An ex-con faces new felony drug charges following a traffic stop
Dec. 3.
Blackwell patrol officer Bobby Kehn reported seeing a silver
Mazda driving on the wrong side of the road and making wide
turns. He initiated a traffic stop and recognized Michele Mcnutt,
44, because she spoke with a deputy about drug activity in Blackwell
the day before.
Kehn asked Mcnutt if he could search her car for narcotics. She
consented, but changed her tune when Kehn found a red straw
with white residue on both ends in her car. Mcnutt said it was her
ex-boyfriend’s, but she did not want Kehn to test the residue for
methamphetamine, she said.
Kehn also found 100 small blue bags and 76 smaller pink bags. At that point, Mcnutt
admitted to using methamphetamine the day before. When Kehn tried to arrest her, she
pulled away, saying “OK I have some and I will get it”.
She pulled a blue glass pipe and a purple bag inside a crumpled paper towel from the front
of her pants, according to the affidavit. Kehn determined she was hiding about a gram of
methamphetamine in her pants and an information sheet says she had more than 40 grams
in her possession.
Mcnutt was previously convicted of possession of a controlled substance in North Carolina,
receiving a two-year suspended prison sentence. She faces six felony methamphetaminerelated charges this year alone, ranging from possession to trafficking.
Mcnutt last appeared in court Dec. 19 to set her hearing dates.

DESTRUCTION OF PROPERTY
A set of stolen rims led to the
arrest of a Ponca City ex-con Dec. 2.
Ponca City officer Bryce Shelton
received a call Nov. 28 from a man
who reported that his storage house
was burglarized and that three
aluminum rims were missing.
Shelton spoke to the general
manager at Ponca Iron and Metal,
who said Lonnie Ramsey, 26, sold
the rims to him. The manager
confirmed Ramsey’s identity
because the latter showed his ID
before handing the rims over,
according to the affidavit.
Shelton then went to the 1000 block of Sunset Street to speak
to Ramsey at his residence. In an interview, Ramsey admitted to
climbing through the window of the storage house and taking the
rims. Shelton then arrested Ramsey on two city warrants and took
him to the Ponca City municipal jail. While there, Shelton said he
found a cellophane sandwich bag containing a grape-sized bud of
marijuana.
Immediately after Shelton found the drug, Ramsey unwittingly
admitted ownership, saying, “Man, I didn’t know that was in there,
I thought it was on my dresser at home!”
Ramsey has a previous drug conviction, having pleaded guilty to
possession of cocaine in 2010. He received a three-year deferred
sentence. Ramsey also has a pending domestic abuse and drug
possession charge from August, as well as an unsettled distribution
charge from 2010.
Ramsey remains in jail on a $26,000 bond, originally reduced
from $175,000. He has a court date for all pending cases set for 9
a.m. Jan. 14.

A teenage duo faces multiple
felony charges after the pair went on
a car burglary spree Dec. 6.
Bartlesville police officer Josh
Patzkowski heard another officer
receive a call to service about some
suspicious activity on the 1600 block
of Harned Street. Patzkowski was
patrolling at Walmart but turned
onto Woodland Road, where he saw
a silver Jeep Liberty that eventually
parked in the fire lane at Walmart.
Patzkowski confronted driver
Kieran Clopp and his passenger
Dylan Deshields, both 18. With
the help of a sergeant, Patzkowski
searched the vehicle, which turned
up two GPS units, several DeWalt
power tools, loose change and an
ashtray. The two GPS units had
different home addresses in the
area.
Clopp, under questioning, said
Deshields called him for a ride,
prompting he and his girlfriend to
pick him up at one of the addresses
listed on the GPS units. Clopp said Deshields had the tools
and navigation systems when they picked him up.
Clopp’s girlfriend, who was not charged, said she and Clopp
met Deshields at a skate park, where he had things with him.
The pair drove Deshields around Bartlesville, providing the
getaway vehicle while Deshields broke into cars, she said.
The owner of the Jeep said he let the group borrow his car
so they could get Clopp a change of clothes. However, the
owner fell asleep and only woke up to a phone call from the
girlfriend detailing the thefts.
When told of his girlfriend’s confession, Clopp said he was
sorry for lying and admitted to driving Deshields around so
he could steal from cars.
Clopp and Deshields each face three second-degree burglary
charges and a conspiracy charge. Deshields was previously
convicted of two counts of assaulting a detention employee
last year.
Clopp will appear in court at 9:30 a.m. Jan. 4, with his
partner in crime appearing at the same time Jan. 11.

