We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

Robbery suspect in custody
after standoff
A suspect in a recent robbery at a Yale
pharmacy was arrested on January 7 after an
hours-long standoff with law enforcement.
The suspect, 23-year-old Ponca City man
Everardo Rodriguez, also has a warrant for
failure to pay out of Kay County and is wanted
for questioning for other robberies in the area.
According to reports, Kay County deputies
saw the wanted man near Walmart on January 6 at approximately 9:48 p.m.
Due to his connection to the pharmacy robbery, they tried to stop his vehicle near 14th
Street and Hartford Avenue, but the man
wasn’t going to give up that easily. He kept
on driving and headed to an apartment complex in the 700 block of Monument Road. When he arrived, he jumped out of
his vehicle and went into an apartment where he knew the residents.
Deputies, along with the Ponca City Police Department, flocked to the area
and spent several hours trying to speak to the suspect. They were unable to
contact the man.
Officers then entered the apartment with the help of a stun grenade and
placed the man under arrest around 3:50 a.m. that morning.
Rodriguez is being charged with burglary in the first degree, kidnapping,
burglary in the second degree, escape from arrest or detention and obstructing an officer, all after former conviction of two or more felonies. His bond was
set at $1M, and he is scheduled to appear in court on January 25, 2019.

8 | FEBRUARY 2019 KAY COUNTY Presumed Innocent Until Proven Guilty
As a female shopper exited a convenience store, a man grabbed her
purse and ran. The clerk called 911 immediately and the woman was
able to give them a detailed description of the snatcher, and police apprehended him within minutes. They put him in the cruiser and drove
back to the store. The thief was then taken out of the car and told to
stand there for a positive ID. To which he replied, “Yes Officer, that’s her.
That’s the lady I stole the purse from.”
In Bent Forks, Ill., kidnapers of ice-cube magnate Worth Bohnke sent a
photograph of their captive to Bohnke’s family. Bohnke was seen holding
up a newspaper. It was not that day’s edition and, in fact, bore a prominent headline relating to Nixon’s trip to China. This was pointed out to
the kidnapers in a subsequent phone call. They responded by sending a
new photograph showing an up-to-date newspaper. Bohnke, however,
did not appear in the picture. When this, too, was refused, the kidnapers became peevish and insisted that a photograph be sent to them
showing all the people over at Bohnke’s house holding different issues of
Success Magazine. They provided a mailing address and were immediately apprehended. They later admitted to FBI agents they did not understand the principle involved in the photograph/newspaper concept. “We
thought it was just some kind of tradition,” said one.
After being arrested for stealing a car, the judge asked the man, “how
do you plead?” Instead of saying guilty or not guilty the man said: “Before
we go any further, judge, let me explain why I stole the car.” The judge
ruled in record time.
When two service station attendants refused to hand over the cash
to an intoxicated robber, the man threatened to call the police. They still
refused, so the robber called the police and was arrested.
Police in Los Angeles had good luck with a robbery suspect who just
couldn’t control himself during a lineup. When detectives asked each
man in the lineup to repeat the words, “Give me all your money or I’ll
shoot,” the man shouted, “That’s not what I said!”
In a small town of 1700, a student attempted to rob the local convenience store wearing his letterman’s jacket. He did not realize that he was
the only male named Dana in the whole town.
A company called “Guns For Hire” stages gunfights for Western movies, etc. One day, they received a call from a 47-year-old woman, who
wanted to have her husband killed. She got 4-1/2 years in jail.
Accused of selling drugs, Howard Jones’s attorney sought to lower
his client’s bail from $150,000 insisting that Jones would not think about
fleeing. At that very instant, Jones sprinted out of the front door of the
courtroom. He was caught fifty minutes later and his bail was raised to
$500,000.

