A 63-year-old Wanette man accused of operating
a chop shop was arrested on March 1. Joel Edward
Carter allegedly operated the chop shop for nearly a
decade.
According to reports, investigators with the Pottawatomie County Sheriff’s Office had been watching
the man for some time. Carter would allegedly receive
stolen property and vehicles at his property. He would
then strip the vehicles for parts and sell them illegally.
During a search warrant at the man’s home, investigators located four stolen vehicles. The stolen cars were traced back to
Pottawatomie, Oklahoma, Cleveland, and Comanche counties.
One of the vehicles was apparently reported stolen in 2014. Only one
of the vehicles was drivable – the others were stripped down to the axels
and frames.
Carter is being charged with operating/dealing with a chop shop, four
counts of possession of a stolen vehicle, possession of firearm after former felony conviction, and possession of controlled dangerous substance.
He was released on a $7,500 bond and is scheduled to appear in court on
May 4, 2021.

APRIL IS NATIONAL CHILD ABUSE
PREVENTION MONTH
April is National Child Abuse Prevention
Month, a time to recognize that we each can
play a part in promoting the social and emotional well-being of children and families in communities.
Parenting is one of the toughest and most
important jobs in America, and we all have a
stake in ensuring that parents have access to
the resources and support they need to be successful. Entire communities play a role in helping families find the strength they need to raise
safe, healthy, and productive children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when
support is nearby.
Help a family under stress. Offer to babysit, help with chores and errands,
or suggest resources in the community that can help.
Reach out to children in your community. A smile or a word of encouragement can mean a lot, whether it comes from a parent or a passing stranger.
Be an active community member. Lend a hand at local schools, community or faith-based organizations, children’s hospitals, social service agencies,
or other places where families and children are supported.
Keep your neighborhood safe. Start a Neighborhood Watch or plan a
local “National Night Out” community event. You will get to know your neighbors while helping to keep your neighborhood and children safe.
Learn how to recognize and report signs of child abuse and neglect.
Reporting your concerns may protect a child and get help for a family who
needs it.

PASTOR’S WIFE AND ACCOMPLICE
ARRESTED IN ADA MURDER CASE
Agents from the Oklahoma State Bureau
of Investigation (OSBI) have arrested the
wife of Pastor David Evans in connection
with his murder.
Kristie Dawnell Evans, 47, was taken
into custody on March 25 after confessing her role in her husband’s murder to
agents. Later that day, agents also arrested 26-year-old Kahlil Deamie Square
in connection with David Evans’ murder.
Kristie Evans is being held in the Pontotoc
County Jail and Square is in the Cleveland
County Jail.
The investigation began on March 22
when the Ada Police Department requested OSBI assistance with a homicide. Just
after 1 a.m., Kristie Evans placed a 9-1-
1 call stating an intruder had entered her
home at 1420 Northcrest Drive and shot
her husband. When officers arrived at the
residence, they found 50-year-old Pastor
David Evans with a gunshot wound. He
died at the scene. The Ada Police Department requested a full investigation by the
OSBI.
Based on evidence collected and interviews conducted, Kristie
and Square were identified as suspects in David’s murder. On March
25, Kristie met agents at the Ada Police Department where she
confessed and was immediately placed into custody. Law enforcement was able to locate Square at a residence on South Harrah
Road in Newalla, Cleveland County. Just after 11 p.m., Square was
taken into custody without incident.
“This investigation was truly a team effort,” said Ricky Adams,
Director of the OSBI. “OSBI agents from across the state worked
tirelessly on this investigation for days. With the help of OSBI intelligence analysts and multiple law enforcement agencies, the suspects responsible for Evans’ murder are in custody. Our team will
always follow the evidence and find the truth.”
Both Kristie and Square are being held in the Pontotoc County jail
without bond.

On Sunday, March 28, 2021,
the Seminole County Sheriff’s
Office requested assistance
from the Oklahoma State Bureau
of Investigation (OSBI) regarding
the investigation of the death of
23-year-old Faithe Ely.
The Oklahoma Office of the
State Medical Examiner is determining the cause and manner of death. In the meantime, the OSBI is asking anyone that traveled on Highway 56 south of 270 in Seminole County
on Sunday night to contact agents. Particularly anyone who was driving
along Highway 56 between 270 and Sasakwa between 8:00 – 8:30 p.m.
In addition, if anyone saw a light-colored truck pulling a trailer along that
route during the same time, or if you are the driver of the truck and trailer
please contact the OSBI.