BOGUS CHECK BOGUS CHECK
By Lt. Jeff James
Oklahoma Highway Patrol
When I think of holidays, and
Christmas especially, I think of kids!
To me its all about the kids...seeing
their faces when they see that Santa has stopped by and dropped off
a lot of presents, watching them play during Christmas break, and
just getting to spend time with their family. So in that vein, I thought
I would talk about a law that is designed just for the kids, and that is
the Child Passenger Restraint Law! I’m going try and hit the major
points and put it in terms we can all understand.
First, the legal stuff; O.S. 47-11-1112 states:
Every driver, when transporting a child under six (6) years of age in
a motor vehicle operated on the roadways, streets, or highways of this
state, shall provide for the protection of said child by properly using
a child passenger restraint system. For purposes of this section and
Section 11-1113 of this title, “child passenger restraint system” means
an infant or child passenger restraint system which meets the federal
standards as set by 49 C.F.R., Section 571.213. (Look for something
on the package when purchasing that says it meets this standard!)
Children at least six (6) years of age but younger than thirteen (13)
years of age shall be protected by use of a child passenger restraint
system or a seat belt. Now, there are some drivers this does not apply
to; namely, the driver of a school bus, taxicab, moped, motorcycle, or
other vehicle not required to be equipped with safety belts, ambulance
or emergency vehicle, and the driver of a vehicle in which all seat
belts are in use. Also, someone who is transporting a child who for
medical reasons are unable to be placed in such devices, provided
there is written documentation from a physician of such medical
reason. It also doesn’t apply to the transportation of a child weighing
more than 40 pounds in the back seat can be wearing only a lap belt,
provided that the vehicle either wasn’t equipped with combination
lap/shoulder belts, or all of those combination belts are in use by
other children weighing more than 40 pounds.
Common sense says our children must be protected. The really
young ones have no choice in the matter, and it is up to us to keep
them safe, and buckle them in. I know some of the older ones can
unbuckle themselves, and do so often. If you start at an early age
with them, it will be second nature for them to stay buckled. And
finally, remember, you are the biggest influence on children, and they
WILL do as you do! So if you aren’t buckling up, they won’t want
to either! Be a positive influence, and lead by example. Thanks for
reading, buckle up, and be safe!

OK Jailbirds is cooperating with the efforts of Oklahoma
Department of Human Services to impact the huge social
problem of irresponsible parents who are not paying the
child supports ordered by our courts.
If these biological-only parents won’t honor the courts
order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
It’s ALL about the KIDS!
Importance of Child Support
Children are our future and child support helps make sure they have a chance at a
productive life. Children have the right to get support from both parents and do not
lose this right when a parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children, taxpayers often pay the cost
of raising children. When children receive public assistance and their parents pay no
child support, all taxpayers bear the cost of supporting the children.

