4 | DECEMBER 2018 KAY COUNTY Presumed Innocent Until Proven Guilty
One charged, two facing charges over
brawl at jail
Two brothers who worked together as jailers
at the Kay County Detention Center, are being
accused of assault and battery after they allegedly assaulted a restrained inmate on September 26.
According to reports, Zane and Danial
Vandeever put 22-year-old Christopher Ryan
Branham in a restraint chair because he was
“causing a disturbance in his jail cell.” They left
the inmate alone in the chair for approximately
2.5 hours. When the Vandeever brothers and
a third jailer came back, they released one of
his arms. Branham allegedly tried to punch and
bite the jailers. They tried to secure his arm, but
Brahham allegedly spit on Danial Vandeever.
Danial Vandeever then headbutted the man.
Branham also spit on Zane Vandeever. In response, Zane Vandeever allegedly hit Branham
approximately 14 times on the side of his face.
Before he left the room, he also allegedly kneed
Branham in the face.
Zane Vandeever later told officers that he
had gone too far, and he let his emotions get to
him. He resigned from his position and Danial
Vandeever was put on administrative leave.
Charges against the two jailers have yet to
be filed.
Branham is being charged with two counts
of prisoner placing body fluid on government
employee and two counts of assault and battery upon police officer, all after former conviction of a felony. His bond was set at $2,500,
and he is scheduled to appear in court on December 7, 2018.

6 | DECEMBER 2018 KAY COUNTY Presumed Innocent Until Proven Guilty
DECEMBER IS NATIONAL DRUNK AND
DRUGGED DRIVING PREVENTION MONTH
Deaths in crashes involving
drunk drivers with a blood alcohol concentration (BAC) of .08+
dropped in 2010, but despite
this decrease, there were still
10,228 lives lost – that’s one
person every 51 minutes. That
makes it everyone’s problem.
It seems that many people
were doing their part to put a stop to this completely preventable epidemic.
Alcohol-related traffic fatalities reached a low point in the late 1990s. Research
also indicates that 62% of Americans exposed to the now-iconic Friends
Don’t Let Friends Drive Drunk campaign have personally intervened to stop
someone from driving drunk, no doubt saving countless lives.
However, since the late 90’s, alcohol-related driving deaths have been
steadily increasing. It seems that though the campaign was very successful, it did not change the behavior of many potential impaired drivers. Many
thought the messages to be targeted at overtly drunk drivers, and not them.
When decision time came, they would consider themselves merely “buzzed”
and get behind the wheel.
The new PSAs created to address this gap were released in December
2005 with the objective to inspire dialogue and recognition of the dangers of
“buzzed” driving and subsequently, to motivate people to stop driving buzzed.
The next installment expands on this message, equating buzzed driving and
drunk driving and demonstrating the devastating consequences that can occur as a result of buzzed driving. The overall campaign hopes to educate
people that consuming even a few drinks can impair driving and that Buzzed
Driving is Drunk Driving.

Police out helping keep the streets clean arrested a man suspected of
stealing a street sweeper.
According to Sacramento Police, officers out on patrol near Truxel
Road and Brewerton Drive saw a street sweeper truck peel out of a
parking lot and onto the street.
The truck promptly ran a red light – and didn’t have its headlights on –
prompting the officers to try and pull the street sweeper over. However,
police note, the driver pushed on and didn’t stop until he had hit three
parked cars. The driver then bolted from the truck.
A police perimeter was set up in the area, but the suspected driver –
18-year-old Lavonn Dill – eventually surrendered himself to a K-9 officer.
Dill now faces charges of fleeing, possession of a stolen vehicle and
hit-and-run charges.
A Florida man who was doing a mean-spirited Santa Claus impression
might be spending Christmas behind bars after getting caught in the
chimney of a Naples, Fla., home during an attempted burglary.
Richard Tyler Brandon, 25, got trapped in a chimney after running out
of cash during a night out. His friend, Derek Grenfell, alerted two Naples
police officers about the situation after it became apparent Brandon was
stuck.
A team of police officers and local fire department officials broke into
the home and saw Brandon’s foot hanging in the fireplace.
“I said, ‘Dude, you’re not Santa Claus, what are you doing?’” Grenfell
reportedly said to the police.
It took two hours, but Brandon was freed from the chimney and taken to the hospital for treatment of issues including leg pain and trouble
breathing. It could have been worse.
“There is a chance he could have died,” said Naples Detective Robert
Young. “That space he was jammed into was really tight. He couldn’t
move.”
Brandon was hit with two burglary charges and Grenfell was charged
as an accessory to the crime after the fact.
A Vero Beach, Fla., man who was angry with his wife left a phony bomb
on a kitchen counter, an Indian River County Sheriff’s Office spokesman.
Randolph Smith, 51, was arrested on charges of aggravated assault
with a deadly weapon, planting a hoax bomb and resisting arrest without
violence.
Deputies received a call from a woman who said her husband left a
gray pipe with a wire protruding from one end on the kitchen counter.
There were several hand-written notes on the counter, including one that
read, “This is (an) explosive. (It’s) a bomb.”
Smith’s wife told deputies she is in the process of getting a divorce.
The bomb squad was called and determined that the device didn’t
contain any explosives.
Deputies tracked Smith down at a Burger King and arrested him.
During questioning, Smith tried to leave the interview room and had to
be handcuffed, according to the arrest report.
Smith told detectives that he left the hoax bomb on the counter because his wife “pissed him off.”
STUPID CRIMINALS
We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

16 | DECEMBER 2018 WASHINGTON COUNTY Presumed Innocent Until Proven Guilty
house in the house
A Bartlesville woman was taken into custody after she allegedly tried to break into a
house because she claimed she heard someone screaming inside.
Reports state officers were called to a
home on Elm Avenue early on November
11 to a possible home invasion. There they
located Lacy House, 34, who had allegedly tried to forced her way inside the home.
House told the officer that she had heard a
person screaming and broke the window to
get inside.
The homeowner told police she was asleep
at the time and that no one inside the home
had been screaming.
After further questioning by police, she admitted she just wanted a warm
place to sleep.
House was placed under arrest and taken to the Washington County jail
on a burglary complaint. When asked if she had anything illegal on her, she
told the officer no, but during a pat-down, it was discovered that House had
a baggie hidden on her person that contained meth. She now faces addition
charges of bringing contraband in a jail.
Bond for House was set at $50,000 and she ordered back to court December 7.
