An Arkansas man with family in Ponca City was
arrested after he set his girlfriend’s car on fire in
the middle of West Summit Street.
Jerry Rowe, 29, was charged with third-degree
arson Nov. 2 in Kay County District Court.
According to the police affidavit, Rowe took his
girlfriend’s car and cell phone Oct. 3 while she was
sleeping and left her a nasty note calling her profane names and saying he hoped she would die. The
girlfriend called him on her cell phone and asked
him to return her car, but he refused.
Later that day, the car was found by police in the 800 block of W.
Summit fully engulfed in flames. The fire department arrived on scene
and put the fire out and determined it started in the back seat, but not
the cause.
After an anonymous tip and further investigation, they discovered
Rowe was responsible. According to witnesses, he was very distraught
about his girlfriend. Family members tried to console him, but could not
and he torched the car.
An arrest warrant was issued and he was booked into the Kay County
Jail Nov. 5, according to court records. Bond was set at $15,000 and he
was ordered back to court Dec. 14.

Two Blackwell men were taken into custody on drug charges after
officers discovered a cigarette wrapper tainted with meth.
According to the Blackwell Police, on October 23, about 1:33am,
officers made a traffic stop on a green two-door 1999 Mazda at South
8th Street and Franklin. During the stop officers recovered a clear
white cigarette wrapper that contained a white residue that later tested positive for methamphetamine.
Blackwell Police arrested the driver, Jeremia Artman, 39, of Blackwell and a passenger Alfredo Vazquez, 40, of Blackwell.
More methamphetamine was found after it was noticed that
Vasquez had taken a large Ziploc bag out of his pants and stuffed it in
the seat of a patrol car. The defendants told police that they had just
returned from Oklahoma City where they had picked up the drugs.
The total amount of methamphetamine recovered by Blackwell Officers was a little over 35 grams.
Both defendants were booked into the Blackwell City Jail on complaints of Trafficking CDS Methamphetamine, Possession of more
than 7 grams of CDS without a tax stamp, and Conspiracy.

murders of two men in Pittsburg
County December 5, 2010.
David Smith (d.o.b. 6/1/1964)
and Mark Anthony Hall, Jr.
(d.o.b. 9/23/1982) were shot
to death inside Smith’s home
approximately four miles north of Hartshorne on Webber Hill.
At the beginning of the case, many possible suspects were identifi ed.
However, through thorough investigating, those persons have been
eliminated as suspects. Agents are currently running strong leads but
still need the public’s help.
“The OSBI is hopeful such a large reward for information will
encourage someone with crucial information to come forward,” Jessica
Brown, OSBI PIO, says.

Garry Thomas Allen:
Executed Nov. 6, 2012
Convicted murderer Garry Thomas Allen,
whose Oklahoma execution had been halted
three times while legal questions about his
mental health were debated, was put to death
by lethal injection Nov. 6, a state prison
spokesman said.
Allen, 56, killed the mother of his two children
on November 21, 1986, gunning her down in
front of daycare workers after she arrived to
pick up the couple’s 2- and 6-year-old sons.
Gail Titsworth, 24, had moved out of Thomas’
home four days earlier and rebuff ed his pleas
to return.
Allen was drunk and shot the woman four
times before a police offi cer found him in a nearby alley and shot him in the
face during a struggle over the offi cer’s gun.
Allen lost his left eye and sustained brain damage from the gunshot
wound, according to court testimony, but a jury found him competent to
stand trial.
Allen, who had a long history of drug and alcohol abuse and had been
hospitalized for psychological problems, insisted on entering a “blind” guilty
plea to murder, meaning the plea was entered without his knowing what his
punishment would be.
His plea was intended to spare the emotions of his family and the family of
the woman he killed, records show.
Allen was the fi fth inmate executed in Oklahoma this year and the 36th in
the United States. He was pronounced dead at 6:10 p.m. local time at the
Oklahoma State Penitentiary in McAlester, said state prison spokesman
Jerry Massie.
Allen delivered a rambling and often unintelligible fi nal statement that
touched on the presidential election, including a prediction that “it’s going
to be a very close race,” Massie said.

