Police arrested a Bartlesville man
on the run the day after his 39th birthday wearing nothing but his birthday
suit and a pair red boxer shorts.
Austin Riley, of Bartlesville, was
taken into custody July 10 and
charged with unauthorized use of a
vehicle AFC for taking his girlfriend’s
car without permission.
According to the police affidavit,
Officer Travis Martinez responded
to a call from the 1100 block of S.
Dewey in reference to an intoxicated
man beating on the door of the residence. When Martinez got close to
the house, a woman waved him down and told him the man, Riley, was
wearing khaki colored shorts, no shoes and no shirt. She added he ran
north into the alley east of her home and was very drunk.
Police were already looking for Riley because the same woman who
stopped Martinez reported Riley, who was her boyfriend, had taken her
car without her permission earlier in the evening.
Other officers involved with the car-napping case assisted in searching the area for Riley. Martinez began driving west bound on 11th St.
approaching Dewey when he saw Riley in the alley directly behind the
woman’s house. Another officer radioed that Riley ran behind a white
shed in the back yard. He was found hiding beside the shed wearing
only a red pair of boxers.
Riley was indeed extremely drunk, reeked of booze and slurred his
words. While Riley was speaking, he stated that he had parked his girlfriend’s vehicle at a friend’s house.
Riley was taken to the Washington County Jail. Bond was set at
$30,000 and he was ordered back to court July 31.

Criminal Appeals set Aug.

Canadian County death row

Hooper was convicted and
sentenced to death for the
murder of his ex-girlfriend,
Cynthia Lynn Jarman, 23,
and her two children, Tonya
Kay Jarman, 5, and Timmy
Glen Jarman, 3, on Dec.
7, 1993. Hooper shot each
victim in the head twice and
buried their bodies in a shallow grave in a secluded fi eld.
The victims had been missing for several days before
being discovered.
The truck that Cynthia had been driving also was
found abandoned and burned. Police records, including
domestic violence reports, show that Hooper and Jarman
had previously been in a physically violent relationship.
The 10th U.S. Circuit Court of Appeals upheld Hooper’s
convictions in 2002, but overturned his death sentences.
Hooper claimed his legal counsel made mistakes during
the second stage of his trial. In a 2004 hearing, Hooper
was once again sentenced to death.
Attorney General Scott Pruitt requested the execution
date on June 4, after the United States Supreme Court
denied the inmate’s fi nal appeal.

A Bartlesville man was taken into custody July 17
after he pointed a gun at his wife when he discovered
text messages from another man on her phone.
Daniel Bullick, 38, of Bartlesville, was formally
charged July 18 with felonious possession of a firearm
in Washington County District Court. If convicted, he
could face up to 10 years in prison and/or a fine of up
to $10,000, or both.
According to court documents, Bullick’s wife contacted Bartlesville police and told them her husband
got angry with her when he discovered the texts. He
then went into the closet, pulled a gun out and pointed it at her, telling her he was going to shoot and kill
her.
Police found a BB gun along with a loaded rifle in the closet. Bullick allegedly
admitted to pointing the BB gun at her.
Bullick was taken to the Washington County Jail on a complaint of feloniously
pointing a firearm. His bond was set at $25,000 and ordered not to have any
contact with the victim. His next court date is scheduled for August 8.

