the $50,000 beer and smokes
Pauls Valley man Michael Shane Nanney,
46, is facing two felony charges after he allegedly used a gun to steal a beer and two
packs of cigarettes from a convenience store
on December 22.
Reports state Nanney went to the store in
the 800 block of East Grant and pointed a
gun at an employee. Video footage caught by
security cameras showed Nanney walk into
the store, grab a can of beer from the cooler,
then walk up to the counter and ask for two
packs of cigarettes.
While the cashier was ringing up the items,
Nanney lifted up his jacket and pulled a black
revolver out of his waistband. He pointed the
gun at the cashier before grabbing the items
and leaving the store without paying.
The items totaled $18.13.
Around 4:30 a.m., Pauls Valley officers and Garvin County deputies went
looking for the man. Their search led them to the 500 block of South Willow,
where Nanney lived with a family member. They saw him walk out of a storage
shed that he stays in on the property – he was wearing the same clothes as
the cashier described the suspect was wearing.
Nanney resisted arrest and even tried to kick out the window of a patrol
vehicle on the way to jail.
During booking, officers found five .22 caliber bullets in his pants pocket.
The bullets went with a .22 caliber revolver officers found while searching
Nanney’s shed. They also found 40 more rounds that went with the weapon
and a crushed can of beer he allegedly took from the convenience store during the robbery.
Nanney is being charged with robbery with a weapon and bringing contraband into jail/penal institution. His bond was set at $50,000, and he is scheduled to appear in court on January 31, 2020.

“Joe Exotic” Sentenced to 22 Years for Murder-For-Hire and
for Violating the Lacey Act and Endangered Species Act
Joseph Maldondo-Passage, also known as Joseph Allen Maldonado, Joseph Allen Schreibvogel, and “Joe Exotic,” 56, formerly of Wynnewood, has been sentenced to 22 years in prison
after a federal jury convicted him of two counts of murder-forhire, eight counts of violating the Lacey Act for falsifying wildlife
records, and nine counts of violating the Endangered Species
Act, announced U.S. Attorney Timothy J. Downing.
“We are thankful for the Court’s thoughtful consideration of
the gravity of this murder-for-hire scheme, as well as the defendant’s egregious wildlife crimes in imposing a 22-year sentence,” said U.S. Attorney Downing. “This sentence is the result
of countless hours of detailed investigative work by the U.S. Fish
and Wildlife Service and the Federal Bureau of Investigation.”
“Today’s sentencing of Joseph Maldonado-Passage should
serve as a reminder that the FBI and our law enforcement partners will not tolerate those who
orchestrate murder-for-hire or violate U.S. wildlife laws,” said Special Agent in Charge Melissa
Godbold of the FBI’s Oklahoma City Field Office. “The FBI would like to thank our partners
for their efforts on this joint investigation.”
On September 5, 2018, a federal grand jury returned an indictment that accused Maldonado-Passage of hiring an unnamed person in November 2017 to murder “Jane Doe” in
Florida and also hiring a person who turned out to be an undercover FBI agent to commit
that murder. A superseding indictment handed down on November 7, 2018, further alleged
Maldonado-Passage falsified forms involving the sale of wildlife in interstate commerce, killed
five tigers in October 2017 to make room for cage space for other big cats, and sold and
offered to sell tiger cubs in interstate commerce. Because tigers are an endangered species,
these alleged killings and sales violated the Endangered Species Act.
During a trial that began on March 25, a jury heard evidence that Maldonado-Passage
gave Allen Glover $3,000 to travel from Oklahoma to South Carolina and then to Florida to
murder Carole Baskin, with a promise to pay thousands more after the deed. Baskin, a critic
of Maldonado-Passage’s animal park, owns a tiger sanctuary in Florida and had secured a
million-dollar judgment against Maldonado-Passage.
The evidence further showed that beginning in July 2016, Maldonado-Passage repeatedly
sought someone to murder Baskin in exchange for money, which led to his meeting with an
undercover FBI agent on December 8, 2017. The jury heard a recording of his meeting with
the agent to discuss details of the planned murder.
In addition to the murder-for-hire counts, the trial included evidence of violations of the
Lacey Act, which makes it a crime to falsify records of wildlife transactions in interstate commerce. According to these counts, Maldonado-Passage designated on delivery forms and
Certificates of Veterinary Inspection that tigers, lions, and a baby lemur were being donated
to the recipient or transported for exhibition only, when he knew they were being sold in
interstate commerce.
Finally, the jury heard evidence that Maldonado-Passage personally shot and killed five
tigers in October 2017, without a veterinarian present and in violation of the Endangered
Species Act.
After only a few hours of deliberation, the jury returned guilty verdicts on both murder-forhire counts, eight Lacey Act counts, and nine Endangered Species Act counts.
On January 22, 2020, U.S. District Judge Scott L. Palk sentenced Maldonado-Passage
to 264 months in federal prison. That sentence includes (1) 108 months on each of the
two murder-for-hire counts to run consecutively to each other, (2) 12 months on each of the
Endangered Species Act violations to run concurrently to each other and to all other counts,
and (3) 48 months on each of the Lacey Act violations to run concurrently with each other
but consecutive to the two murder-for-hire counts. Judge Palk also ordered MaldonadoPassage to spend three years of supervised release upon release from prison. In announcing
the sentence, the Court noted the seriousness of Maldonado-Passage’s conduct and his
reluctance to accept responsibility.