What The Bible Says About Drugs
Respect the drug laws of the land – Finding specific
reference to drugs in the Word of God is difficult. However,
the effects from illegal drugs and abuse of prescription
medication is obviously against the law of man. It is illegal,
therefore, as Christians and citizens, we are to respect the
laws of the land. God has put people in government positions
to make choices for the better of mankind (remains to be
determined if man has done a good job or not).
Altering our minds – We also know that in several places
throughout the Bible we are warned of the foolishness of
altering our minds by way
of alcohol. In 1 Peter 2:11,
we are to abstain from
the passions of the flesh,
which wage war against our
soul. Therefore, anything
that causes us to destroy
ourselves, obviously should
be avoided. This could
be interpreted as drugs,
alcohol, sexual immorality,
gluttony, etc.

A Bartlesville couple has been arrested on a child abuse complaint.
Christopher Ray Charles Ellis, 23, was charged Nov. 11 with
child abuse by injury and his girlfriend, the child’s mother, Adrienne Noel Marcus, 21, was charged with child endangerment.
According to the police affidavit, Bartlesville police received
a report of child abuse earlier in the month from an elementary
school staff member. It was discovered a three-year old boy had
bruises on his face and head.
Police and a DHS worker went to the boy’s home in the 100
block of NW Mockingbird and discovered the boy’s injuries
first-hand. Marcus was then told Ellis was not allowed around
the child, nor could he care for the child, until the investigation
was completed.
About a week later, Marcus and her mother called police and reported they found bruises
on the boy after he told his grandmother that Ellis had hurt him. Police went the home and
found Ellis hiding under a bed in his underwear. It was also discovered that he had not left
the home, even after he and Marcus were told by police and the DHS worker that he could
not be around the child.
Ellis and Marcus were arrested and are due back in court November 30th. Bond for Ellis is
$50,000 and Marcus’ bond is $25,000.

Tulsa Police arrested a Sand Springs man in the
early-morning hours of Nov. 9 after he allegedly
shoplifted from a QuikTrip store.
Jail records show Justin Levi Brimer, 24, was
arrested on complaints of driving under the influence, assault and battery on a police officer and endangering others while eluding police.
Justin Brimer stole a case of beer and some taquitos from the QT at I-244 and Sheridan at around 2
a.m, according to a report. As Brimer was fleeing
the scene in his truck, a Tulsa police officer pulled
into the store’s parking lot just the clerk went outside. The clerk pointed at the truck and the chase
was on.
Police officers caught up with him on I-244 and,
after a short chase, Brimer pulled his pickup truck over. The beer and food
were found in his truck.
After much ado, Brimer was taken to the Tulsa County Jail and booked.

A 33-year old Wann woman was arrested
after she allegedly confessed she tried to kill
a man.
Carie Ann Scott was charged Nov. 6 with
shooting with intent to kill, possession of
CDS, and aggravated assault and battery
on an officer in Washington County District
Court.
According to a probable cause affidavit,
Washington County Deputy Kristi Silva
received a call around 2:25 a.m. on Nov. 4
from Scott saying she needed to speak with
a deputy, but wouldn’t say why.
When Silva arrived, she met with Scott and asked her what was
wrong.
“I think I’ve done something bad,” Scott answered. “No, I know
I’ve done something bad.”
“Okay...” Silva said. “What have you done?”
“I shot someone in the top of the head.”
When Silva asked Scott who, what, where, when and how, Scott
seemed confused and couldn’t remember anything. Silva detained
Scott until she could get to the bottom of the mystery person.
At the front door, Silva noticed drops of blood in the entryway.
Scott said she shot the man in the head with a .22 caliber rifle, but
the bullet only grazed the top of his head. Silva had Scott empty her
pockets and she found a bag of meth.
Scott was placed under arrest, and as she was being escorted to the
car, became combative. Scott refused to get in the car, pushed and
kicked at a deputy, and then tried to worm herself through the deputy’s sliding glass window after she had slipped off one of her cuffs.
The Washington County Drug Task Force was called and found
Scott’s house doubled as a meth lab.
The man who had been shot by Scott was reported okay.
Scott’s bond was set at $50,000 and her next court date is set for
November 30th.

