How can people find a treatment
center they can afford?
If they have health insurance, it may
cover substance abuse treatment services. Many insurance plans cover inpatient
stays. When setting up appointments
with treatment centers, you can ask about
payment options and what insurance
plans they take. They can also advise you
on potential low-cost options.
To find treatment—and to learn about payment options—try the Behavioral
Health Treatment Services Locator provided by the Substance Abuse and Mental
Health Services Administration. This free tool offers payment information for each
of the treatment services listed, including information on sliding fee scales and
payment assistance. Its “Frequently Asked Questions” section addresses cost of
treatment.
You can also call the treatment helpline at 1-800-662-HELP (1-800-662-4357)
or 1-800-487-4889 (TTY) to ask about treatment centers that offer low- or nocost treatment. You can also contact your state substance abuse agency—many
states will help pay for substance abuse treatment.
Note that the new Mental Health Parity and Addiction Equity Act ensures that
co-pays, deductibles, and visit limits are generally not more restrictive for mental
health and substance abuse disorder benefits than they are for medical and surgical benefits. The Affordable Care Act builds on this law and requires coverage
of mental health and substance use disorder services as one of ten essential
health benefits categories. Under the essential health benefits rule, individual and
small group health plans are required to comply with these parity regulations. For
more information on the Affordable Care Act you can call 1-800-318-2596 or go
to https://www.healthcare.gov/ .
When you research payment options, be sure you are speaking to people familiar with the new rules (old websites and pamphlets will not necessarily be accurate).
A note on health insurance for veterans: If the person needing treatment is a
veteran or is covered by health benefits for veterans, the U.S. Department of Veterans Affairs (VA) can help you find VA services near you. Visit the VA Substance
Use Disorder Program Locator to do your search.

Former Kay County Detention staff
member arrested for embezzlement
Ponca City woman Bambi Lynn Nichols,
37, was put behind bars at the county jail
where she formerly worked for allegations of
embezzlement.
According to Kay County Detention officials, Nichols is being accused of stealing
$4,385.25 from the cash bond account.
On January 3, the Kay County undersheriff
spoke to the jail director about cash bonds
not making it to the court clerk’s office. According to reports, the court clerk had sent
two separate emails stating that she hadn’t
received bonds for three different subjects.
After some investigation, officials learned
that it was actually four bonds that were missing from inmates incarcerated in the jail in November and December. The amounts were: $272.75, $2,537.50, $537.50,
and $1,037.50.
The undersheriff continued to investigate where the missing money could
have gone. The treasurer confirmed that no deposits had been made, but he
did have receipts showing that the bonds had been paid.
The undersheriff reviewed surveillance footage from the jail. The footage
showed that the bonds were handled correctly until they made it to the finance
office, where Nichols was working for another employee who had taken some
time off to be with her sick husband. He spoke to Nichols on January 5, but
she initially denied knowing anything about the missing bonds.
After further questioning, Nichols eventually broke down and admitted to
taking the money. Nichols is being charged with two felony charges of embezzlement and two misdemeanor charges of embezzlement. She was released on a $10,000 bond and is scheduled to appear in court on April 20,
2018.

Live life with passion
By Christian Ryan
Life is a never-ending battle. We win
some – we lose some. What defines
“winning”, or as we call it, “success”,
may change from person to person.
I define success by living with passion. In my life, passion has helped me
drive past conflicted times that should
have held me back and hindered my
success. Coming from a broken home
with no father and eventually no mother
(for a period of time), I could have fallen
to drugs or crime, but I had a burning
passion to make something positive of
my life.
My first actions towards my passion started with fitness. I started
lifting weights the summer before going into the 7th grade. Then,
Coach [Jay] Moore convinced me to give football a chance. That
was the start of my career as an athlete.
Since then I’ve been successful in football and powerlifting. I ran
track but more for team support. It’s not exactly one of my strongest
talents.
In powerlifting I achieved junior state placer and state champion
for 8th and 9th grade. Now, I’m a varsity state placer and state
champion. I’m going into the second semester of my senior year
and I’m planning to become two-time state champion, if it’s in
God’s plan for me.
I live my life passionately. I choose not to be normal. It is a choice
that requires strong self-discipline. I want to change the world for
the better. I don’t want just breathe, work, and die. I want to see the
world and change people’s lives.
This keeps me motivated to get through the hard times because
I know that seasons change and there is a light at the end of every
tunnel. I believe passion is essential for a happy human life.
Without God I would be nothing. Ever since I gave my life to Him
and surrendered, He has used my passion for His will. I want to start
a youth ministry and help teens that are in my shoes - going through
High School confused and afraid and show them there is so much
more to life than what appears to be in front of them.
Passion can be positive or negative. Without the right direction
passion can take you down the wrong path. Healthy passion is
something that helps us grow and can help shape us into great
leaders. Hitler was a passionate man, but he was passionate for the
wrong reasons and murdered almost the entire Jewish population.
Obviously, this is an example of misdirected passion.
Be careful that your passions are productive and positive. As you
pursue your dreams make sure what you are doing will change others lives and maybe even the world for the better.
About the author:
Christian Ryan is a senior at Cushing High School. He moved to Cushing from North Carolina when he was seven years old. Shortly thereafter,
his mother was diagnosed with cancer and became involved in drugs and
later spent time in jail. He then went to live with relatives. To escape his
problems, Christian threw himself into weight-lifting and other sports, but
lifting was his passion. He contributes his success to Coach Jay Moore
and several family members and friends. Christian placed third in the state
power-lifting competition when he was in 8th grade. In 9th grade, he won
junior state champion. In 10th grade varsity, he placed third in the state;
the first and second place winners were seniors. In 2016, his junior year,
he won the state power-lifting championship. During that time, he dabbled
in drugs to drown out his problems, but quickly realized that was not the
way he wanted to live his life. In 2017, he turned his life over to God after
contemplating suicide. From that moment on, he wanted to make a difference. After high school, Christian plans to possibly attend ORU in the fall
semester. He wants to become a youth pastor to help kids like himself that
have gone through troubled times.

