An Enid man allegedly tried to blackmail a
woman into having sex with him by threatening to send nude photos to her employer.
Not surprisingly, his attempt to coerce sex
didn’t work, and he was placed behind bars
after the woman contacted police.
According to reports, the woman first contacted Enid police on August 13. She told
them that 47-year-old Brad Thomas was
threatening her and trying to blackmail her for
sexual favors via cellphone, email and social
media.
The woman said Thomas had even commented on Facebook posts using her nude
photos. He also told her he would return
money he owed her if she would mess around
with him.
On August 16, Thomas threatened to send the explicit photos to her boss.
When she asked what she could do to stop him from contacting her employer, he told her, “You can’t tell me what to do. You gave it to me, so it’s mine.”
Thomas also told the woman to have sex with him.
During the investigation, officers listened as the woman called Thomas several times and arranged a meeting at her apartment. Thomas told the woman
to wait for him in the hallway. He then Facetimed her and made her walk
around the apartment to prove she was alone. Officers on scene stayed out
of camera view.
When Thomas arrived at the location, he was swiftly placed under arrest.
While searching the man’s vehicle, officers found a loaded .45-caliber handgun and a loaded .308 AR-10.
Thomas is being charged with blackmail and violation of OK statute via
computer. His bond was set at $100,000, and he is scheduled to appear in
court on September 24, 2018.

Charges have been dismissed against the
Garfield County sheriff previously charged
with first-degree manslaughter.
Reports state Jerry Lee Niles Jr. was originally charged with first-degree manslaughter
after an inmate died while under his care and
the care of his staff in 2016.
On August 10, manslaughter charges
against three other jail employees were also
dismissed in the death of 58-year-old Anthony Dewayne Huff.
Huff was arrested on June 4, 2016, for
public intoxication and was placed in a restraint chair on June 6. On June 8, employees found hm unresponsive in the chair – he
was pronounced dead later that day.
According to the Oklahoma Attorney General, Huff wasn’t given proper
food, water or medical treatment while at the jail.
An autopsy revealed the man died from natural causes.
A federal lawsuit filed against jail employees in 2017 accused them of being
negligent. The lawsuit stated the employees should have known about Huff’s
numerous medical conditions and medications from previous incarcerations,
including heart disease, hypertension and depression.
The lawsuit also alleges employees failed to give the man proper care and
didn’t check on him as often as jail policy mandated.
Niles is still being charged with two counts of nepotism for allegedly promoting his son and daughter-in-law to new positions at the sheriff’s office,
which included increased salary, wages, pay or compensation. For those
charges, his bond was set at $1,500, and he is scheduled to appear in court
on October 22, 2018.

alva man accused of raping teen
A couple is behind bars for alleged rape and
child neglect at their Alva home.
Reports state authorities were alerted of the
abuse on August 19. An Alva officer told the
Woods County Sheriff’s Officer he was advised
of the rape of a teenage girl by 38-year-old
Early Wayne Bell, II. He also said Roleta Luann
Bell, 39, also lived in the home and was aware
of the repeated sexual assault of the teen.
A deputy spoke with Roleta and the victim
later that day. Earl’s location was unknown at
the time.
The victim said Earl had raped her repeatedly
since April or May of this year. She said he cautioned her not to tell anyone,
because he could get into trouble if anyone found out. The girl said she
often tried to push the man off of her and told him no, but it didn’t work.
Roleta said she had found a box of condoms in the teen’s room. When
she confronted the victim about them, the victim said they belonged to
Earl. When the woman asked the suspect about the condoms, he said the
victim was lying.
Roleta didn’t report what the teen had told her. She said someone called
her earlier that day regarding the rape of the victim. Earl overheard and left
the home.
The deputy asked Roleta to call Earl. When he answered, he told the
deputy he was headed to Wichita. The deputy asked him to come to the
sheriff’s office. Earl said he’d be in the next morning.
Roleta was placed under arrest and put in jail.
Officers searched the home via a search warrant on August 20. An officer spoke to Earl Bell later that day. The man denied the accusations
made by the teen.
When the officer asked him why his DNA was on her sheets, Bell said he
laid on all of the children’s beds.
As the investigation continued, the man eventually told the officer, “I
guess you’re just going to have to arrest me.” He then asked for a lawyer.
Earl Bell is being charged with first-degree rape by force and lewd molestation. His bond was set at $100,000. Roleta Bell is being charged with
child neglect. Her bond was set at $10,000. They are both scheduled to
appear in court on September 11, 2018.

