DIRTY DEEDS
A joint effort by multiple law enforcement agencies
nabbed another alleged child predator using the dark
web to do his dirty deeds.
Benny Christopher Weldon, 27, was charged July
26 with two counts of distribution of child pornography, one count of engaging in a pattern of criminal
offenses, and one count of violation of the Oklahoma
computer crimes act, in Garvin County District Court.
According to a press release by the the Garvin
County Sheriff’s Office, their office, in collaboration
with Cleveland County Sheriff’s Office Deputies and the Oklahoma Department of
Corrections, successfully concluded a critical investigation into the possession and
distribution of Child Sexual Exploitation Material. The investigation began following a
CYBERTIP reported to the National Center for Missing and Exploited Children (NCMEC).
On July 23, the Garvin County Sheriff’s Office received the CYBERTIP indicating
multiple videos containing child sexual exploitation material had been uploaded to a
specific server. Investigators tracked the IP address used for the uploads to a residence in Garvin County, leading them to a Benny Weldon of Pauls Valley.
A search warrant was obtained and executed on July 25 at the his residence. Benny Weldon was taken into custody and brought to the Garvin County Sheriff’s Office
for questioning. During the interview, Weldon confessed to using a dark web site to
obtain and distribute child pornography, admitting his specific intent to trade these
materials with other users.
In a collaborative effort, detectives from Garvin County and Cleveland County, along
with the Oklahoma Department of Corrections, worked tirelessly to gather evidence
and bring this case to a successful resolution.
Sheriff Jim Mullett of Garvin County expressed his gratitude for the combined efforts.
“This case underscores the importance of inter-agency cooperation in addressing heinous crimes. I want to extend my heartfelt thanks to the Cleveland County
Sheriff’s Office Deputies, Oklahoma Department of Corrections, and our dedicated
Garvin County Deputies for their exemplary work and dedication. Their joint efforts
have been instrumental in swiftly resolving this matter and ensuring the safety of our
community.”
Benny Weldon was arranged at the Garvin County Courthouse and was issued a
$250,000 bond The investigation remains ongoing as authorities continue to review
evidence and ensure justice is served.

AROUND THE STATE
On July 21, the Tulsa Police Department posted
about a suspect who exposed himself and threatened a violent sex act. Thanks to all of the tips, we
were able to identify him and Officers with the IMPACT Unit located and arrested him.
The suspect, Joshua Milligan, was arrested at Admiral and Harvard at 12:30 p.m. on June 28. He was
brought down to Detective Division where he was
questioned about the incident.
Here are a couple of highlights from the interview:
• He admitted to being the person at the store and being told to leave
• Even though it was recorded on audio, when asked why he threatened to “Rape”
the store owner’s daughter, he claimed he said he was going to “Rake” her. He said
that’s a “Mafia” meaning to kill a person.
• When he was asked why he said he was going to “F--- Her”, he said he meant
to say “F--- Her Over”. (FYI “F---” is an expletive we’re redacting, in case you weren’t
picking up on that)
• As far as exposing himself, he said his pants were sagging.
Milligan was charged July 5 with indecent exposure and threaten an act of violence, in Tulsa County District Court. Bond was set at $10,000.
Information from the original post:
On July 18, around 5:00 p.m., the white male
wearing the OSU jersey caused a disturbance in
front of a business near 51st and Yale.
When the owner asked him to leave, the suspect aggressively got up in the owner’s face. The
owner pushed him back and pulled a gun out in
defense, The suspect briefly retreated.
The suspect continued to exchange words
with the owner, cursed at him, and threatened to
rape his daughter (who was present).
The suspect eventually walked away but not
before threatening to rape his daughter again
and pulled down his pants to expose himself.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A BAD DECISION
A Thackerville Police Officer is facing a felony charge
after he allegedly took a gun from a home he was sent
to investigate.
Erwin Kenneth Parker, 29, was charged July 8 with
Larceny from the House, in Love County District Court.
According to OSBI, on June 13, the Thackerville Police Department requested the Oklahoma State Bureau
of Investigation to investigate a stolen firearm.
On April 3, Thackerville Police Officer Erwin Kenneth
Parker responded to an unattended death near Sandpiper Road and Highway 77 in
Thackerville. On June 10, the Thackerville Police Department was notified that while
at the scene, Parker took a firearm from the property without reporting it. He then later
transported the weapon to his personal residence.
Based on the information and evidence gathered by OSBI special agents, Parker
was arrested and booked into the Love County Jail on July 3.
Bond for Parker was set at $20,000 and he is scheduled to next appear in court on
August 8 for his preliminary hearing status conference.