Ponca City police officers arrested
a man on suspicion of second-degree
burglary and conspiracy to commit a
felony July 3.
Around 3:30 a.m. June 19, the owner
of the Stop and Go convenience store in
Ponca City called officers in reference
to a burglary. Officer Jimmie Sherron
arrived to see the front door busted,
missing cigarette packs and a safe with
more than $1,200 inside.
Video surveillance showed three
men coming into the store to steal cigarettes. Not satisfied with getting away
the first time, two of the men came
back with another person and stole the safe.
Sherron interviewed a juvenile male who said he helped burglarize
the store with Christopher Thomas Brown, 21.
In an interview with Sherron, Brown admitted to being involved in
the burglary, saying that he, the juvenile, a friend and another man
he did not know took the safe and dumped it in the Arkansas River.
Brown made $60 after the money was divided between them, he said.
Brown remains in custody on a $100,000 bond.
Last year, Brown also racked up three second-degree burglary
charges and another charge of knowingly concealing stolen property. In those cases, he stole a phone, a black iPod and a Nintendo DS
from a house in Ponca City. He also stole several cartons of Marlboro
100 red and light cigarettes from the Stop and Go convenience store.
He pleaded guilty to two of the burglary charges and received a
delayed sentence through the Oklahoma Department of Corrections.
Final sentencing was scheduled for December 2012, but the new
charges have changed his court appearances.
Brown will next appear in court at 2 p.m. Sept. 7.

A Ponca City man is in custody on a $1 million bond as of June 29.
Ponca City Sgt. Brian Dye was dispatched to
a home on the 700 block of Ash Street after
receiving a call about a robbery in progress.
A woman reported that she was moving
into a home in Arkansas with her boyfriend,
so the pair was gathering items from her old
residence. Cameron Stevens, 20, let the couple
in, but there was another person in the house
ready to ambush them.
Stevens then locked the door and pointed a
pistol grip shotgun at them. The culprits took the couple’s cell phones
and her boyfriend’s keys and wallet, she said. Stevens believed the
woman’s boyfriend was a police officer, according to the affidavit.
To make matters worse, Stevens punched the man several times
and hit the woman in the leg with the back of the shotgun. The accomplice searched the victim’s truck.
When Stevens wasn’t looking, the boyfriend tried to get out of the
house, but he was caught, leading to a fight. The victim eventually
escaped, but Stevens hit him in the back of the head with the shotgun
several times, knocking him out. His girlfriend ran into an alley and
escaped, but not before seeing where Stevens hid the gun.
Dye obtained a search warrant for the house, which turned up
spent shotgun shell casings and a lead slug. He also saw a hole in the
wall that was consistent with the shotgun being fired.
Stevens was then arrested on complaints of two counts each of kidnapping, first-degree robbery and assault with a deadly weapon, as
well as possession of a firearm after a former felony conviction.
He was convicted in April of knowingly concealing stolen property
and received a four-year suspended prison sentence. His record also
shows charges of stalking, possession of a controlled substance and
domestic abuse.
Stevens’ last court date was July 18. A new court date has not yet
been set.

has been missing more than a month.
Samantha “Sam” Weaver was last heard from June 15 when she
texted her children’s father, saying she was on her way to pick them

Summer time can be a time of
fun, whether its at the lake, pool,
or any of the numerous other
activities to be found throughout this great state, but it is also
a time of serious heat. With temperatures reaching into the
100’s many times already, and more to come, I thought I would
touch on the way heat can affect your traveling plans, and some
tips to help you beat the heat!
First, be prepared. Cars suffer in the heat just like we do. If
and when they break down, you’ll want to be ready. Be familiar
with your emergency equipment in your vehicle. This means
learn where your jack, spare tire, and tire tool are. Learn how
to use them. Figuring that out on the side of the road at 102
degrees is no fun at all. The owner’s manual of your vehicle
has a section on roadside emergencies that can help you figure
out where the emergency equipment is stored, and tips on
how to use it. Learn the steps to change a flat! Although we
will be happy to help you if you are broken down, we aren’t
always close, and may not be able to get to you for a long period
of time. If you know how to get yourself out of a roadside
emergency, that’s less time you’ll spend in the heat.
Take lots of water with you if you are going on a trip, especially
if it’s a long one. Have a cell phone with you so you can call
for help if you need it. Be aware of your surroundings when
driving, so you can give the person you call for help an accurate
location for where you are. Also, if you can get your car to a
place of shade, do so. Temperatures can be up to 20 degrees
cooler in a place of shade such as an overpass or large trees.
Lastly, make sure your car is maintained properly. Ever
notice how many pieces of tires you see on the roadway during
the summer? The heat is hard on tires, so make sure they are
properly inflated and have good tread. If your tread is worn,
get them replaced! The pavement those tires are rolling on is
even hotter than the thermometer is showing! Visually check
your belts, and make sure all your fluids are filled up. That
ounce of prevention can keep you from being stuck on the side
of the road in 100 plus temperatures.
Preparing for roadside emergencies in the heat is just as
important as it is in the winter, but it seems like we just don’t
prepare the same for it. Just a few minutes of learning how to
change a flat, packing in a case of water, and being aware of
your surroundings can keep a bad day from being a whole lot

