PREVENTION MONTH
ESSENTIALS FOR CHILDHOOD
The CDC’s National Center for Injury Prevention and Control defines three critical
qualities of relationships and environments
that can reduce the occurrence and negative
effects of child maltreatment and other ACEs
(CDC, 2019):
1. Safety: The extent to which a child is free
from fear and secure from physical or psychological harm within his or her social and
physical environment
2. Stability: The degree of predictability and
consistency in a child’s social, emotional, and physical environment
3. Nurturing: The extent to which children’s physical, emotional, and developmental needs are sensitively and consistently met
CDC’s Essentials for Childhood focuses on four goals that are critical for creating
the context for safe, stable, nurturing relationships and environments:
Goal 1: Raise awareness and commitment to promote safe, stable, nurturing
relationships and environments for all children
Goal 2: Use data to inform actions
Goal 3: Create the context for healthy children and families by changing norms
and programs Goal 4: Create the context for healthy children and families through
policies
While each individual goal is important, meeting the four goals together is more
likely to build a comprehensive foundation of safe, stable, and nurturing relationships and environments for children. CDC has funded seven State health departments to implement the four goals.

The Oklahoma State Bureau of Investigation
(OSBI) is offering a $10,000 reward for information about the disappearance of Nathan Wayne
Smith of Tecumseh. He was last seen by a family
member in Tecumseh on January 22, 2020. However, there are reports that he
was seen in Tecumseh on January 27, 2020. Smith left all of his personal effects
and food stamp card at his home.
Smith is described as a white male, 170 pounds, 5’7” tall with brown hair and
hazel eyes. He would be 36 years old. Smith has distinctive tattoos. One is a
skull that is on his right shoulder with the words ‘Love Thy Neighbor’ and the
other is across his collar bone and says ‘It is what it is.’

A convicted felon was taken into custody not
once, but twice, in one week after investigators
found guns and drugs at his home.
Jeffery Griggs, 34, of Marietta, was charged
March 16 with possession of firearm AFFC, and
then again on March 20, along with an additional charge of possession of CDS
cocaine, in Love County District Court.
According to the Love County Sheriff Andy Cumberledge, on Thursday, March
16, in the early morning hours, deputies responded to a shots fired call at a
home in Love County.
Deputies arrived on scene a short time after the call, and through investigation,
determined that the homeowner, Griggs, a convicted felon, was intoxicated and
in possession of a loaded 9 mm handgun. He was arrested and booked into the
Love County Detention Center on gun related charges.
Through the investigation of the incident, deputies were able to gather information that indicated there were more guns in the home, as well as illicit narcotics.
A search warrant for the home was applied for and granted through the district
courts.
On Friday, March 17, a lawful search of the home was conducted and deputies were able to locate additional firearms, including a loaded AR-15 rifle, an
assortment of ammo in various calibers, several additional loaded magazines,
several gun parts, as well as a clear baggy containing approximately 14 grams
of cocaine.
Griggs, who had gotten out on bond prior to the search, was again arrested
for gun and narcotic related charges and booked back into the Love County
Detention Center.
“A great example of hard work by our Deputies and a testament to job specific
training and skills being developed and implemented to better protect the citizens of our county,” Sheriff Cumberledge said.

On March 13, Tulsa Police Officers were
called out to the distribution facility for Amazon near 46th St N and 169 for a report of
embezzlement.
Management provided Officers with photo and video evidence of an employee, identified as Ryan Riehl, stealing Samsung Galaxy and Google Pixel phones from shipment pods
over the past month.
In total, Riehl stole between $15,000-20,000 in phones.
During questioning, Riehl admitted to stealing the phones and reselling them to local cell phone stores because he was, “Just so damn
broke.”
Riehl was arrested for Embezzlement AFCF (After Former Conviction of a Felony).

someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A DAY IN COURT
Ardmore man Christopher Eddie Loftis, 45, is
facing several felony charges after he allegedly
engaged in trafficking methamphetamine and
fentanyl.
According to reports, Loftis went to an Ardmore residence on February 22 and retrieved a package left for him, knowing
it contained large quantities of meth and fentanyl.
The man also had two pistols in his possession. He was previously convicted of trafficking illegal drugs in April 2010.
Loftis is being charged with two counts of attempting or endeavoring to
engage in aggressive trafficking of drugs and two counts of possession of
firearms after conviction or during probation. His bond was set at $500,000,
and he was scheduled to appear in court on March 30, 2023.

IN A NEW YORK
MINUTE
Two people were arrested in mid March after a
deputy found a large amount of marijuana and cash
in their possession during a traffic stop.
Reports state that a Murray County Reserve deputy saw a vehicle traveling approximately 10 miles
over the speed limit. He tried to stop the vehicle,
but the driver traveled several more miles before
eventually coming to a stop near the Murray/Garvin
County Line.
The driver was identified as 42-year-old New York
woman Coco Li, 42. The passenger was 46-year-old
Jacky Chen of Davis.
The deputy searched the couple’s vehicle and
found just over one pound of raw marijuana. He also
found $3,268 in cash. The couple told the deputy
that they were taking the marijuana to a business in
Garvin County.
They are both being charged with possession of
a controlled dangerous substance with intent to distribute, conspiracy to commit a felony, and possession of drug proceeds derived from or intended to
be used for illegal drug activity. Their bonds were
set at $1,500, and they are scheduled to appear in