Ramirez in jail after shooting
state trooper
Arnett man Arturo Ramirez, 26, is in jail for
multiple charges after he allegedly led police
on a chase and shot a state trooper on August 26.
Reports state the trooper tried to stop
Ramirez at approximately 12:30 a.m. near
34th and Oklahoma because the man wasn’t
wearing a seatbelt. Ramirez didn’t stop, and
instead turned down U.S. 270 and into a motel parking lot. He then started shooting a gun
at the trooper, who returned fire.
The trooper’s vest stopped the bullet, but
he did possibly have a broken rib from the
shot. He was later flown to the OU Medical
Center after it was discovered he had suffered internal bleeding, but is expected to make a full recovery.
Ramirez left the scene with the trooper in pursuit. The suspect turned east
on Western Avenue, then drove north to a residence approximately ¼ mile off
the road. He entered the residence, but didn’t stay long.
Later that morning, troopers discovered blood on some vehicle at a residence near the highway. Ramirez was placed under arrest shortly after 9 a.m.
when he stepped out from some brush onto a driveway northwest of Woodward. The suspect had been shot in the hand.
Ramirez is being charged with shooting with intent to kill, possession of
firearm while on felony probation, eluding, unlawful possession of drug paraphernalia, driving with license revoked, breaking and entering dwelling without permission, transporting an open container of liquor and possession of
cocaine. He is being held without bond and is scheduled to appear in court
on October 2, 2018.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Arkansas Woman Admits Killing Husband
over Pornography
A Jefferson County, Arkansas, woman has
been charged with murder after her husband
was found dead.
Jefferson County Sheriff’s Office Operations
Commander, Major Lafayette Woods, Jr. advised that 69-year-old Patricia Hill has been
arrested and charged with capital murder after
her husband, 65-year-old Frank Hill was found
dead.
A dispatcher from Jefferson County’s Metropolitan Emergency Communications Association (MEAC) received a 911 call from Patricia
Hill, who stated that she had shot her husband.
Deputies responded to 3801 Donaldson Lane in Jefferson County and
found Patricia Hill standing in the front yard. Hill was immediately detained
until investigators arrived on the scene. Meanwhile, the body of Frank Hill
was located by deputies and investigators on the floor inside a utility shed
on the property. Frank Hill had suffered at least two gunshot wounds to the
upper and lower body.
Paramedics from the Emergency Ambulance Services, Incorporated
(EASI) were notified and arrived on scene; however, Frank Hill was pronounced dead a short time later as a result of his injuries.
“Patricia Hill was transported by our criminal investigators to the Jefferson
County Sheriff’s Office, where a custodial interview was conducted after investigators advised Mrs. Hill of her constitutional rights. Mrs. Hill waived her
rights and agreed to speak with investigators,” Major Woods said.
“During the interview, Mrs. Hill admitted to investigators that she arrived
home and at some point walked to the utility shed on the property to confront her husband. Mrs. Hill told investigators that there had never been any
physical altercations between her and her husband. However, Mrs. Hill stated that she disagreed with her husband’s purchase of video pornography
via the television guide, which she cancelled upon discovering the purchase
but Mr. Hill managed to place a subsequent order. Mrs. Hill stated that she
entered the shed and asked her husband to leave but he refused. Mrs. Hill
admitted that she then returned inside the residence, where she armed herself with a .22 caliber pistol. She went back to the shed a short time later,
where she entered and shot her husband twice, striking him once in the leg
and once in the head. Immediately following the shooting, Mrs. Hill stated
that she returned inside the residence, where she returned the weapon and
called 911 to report the shooting.”
Patricia Hill is currently being held at the W.C. “Dub” Brassell Adult Detention Center without bond on felony probable cause for capital murder in
the shooting death of her husband. Hill will remain in custody pending the
scheduling of her first court appearance.

September is National Campus
Safety Awareness Month
The Fall Semester is here and hopefully you had an enjoyable summer. As we
return to our offices and classrooms, it is important to remember that campus safety
should be an important part of our daily activities. September has been designated as
National Campus Safety Awareness Month. NCSAM received the unanimous support
of Congress in 2008. Each September, the Clery Center for Security On Campus partners with colleges, universities, and other agencies to offer campus safety programming – National Campus Safety Awareness Month.
Campus safety requires active participation from everyone. Do you know the name
of the head of your campus police or security department? Do you know the emergency and non-emergency numbers to the police/security department? Do you know
where you can find your college’s safety & fire policies and statistics? Thanks to the
Clery Act the answers are simple.
As a result of the horrible murder of 19-year-old Lehigh University freshman Jeanne
Ann Clery who was raped and murdered while asleep in her residence hall room on
April 5, 1986. Jeanne’s parents, Connie and Howard, discovered that students hadn’t
been told about 38 violent crimes on the Lehigh campus in the three years before
her murder. They joined with other campus crime victims and persuaded Congress
to enact this law, which was originally known as the “Crime Awareness and Campus
Security Act of 1990″.
During your daily endeavors you travel around your campus and speak with students, staff and faculty. If something doesn’t look right, sound right or feel right contact
campus safety. Believe your gut reaction. It is much better for campus safety officials
to come and find that there is nothing wrong than for a crime to occur. Sometimes
crimes can be prevented and offenders can be caught in the act because of quickthinking community members just like you.