AROUND THE STATE
Drunken job interview ends in arrest, not
an offer letter
TULSA, Okla. – A job interview fueled by
booze ended badly for the applicant after he
allegedly attacked the other man when he
learned that he wouldn’t be getting the position.
According to a release from the Tulsa Police
Department, officers were dispatched to the
Mingo RV Park at approximately 2:30 a.m. on
March 5 to investigate a shooting.
Apparently, both the suspect and the victim
called the police.
Officers were advised that two intoxicated
men at the scene decided that for some reason, they should discuss a job while they were both drunk. They got into
some kind of argument during the intoxicated interview.
When Irvin Roach learned that he didn’t get the job, he wasn’t too happy.
He allegedly used his truck to pin the victim against a nearby trailer and
trailer hitch.
The victim, in response, fired several shots at Roach, grazing him once
on the shoulder. He told police that he feared for his life, so he fired the gun
through Roach’s windshield.
Roach left the scene and headed to a nearby gas station, where he called
the police and said he had been shot. The victim also called the police and
said he had been assaulted.
The man who fired a gun at Roach was not arrested.
Roach was arrested on a complaint of assault with a deadly weapon after
former conviction of a felony.

“THERE IS NO SAFE HAVEN FOR YOU”
A dangerous felon and alleged child predator was apprehended in
Indian Country in northern Johnston County; but in the process, he
sent the Sheriff, another deputy, and a Chickasaw Lighthorse officer
to the hospital for injuries.
According to a press release by Johnston County Sheriff Gary W.
Dodd, during a late night call on March 4 to the Johnston County
Sheriff’s Office, deputies were told of a male individual who was contacting a 14-year-old female child soliciting sex from her. The male
subject was contacting the child through electronic means. The subject was trying to get the child to meet him in a part of Johnston
County, which is tribal allotted lands (Indian Country).
“We believe this meets the criteria for violation of federal code for
human trafficking,” stated Sheriff Dodd.
Deputies ensured the child was not in immediate danger and continued gathering information into the next day. A positive identification of the suspect was made,
confirming he was a wanted fugitive wanted out of Garvin County.
Sheriff Dodd continued by saying Sergeant Alyson Orr-Dodd began working on a search warrant
for the residence, but checked the location of the residence and it was found to set within allotted
tribal land. This does nothing to dissuade the Sheriff’s Office in affecting an arrest in Indian Country. The Johnston County Sheriff’s Office and Chickasaw Lighthorse Police have a long-standing
cross-commission. The Sheriff and all deputies are cross-commissioned as Lighthorse Officers.
The Sheriff has signed an agreement commissioning all Chickasaw Lighthorse officers as deputy
sheriffs in Johnston County.
However, the residence being in Indian Country possess certain barriers. The State has no
standing to issue a search warrant for the residence, it would need to be signed by a federal judge
out of the Eastern District of Oklahoma.
Sheriff Dodd contacted the FBI, which in-turn contacted the U.S. Attorneys Office. The U.S. Attorneys Office was not helpful, stating a search warrant would most likely not be possible for several
days. “This is unacceptable and creates an atmosphere which is not conducive for public safety
and law enforcement actions in a timely manner,” Sheriff Dodd said.
Deputies confirmed an outstanding felony warrant and also had probable cause of the suspect
committing felony crimes against a child. Sheriff Dodd, Sergeant Alyson Orr-Dodd, Deputies Ty
Richeson, Joey Schanz, and Justin Murray then went to the residence to affect the arrest. Sheriff
Dodd requested a Chickasaw Lighthorse Officer and a Special Agent from the Bureau of Indian Affairs to accompany them, in a cooperative effort in locating, and arresting the suspect.
Through law enforcement surveillance, deputies had seen the subject, and through other means,
established first party information the suspect lived at the residence, and was in fact home. Upon
execution of the felony arrest warrant, the suspect refused to exit the residence and was subsequently located by Sheriff Dodd hiding in a closet. The suspect refused verbal commands from
Sheriff Dodd and Lighthorse Officer Tyler Sadler to show them his hands and exit the closet.
Upon attempting to remove the suspect, a physical altercation ensued, where the suspect went
on the attack. During the fight, the suspect assaulted the Sheriff, Officer Sadler, Sergeant Alyson
Orr-Dodd and Deputy Joey Schanz. The suspect even attempted to grab one of the lawman’s
weapons during the fracas. After an intense fight, the suspect, Brett Michael Harvey, was taken into
custody. Once outside Harvey continued to be combative, attempting to head-butt Sergeant Alyson Orr-Dodd and kicking Deputy Schanz. He was then transported to the Johnston County Jail.
Sheriff Dodd, which is also a Native American, has requested either FBI or BIA to work the felony
assault on a peace officer on himself and Officer Sadler, being that it happened in Indian Country.
The felony assaults on the other two deputies, resisting arrest, violation of the Oklahoma computer
crimes act and other child sex crimes will be worked by the Johnston County Sheriff’s Office.
The suspect, Brett Harvey, is non-native, with means he falls under the jurisdiction of the State
and/or Federal Courts.
Sheriff Dodd, Sergeant Orr-Dodd and Officer Sadler, all sought medical treatment for their injuries
and were released back for duty.
“These three bring the total to four law enforcement officers from Johnston County sent to the
hospital in the last two weeks,” Sheriff Dodd said. “All of which sustained injuries from people fighting and resisting arrest. This investigation is ongoing, and we expect additional charges.”
Sheriff Dodd continued, “My Deputies and I will not set ideally by while an evil monster such as
this, threatens the safety of children and our communities. There is no safe haven for you, and we
will bring you to justice by any means necessary.”

