A Ponca City man is facing a multitude of felony
charges after OBN agents busted his operation
last month.
Mickey Ray Hutchison, 29, was charged January 24 with aggravated trafficking in illegal drugs
(fentanyl), aggravated trafficking in illegal drugs (meth), conspiracy to aggravated
trafficking illegal drugs (fentanyl), and/or egg trafficking in illegal drugs (meth),
possess firearm during commission of felony, possess firearms after conviction/
during probation, unlawful use of police radio, unlawful poss of drug paraphernalia, and possess CDS, in Kay County District Court.
According to an OBN press release, on January 16, the OBN Ponca City
Meth Task Force took down a
large meth supplier as part of an
on-going investigation with the
8th District Attorney’s Drug Task
Force, Kay County Sheriff’s Department, Osage County Sheriff’s
Department, Ponca City Police
Department and Oklahoma Highway Patrol.
The meth supplier, Hutchison,
was arrested, along with two other individuals. Agents seized 1.5
pounds of meth, 165 fentanyl pills,
marijuana, and four loaded firearms (one of which was stolen).

AROUND THE STATE
On December 13, 2023, the Beaver County
Sheriff’s Office requested the Oklahoma State
Bureau of Investigation to assist with a sexual
assault investigation involving a child.
Special agents with the OSBI interviewed the
child, who reported being sexually abused. Evidence was collected and the
suspect, 48-year-old Andrew Nyles Lackey, was interviewed.
Based on the information obtained during the investigation, Lackey was
arrested and booked into the Beaver County Jail on a Child Sexual Abuse
charge.
The OSBI would like to thank the Beaver County Sheriff’s Office for assisting with this investigation.

REMAINS IDENTIFIED
The Oklahoma Medical Examiner’s Office confirmed the identity of human remains located outside of Cleveland in October of 2023.
On October 13th, 2023, the Sheriff’s Office received a call about possible human remains located in a heavily wooded area
south of Cleveland.
The caller told deputies he was scouting a hunting lease when he discovered
the remains. Upon the arrival of deputies a request was made for assistance
from the Oklahoma State Bureau of Investigations and Oklahoma Medical Examiner’s Office.
A search warrant for the property was obtained and a search discovered skeletal remains believed to be human. The medical examiner’s office took possession of the remains to perform DNA testing.
After testing the medical examiner’s office identified the remains as belonging
to Martin Young of Tulsa.
Young was reported missing in September of 2021 after his car was located
in a private drive way near Keystone Lake off of Highway 64.
An extensive search of the area was conducted on several occasions with the
help of other law enforcement agencies, search and rescue groups, and tracking
dogs. Despite the extensive searches deputies were never able to locate Young.
Young’s remains were located in a heavy wooded area approximately 3 miles
from where his vehicle was found.
The case remains open with join cooperation between the Sheriff’s Office and
the Oklahoma State Bureau of Investigation.
The medical examiner did not release a cause of death but said no signs of
trauma were present.
While Young’s death is classified as “unknown” foul play is not suspected.
Young was last seen leaving a gas station in Cleveland.

STEALING FROM THE
ELDERLY
Cleveland woman Amanda Dawn Staley, 44, is
being charged with exploitation after she allegedly
stole money from residents while working at the
Cleveland Manor Nursing Home.
Formal charges were filed early last month.
According to reports, Staley used the residents’ social security money to buy
things for herself such as groceries, gas, and items from Amazon.
The nursing home officer manager became suspicious when they noticed receipts for cat food, gas, and raw meat. Those items were suspicious because
the residents don’t have cars or pets, and they don’t cook in their rooms.
The employee called the Cleveland Police Department to investigate the theft.
During the investigation, officers discovered that Staley, who was fired for other reasons, stole $1,300 from eight elderly residents. She allegedly used their
money over the course of five months to buy herself stuff, even though she was
supposed to be using the money to shop for the residents.
Security cameras at CashSaver and Walmart caught her buying groceries for
herself. She would use the money to buy makeup, feminine hygiene products,
cat food, fruit, ground beef, and frozen food. Staley would then turn in the receipts under the resident’s name. She also bought stuff from Amazon and had
the packages delivered to her house.
Staley is being charged with the exploitation of an elderly person or disabled
adult. Her bond was set at $25,000, and she is scheduled to appear in court on
March 12, 2024.

Colorado burglar busted after using Uber as getaway car for $8K plumbing tool heist
A Colorado crook carrying thousands of dollars
of stolen merchandise walked right into the police’s hands after he was caught trying to use an Uber as a getaway car, cops
said.
The bungling burglar was ransacking a plumbing store in the Denver suburbs
last week when he called the rideshare driver to pick him up.
The store owner had called 911 after noticing a hole cut in the business’ fencing and caught surveillance footage of the thief inside.
When the local Wheat Ridge police arrived on the scene, they discovered the
Uber driver waiting nearby.
He told cops his passenger “Jose” was headed right toward the car.“Are you
looking for an Uber?” an officer can be heard asking the suspect in bodycam
footage shared by the department.
The man — wearing the hood of his black sweatshirt up and a pulled-down
balaclava — shoots his gaze sideways and hides his hands inside his pockets.“Uh — no,” he stammers. He then gives the officers the fake name “Raul” as
he takes several steps backward and away from the cops.
He was immediately grabbed by officers, but assures them he is not trying to
make a break for it.Jose doubles down on his innocence and claims he is simply
on his way to his mother’s house.
When told he matches the description of the thief, he maintains he is not the
man they are looking for, despite not carrying identification to prove he is “Raul.”
The contents of his backpack, however, exposed the thin charade.“This backpack is full of Milwaukee tools,” one officer can be heard saying while rifling
through the loot.
Inside, cops found more than $8,600 worth of electric tools.
He was taken into custody, where fingerprint scanners confirmed his real identity.“It may not be the best idea to have an Uber pick you up AT the crime scene,”
Wheat Ridge Police said on social media.
A 26-year-old man by the name of Jose was booked the following day on a
plethora of charges, including theft of more than $2,000, criminal trespassing
and false reporting to authorities, court records show.

A Bartlesville man was sentenced January
23 for Assault of an Intimate/Dating Partner by
Strangling and Suffocating in Indian County, announced U.S. Attorney Clint Johnson.
U.S. District Judge Terence C. Kern sentenced Andrew John Brown, 50, to 27 months imprisonment, followed by
three years of supervised release. According to court documents, Brown
began arguing with the victim. He admitted and plead guilty to placing the
victim in a “chokehold” and strangled her with his hands.
Brown was permitted to remain on bond and voluntarily surrender to a U.S.
Bureau of Prisons facility.
The FBI and Osage Nation Tribal Police investigated the case.