A Bartlesville man faces seven felony
charges after police discovered he was
making one-pot methamphetamine labs at
his home Dec. 12.
Multiple Bartlesville police officers met at
the Drug Task Force office at 5:30 p.m. that
day to discuss serving a search warrant at the
1500 block of Southwest Hickory Avenue.
At around 6 p.m., the officers found Wesley
Shrum, Jr., 58, in the corner of one of the
bedrooms.
Shrum said he did not have
methamphetamine in the residence that
belonged to him, but he said officers “might
find something” in his wife’s room. He also told police about a gun on
his desk, which he claimed was in his wife’s room. They live in separate
rooms, Shrum said.
Sure enough, police found a black semi-automatic 9mm pistol,
according to the affidavit. Also, the search turned up two coffee filters
with methamphetamine residue, a box of 12-gauge shotgun shells, a
Kmart receipt showing a pseudoephedrine purchase, two sheets of paper
showing sales of valium and oxycodone and another paper indicating
methamphetamine sales.
A more intensive search revealed Shrum had rock salt, a 32 oz. bottle
of drain opener, two packages of lithium batteries and two more boxes of
bullets containing a total of nearly 100 live rounds. Furthermore, a false
wall in the house concealed three packages of lithium batteries, three
boxes of pills with 20 pseudoephedrine pills in each and an acid reducer
bottle with more than 130 pseudoephedrine pills inside, according to the
affidavit. In total, Shrum had nearly 15 grams of pseudoephedrine in his
house.
Shrum denied knowledge of the coffee filters and said he had the drain
cleaner due to extensive plumbing problems. He also said he bought the
rock salt because “it will be icy someday”. However, when Shrum found
out the police seized his stash of pills, he started trying to negotiate a
deal to avoid his arrest, saying he would help police arrest anyone they
wanted.
Shrum remains in custody on a $250,000 bond. He will next appear in
court at 9:30 a.m. Jan. 11.

Death Row
George Ochoa executed
Oklahoma death row inmate George
Ochoa was executed Dec. 4 for the 1993
shooting deaths of a couple during a home
invasion.
Ochoa maintained until the end that
he was wrongfully convicted of fi rstdegree murder in the shooting deaths of
Francisco Morales, 38, and Maria Yanez,
35, on Oklahoma City’s south side.
The punishment came less than a
month after the state Pardon and Parole
Board rejected Ochoa’s request that it
recommend Gov. Mary Fallin reduce his death sentence to life in
prison.
Investigators say Morales was shot 12 times and Yanez 11 times in
their bedroom on July 12, 1993. Three of the couple’s children were
inside the house at the time of the shootings and later testifi ed at
trial.
Prosecutors said there was little evidence to suggest a motive for
the killing, but no doubt that Ochoa and his co-defendant, Osbaldo
Torres, 37, were responsible. Ochoa and Torres were stopped
by police near the crime scene and were described by police as
“sweating and nervous,” court records show.
Torres, a Mexican citizen, was also convicted of fi rst-degree
murder and sentenced to death in the shootings, but his sentence
was reduced by then-Gov. Brad Henry in 2004. Henry imposed a
sentence of life without parole after Mexican government offi cials
raised concerns that Torres was not given a chance to speak with the
Mexican consulate after being accused, as required by international
conventions.

Answer: The Bible does address the issue of
rape. As expected, when the Bible mentions the
crime of rape, it is depicted as a gross violation
of God’s design for the treatment of the human
body (Genesis 34). The Bible condemns rape
whenever it is mentioned. For example, there is a
particular passage in the laws given to the nation
of Israel before entering the Promised Land under
Joshua’s leadership. This passage (Deuteronomy
22:13-29) spoke directly against forcing a woman
into a sexual encounter against her will, or what
we know today as rape.
In the New Testament, rape is not mentioned
directly, but within the Jewish culture of its writers, rape would have been
considered as sexual immorality. As such, both Jesus and His followers (including
the apostle Paul) spoke against sexual immorality, even offering it as justifiable
grounds for divorce when a person actively committed sexual acts outside of the
bond of marriage (Matthew 5:32). This would not, however, apply to the victim
of rape, only the one who committed the act.
Further, the New Testament is clear that Christians are to obey the laws of their
governing authorities (Romans 13). Not only is rape morally wrong; it is also
wrong according to the laws of our governing authorities. As such, anyone who
would commit this crime should expect dire consequences, including arrest and
imprisonment.
To the victims of rape, much care and compassion must be offered. God’s Word
often speaks about helping those in need and in vulnerable situations. Christians
would do well to practice these teachings and model the love and compassion of
Christ by assisting victims of rape in any way possible.
To those who have committed rape, we must remember two things. First, people
are responsible for the sins they commit. Second, however, no one is beyond the
grace of God. Even in the lives of those who have committed the vilest of sins,
God can extend forgiveness to any who will repent and turn from their evil ways
(1 John 1:9). This does not remove the need for punishment according to the law,
but it can offer hope, even to those whose sins have made them outcasts in the
eyes of others.
What does the Bible say
about rape?

