A 26-year-old Stillwater man is in jail after he allegedly fired a gun at a Payne County deputy during
a pursuit on January 16.
According to reports, it all began when a Perkins
police officer tried to stop the vehicle Raul Castro
Benavidez III was driving at approximately 3:54 p.m.
due to a traffic violation. Benavidez didn’t come to a
stop, however, and he just kept on driving.
Benavidez was eventually placed under arrest at
4:33 p.m. when a Payne County deputy and a state
trooper captured the man on Yost Road.
Investigators spoke to the man later that evening.
He admitted that he drove away from a Perkins officer. He also said he led a deputy on a chase in the
area of 44th and Union. Benavidez said he was able to lose pursuing officers
until he headed southbound at Lone Chimney Road on Highway 108, where
a deputy turned around and followed him.
Benavidez explained that his truck was having transmission problems,
and it stopped at Yost and Highway 108. He said he exited the vehicle and
dropped his cellphone. He then picked up the phone and pulled a pistol out
from a holster. He admitted that he ran away from the deputy with a gun in his
hand. He also admitted to firing two rounds at the deputy.
Reports state Benavidez was already on probation for the 2015 conviction
of possession of meth and stolen property at the time of the incident. He was
also wanted on bench warrants after being released from Beckham County
Jail and leaving a court-ordered inpatient treatment on December 12.
The inpatient treatment was due to 2020 charges of drug possession with
intent to distribute and assault and battery, leaving the scene of an accident,
and driving on a suspended license.
Benavidez is being charged with shooting with intent to kill, feloniously
pointing a firearm, possession of a firearm during the commission of a felony, attempting to elude, possession of a firearm after former conviction of a
felony, attempted robbery with a firearm and operating a motor vehicle while
driver’s license has been revoked. His bond was set at $200,000, and he is
scheduled to appear in court on March 15, 2021.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A Harrah couple is facing six counts of child
sexual abuse and child neglect after one of
the victims reported to DHS case workers that
they had been sexually assaulted.
According to reports, 32-year-old Amanda
D. Bond-Langston and 36-year-old Jeremy C.
Barnes, Sr., were arrested on January 7 at a
home in Chandler.
The crimes against children that the couple
allegedly committed occurred between January 1, 2016, and January 7, 2021.
The couple allegedly had sex in front of the
children multiple times. One of the children
who was living at the home told investigators
that the couple knew they were being seen,
and they left the door open while having sex.
Children at the home also told investigators
that they were forced into sexual acts.
On January 5, a district attorney investigator
was advised that the couple drank excessively
and beat the children with a studded belt.
Both Barnes and Bond-Langston are being
charged with six counts of child sexual abuse
and child neglect. Their bonds were set at
$75,000, and they are scheduled to appear in
court on February 18, 2021.

On January 27, 21-year-old Jacob Ryan Scroggins, of Logan County, was arrested after an investigation by the Oklahoma State Bureau of Investigation (OSBI) Internet Crimes Against Children (ICAC)
Unit.
The case was assigned to the OSBI ICAC Unit
after the National Center for Missing and Exploited
Children (NCMEC) forwarded a cyber tip that they
received from Google. Google reported to NCMEC
that a user with an Oklahoma IP address uploaded
a file that was suspected to be child pornography.
Scroggins was arrested in rural Logan County by
members of the OSBI ICAC Unit, with assistance from the Stillwater Police
Department and the Logan County Sheriff’s Office. Scroggins was arrested on suspicion of Possession of Child Pornography and Violation of the
Oklahoma Computer Crimes Act. He was transported to the Logan County
Jail where he was booked.

victims and assist service providers and communities to decrease the prevalence of dating violence among young people. Anyone can make this happen

Learn About Teen Dating Violence
Teen dating violence (TDV) is defined as a pattern of abuse or threat of
abuse against teenaged dating partners, occuring in different forms, including verbal, emotional, physical, sexual and digital. TDV occurs across diverse
groups and cultures.
Although the dynamics of TDV are similar to adult domestic violence, the
forms and experience of TDV, as well as the challenges in seeking and providing services, make the problem of TDV unique.
The National Resource Center on Domestic Violence and VAWnet have
developed an Online Special Collection: Preventing and Responding to Teen
Dating Violence. Recently updated, this Special Collection emphasizes collaborative and multilevel approaches to the prevention of and response to teen
dating violence. This year’s updates include additional resources for teachers
and school-based professionals and a new section to support the efforts of
pregnancy prevention advocates and adolescent sexual health practitioners
in addressing adolescent relationship abuse.