William Lewallen, a 47-year-old Tulsa
man, was jailed Nov. 11 after police found
three unattended, naked children on his
property. One child was found locked in a
dog cage, covered with feces.
According to police, officers were
dispatched to Lewallen’s residence after
a neighbor heard the screams of a child
who had been stripped naked and locked
outside in the cold while the boy’s father
was passed out inside.
Investigators say officers arrived at the
residence and could immediately hear a
child screaming from inside the residence.
While looking for an open entrance
into the house, officers came upon an
18-month-old girl who was naked, covered
in feces and locked inside a dog cage.
When the officers kicked in the home’s
back door, they encountered a second
naked child inside who seemed to be
unattended. A further sweep of the house
revealed a third naked child who was
asleep on a bed in the master bedroom.
Officers also found Lewallen who was
passed out next to
the child.

Lewallen stated
that he fell asleep
after ingesting
a combination
of pain meds, a
muscle relaxer
and anti-seizure
medication.
“The screaming child in the dog kennel
did not wake the defendant nor did the
officers kicking the door down to rescue
the toddler in the dog cage,” stated a police
arrest affidavit.
Officers also noted in their report that the
home had no heat (it was about 40 degrees
that day) and there was little food in the
house to eat.
Lewallen was booked into jail and charged
with felony child neglect. His bond has
been set at $50,000.

with a blood alcohol
concentration (BAC) of
.08+ dropped in 2010,
but despite this decrease, there were still
10,228 lives lost – that’s
one person every 51
minutes. That makes it
everyone’s problem.
It seems that many people were doing their part to put a stop to
this completely preventable epidemic. Alcohol-related traffic fatalities reached a low point in the late 1990s. Research also indicates
that 62% of Americans exposed to the now-iconic Friends Don’t Let
Friends Drive Drunk campaign have personally intervened to stop
someone from driving drunk, no doubt saving countless lives.
However, since the late 90’s, alcohol-related driving deaths have
been steadily increasing. It seems that though the campaign was
very successful, it did not change the behavior of many potential impaired drivers. Many thought the messages to be targeted at overtly
drunk drivers, and not them. When decision time came, they would
consider themselves merely “buzzed” and get behind the wheel.
The new PSAs created to address this gap were released in December 2005 with the objective to inspire dialogue and recognition
of the dangers of “buzzed” driving and subsequently, to motivate
people to stop driving buzzed. The next installment expands on this
message, equating buzzed driving and drunk driving and demonstrating the devastating consequences that can occur as a result of
buzzed driving. The overall campaign hopes to educate people that
consuming even a few drinks can impair driving and that Buzzed
Driving is Drunk Driving.

A Ponca City man and woman were taken into custody after several people
witnessed them attack a man in McCord.
Jacquelyn Miller, 42, and Travis Cells, 43, both of Ponca City, were charged
Oct. 30 with first-degree burglary and assault and battery in Osage County
District Court.
According to the police affidavit, Osage County Deputies were called to
the 800 block of Sherwin Ave. in McCord about a fight in progress. Several
witnesses and the victim told the deputies they saw a silver car barrel across
a neighboring yard at a high rate of speed and stop at the victim’s house.
Miller and Cells got out of the car and Cells busted down the door. The victim
confronted the two and they both attacked him, Cells wrestling with him on
the floor and Miller hitting him on his back.
The victim was finally able to get away and several neighbors called for
help.
While at the victim’s home, Miller called the Osage County Sheriff’s Office
and reported the victim was sending her threatening text messages. Deputies looked at the victim’s phone and found no threatening messages, but
Miller called the victim at least 12 times while deputies were present. When
he answered one of the calls, Miller began calling him obscene names and
kept asking him to meet her, and on more than one occasion threatened him.
Both Miller and Cells were located in Ponca City and transported to Osage County Jail for booking.
At their court appearance, both pled not guilty and bond was set at $7500 each.