An Oklahoma City mother has been charged with
child abuse after she “whooped” her 3-year-old
daughter for opening the refrigerator after 7 p.m., investigators said. An arrest warrant is expected to be
issued for Nortesha Harmon, 28, of Oklahoma City.
On July 4, Harmon was dropping off her 3-yearold daughter when she told the child’s father that
she had whooped their daughter with an extension
cord for getting a drink after 7 p.m., court documents
revealed. On July 11, investigators interviewed the
child and noticed bruises on her face and body, investigators said.
The child’s father told investigators that he and the child’s mother did not
have a legal custody agreement, but he allowed her the mother to see the
child whenever she wanted, according to court document. The child was
treated at Children’s Hospital in Oklahoma City.

The 4th of July festivities were over before they had even begun for a Pawhuska
man who thought driving after having
“only one beer” was a smart thing to doespecially with his children riding unrestrained in the back seat.
Raymond Beardsley, 31, was charged
July 9 with aggravated DUI, driving
while license is cancelled/revoked, and
failure to protect child under age 6 with
child restraint in Osage County District
Court.
According to the police affidavit,
Pawhuska Police Officer William McDaniel was on patrol just before dark July 4 when he noticed a
maroon car traveling west through the intersection at 15th and E.
Boundary. Through the rear passenger door’s window he could see a
small child standing up in the back seat.
McDaniel activated his emergency lights and followed the car as it
turned onto Whitehorn in Indian Camp, where it came to a stop. He
made contact with the driver, Beardsley, who quickly confessed he
did not have a driver’s license.
McDaniel informed Beardsley that he had stopped him because
the children in the back seat were standing up. Beardsley said they
had just left their house and were only going a few blocks.
While talking to Beardsley, McDaniel could smell a strong odor of
booze coming from Beardsley’s breath. He asked him to submit to
a field sobriety test, to which Beardsley agreed, but said, “I’ve only
had one beer.”
McDaniel gave him the standard field sobriety test and Beardsley
failed all three tasks. He was placed under arrest and escorted to the
back seat of the patrol car.
When they arrival at the Osage County Jail, Beasley took a breath
test and blew a 0.12 and then booked into the jail.

held June 22nd recognizes
the passage of an important new law that will allow
Oklahomans to obtain lifetime victim protective orders, according to the bill’s
author, state Rep. Wade
Rousselot (D-Okay).
House Bill 2396, authored by Rousselot, extends the time in which a
victim protective order remains in effect from three
to five years and allows for
a continuous victim protective order under certain conditions.
“Oklahoma, along with the rest of the nation is plagued with
domestic violence,” said Rousselot. “The victims of this mental
and physical abuse are usually, but not always, women. When
a victim fears for their safety because of escalating threats or
even instances of violent behavior, they seek a form of protection, just as any of us would. A protective order sets boundaries between the victim and their tormentor. If violated, the
tormentor goes to prison.”
Rousselot said in order to renew a protective order, a victim
has to face their tormentor in court. Extending the length of
time in which the order remains in effect and allowing for a
continuous protective order in certain cases, places less of a
burden on the victim, he said.
“The continuous protective order ensures the victims who
have the most egregious tormentors do not have to face them
every five years in court in order to renew the order,” said
Rousselot.

