An Enid man was arrested on child sex abuse
charges last month after the victim told her friend
about the abuse; the friend’s parents did the right
thing and reported it to the police.
Jason Raye Williams, 37, was arrested September 10 and booked into the Garfield County Detention Facility. He was charged on September 22 on
child sexual abuse, failure to report child abuse, and
threatening to perform an act of violence, in Garfield
County District Court.
Falen Rene Payne, 32, was also arrested on a
complaint of enabling child sexual abuse.
According to an Enid Police Department press
release, detectives arrested Williams September
10 following an interview for an investigation of the
sexual abuse of a 14-year-old girl. The incident was
first reported September 8 after the victim made disclosures to friends, whose parents then contacted
police and reported what was said by the victim.
During the interview, Williams admitted to touching
a 14-year-old girl inappropriately eight to 10 times.
He also admitted he threatened to kill Payne if she
told anyone about the abuse.
Detectives executed a search warrant at the couple’s residence in the 2000
block of East Cypress.
Bond for Williams and Payne was set at $1M each and they were ordered
back to court with counsel on October 25.
The investigation is ongoing.

DOMESTIC VIOLENCE AWARENESS MONTH
The following is a list of early warning
signs that someone may be abusive.
This list was put together by survivors of
domestic violence who reflected on the
early phases of the battering relationship
and identified some of the early warning
signs of abusers.
Someone who:
• Wants to move too quickly into the relationship.
• Does not honor your boundaries.
• Is excessively jealous and accuses you of having affairs.
• Wants to know where you are all of the time and frequently calls, emails
and texts you throughout the day.
• Criticizes you or puts you down; most commonly tells you that you are
“crazy,” “stupid” and/or “fat,” or that no one would ever want or love you.
• Says one thing and does another.
• Takes no responsibility for their behavior and blames others.
• Has a history of battering.
• Blames the entire failure of previous relationships on their partner; for example, “My ex was a total bitch.”
• Grew up in an abusive or violent home.
• Insists that you stop spending time with your friends or family.
• Seems “too good to be true.”
• Insists that you stop participating in leisure interests.
• Rages out of control and is impulsive.
Pay attention to the “red flags “and trust your instincts. Survivors of domestic violence frequently report that their instincts told them that there was
something wrong early on but they disregarded the warning signs and didn’t
know that these signs were indicative of an abusive relationship. Always take
time to get to know a potential partner and watch for patterns of behavior in
a variety of settings. Keeping in touch with your support system and participating in good self-care can lower your risk of being involved in an abusive
relationship.

UNHAPPY CAMPER
A convicted sex offender from Richmond,
Texas, was arrested on September 15 after a
park ranger at Little Sahara State Park caught
him driving an ATV on US-281.
According to reports, the ranger was on
duty when he saw five 4-wheelers traveling
on the shoulder of the highway at approximately 12:15 p.m.
Since state law forbids ATVs from traveling
on the highway, shoulder, or bar ditches, the
park ranger stopped the four-wheelers.
While checking the drivers’ information, the
park ranger noticed that 32-year-old Andrew
Hamilton Gonzalez had a couple of flags on
his license. The man was a sex offender and
martial arts expert.
A criminal history check revealed the man had served two years in Texas for
a child sexual assault case that took place in 2011. Since state law bans offenders from being in places where children could be present, including state
parks, the park ranger spoke to Gonzalez about his history.
Gonzalez admitted he was a sex offender. He told the park ranger he was
camping in the Cowboy Campgrounds Site. The park ranger placed Gonzales under arrest and transported him to jail.
Gonzalez is being charged with violating safety zones around elementary
and junior high schools, childcare facilities and playgrounds, and unauthorized ATC vehicle on a roadway. His bond was set at $4,000, and he is scheduled to appear in court on October 12, 2021.