Accused car thief released from NC jail allegedly steals bond agent’s SUV
CHARLOTTE, N.C. — A man accused of stealing a car apparently could not resist another theft
when he bonded out of jail.
According to a bail bond agent in Charlotte, North Carolina, her vehicle was
stolen after she went inside the Mecklenburg County Jail on Dec. 30 to post bail
for a client, WSOC-TV reported. She accused a man who had just posted bail
of swiping her vehicle.
“He has to be the boldest and the dumbest criminal in the city,” Nymea Cropper told the television station. “The audacity to get out of jail, walk outside of the
jail and steal a car.”
According to police, Anthony Deshawn Goddard, 29, posted $3,000 bail after
being arrested on Dec. 29. According to online Mecklenburg County Sheriff’s
Office booking records, Goddard had been charged with possession of stolen
goods, resisting an officer, reckless driving, speeding, and operating a vehicle
without an operator’s license.
According to police, surveillance video showed Goddard breaking into Cropper’s SUV and driving away, WSOC reported.
“The car was definitely stolen at 11:02 (p.m.). I came outside at 11:05,” Cropper told the television station. “So this kid just thinks he can steal a car and
nothing’s going to happen to him.”
Cropper said that she has spoken to other bail bond businesses and believes
that if the alleged thief is caught, bail will be next to impossible to secure. She
also reiterated her message to the person who swiped her vehicle.
“I would say you’re stupid,” Cropper told WSOC. “You’re the stupidest criminal and I can’t wait until you get caught, ‘cause no one is going to bond you
out,” she said.

Investigation (OSBI) Internet Crimes Against
Children (ICAC) Unit arrested Christopher
Spaulding, 19, for allegations of possessing
child pornography.
The case originated in October 2022 when the National Center for Missing
and Exploited Children (NCMEC) received a report of suspected child pornography from Dropbox. The IP address associated with the account was located in Altus and NCMEC forwarded the tip to the Altus Police Department.
Altus police requested assistance from the OSBI ICAC Unit in December.
On March 2, agents served a search warrant at a residence in the 1000
block of N. Jackson Street in Altus. Spaulding was arrested at the home
and transported to the Jackson County Jail. He is facing one felony charge
of Aggravated Possession of Child Pornography and one felony charge of
Violation of the Oklahoma Computer Crimes Act. Spaulding is being held
without bail.
OSBI was assisted by the Jackson County Sheriff’s Office and the District

ILLEGAL GROW OPERATION SHUT DOWN
Early in the morning of March 21, the
Marshall County Sheriffs Office, with our
partners from the Oklahoma Bureau of
Narcotics, served a search warrant on
an illegal marijuana grow on Sartin Road.
We seized and destroyed a little over
3,000 plants.
The Sheriffs Office would like to say
thank you to County Commissioner Duroy and his crew for helping in the haul
off, EMA Daniel Nixon, and thank you to
the Bureau of Narcotics.
The investigation did take some time
to verify licensing; during this investigation, it was found that the grow was an
illegal grow. There are some things to
follow up on and when the investigation
is complete, paperwork will be submitted to the District Attorneys Office.

A former detention officer with the McClain
County Jail in Purcell, pleaded guilty to being deliberately indifferent to a substantial risk of serious
harm to a pretrial detainee’s physical safety, thereby violating the pretrial detainee’s constitutional
civil rights.
According to court documents and admissions, on April 21, 2019, Kyle Tecumseh, 25, was involved with moving a pretrial detainee, B.B., into a jail cell
with a senior United Aryan Brotherhood (UAB) gang member whom Tecumseh
knew was angry at and posed a danger to B.B. Thereafter, Tecumseh allowed
another detention officer to move several more UAB gang members into the
cell with B.B. and the senior UAB gang member. The UAB gang members then
physically attacked B.B., as Tecumseh knew was likely to occur.
“As a detention officer, this defendant had a duty to ensure that the civil rights
of pretrial detainees under his care and custody were protected,” said Assistant
Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division.
“Instead, the defendant abused his power and authority by allowing a pre-trial
detainee to be put in a situation where he faced a substantial risk of physical
harm. The defendant is now being held accountable for his actions, and the
Justice Department will continue to ensure that corrections officials are held responsible when they violate the civil rights of detainees and inmates under their
care, custody and control.”
“Criminal conduct by any detention staff member erodes public trust and
unfairly compromises the reputation of all corrections officials who honorably
serve,” said U.S. Attorney Robert J. Troester for the Western District of Oklahoma. “Today’s (March 21) guilty plea demonstrates our continuing commitment to
protect all Oklahomans, including those in custody. I commend the prosecutors
and law enforcement officials for their efforts here.”
“There is never a reason for a detention officer to resort to violating an inmate’s civil rights. The FBI understands that working in a correctional institution
is stressful and dangerous work, and the vast majority of the men and women working in these institutions do their jobs honorably on a daily basis,” said
Special Agent in Charge Edward J. Gray of the FBI Oklahoma City Field Office.
“When an officer violates the rights of detainees in their care, it erodes public
trust in these important positions and damages the reputation of the hard-working officers who continue to serve.”
Tecumseh faces a maximum sentence of 12 months imprisonment and a
$100,000 fine. In addition, according to court documents, Tecumseh agreed to
never again seek employment in any law enforcement capacity and to pay the
victim any owed restitution. A sentencing will be set by the court in approximately 90 days.