What you’re saying
about this on...
Donna M: Educate instead of incarcerate, most of
these women have children, and were forced to be a
mom before they graduated high school
Kyle B: and others: Forced to be a mom?
Stacey A: Thats what happens when there is no
EDUCATION and no JOBS....
Sonya B: No one forces a woman to be a mom. I to
agree, with education, maybe some of these women
wouldn’t be behind bars.
Travis P: You play the game you pay the price
Julie S: Jail should not be comfortable for any one.
Let’s stop rewarding criminals with things like
comfort. Sheesh!
Chelsea M: Seems like people are making a lot of
excuses for these women.
Ludie E: As the economy gets worse we will see
more people committing crimes.
Teresa C: Forced!!! More like EASY!!! Then having
babies they don’t want to be bothered with!!!! They
are where they belong!!! They have brains but
obviously don’t use them!!!!!
Eddy C: “Forced” to be a mom... Most should have
had better parents or not been having sex without
protection. I blame the STUPID boys just as much.I
think more laws should be in place to hold both
partners responsible when a child is “CREATED”
but, I also think American Adoption laws need to
be reviewed... There are thousands of people that
want children that cannot afford to adopt here,
and go to other countries to get their kids... Sad.
A majority of these women were not FORCED to
be anything. It was a choice they made. Mandatory
Birth control... NOW! Women can be just as
brutal and vicious as any man, criminal thoughts
go through every mind... acting on them is the
difference... following the law or breaking the law.
I do not feel any sympathy towards anyone whose
case I personally follow that is convicted of violence
or drug related. Burglary or theft... I hope they get
maximum sentences. Child Abuse... Neglect... I
hope they never get out... and I do not even like
kids... Same thing though... I hope they NEVER get
Out.
Chanda J: No person is beyond redemption. You
guys sound like youre ready to bust out pitchforks.
Paula T: I do not feel sorry for any women who
is a “mom” that is in prison. I feel sorry for the
children that were born to these women. I raise 2
that have a mother with issues and with me being
a step parent, the “real mom” really makes it hard
for me to teach these kids right from wrong! She’s
always encouraging them to make bad choices. i
think if You’ve ended up in prison, you’ve obviously
wronged your children in some way! I would also
like to add that the over crowding is possibly due to
these women not being taught right from wrong to
begin with! Wake up folks! Today’s kids and young
people are missing a lot of nurturing and butt
whippings! I work for a school district and I see it
everyday. Problemed kids with problemed parents!
I would also like to add that EDUCATION STARTS
AT HOME!!!
Mike H: Here’s an idea. Make another building.
And keep those dirtys off the streets.
Corey L: We don’t need to use more taxpayer money
to build bigger county jails and state correctional
facilities. The solution is simple. Stop penalizing
drug offenses. Offer effective rehabilitation where
needed other than incarceration. The justice
system in Oklahoma and the rest of America is too
simplified. We’re better than this.
Kacie D: This is bc Oklahoma sends people to jail
for the most ridiculous stuff id love to see some
statistics on what these women are there for.
Phyllis B: dopers, drunks, prosties, thieves, larceny,
fraud, and just plain mean
Quincy B: Sounds like its time for some tent jails
and hard labor to earn there keep
Misty S: THE SYSTEM IS THE PROBLEM! In the
US, we have the most people in jail in the world.
In Oklahoma, there are more women in jail than
anywhere else in the US. Oklahoma ha the most
women locked away in the WORLD! The court
systems are harder on women in Oklahoma
than men, THEY WILL ADMIT IT. Release drug
offenders, get them help, show them how to live.
The director of the Oklahoma Department of
Corrections says the prison system is out of
space for female offenders.
The Tulsa World reports that DOC Director
Justin Jones following a Board of Corrections
meeting in Vinita that fewer women are being
released this year while more women are
being convicted and sent to prison.
He says the increase is due to some
convicts being required to serve 85 percent
of a sentence in addition to enhanced
punishments for others.
Jones says the department took in 1,198
female inmates last year and released 1,162.
He says the agency is projected to receive

