Presumed Innocent Until Proven Guilty KAY COUNTY 5 | FEBRUARY 2020
A 55-year-old Ponca City man was put behind
bars after a bar fight at The Fox on December 13
that resulted in a man losing his life.
According to reports, Ponca City officers were
dispatched to the bar in the 1800 block of N. 4th
Street at approximately 11:18 p.m. due to reports
of a man lying on the ground outside of the establishment. When officers arrived, they located the
victim, who was later transported to Oklahoma
City for treatment.
The victim passed away on December 17.
Officers spoke to witnesses from the night of
the incident and reviewed security footage of the
altercation captured by cameras outside the bar.
They placed Brian Thomas Haley under arrest on December 18 and
booked him into the Ponca City Jail around 12:30 p.m.
Haley is being charged with murder in the second degree and first degree manslaughter. His bond was set at $100,000, and he is scheduled to
appear in court on February 7, 2020.

Cleveland man arrested after
baseball bat assault over electric bill
Cleveland man Timothy Wade Anderson, 58,
was put behind bars after he allegedly admitted to hitting a man in the head with a baseball
bat during a dispute on January 10.
According to Anderson, the dispute was
over an electric bill.
The police report states that Cleveland police
officers were dispatched to a residence in the
500 block of W. Cherokee Street at approximately 12:29 p.m. to investigate an assault involving a baseball bat. On the way to the location, officers were told that the suspect had left
the area in a maroon truck.
A short time later, an officer found the suspect vehicle parked in front of
the Cleveland Police Department in the 100 block of W. Caddo. The officer
recognized the truck as belonging to Anderson.
When the officer walked into the police department, he found Anderson
waiting in the lobby. The man admitted to hitting the victim in the head with
a metal baseball bat. He said the victim rushed him and tried to attack him,
and he felt threatened.
Anderson said the dispute started when he went to speak to the victim
regarding an electric bill that was in Anderson’s name, but that they both
owed money on it.
The victim lived in the main home on the property, while Anderson lived
in a detached garage apartment on the property. Anderson explained that
he paid the $900 bill, and he was just requesting some payment from the
victim.
The officer then met with the victim, who was in the back of an ambulance receiving care. The man had blood on his shirt, head and face. He
admitted to trying to tackle Anderson because the man had broken his
glass front door. The victim also said he wasn’t sure if Anderson had hit
him in the head, or if he fell down and hit his head during the altercation.
The officer later placed Anderson under arrest. He asked Anderson if he
had intended to hurt or kill the victim – Anderson said no.
The officer was also advised that the suspect had been bitten by an aggressive dog while at the victim’s home.
Anderson is being charged with assault, battery, or assault and battery
with a dangerous weapon. His bond was set at $4,000, and he is scheduled to appear in court on January 28, 2020.

A Bartlesville man allegedly said he was going
to hire someone to kill his ex-wife and her boyfriend during a recorded tirade on December 19.
Reports state Clinton Kohout, 34, allegedly accidentally left a hate-filled voicemail message on
his ex-wife’s phone. On the message, Kohout is
heard saying that he was going to pay someone
$10,000 to kill his ex-wife and her boyfriend. He
also said that he wanted to go over, bust down the
door and kill them both.
As if that wasn’t bad enough, Kohout was also
caught on the voicemail saying that he wanted to
go on a killing spree.
Officers interviewed the man and determined
that he was indeed the suspect talking on the voicemail.
Kohout is being charged with soliciting for murder in the first degree.
His bond was set at $150,000, and he is scheduled to appear in court on
February 7, 2020.

A Boswell police officer was taken into custody
on an embezzlement complaint after he allegedly
pawned several of his department-issued firearms.
Shawn Karr, 33, was charged January 6, 2020,
with one count of felony embezzlement in Choctaw County District Court.
According to the Oklahoma State Bureau of Investigation, OSBI agents arrested Karr, who was at
the time a Boswell Police Officer, after allegations
arouse that he pawned his departmental-issued
firearms. The investigation began on December
13, 2019, when the Choctaw County Sheriff requested OSBI investigative assistance after receiving information that Karr pawned four of his department firearms.
The investigation resulted in Karr’s arrest at Boswell City Hall. He was
taken to the Choctaw County Jail and his bond was set at $10,000.