Presumed Innocent Until Proven Guilty OSAGE COUNTY 11 | FEBRUARY 2018
Osage County Sheriff’s Office K9 has been
awarded “Healthcare for K9 Heroes” Grant
Vested Interest in K9s, Inc. is a 501c (3) nationwide charity located in East Taunton, MA, whose
mission is to provide bullet and stab protective vests
and other assistance to dogs of law enforcement
and related agencies throughout the United States.
The non-profit is pleased continue their “Healthcare
for K9 Heroes” medical insurance program for 2018
allocating the sum of $10,000 in annual policy coverage. Since 2016, the charity has donated over
$23,000 towards medical reimbursement programs
for self-funded K9 units.
Selected as the first three 2018 recipients are Osage County Sheriff’s
Office, OK, K9 Roy, Cheybogan County Sheriff’s Office, MI, K9 Havok, and
Sauk Village Police Department, IN, K9 Falko.
The “Healthcare for K9 Heroes” grant will be awarded to departments
who have the financial burden of raising funds to support their K9 unit, who
have no more than three K9s, and who have previously been awarded a
vest through Vested Interest in K9s, Inc. Law enforcement dogs ages two
through seven will be eligible. The annual medical reimbursement insurance
policy, administered by Trupanion, will cover illnesses, injuries—including
those sustained in the line of duty—diagnostic testing and therapies. The
plan allows the freedom to use any licensed veterinarian, specialty center,
or emergency hospital in the United States, and Puerto Rico.
Trupanion, a leader in medical insurance for cats and dogs, offers injury
and illnesses coverage for working and service dogs— both on and off
duty. For nearly two decades, Trupanion has given pet owners and working dog owners peace of mind so they can focus on their dog’s recovery,
not financial stress. Trupanion is honored to support these brave K9 heroes and is committed to providing the highest value in medical insurance
to help them receive the best veterinary care.
In addition to the healthcare reimbursement program, Vested Interest
in K9s, Inc. has provided over 2800 law enforcement dogs with bullet
and stab protective vests in 50 states, at a cost of 2.4 million dollars. For
more information, please call 508-824-6978. Tax deductible donations accepted via mail to: Vested Interest in K9s, Inc. P.O. Box 9 East Taunton,
MA 02718 or via the website: www.vik9s.org.

FEBRUARY IS Teen Dati ng Violence
Awareness Month
Learn About Teen Dating Violence
Every year, approximately 1.5 million high
school students nationwide experience physical
abuse from a dating partner. It is also known that
3 in 4 parents have never talked to their children
about domestic violence. In light of these alarming facts, every year during the month of February advocates join efforts to
raise awareness about dating violence, highlight promising practices, and encourage communities to get involved.
There are many resources available to provide information and support to
victims and assist service providers and communities to decrease the prevalence of dating violence among young people. Anyone can make this happen
by raising awareness about the issue, saying something about abuse when
you see it and organizing your community to make a difference. Take Action!
Teen dating violence (TDV) is defined as a pattern of abuse or threat of
abuse against teenaged dating partners, occuring in different forms, including verbal, emotional, physical, sexual and digital. TDV occurs across diverse
groups and cultures.
Although the dynamics of TDV are similar to adult domestic violence, the
forms and experience of TDV, as well as the challenges in seeking and providing services, make the problem of TDV unique.
The National Resource Center on Domestic Violence and VAWnet have
developed an Online Special Collection: Preventing and Responding to Teen
Dating Violence. Recently updated, this Special Collection emphasizes collaborative and multilevel approaches to the prevention of and response to teen
dating violence. This year’s updates include additional resources for teachers
and school-based professionals and a new section to support the efforts of
pregnancy prevention advocates and adolescent sexual health practitioners
in addressing adolescent relationship abuse.

A 50-year-old Bartlesville man was arrested
for drug and weapon related charges when
police conducted a search warrant at the
home where he lived on January 17.
Michael Anthony Livingston, was charged
January 19 with keeping house where controlled substance is sold, unlawful surveillance equipment, possession of device receiving police frequency radio, and threaten
to perform act of violence, in Washington
County District Court.
A woman at the residence, who police believed to be Livingston’s mother, died in an
officer involved shooting after she allegedly
fired projectiles from a high powered pellet
gun at police.
According to reports, Bartlesville police
went to the residence in the 1600 block of
SW Maple at approximately 9:30 p.m. to serve the search warrant. They were
there to search the home for drugs. When they entered the home, they made
contact with Michael Anthony Livingston, who was suspected of selling illegal
drugs.
While placing the man under arrest, shots rang out and two officers were
hit by something that resembled a bullet. The shots were coming from Geraldine Townsend, 72, who was holding what appeared to be a semi-automatic
handgun. An officer returned fire, hitting the woman in the upper body.
Townsend and an officer were transported to the hospital, where the woman later succumbed to her injuries.
The officer, who had been struck in the face by the woman’s weapon, had
surgery to remove a projectile from his face. The weapon the woman used
against police was actually a pellet gun that looked like a real firearm.
OSBI is investigating the incident further.
Livingston was booked into the Washington County Detention Facility.
Bond was set at $500,000.