Two Tulsa men were arrested Dec. 2 after an
OHP trooper on patrol heard them shooting a
gun.
Matthew Barbee, 18, and Rodolfo Guzman,
20, were charged Dec. 4 with use of a vehicle
in the discharge of a weapon and consumption
of alcohol by person under 21 in a public place
in Osage County District Court.
According to the police affidavit, Trooper
Brian Rose was conducting a traffic stop just
after 5 p.m. near the intersection of 33 W.
Ave. and 38 St. North just outside Tulsa with
Deputy T.J. Hudson as his backup. Suddenly,
Rose heard several gunshots ring out east of
him. He then heard a car coming toward him
on 38 St. North and neither the driver nor the
passenger were wearing a seatbelt. The car
came to a stop at the intersection and Rose
told them to show him their hands. The driver,
Barbee, showed his hands, but the passenger,
Guzman, did not.
Rose drew his sidearm and ordered Guzman
again to show his hands, which he wisely did.
Hudson took Barbee into custody as Rose went around to Guzman.
He opened the door and immediately saw a Ruger 9mm Mark II pistol
on the floorboard. Rose placed Guzman into protective custody.
Rose found the gun was loaded with a magazine, but there were
no bullets in it or in the chamber. It was still warm to the touch from
being shot. As he looked further inside the car, he found a stocking
cap in the center console with 142 bullets inside. He also found a cold,
half-full, 32 ounce can of Miller High Life.
Guzman told the officer he got the gun from a friend and admitted
to doing the shooting. He added he was only shooting it into the
woods.
Both men were taken to the Osage County Jail and booked.

Funk flunked Credit Card Theft 101
John Michael Funk, a 27-year-old Ohio man,
was jailed Nov. 28 after he allegedly tried to use a
stolen credit card in front of a police officer.
According to the Stark County Sheriff’s Office,
police responded to a call from Funk’s 60-year-old
mother stating that he had stolen her credit card
and used it to buy cartons of cigarettes at Main
Street Marathon, a local convenience store.
Investigators say while officers were at the store
investigating the report, Funk walked in and
attempted to use the same card, right in front of
police. He was apprehended around 10:30 p.m.
Funk was booked into the Stark County Jail and
charged with two counts of theft from an elderly
person and one count of receiving stolen property.
He was released as a non-violent offender.
This is not Fink’s first run-in with the law. He has been charged with 10 separate
offenses so far this year, according to court records.

The OSBI is renewing the reward offer of up
to $5,000 for information leading to the arrest
and conviction of the two men who shot an
elderly Wagoner man and stole his weapons last
Thanksgiving (11/24/11).
The Wagoner County Sheriff’s Offi ce requested
OSBI assistance with the shooting and attempted
murder of 74-year-old Kenneth Payne last
Thanksgiving morning. About 7:30, Payne was
at the Fort Gibson Wildlife Management Area
Shooting Range sighting in several of his guns
when someone shot him multiple times and left
him for dead. Payne was able to call a family
member on his cell phone for help.
At least four guns were stolen from Payne, was
well as a gun caddy. Payne, who is retired from
the Air Force, lived only a few miles away.
One of the stolen rifl es is a rare Mitchell Black
Lightning .22 magnum rifl e.
OSBI Forensic Artist Harvey Pratt met with
Payne to draw sketches of the two suspects a couple weeks after the
shooting.
Sketch one is that of possibly a Hispanic male in his late 50s with a
light complexion. He stood approximately 5’9” tall and weighed about
160-165 pounds.
The second sketch is that of the second suspect who has dark
curly hair that extends to the back of his shirt collar. He also stands
approximately 5’ 9” tall and weighs about 160 pounds. This man is in
his mid-to-late 30s.
Please remember, these sketches are only considered likenesses of
the suspects. If anyone has information about this case, please call
either the Wagoner County Sheriff’s Offi ce or the OSBI hotline at
1-800-522-8017.