OKLAHOMA CITY MAN ARRESTED ON CHARGE OF
AGGRAVATED POSSESSION OF OBSCENE MATERIALS
Theodore Grinie, 51, was arrested earlier this month
after an investigation by the Oklahoma State Bureau of
Investigation (OSBI) Internet Crimes Against Children
(ICAC) Unit. On August 6, 2021, officers from the Oklahoma City Police Department located Grinie and arrested him on a felony warrant. Grinie was booked into
the Oklahoma County Detention Center on a charge of
Aggravated Possession of Obscene Materials Involve
the Participation of Minors Under the Age of Eighteen
(18).
The case originated in April of 2020 when the National Center for Missing
and Exploited Children (NCMEC) forwarded a cyber tip they received from an
electronic service provider to the OSBI. An investigation was opened by the
OSBI ICAC Unit and based on the investigation a felony arrest warrant was
issued for Grinie. The investigation revealed NCMEC associated a total of 18
cybertips containing hundreds of child pornographic images to Grinies.

Everyday heroes
On September 14, a single vehicle accident occurred on Independence just west of
Sooner’s Corner in Perry.
While Noble County Deputies and other first responders were en route to the accident, they were advised the vehicle was on fire. Upon their arrival, my deputies could
see a large black cloud of smoke and a vehicle that was fully engulfed in flames in the
ditch. The fire from the vehicle had caught the grass on fire and was spreading rapidly
in the direction of a residence. A juvenile could be seen lying in the grass not moving
with the fire approaching them.
The Perry Fire Department, Rock Township Volunteer Fire Department, Noble County Sheriff’s Office Deputies, Jordan Billingsley, Brad Hise, and Brent Bolay all worked
together to extinguish the fire and provide care to the two injured juveniles.
Upon further investigation, it became very clear that heroes were established that
day. Not just our first responders, but men within our very own community.
According to the report, Brad Hise and Jordan Billingsley were traveling down Independence when they observed an accident involving two juveniles. They immediately
stopped to help. Brent Bolay was traveling down the road as well and arrived seconds
later to help. Brad and Brent were able to remove the driver by cutting his seatbelt
that had entangled him, and was not allowing him to get out of the vehicle. A fire had
started under the front fender well of the vehicle at this point. Jordan had gone to the
passenger side to find another juvenile lying in the grass by the vehicle. The fire from
the vehicle had started a grass fire and was making its way towards the incapacitated
juvenile. Jordan grabbed the juvenile and moved him to safety while everything was
burning around him. First responders then arrived to assist in medical treatment and
extinguish the fires. The juveniles were then transported to a hospital.
I believe the actions taken by Brad Hise, Jordan Billingsley, and Brent Bolay were
nothing short of heroic.
I thank God for the wonderful people in Noble County and believe these gentlemen
deserve a good handshake, thank you and pat on the back. So, next time you see
them, please do just that!

OSBI INVESTIGATING DOUBLE HOMICIDE IN
LEEDEY
The Oklahoma State Bureau of Investigation
(OSBI) is investigating a double homicide that occurred early September 13 in Leedey. The Dewey
County Sheriff’s Office requested assistance after
they responded to the Leedey Ambulance Barn and
located Angel Boyd, 44, and Stacy Boyd, 31, deceased from gunshot wounds. Angel Boyd was an
EMT for Leedey and Stacy was Angel’s sister-in-law.
Angel’s husband, Mitchell Boyd, told investigators that his sister Stacy’s live-in boyfriend wanted
to come talk to him. Mitchell arranged for Tye Sechrist and Stacy to come to his and Angel’s home in
Leedey early this morning to talk. When they didn’t arrive, he tried calling both
Angel and Stacy. When neither answered, he went to the ambulance barn and
found them both deceased. The sheriff’s office received a 9-1-1 call at 3:10
a.m. reporting the double homicide.
Sechrist was taken into custody at the home he and Stacy shared at 7:18
a.m., after calling authorities to turn himself in. He was booked into the Dewey
County Jail this afternoon. He is facing two counts of Murder in the First Degree.