A 37-year-old man is being held in jail on multiple charges after he led police on a high-speed pursuit on January
14.
According to reports, an officer went to the 3200 block
of Ranch Drive to speak to a cousin of Stephen Hogan.
The men lived together, and the officer was there to discuss eviction options. Before the officer arrived on the
scene, however, he was advised that Hogan was trying to
steal his cousin’s truck.
When the officer arrived, he saw Hogan sitting in a
truck. He told the man to exit the vehicle. Hogan obeyed
and told the officer he lived there and wasn’t trying to steal
the truck.
Hogan’s cousin told the officer that the man was a convicted felon and had a weapon in his possession. Hogan
admitted he was on parole out of California. After taking the 9 mm pistol, the officer
left the scene.
The next day, the officer was dispatched back to the residence. The cousin told him
that Hogan had stolen his gun and black truck. While looking for the truck, reports
came in that someone was shooting at vehicles from a black truck.
An officer headed down Hubbard Road and almost collided with the suspect vehicle. He chased after the suspect, hitting speeds of 90 mph.
The chase started east on Hubbard Road from W Street and continued to Highway
77, where Hogan turned south.
After seemingly passing through every major intersection in Ponca City, the man
eventually came to a rolling stop with his hands out of the window at the intersection
of 14th and Otoe Avenue. Hogan refused to exit the vehicle, and officers unlocked the
truck and placed him under arrest.
A semi-truck driver who Hogan shot at told police that his driver’s window was
broken.
While waiting to be booked into the Kay County Jail, Hogan ran to the sink to wash
his hands, presumably to remove any evidence of gunshot residue.
Hogan is being charged with robbery in the first degree, discharge a firearm with
intent to kill, kidnapping, possession of firearms after conviction/during probation, endangering others while eluding/attempting to elude police officer, and destroying of
evidence. His bond was set at $1M, and he is scheduled to appear in court on March
5, 2021.

Two 25-year-old men were arrested during
a traffic stop in Bartlesville on January 22 after
officers found drugs in their possession.
According to reports, the Bartlesville Police
Community Impact Team stopped the men in
the 1400 block of South Maple Avenue at approximately 12:30 p.m. The driver was identified as Austin Michael Riley – his license was
suspended.
When Riley stopped in a driveway, the
passenger, Corbin Gaylin Doyle Hairgrove,
stepped out of the vehicle with two bags. Officers told him to get back in the vehicle.
An officer and his K9 did an open-air sniff
on the vehicle – the dog alerted to the presence of drugs.
Officers searched the man and discovered that Hairgrove was wearing body
armor. He also had a loaded 9mm semi-automatic handgun and a loaded .38
special revolver in his possession. The body armor was identified as stolen
out of Oklahoma City.
Inside the bags Hairgrove was carrying, officers found 83.7 grams of methamphetamine, 365 grams of marijuana, three sets of scales, and some packaging for drugs.
Officers also seized $260 from the man.
Riley is being charged with driving while license is suspended. Bond information and a court date for Riley were unavailable at the time of print.
Hairgrove is being charged with trafficking in illegal drugs, possession of
a firearm after a former felony conviction, wearing body armor in committing
a felony, possession of controlled dangerous substance without tax stamp
affixed and possession of a stolen firearm, all after former felony conviction.
His bond was set at $100,000, and he is scheduled to appear in court on
February 12, 2021.

A convicted child predator is facing an additional
charge after another victim comes forward.
In January 2020, 75-year-old Lester Vincent Lay
pleaded guilty to one count of Child Sexual Abuse. The
charge stemmed from allegations by a 13-year-old female that Lay sexually abused her in July 2019. The
abuse was reported to the Okmulgee County Sheriff’s
Office by the girl’s mother and the Oklahoma State Bureau of Investigation (OSBI) was requested to assist
with the investigation. The Okmulgee County District
Attorney’s office filed charges against Lay and he was
arrested by OSBI agents in October. After pleading
guilty, Lay received a ten year sentence in the Oklahoma Department of Corrections.
In March 2020, the Okmulgee County Sheriff’s Office
requested the OSBI assist with an investigation after another teenage girl reported
being molested by Lay. The abuse occurred between 2014 and 2018 when the girl
was between the ages of 9 and 12. In an interview, Lay admitted to OSBI agents
that he inappropriately touched the girl. In December 2020, the Okmulgee County
District Attorney filed one charge of Child Sexual Abuse against Lay.

An inmate at the Jackie Brannon Correctional
Center had a brief few hours out of the slammer
when he escaped from the facility on January 14.
According to the affidavit, Fairfax man Kirby
Glenn Yates, 52, had been sentenced to 5 years
in prison out of Osage County for arson in the first
degree. He was transferred to the Jackie Brannon
Correctional Center on December 17, 2020.
On January 14, Yates was not present for the
6 p.m. headcount. He was declared escaped at
7:30 p.m.
Around 11 p.m., the man was placed back into
custody. Reports state McAlester police offices
saw the man walking near downtown McAlester.
In Pittsburg County, Yates is being charged with escaping from the department of corrections. His bond was set at $50,000. The man’s court
date was unavailable at the time of print.
