SPECIAL DELIVERY
An Enid man was taken into custody after
he was found passed out in his home from
too much booze while caring for a 3-year-old
child.
Thomas Marroquin, 22, was charged August 28 with felony child neglect in Garfield
County District Court.
According to reports, a delivery driver from
Golden Chick found Marroquin passed out in
his living room floor and called police. When
an officer arrived, he tried to wake Marroquin,
but he was unresponsive. After shaking the
man’s arm, Marroquin finally awoke and sat
up. When the officer asked Marroquin why he
was passed out, Marroquin said he had been
drinking.
The officer could also smell the odor of marijuana in the house and Marroquin allegedly admitted to the officer that he had smoked some earlier in the
day. He led the officer to a roach and grinder on the dinning room table, which
was within reach of the child.
Marroquin’s girlfriend, who was at work, was called to come home for the
child and Marroquin was taken to the Garfield County jail.
Bond for Marroquin was set at $10,000 and he is scheduled to return to
court with an attorney on October 16 at 1:15 pm.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A Ponca City man has been charged in the hit
and run death of a tribal elder and a spiritual leader with the Otoe-Missouria Tribe.
Antonio Reyes, Jr., 49, was charged August 28
with felony leaving the scene of a fatality accident
in Noble County District Court.
According to reports, Randall Whitehorn, 64, of
Red Rock, was having car trouble near Yearling
Road, south of Marland, on S.H. 177, and was
pushing his vehicle on the shoulder when he was
struck by another vehicle on July 9. The other vehicle did not stop.
After investigating the accident, Kay County deputies arrested Reyes on
August 22 and he was transported to the Noble County jail. His bond was
reduced from $50,000 to $25,000 and his initial appearance was September 6 at 1:30 pm.

Q: Can you tell our readers what the Oklahoma
State Legislature has done or is doing to help eliminate opioid addiction?
A: I was reading the other day that Oklahoma is
in the middle of a “cultural shift” with opioid addiction. What has traditionally been viewed as poor life
decisions is being increasingly seen as a brain disease. There are more and more studies supporting
such evidence, and the Legislature wants to do everything it can to eliminate the drug addiction that
harms our state. Unfortunately, we were unsuccessful this session with
passing a bill that would’ve allowed licensed pharmacists to prescribe Naloxone, which helps combat drug overdoses. There are two versions of the
bill, and I’m hopeful we’ll see passage next year.
I am thankful, though, that Attorney General Mike Hunter has started
cracking down on physicians who overprescribe as well as pharmaceutical companies who mislead physicians about opioid use. It’s a good thing
when the executive and legislative branches can work to combat such a
critical issue.
Q: Has House Bill 1482 adding a provision to State Question 780 been
passed by the Senate yet?
A: HB1482 actually stalled in the Senate, but it’s possible it will be taken
up again once the Legislature resumes in February.
Q: What is your position on Oklahoma State Question 788?
A: It would be inappropriate for me to lobby for or against the state
question because I am a state representative. However, I can say that I
am thankful we have a process for citizens to get issues on the ballot. The
initiative petition process worked exactly as intended here, and I’m looking
forward to seeing how Oklahomans cast their vote on State Question 788.
Q: Is there anything else that has happened in this past legislative session that would be interesting to our readers?
A: While session only technically lasts from February until May, policy
talks occur year-round for lawmakers. We will begin working in specific
policy groups this fall to shape next year’s bills, and interim studies will
ramp up beginning in August. I would not be surprised to see more opioid-related legislation introduced in the coming sessions.

KINGFISHER DOCTOR AGREES TO PAY
$65,000 TO SETTLE CIVIL PENALTY CLAIMS
James Brett Krablin, M.D., has
agreed to pay $65,000 to settle civil
penalty claims stemming from allegations that he violated the Comprehensive Drug Abuse Prevention and
Control Act of 1970 and its regulations, according to Mark A. Yancey,
United States Attorney of the Western District of Oklahoma.
Dr. Krablin practices medicine primarily in Kingfisher at the Krablin Medical Clinic. The United States alleges
that between August 2014 and September 2016, he dated prescriptions for
Schedule II controlled substances on dates other than when he signed them,
which violates DEA regulations. More specifically, he allegedly signed and
post-dated written prescriptions so his nurse practitioner or physician assistant could deliver them to patients at regular monthly appointments when Dr.
Krablin was not in the office.
To resolve the allegations brought by the United States, Dr. Krablin agreed
to pay $65,000.
In reaching this settlement, Dr. Krablin did not admit liability and the government did not make any concessions regarding the legitimacy of the claims.
The agreement allows the parties to avoid the delay, expense, inconvenience,
and uncertainty involved in litigating the case.

You can always take steps to locate an appropriate physician or health
professional, and leave the information with your friend. You can call health
professionals in advance to see if they are comfortable speaking with their
patients about addiction. If not, ask for a referral to another doctor with more
expertise in the area of addiction. There are 3,500 board-certified physicians
who specialize in addiction in the United States. The American Society of
Addiction Medicine website has a Find a Physician feature on its home page.
The American Academy of Addiction Psychiatry also has a Patient Referral
Program.
Emphasize to your friend or loved one that it takes a lot of courage to seek
help for a drug problem because there is a lot of hard work ahead. There is a
great deal of scientific evidence that treatment works, and people recover every day. Like other chronic diseases, addiction can be managed successfully.
Treatment enables people to counteract the powerfully disruptive effects of
drugs on the brain and behavior and to regain control of their lives. Like many
diseases, it can take several attempts at treatment to find the right approach.
But assure your friend or loved one that you will be supportive in his or her
courageous effort.

The Major County Sheriff’s Department is
seeking any information from the public on a
burglary suspect.
According to the Sheriff’s Office, a home
near Chester was burglarized on August 27. A
person of interest was reportedly seen walking
westbound on Highway 60 between 11 am and
noon that day, which was near the home that
was burglarized. The individual was identified
as a tall hispanic male, mid-twenties, with a
mustache. He was wearing light-colored blue
jeans and a black shirt, and possibly holding his right forearm. Security
footage captured him entering the Gore Truck Stop near Seiling.
Anyone with any information on this person is asked to call the Major