Four men facing trafficking charges
after Pawhuska traffic stop
Four men are being accused of aggravated drug
trafficking after a traffic stop in Pawhuska on January 9 yielded 18,000 pounds of what officers say is
illegal pot.
The accused say the substance is industrialized
hemp used to make medicine with a THC level below the legal limit.
The men accused are 33-year-old Farah Hassan
Warsame from Cleveland, Ohio, 31-year-old David Melvin Dirksen from Comstock Park, Michigan;
51-year-old Tadesse Zdegefu Deneke of Mobile,
Alabama; and 29-year-old Andrew Ross from Aurora, Colorado.
According to reports, the men were stopped on
their way from Kentucky to Colorado after they
failed to stop at a traffic light in Pawhuska. During
the traffic stop, officers found the massive amount
of the substance in the back of the 18-wheeler.
Despite the controversy that arose from the
question regarding the substance’s THC limit, the
Osage/Pawnee County District attorney filed charges against the men on January 15. Since standard
drug tests only detect THC and not levels of THC,
the substance was sent to Dallas, then on to Washington D.C. to determine the level of THC it contains.
Recent reports state that the substance is indeed
marijuana due to the results of the federal test.
The district attorney believes that this incident
may be the first to test the new interstate drug
transport law, signed by President Trump, according to reports.
All four men are being charged with aggravated trafficking in illegal drugs. Ross is also being
charged with possession of a firearm during commission of a felony.
Their bonds were set at $40,000.
Warsame and Deneke are scheduled to appear
in court on March 7, 2019. Ross and Dirksen were
released on bond and are scheduled to appear in
court on March 22, 2019.

AROUND THE NATION
A 21-year-old woman who was sought by
authorities in Las Vegas after allegedly skipping out on a $35 manicure and using a stolen car to run over and kill a manicurist has
been arrested in Arizona.
Krystal Whipple was taken into custody by
a team of Phoenix-area fugitive hunters involving local police, county investigators and
FBI agents, Las Vegas police said. The arrest
occurred in the Phoenix suburb of Glendale.
Las Vegas police Officer Jacinto Rivera
said he did not immediately have details of
the arrest. He said prosecutors will seek her
extradition from Arizona to Las Vegas where
Whipple was sought in a warrant issued Jan.
4 on murder and robbery charges in the killing of Ngoc Q. Nguyen, 51, of Garden Grove,
California.
The case sparked intense national interest after police released an internet
plea for help identifying Whipple that showed parking lot security video of a
woman leaving the nail salon Dec. 29. Homicide Lt. Ray Spencer said Whipple tried to pay for her manicure with a fraudulent credit card before telling
Nguyen that she was going to her car to get cash, then drove away.
Nguyen went to the front of the car and a man who Spencer identified as
Nguyen’s husband was seen in the security footage holding onto the vehicle
from behind as the car accelerates out of a parking lot.
Police say the car was a rental that had been stolen. It was later found
abandoned at an apartment complex.
Whipple has a criminal record in Las Vegas including a conviction in 2017
for attempted possession of a stolen vehicle. Clark County District Court records said she was sentenced to four months in jail for violating probation in
that case.
An attorney who represented Whipple at that time said he doesn’t represent her now.

Nothing runs like a Deere
Two men were taken into custody after the
driver of a car police were pursuing rammed into
a patrol vehicle.
The Wichita Police Department reportedly arrested 39-year-old Darrel Deere of Wichita and
19-year-old Jamie Daily of Bentley, KS. Deere
was arrested on charges of aggravated assault
of a law enforcement officer, evade and elude,
aggravated weapons violation, traffic charges
and outstanding warrants. Daily was arrested on
charges of possession of drug paraphernalia and
outstanding warrants.
At approximately 12:00 a.m. on January 4, Officers attempted to stop a 2000 Maroon Saturn in
the area of Savanah and Seneca for traffic violations. Deere accelerated, refused to stop and fled
from Officers. A vehicle pursuit ensued to Glenn
and Irving where the vehicle stopped. Deere
then put the Saturn in reverse and intentionally
rammed the patrol vehicle in a continued attempt
to escape. Deere then wrecked into a fence and
fled from the vehicle on foot.
Officers took Deere into custody after a short
foot pursuit. Officers arrested Daily in the Saturn
without further incident. Both were booked into jail.
No officers were injured in this incident.