The criminally incarcerated … where did they come from?
What led to their downfall? Many counselors have traced this
criminal cycle to decades of abuse in the homes they were raised.
At some point, having unbearable memories of pain, the victims began to self-medicate - turning to alcohol or marijuana -
discovering the temporary relief becoming weaker and weaker,
leading to the use of stronger drugs. A slack in their job performance normally followed, getting them fired.
But a drug user needs money to maintain his/her chemical addictions and lifestyle. The user may resort to robbery or more serious crimes, wanting to stop but can’t. And until he/she reaches
a point of dealing with their past abuse, they will never be able
to quit and find ‘change’. Both counseling and ‘forgiveness’ is a must in starting a new and healthy
cycle for their life.
It was many years before I could reach that point of ‘forgiveness’ regarding my own abusers. Even
when seeking answers, I didn’t fully understand what it would take to find counsel and healing, until
writing my first book, ‘I Love You, Mom … Please Don’t Break My Heart’.
“Seconds later, she opened the door and jerked me out of the car, threw me onto the ground like
a piece of trash, and pulled something from her pocket. Even though I knew something terrible
was happening, I did not move a muscle. She would really get angry if I moved! Without saying one
word, she slid a plastic bag over my head, covering my face. For a split second, my mind went numb.
I gasped for breath as her arm pressed tighter and tighter against the plastic bag covering my nose
and mouth. Suddenly the probability of death overpowered all fear of a beating. For the first time in
my life, panic replaced all dread of violence and pain. Gasping and choking, my fingers clawed at the
bag. My mom grabbed at my hands as she struggled to keep the plastic over my nose and mouth. My
weak, undernourished body was no match against my tall, powerful, and very determined mother.
Fighting for breath within the tomb of plastic, I felt her grip tighten even more against my face.”
There are people who think they have been down the darkest road in life with no possible chance
of change, but I have been down that road, too, and if I could turn it around and not only change my
life, but learn how to help others - becoming one of the country’s foremost child advocates – you can
do it, too.

The Oklahoma State Bureau of Investigations worked on an assault incident that turned into a murder case July 11.
Pawnee County sheriffs received a call from Charles Silsby, Sr.,
53, of Ralston, who reported that his wife had been shot. Deputy
Thomas Moore spoke with Silsby, who said he and his wife were
arguing, which led to the shooting.
Silsby reported that in the argument, his wife had a 9mm handgun in her hand, which went off after he attempted to take it from
her.
OSBI agents Charles Dancer and Richard Brown interviewed Silsby at the Pawnee County Jail after Moore arrested him for assault
with intent to kill.
In that interview, Silsby said the pair were in their computer room
and had been arguing all day. He said he was able to successfully take the gun from her, he
said. However, he pointed the gun to her ear and repeatedly yelled, “Is this what you want?”
His wife grabbed his wrist, causing the gun to fire, according to the affidavit.
After he called 911, Silsby took a photo of his wife lying on the ground, removed the loaded
magazine and a live round from the gun and threw the spent shell casing in the bathroom,
he said. He also said his wife did not threaten him with the gun during the argument that
day, but he denied intending to kill her, saying that he thought she was going to hurt herself.
He faces charges of first-degree murder as well as the lesser-included offense of second
degree murder, facing a minimum of 10 years in prison.
Silsby will appear in court at 9 a.m. Aug. 14.

The Oklahoma State Bureau of
Investigation is offering up to $10,000
for information related to the murder of
Carol Mowrer. The 66-year-old woman
was brutally killed inside her home at
6409 W. Lake Estates near Tishomingo
in Johnston County on October 26,
2011. A home healthcare worker found
the body. Mowrer, who was in poor
health, died of lacerations to her neck.
The Johnston County Sheriff’s Offi ce
requested OSBI assistance in this
case. Offi cials quickly noticed items
missing from the victim’s home including two small safes. One is
a SentrySafe Fire Safe model 1100 BK. The second is much like
model 1170 shown in attached photographs. Mowrer stored her
prescription drugs in one safe and valuables in the other. Also
missing from the victim’s home was a custom-made emerald
pendant, also shown in a sketch attached to this release.