ARDMORE MAN SENTENCED FOR
FEDERAL FIREARM CHARGE
Pete Allen Knight, Jr., 40, of Ardmore, was sentenced to 47 months in prison for one count of illegal
possession of a firearm and ammunition.
The charge arose from an investigation by the
Oklahoma Bureau of Narcotics and the Federal Bureau of Investigation.
On December 18, 2023, Knight pleaded guilty to
one count of Felon in Possession of a Firearm and
Ammunition.
According to investigators, on July 17, 2023, Knight knowingly possessed a firearm
and 45 rounds of ammunition after having been previously convicted of a crime punishable by more than one year imprisonment.
Knight will remain in the custody of the U.S. Marshal pending transportation to a
designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

OUT GOES THE LIGHTS
On Tuesday, July 23, state and local law enforcement authorities served a Search Warrant at a large marijuana growing operation in southern Oklahoma as part of an ongoing
investigation into out-of-state black market marijuana trafficking. The Search Warrant was executed at 1420 Smokey
Ridge Road in Ardmore.
Oklahoma Bureau of Narcotics (OBN) Spokesman Mark
Woodward says the investigation into this location began in
November of 2023.
“During the investigation, OBN Agents identified people
going to the farm and illegally purchasing more than 50
pounds of marijuana per visit. Additionally, we determined
the operators of this marijuana farm were loading as much
as 1,000 pounds of marijuana at a time into refrigerated
semi-trucks that would transport the product to the black
market in places such as New York City, Chicago, and parts
of Florida.”
Departments involved in the Search Warrant included
OBN, the Oklahoma Medical Marijuana Authority (OMMA),
the Oklahoma Attorney General’s Office, and the Carter
County Sheriff’s Office. Agents seized 106,062 marijuana
plants, 1,120 pounds of processed marijuana, and made two arrests.
Wen Bin Huang, 34, and Wen Zhao Huang, 37, were taken into custody where they
face a variety of charges, including Aggravated Trafficking of Marijuana.
Cooperative strategies with state and local agencies have resulted in a dramatic reduction of criminal organizations operating illegal farms in Oklahoma. OBN Registrations for
growers dropped from 9,400 in 2021, to 6,400 in 2022, and today that number is down
to approximately 3,000.
“Oklahoma’s marijuana program is no longer viewed nationally as the so-called ‘wild
west of weed’. Oklahoma now has gained a proud reputation for having some of the
most efficient and effective regulatory oversight and criminal enforcement of any medical
marijuana state. The industry, itself, has expressed continued support and appreciation
for our efforts to protect the legitimate businesses and cut off the black market,” said
OBN Director Donnie Anderson.

The OSBI Cold Case Unit is seeking information regarding the murder of 47-year-old Doyle
Watson.
In July of 1982, Watson was found deceased
in Cotton County, Oklahoma. The specific location was a quarter mile east of Highway 277 and
one mile north of the Texas border.
Investigators determined Watson sustained

Ice, ice, baby
A Dumfries, Va., man’s morning of mischief was literally put on ice after a crash at a Stafford County (Virginia) convenience store.
On July 14th at 2:57 a.m. Deputies S.A. Edwards,
D.S. Jett and C.M. Sterne responded to a single vehicle crash at the Valero at 620 Cambridge Street. They
arrived to find an Acura MDX had driven over the curb
and caused significant damage to the ice machine at
the side of the
business. The driver continued to reverse and pull
forward until deputies activated the lights and sirens on the patrol cars.
The driver was identified as Eric McDonald, 36,
and he refused to exit the vehicle. McDonald was
extracted from the vehicle and deputies noticed he
had a strong odor of alcoholic beverage as well as
glassy, bloodshot eyes and slurred speech.
McDonald was charged with DUI second offense in 10 years, three counts of obstruction,
felony destruction of property, refusal, no insurance and no registration. He was also found to be
wanted for a contempt of court charge from Stafford General District Court. McDonald was placed
in the Rappahannock Regional Jail pending his
ability to participate in a bond hearing.

On Friday, July 19, OBN’s Marijuana Enforcement Teams (MET) served a
Search Warrant at 17368 Fobb Bottom Road in Kingston for operating a marijuana grow without an active OBN Registration. OBN MET Agents seized
5,212 marijuana plants and 178 pounds of processed marijuana. Arrests are
pending. OBN MET was assisted by the Marshall County Sheriff’s Office and
the Chickasaw Nation Light Horse Police Department.

WAKE OF
DESTRUCTION
An Oklahoma City man left a wake of destruction in his path after he ran from Purcell police at
a high rate of speed, sending one person to the
hospital.
Ricardo Campaner Juracan, 18, was charged
July 22 with felony endangering others while eluding/attempt to elude police and person involved in
personal injury accident while under the influence
of alcohol/intoxicating liquor, in McClain County District Court.
According to a press release by the Purcell Police Department, on July 21, at
approximately 10:52 p.m., Officer Martz was patrolling near the 1500 block of S.
Green Ave. when he observed a white Chevy Avalanche traveling at a high rate
of speed. Using his radar, Officer Martz confirmed the vehicle was traveling 68
mph in a 45-mph zone. Upon attempting to stop the vehicle, the driver accelerated, initiating a pursuit.
The suspect vehicle continued north on S. Green Ave., running a red light at
Wyatt Rd. and reaching speeds of 90 mph. Near the intersection of Jackson St.
and N. Green Ave., the vehicle collided
with the center median curb but continued to evade Officer Martz.
The suspect struck another vehicle
from behind near W. Lincoln St., causing it to roll into a ditch. Despite the
collision, the suspect vehicle continued
through the light at W. Grant St. and
N. Green Ave. before ultimately crashing into a ditch on the east side of the
roadway. The driver, identified as Ricardo Campaner Juracan, fled on foot but
was quickly apprehended by officers.
The other driver involved in the collision was transported to the hospital in
Oklahoma City with non-life-threatening injuries.
Bond for Juracan was set at $75,000.