A previous Pawnee County Sheriff’s Office employee is
being charged with embezzlement after she allegedly stole
more than $11,000 from the jail’s commissary program.
According to the affidavit, the sheriff’s office received a call
from an anonymous male on November 17. The male advised they should check their books.
On November 19, the sheriff and county assessor reviewed the numbers for the inmate commissary account.
The employee in charge of the account, Yale woman Tamera
Renee Chapman, 33, was the only person who had a key to
get into the commissary kiosk, besides the sheriff.
Further investigation revealed that a lot of money was missing from the account. The books showed that the account should have around $11,000 in cash,
but they could only find $63.
They spoke to Chapman on November 20. She admitted to taking the money
and repaying it back when she could. She said she started taking a few dollars
here and there when she needed money to pay her bills, but that escalated to her
taking larger amounts and trying to pack it back before she was caught.
When the sheriff asked her how much money she owed the account, she replied, “I think 10 or 11 thousand.”
She said she kept track by writing numbers on a sticky note. She handed over
the note and some bank deposit slips – Chapman owed $11,410.72.
Chapman is being charged with embezzlement. Her bond was set at $2,500,
and she is scheduled to appear in court on January 29, 2019.

caught in cleveland
A Cleveland man who was wanted for warrants in
several counties was eventually put behind bars in
Pawnee County after a brief scuffle with officers on
January 7.
According to the affidavit, Cleveland police officers
were advised that Jason Tyler Conley, 24, had been
spotted at a residence in the city. The officers knew
that Conley had several warrants out for his arrest, including warrants from Pawnee County, Osage County,
and Tulsa County.
When they arrived at the residence in the 100 block
of E. Kaw, officers were greeted by a woman at the
door. She opened the door just enough for them to
see a man sitting in a recliner.
One of the officers asked the man if he was Conley – the man said no. The
officer then asked the man if he lived at the residence. Again, the man said no.
The officer asked to see the man’s identification, but he refused to hand it
over. Another officer advised the suspect that they just needed to confirm that he
wasn’t Conley.
The man then started arguing with the officer. Spoiler alert – the man was indeed Conley.
The officer told Conley to stand up and out his hands behind his back. The man
resisted and refused to follow officer commands. A struggle ensued between
Conley and the officers.
At some point, a woman ran out of the bathroom and approached the officers
in an aggressive manner.
Conley shoved one of the officers into the TV, almost causing him to knock the
TV off the stand. The other officer took Conley to the ground and placed the man
under arrest.
Unprompted, Conley told police that he knew he had warrants for his arrest,
and that’s why he tried to conceal his identity. The man was then transported and
booked into jail.
Conley is being charged with battery/assault and battery on police officer and
resisting an officer. He was released on a $2,500 bond and is scheduled to appear in court on February 26, 2019.

Presumed Innocent Until Proven Guilty WASHINGTON COUNTY 23 | FEBRUARY 2019
CHINESE NATIONAL CHARGED WITH COMMITTING
THEFT OF TRADE SECRETS
Hongjin Tan, a 35-year-old Chinese national
and U.S. legal permanent resident, was arrested on Dec. 20 and charged with theft of trade
secrets. Tan is alleged to have stolen the trade
secrets from his employer, a U.S. petroleum
company.
“The United States filed a criminal complaint
against a Chinese national alleging the theft
of intellectual property from a company with
significant operations in Oklahoma,” said U.S.
Attorney Trent Shores. “The value of the trade
secrets in this case is estimated to be more
than $1 billion dollars. Theft of critical research,
development, and other intellectual property harms the economic prosperity and security of the United States. My office and the Federal Bureau
of Investigation will utilize all tools available to respond to these types of
threats. We will protect Oklahomans and Oklahoma businesses by prosecuting those who violate the law.”
“Hongjin Tan allegedly stole trade secrets related to a product worth
more than $1 billion from his U.S.-based petroleum company employer, to
use for the benefit of a Chinese company where he was offered employment,” said Assistant Attorney General Demers. “The theft of intellectual
property harms American companies and American workers. As our recent cases show, all too often these thefts involve the Chinese government
or Chinese companies. The Department recently launched an initiative to
protect our economy from such illegal practices emanating from China,
and we continue to make this a top priority.”
According to the criminal complaint, Tan allegedly stole trade secrets
from a U.S.-based petroleum company regarding the manufacture of a
“research and development downstream energy market product.” The
company’s methods of developing the product are of great value, both
economically and to competitors. Until recently, Tan worked for the petroleum company and allegedly downloaded hundreds of files, including
files related to the manufacture of the product. Investigators allege that
Tan was offered a job at a company in China where he planned to use
these files to benefit his new employer. Tan has been residing in the United
States for the past 12 years.
A criminal complaint is merely an allegation, and the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt
in a court of law.
The FBI conducted this investigation.