Merry Christmas and Happy New Year!
From Oklahoma Highway Safety Office
Christmas and New Years is approaching on us fast! As these holidays approach
please remember to travel safely by wearing your seat belt, going the speed limit,
don’t get distracted by texting and driving, and please don’t drink and drive.
Have a wonderful and blessed holiday season and a happy new year!
Trooper Antonio Porter #595
Two Tennessee would-be robbers tried to “disguise”
themselves by covering their face in black magic marker. That is never, ever a good reason to apply black anything to a white face.
Bad news: A Florida man was pulled over and arrested after the police searched his car and found
marijuana and drug paraphernalia. Good news: In
the process, the police found a bong that the man had
been looking everywhere for -- and thanked the cops
for their help.
If you’re anything like the woman in Sweden arrested for drunk driving, you may think you can get out of
the case by covering up one eye to avoid double vision,
as she claimed in court. Unfortunately, it won’t work
(neither the method nor the excuse).
There’s a reason that billboards don’t say, “Drink.
Drive. Go To Jail. Next time, get your 10-year-old son
to drive instead.” But one Tennessee man found out
the hard way that it might not be a great idea after the
car crashed (everyone is fi ne).
You gotta hand it to a Dallas man who tried to cash a
fake check for $360 billion. Why not?
When a 14-year-old Tampa Bay boy dialed the
wrong number, he quickly apologized, then offered to
sell the person on the other end of the line some drugs.
Unfortunately for him, that other person was a cop.
A Colorado man went to a video store and claimed
that as a part of the “age verifi cation unit” of the local
police department, it was his duty to confi scate DVDs
of pornography to ensure that all the actresses (and
actors, presumably) were over 18. As foolproof as this
plan was, he was arrested by the cops deployed from
the Creepster Verifi cation Unit. Apparently he had
never even heard of the Internet.
Since when was it a crime to try to resuscitate a longdead armadillo on the road? Who knows, but a drunk
Pittsburgh man who tried was arrested anyway.
Here’s a great way to get arrested: 1. Commit bank
fraud; receive over $200,000 in credit. 2. Flee the
country. 3. Brag about your new lifestyle on Facebook.
5. Accept friend request from DOJ offi cial. 6. If you’ve
made it this far, you don’t need our help.

Registered Sex Offenders for The Area
FACT:
It is common for both child
and adult victims of sexual
assault to wait some time
before telling someone about
the abuse.
True. The reasons for this are numerous:
victims may want to deny the fact that
someone they trusted could do this to
them; they may want to just put it behind
them; they may believe that they caused
the assault by their behavior; or they may
fear how other people will react.
The sex offenders
page is not a
complete listing
of all offenders in
these counties; we
will be publishing
more in each
month’s issue.

A Hominy woman, who had too much
vodka was arrested Nov. 30 after she
crashed her car with three small children
inside.
Just after 7 p.m. on Nov. 30, OHP Trooper
Brian Rose was dispatched to a single car
accident on S.H. 99 one mile north of the
Cimarron Turnpike in Hallett. When he
arrived at the crash, he made contact with
the driver, Candace Dorsey, 24, and could
immediately smell the strong odor of booze
on her breath.
Dorsey said she was making a U-turn to head back to Jennings
when she turned too wide and went into a ditch.
Rose conducted a field test on her and she failed it miserably. He
then asked her how much she had to drink that evening and she said
she had a 5th of vodka about two hours earlier.
“Were you sharing with your passenger?” Rose asked her.
“No,” Dorsey replied. “He was drinking Kentucky Deluxe.”
Rose went to speak with Dorsey’s passenger who was already
inside the back of an ambulance. He was being uncooperative and
belligerent and reeked of booze. Rose could not get any information
about the wreck from him.
To make matters worse, there were two toddlers and a two-monthold baby in the back seat of Dorsey’s car.
Rose deduced from the crash scene that Dorsey had indeed made
a U-turn, but she was traveling too fast and rolled her car onto its
passenger side where it came to rest in a deep ditch. A Pawnee County
deputy found a Kentucky Deluxe bottle almost completely empty just
outside the passenger’s door.
Dorsey was placed under arrest and taken to the Cleveland Police
Department where they conducted a breath test. She blew a .18 and
then a .17. She was then transported to the Pawnee County Jail and
booked in on complaints of DUI, child endangerment, and careless
driving.