Commutation Campaign Seeks to Correct
Unjust Prison Sentences
Oklahomans for Criminal Justice Reform (OCJR) is announcing a commutation
campaign to help Oklahomans who are in
prison for offenses no longer carrying long
prison terms under reforms recently approved by voters and legislators. For the
rest of 2018, the campaign will assist several dozen incarcerated Oklahomans with
pursuing commutation, beginning with 23
women whose commutation applications
were advanced for further review by the Pardon and Parole Board on August 13.
Commutation is a common legal process used nationwide as well as in
Oklahoma to correct excessive, unjust sentences. Commutation modifies
sentences but does not erase convictions.
“This commutation campaign follows the will of voters and legislators to
begin fixing Oklahoma’s draconian criminal justice system. Oklahoma has
to look at all responsible options to alleviate its status as the most incarcerated state, and legal commutations like these are one of those options,”
said Sarah Edwards, a Crowe Dunlevy attorney, former associate general
counsel for Gov. Brad Henry and board member of Oklahomans for Criminal Justice Reform.
Additional applications from individuals being supported by this campaign will receive initial consideration in September from the board, which
under Oklahoma law uses an extensive two-part process to consider applications that ultimately must be approved by the governor.
“This is a fiscally and socially sound initiative to look into carefully-selected sentences to bring them in line with current law. The cases under
examination involve inmates with convictions whose sentences may have
exceeded their intended goals. We look forward to working with all stakeholders to safely reduce Oklahoma’s bloated prison population,” said Andrew Speno, Oklahoma state director for Right on Crime, a conservative
advocacy organization that is a member of the OCJR coalition.
In addition to pursuing sentence modification through commutation, the
campaign will also help individuals whose applications are successful secure reentry services and, when appropriate, treatment services.
“We’re just as interested in these people succeeding once they leave
prison as we are in seeing their sentence modified to fit current law. Our
faith, reentry and treatment partners statewide are prepared to responsibly
receive these Oklahomans back into their communities should their applications be granted,” Edwards said. “This campaign’s priority is community
safety. We know prison isn’t the right place for these people, and we stand
ready to assist them if they are freed.”

A South Carolina man was caught rubbing buttered toast all over his
neighbor’s SUV window. Seems like a foolproof plan, how did he get
caught? According to MSN, He just dropped the toast a few feet away
from the car and made his departure, causing a nearby woman to notice and call the police. The police charged the now hungry man with
“malicious damage to property” and estimated the cost of damage to
be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was in physical terms, we all know we were the hottest at our
5th grade, bowl-cut, chubs stage. But really, to what extent would you
go to cool off?
Hopefully not so far you’d get arrested, but this is exactly what a group
of four young men in Germany did. On a hot day, they decided to make
their own pool in a car. In a BMW no less. A policeman noticed a very
strange convertible driving down the road. Upon closer viewing, it appeared that the bathing-suit clad men were splashing around in the water-filled car, clearly intoxicated. Though there was no law against driving
around with a pool in someone’s car, they were probably charged for
driving without a permit. Talk about hot water.
What do you guys think about sausage? I suppose it’s better than a
hot dog, which in turn is better than bologna (which is basically giant hot
dog slices?). And no matter what, it has to be better than Lunchables
*shudder*.
No matter your opinion, sausage was a huge disappointment for this
Phoenix man. He attempted to rob two large businesses, first an Ace
Hardware and then a Safeway. He put his hand under his shirt to look
like a gun, but the cashier was not fooled and calmly said “no” to his request for money. Equally unsuccessful was his attempt to rob a Safeway,
which resulted in him being escorted out of the building. He waited a few
minutes before returning into the store to snag a small breakfast sausage
and was therefore charged with shoplifting. I guess all that failing worked
up an appetite.
Sometimes people don’t want their babies. Throughout history, these
people have found convenient ways to get rid of them. In the middle
ages, a popular solution was to leave a swaddled infant on the doorstep
of a misfortunate new parent. Worse for the child, another option was an
orphanage. In later times, parents could even put their kid in the circus
for life. The last one, I’m actually jealous of.
It might not have been this Florida woman’s goal to give away her child,
but that’s sure what it looked like. She had gone shopping at Dillard’s,
and tried to shoplift $260 worth of clothing using her baby stroller. When
a police officer followed her out to her car, she flipped out and eventually threw her baby in its little carseat at him. The baby was not injured.
The shoplifter received three charges, including “resisting a police officer
without violence”. Um. What would be violent, throwing her entire family?