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that

We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A 43-year-old Maysville man was arrested on
March 4 on complaint of 20 felony counts for allegedly sexually abusing a foster child who was
in his care.
According to reports, David Gene Wood took in
a foster child five years ago. He allegedly started
abusing the now 15-year-old girl three years ago.
The victim came forward on the morning of
March 4 and told police. Wood was arrested that
evening.
The man’s wife, 39-year-old Amanda Jo Wood,
was also arrested.
David Wood is being charged with 13 counts
rape in the first degree, forcible oral sodomy, two
counts of lewd acts with a child under the age of 12, three counts of lewd
acts with a child and manufacturing child pornography. His bond was set
at $1M, and he is scheduled to appear in court on April 30, 2021.
Amanda Wood is being charged with enabling child sexual abuse. Her
bond was set at $20,000, and she is scheduled to appear in court on May
7, 2021.

ATTORNEY GENERAL HUNTER FILES
MOTION FOR REHEARING IN BOSSE CASE
Attorney General Mike Hunter on March 31
filed a motion requesting the Oklahoma Court
of Criminal Appeals to rehear the state’s
case against Shaun Bosse, a non-Indian
who murdered a Chickasaw family, after the
court ruled the state did not have jurisdiction
to prosecute him due to the U.S. Supreme
Court’s ruling in McGirt v. Oklahoma.
In the petition, the attorney general writes
a rehearing is warranted because the court
overlooked arguments and authority offered
by the state and reached a conclusion that
conflicts with the state’s post-conviction statutes.
Attorney General Hunter said the request
has nothing to do with challenging tribal sovereignty.
“This is about fighting to ensure justice for victims of not only the brutal
crimes committed by Shaun Bosse, but also those being revictimized by fallout from the McGirt ruling,” Attorney General Hunter said. “We continue to
believe the state has jurisdiction over non-Native Americans on tribal reservation lands, even if the federal government also has jurisdiction. Exclusive
federal jurisdiction only applies to Native Americans.
“We also believe that prisoners who were convicted long ago and have sat
on their claims for years cannot suddenly raise them today under Oklahoma
law. Not only will this re-traumatize victims and their families, it creates the
possibility these offenders will go free because the federal statutes of limitations have expired, or retrials are compromised because of issues with witnesses and evidence over a long period of time. The ruling by the Court of
Criminal Appeals ignores statutory language surrounding criminal appeals,
which is why we are asking the court for a rehearing.”
The attorney general is also asking the Court of Criminal Appeals to stay
the ruling for rehearing.

NEW TECHNOLOGY CAN LEAD TO A BREAK IN
CASES INVOLVING AN UNIDENTIFIED BODY
OKLAHOMA CITY, Okla. - The state’s premier investigative agency is utilizing advanced technology to give an unidentified body a name. The Oklahoma
State Bureau of Investigation (OSBI) recently acquired 11 Evolution mobile
ID scanners that are assigned to Crime Scene Agents across the state. The
agents use the handheld device to scan the fingerprints of an unidentified
person, which are then run through state and federal databases, with results
returned in minutes.
“The first step in getting justice for a victim and their family is to know who
they are,” said OSBI Director Ricky Adams. “If we don’t know a person’s identity, it is incredibly difficult, if not impossible, to find the perpetrator responsible
for their death. I believe the investment in this technology can be the first lead
in a case that involves an unidentified victim.”
If an unidentified victim is found, agents will place the victim’s finger on the
device, which is approximately the size of a cellphone. Utilizing an internet
connection, the fingerprint scans are then run against the OSBI’s Automated
Fingerprint Identification System (AFIS) and the FBI’s Repository for Individuals of Special Concern (RISC) in search of a match. If there is a fingerprint
match in either database, the results are returned to the agent within minutes.
Each device cost $3,150 for a total investment of $34,650.
Within a week of being deployed, the device led to the identity of a deceased female. She was found in Ottawa County on July 13, 2020. An OSBI
Crime Scene Agent was able to scan her fingerprints and within minutes her
identity was confirmed.
