety. None of these
methods are meant to infer that we feel threatened by a CCL holder,
or that we think you are a criminal or bad person. They are simply
ways that we can deal with the issue of a gun being present in order
to maintain our safety and the safety of others.
Hopefully, this will give you some guidelines on what we are
expecting when you come in contact with us while carrying a
firearm. With respect and understanding, we can all feel safe with an
armed citizen, while respecting that citizen’s right to carry. Thanks