Today, I’m going to discuss who
has the biggest impact on our
new drivers that hit the road each
and every day. First, the Oklahoma Driver’s Education classes and
schools across the state are second to none, and do a fantastic job
of educating our young drivers on the law, and proper way to safely
operate a motor vehicle. I would like to point to some other folks, who
I believe have a far greater impact on how our youngsters approach
driving, and address them, and that is the adults who these young
drivers look up to: the parents, older siblings, and extended family.
If you fit in this category, please pay attention. I believe that our
kids learn their driving behavior not from the Oklahoma Highway
Patrol, other law enforcement, or driver’s education instructor, but
from you, the parents and family. I know I learned that way! Let me
give you some examples.
You are a dad, and for whatever reason, when you are driving in
town, or on a county road, you just don’t buckle up. Maybe its because
you don’t drive fast in these areas, or have a farm tag and just don’t
have to; however, you do buckle up when you get on highways or go
on long drives. The message you are sending is that when you are in
the vehicle there are certain times that it is ok not to wear your seat
belt. If dad doesn’t have to do it, I don’t either! In fact, at least 50%
of all accidents happen on county roads, and you are more likely to be
in an accident within 10 miles of your residence than otherwise. So
the real message you are sending is, don’t buckle up during the times
that you are most likely to need it!
Next, mom gets off work at 5:00, and one of the kids has a ball
game in another town at 5:30. She can get there if she speeds. After
all, it is important to get to those activities, and it won’t hurt to push
the speed just a little. The message you send to your kids is, its ok to
speed, as long as you can justify it! The facts are that unsafe speeds
kill more young people 16 to 25 than any other single thing! The
message here needs to be that its ok to slow down and show up a few
minutes late.....it is much better than the alternative, which is never
showing up at all because you’ve been involved in an accident.
Please remember, when you are driving, you are setting the example
for someone....and they are watching you all the time. What message
are you sending? I hope it’s the one that says, I’ll lead by example
because I love you, and want to do my part to keep you safe! Thanks

A Cleveland woman with a history
of violence was once again arrested after she assaulted a person and then attacked the arresting officers while taking her into custody.
Candice Harris, 21, was charged Nov.
1 with assault and battery, public intoxication, resisting an officer, assault and
battery on a police officer, and placing
bodily fluids on a government employee
in Pawnee County District Court.
In her young life, she has already
been charged, before this incident, with
assault and battery with a dangerous
weapon, prisoner placing body fluids on a government employee,
three counts of domestic assault and battery, and resisting an officer
over the last year.
According to the police affidavit, Darrin Varnell with the Pawnee
County Sheriff’s Office was dispatched to look for a vehicle Harris
could possibly be in. After finding the car at a home on 5400 Road
and questioning several witnesses, Varnell noticed a woman walking
up to the house.
After confirming the woman was Harris, Varnell tried to detain
her, but all hell broke loose. Harris got into a car on the property and
refused to get out. When Varnell tried to pull her out, she pushed
the deputy. He eventually got her out, but she started kicking him in
the shin. Backup arrived, and after a lot more kicking and fighting,
the deputies were forced to take her to the ground and put her in leg
restraints. As she went down, she hit her lip, busting it. That gave her
the opportunity to spit in Varnell’s face.
Harris was transported to the Cleveland Hospital where she received a stitch in her lip. She was then taken to the Pawnee County
Jail and booked on the new charges.

Investigators need
help with cold case
Judith Elwell, 5, vanished from her parents’ northwest Oklahoma City home sometime before 9 p.m. July
6, 1967. One of her shoes was found the next day beside
an abandoned house half a block from the Elwell home,
leading police to theorize she lost the shoe while struggling with her kidnapper. No other trace of her turned up.
In the hours and days after her disappearance, hundreds of searchers swept across the area. Individual volunteers mingled with police, firefighters and Civil Air
Patrol workers, and a command post grew outside the
Elwell’s house. After three days the hunt was called off. At
some point over the past four decades, the police case file
was misplaced or destroyed.
Another little girl named Brenda White, 6, from Midwest City, went missing a month after Judith. Unfortunately, hunters found Brenda’s body in November 1967
about 11 miles east of her home in a shallow grave. Judith
has never been found. Police believe on person could be responsible for both disappearances,
as they happened so close together.