voyles facing additional charges
A Thackerville man accused of sexually abusing his children last year is facing additional felony charges after he was deemed competent to
stand trial.
Chester Dale Voyles, 48, was charged January 7, 2020, with five counts child neglect, five
counts of child abuse, and one count of rape
first degree victim under age 14, in addition to
the felony charges filed last year.
Voyles and his wife, 32-year-old Cynthia Maria
Voyles, were jailed after their five children were
placed into protective custody in February 2019.
Reports state that one of the children spoke to a
teacher at Thackerville Schools on February 22,
2019. What the child said alarmed the teacher,
who contacted authorities immediately.
Thackerville police went to the school and the five children were removed
from school and placed into protective custody. Officers then secured a search
warrant to search the Voyles’ home. At the house, they found evidence that
supported the children’s accounts of abuse at the hands of their parents.
On February 24, 2019, officers were informed that the couple was in the
Ardmore area. Police quickly found the couple and placed them under arrest.
Prior to being arrested, Cynthia Voyles called a local news station and left
a message stating that she didn’t know why her kids were removed from the
home. She said police called her husband a predator, but he wasn’t one. She
said he was disabled and had never been charged as a child predator.
In October 2019, Chester Voyles was deemed competent to stand trial.
Reports state the new allegations claimed Voyles withheld food from all five
children and that the children’s living conditions were “unsanitary,” and that he
would “use unreasonable” and “excessive force” to hit the children “without
just cause.”
Voyles is now accused of raping one of the children sometime between
Oct. 2018 and Jan. 2019, hence the rape first degree charge.
A jury trial is set for April 27, 2020, at 9:00 a.m.

Shawn Karr, 33, was charged January 6, 2020,
with one count of felony embezzlement in Choctaw County District Court.
According to the Oklahoma State Bureau of Investigation, OSBI agents arrested Karr, who was at
the time a Boswell Police Officer, after allegations
arouse that he pawned his departmental-issued
firearms. The investigation began on December
13, 2019, when the Choctaw County Sheriff requested OSBI investigative assistance after receiving information that Karr pawned four of his department firearms.
The investigation resulted in Karr’s arrest at Boswell City Hall. He was
taken to the Choctaw County Jail and his bond was set at $10,000.

A 31-year-old Ardmore man is facing up to 45
years in prison after police found child pornography in his possession earlier this month.
Connor A. Tubbs was arrested for the felony
charges on January 8.
According to reports, the FBI contacted the
Carter County Sheriff’s Officer in November and
advised that they had a computer address in the
Ardmore area that was potentially sharing files of
pornography involving sexually exploited juveniles.
Deputies investigated the allegations and found
several images and videos showing sexual acts
involving children and animals in Tubbs’s possession.
The man was placed under arrest at his home east of Dickson on State
Highway 199.
Tubbs is being charged with two counts of possession of juvenile pornography and violation of OK statute via computer. His bond was set at
$10,000, and he is scheduled to appear in court on February 2, 2020.
