FROM RUSSIA

A man from Brooklyn, New York, is facing
charges of kidnapping after he allegedly assaulted
a woman in February.
According to reports, Tonkawa officers arrested Diyorbek Matyakubov, 24, at the Pilot Flying J
Truck Stop on west South Avenue on February 26. He allegedly threw a woman
into a semi and hit her.
The victim was Russian and used text to communicate with officers. She told
them that Matyakubov was her husband. She also told officers to leave them
alone.
Officers noticed that Matyakubov had scratches on his back and neck. Some
of the scratches were bleeding. The man told officers that he got jealous over
something. The victim tried to hug him, and he pushed her away.
A witness told investigators that they saw the victim walking across the road.
Matyakubov grabbed her and dragged her to the truck. He allegedly threw her
inside the truck, took off his shirt, and then started hitting her.
Matyakubov is being charged with kidnapping and domestic abuse. His bond
was set at $25,000. His court date was unavailable at the time of publication. RASHELL

PONCA CITY MAN
SENTENCED FOR SEX
ABUSE
On March 21, Jalen Wolfelkins Harris, 29, of
Ponca City, was sentenced to serve 15 years in
federal prison for sexual abuse of a minor in Indian
country, announced United States Attorney Robert J. Troester.
On January 18, 2022, a federal grand jury returned a one-count Indictment
against Harris for sexual abuse. The Indictment alleged Harris knowingly engaged in a sexual act with a victim who was physically incapable of declining
participation in that sexual act. On February 16, 2022, a Superseding Information
charged Harris with one count of sexual abuse of a minor in Indian country.
On March 2, 2022, Harris pleaded guilty to the Superseding Information.
At a sentencing hearing on march 21, U.S. District Judge Bernard M. Jones
sentenced Harris to serve 180 months in federal prison. In support of his sentence, Judge Jones cited, among other things, the serious nature of the offense
and the fact that the victim was under Mr. Harris’ care. Judge Jones also ordered
that upon release from prison, Harris must serve five years of supervised release.
Additionally, upon his release from prison, Harris will be required to register as a
sex offender. Harris has been in federal custody since December 30, 2021. JERRY

WHAT WERE YOU

Accused car thief released from NC jail allegedly steals bond agent’s SUV
CHARLOTTE, N.C. — A man accused of stealing a car apparently could not resist another theft
when he bonded out of jail.
According to a bail bond agent in Charlotte, North Carolina, her vehicle was
stolen after she went inside the Mecklenburg County Jail on Dec. 30 to post bail
for a client, WSOC-TV reported. She accused a man who had just posted bail
of swiping her vehicle.
“He has to be the boldest and the dumbest criminal in the city,” Nymea Cropper told the television station. “The audacity to get out of jail, walk outside of the
jail and steal a car.”
According to police, Anthony Deshawn Goddard, 29, posted $3,000 bail after
being arrested on Dec. 29. According to online Mecklenburg County Sheriff’s
Office booking records, Goddard had been charged with possession of stolen
goods, resisting an officer, reckless driving, speeding, and operating a vehicle
without an operator’s license.
According to police, surveillance video showed Goddard breaking into Cropper’s SUV and driving away, WSOC reported.
“The car was definitely stolen at 11:02 (p.m.). I came outside at 11:05,” Cropper told the television station. “So this kid just thinks he can steal a car and
nothing’s going to happen to him.”
Cropper said that she has spoken to other bail bond businesses and believes
that if the alleged thief is caught, bail will be next to impossible to secure. She
also reiterated her message to the person who swiped her vehicle.
“I would say you’re stupid,” Cropper told WSOC. “You’re the stupidest criminal and I can’t wait until you get caught, ‘cause no one is going to bond you
out,” she said.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

and food stamp card at his home.
Smith is described as a white male, 170 pounds, 5’7” tall with brown hair and
hazel eyes. He would be 36 years old. Smith has distinctive tattoos. One is a

AROUND
THE STATE
Agents from the Oklahoma State Bureau of
Investigation (OSBI) Internet Crimes Against
Children (ICAC) Unit arrested Christopher
Spaulding, 19, for allegations of possessing
child pornography.
The case originated in October 2022 when the National Center for Missing
and Exploited Children (NCMEC) received a report of suspected child pornography from Dropbox. The IP address associated with the account was located in Altus and NCMEC forwarded the tip to the Altus Police Department.
Altus police requested assistance from the OSBI ICAC Unit in December.
On March 2, agents served a search warrant at a residence in the 1000
block of N. Jackson Street in Altus. Spaulding was arrested at the home
and transported to the Jackson County Jail. He is facing one felony charge
of Aggravated Possession of Child Pornography and one felony charge of
Violation of the Oklahoma Computer Crimes Act. Spaulding is being held
without bail.
OSBI was assisted by the Jackson County Sheriff’s Office and the District
3 Drug Task Force. JACK

ESSENTIALS FOR CHILDHOOD
The CDC’s National Center for Injury Prevention and Control defines three critical
qualities of relationships and environments
that can reduce the occurrence and negative
effects of child maltreatment and other ACEs
(CDC, 2019):
1. Safety: The extent to which a child is free
from fear and secure from physical or psychological harm within his or her social and
physical environment
2. Stability: The degree of predictability and
consistency in a child’s social, emotional, and physical environment
3. Nurturing: The extent to which children’s physical, emotional, and developmental needs are sensitively and consistently met
CDC’s Essentials for Childhood focuses on four goals that are critical for creating
the context for safe, stable, nurturing relationships and environments:
Goal 1: Raise awareness and commitment to promote safe, stable, nurturing
relationships and environments for all children
Goal 2: Use data to inform actions
Goal 3: Create the context for healthy children and families by changing norms
and programs Goal 4: Create the context for healthy children and families through
policies
While each individual goal is important, meeting the four goals together is more
likely to build a comprehensive foundation of safe, stable, and nurturing relationships and environments for children. CDC has funded seven State health departments to implement the four goals.
For additional information on Essentials for Childhood, refer to the following:

Environments

Programmatic Activities

THREE ARRESTED
FOR INVOLVEMNET IN
DEADLY ATTACK
Three suspects were arrested for the murder of
Codie King in Bartlesville last month.
According to reports, Nowata man Joshua
Lee Brown, 34, went to the victim’s apartment
in Bartlesville. Amber King also lived at the residence. The victim wouldn’t let Brown into the
apartment and the two men started fighting near
the door. Brown made a pushing motion and the
victim moved away from the door.
Brown told investigating officers that he tried to
walk down the hallway to a third-party, but the
victim tried to stop him, and they started fighting
again.
17-year-old Colton Patch Tallchief then walked
into the apartment with a small silver gun. Brown
told officers he saw Tallchief shoot the victim. He
also said Tallchief had been talking about shooting people earlier that day.
Brown is being charged with burglary in the first degree and possession of a
firearm after a former felony conviction. His bond was set at $100,000, and he is
scheduled to appear in court on April 28, 2023.
Formal charges, court date, and bond information for Tallchief were unavailable at the time of publication. Since he is native, he will be seen in federal court
after the FBI arrests him.
King is being held on a $25,000 bond for bail jumping, as well as her involvement in the case.
