With all the water we have received this
year, there seems to have been a large number
of drownings so far on Oklahoma lakes and
waterways, the majority of which could easily have been prevented. I am going
to cover some of the rules on wearing Personal Floatation Devices, as well as
some strong suggestions regarding them, in the hopes that we can slow down
this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not going to get
into their descriptions, just which types are required for what situation. All
PFDs must be U.S. Coast Guard approved, and used in accordance with their
label. The label will also state the type. All vessels must carry one wearable
(Type I, II, III, or V) USCG approved PFD for each person on board or being
towed. In addition to that, vessels 16 feet in length or longer must have one
Type IV USCG approved PFD on board and readily accessible. Oklahoma Law
requires that all children under 13 years of age wear an approved PFD whenever
underway in a vessel less than 26 feet in length. Each person on a personal
watercraft or sailboard must wear an approved PFD. Anyone being towed on
water skis or similar devices must wear an approved PFD. Ski belts are not
approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good serviceable
condition. They must also be readily accessible. Readily accessible means
you must be able to put the PFD on in a reasonable amount of time in an
emergency. PFDs should not be stowed in plastic bags, in locked compartments,
or have other gear stowed on top of them. They must also be of the proper size
for the intended wearer. Sizing for PFDs is based on body weight and chest
size. A good way to test this, especially for children, is to put it on, adjust the
straps, and have the wearer raise their arms up, and try to pull it up off them. If
it can come off, it is not the right size for the wearer.
Those are the requirements, so now lets talk about the suggestions. If you
have children in or around water, make sure they have a PFD on. Air mattresses,
floaties, and other toy floatation objects don’t count. There have been way too
many stories of toddlers near the water’s edge falling in and drowning, and
these could be prevented by following this suggestion. Also, keep a watchful eye
on those kids...even if they are only out of your sight for a few seconds, its long
enough for them to get in trouble around the water. Last, wear one on boats
even if you don’t have to. In an emergency, you may not have enough time to
put it on. Thanks for reading, buckle up those PFDs and seat belts, and be safe!

Ponca City woman Christian Marie Eggers, 18, allegedly stole a man’s BMW and other stuff when she
spent the night at his house in Arkansas City, Kansas.
She was arrested on June 12 when police found the
car and other stolen items at a residence in the 1700
block of Hudson Drive in Ponca City.
The victim contacted police and told them Eggers spent the night at his house and when he woke
up, she was gone, his house had been ransacked,
and items were missing, and his BMW wasn’t in the
driveway.
Police located the stolen vehicle shortly after 9
a.m.
Eggers told police she spent the night with the victim. She told him she needed
to go home because she had court the next morning. When he refused to take her
home, she said she asked him if she could take his car and return it the next day.
She said he didn’t answer her because he was “so drunk.”
She said she took the car to court and was about to go to the police station.
The owner of the residence where the car was found told police Eggers messaged him that morning and asked if she could come over. He said yes, and she
arrived with several plastic totes and clothes baskets full of stuff. She also allegedly told him that she stole the car and a phone from the victim in Kansas.
Police recovered the totes and baskets of stuff Eggers took from the man.
An officer located a tazer in the items. Eggers said it was hers.
She told police she didn’t use it on the victim, but she had wanted to.
She later admitted to taking the man’s car, phone and other belongings from
his home while he slept.
Eggers is being charged with possession of stolen vehicle. Her bond was set at
$10,000, and she is scheduled to appear in court on June 26, 2015.

For some reason, Bartlesville man Bill Gerald Coffer, 65,
thought it would be a good idea to grab his garden hose and
spray down his neighbor, who was tending to a flower bed.
Coffer was arrested June 14, because he allegedly grabbed
a gun after spraying the man down with water and threatened to shoot him.
According to the police report, a Bartlesville officer was
dispatched to the 300 block of SE Boston at approximately
1:57 p.m. because a possibly intoxicated man was waving
around a gun and threatening to shoot people.
The victim told the officer he was working in his flower bed, when Coffer walked
up to him with a garden hose and started spraying him. He said he had a rake in
his hand, so he started swinging at the hose in an attempt to make Coffer stop.
Coffer dropped the hose, and the victim said he tried to grab it so he could
spray Coffer back.
The men played tug-a-war with the hose for a few minutes. Coffer then dropped
it again and walked into his shed.
The victim said he returned with a gun, pointed it at him and allegedly said,
“I’m gonna blow your brains out.”
The victim ran inside his house and called 911.
Coffer told the officer he saw the victim working in his yard, so he “seized the
opportunity” and sprayed the man with the garden hose. Coffer said the victim
tried to hit him with the rake and could have killed him, so he went into his shed
and grabbed his “big gun.”
The water-sprayin’ gun slinger said he never threatened or pointed his “big
gun” at the victim.
Coffer is being charged with endeavor to perform act of violence. He was released on a $10,000 bond and is scheduled to appear in court on July 10, 2015.

An “honest, working man” was arrested June 12 after he
reportedly drunkenly crashed into a ditch and spit on a police
officer.
Tyner, Kansas, man Myles Edward Hill, 21, told the officer
the arrest was “f------ bulls---.”
A Skiatook police officer responded to the intersection of
Javine Hill Road and SH 20 at approximately 2:36 a.m. According to the police report, a drunk driver had run off the
road and driven right into a ditch.
That driver was later identified as Hill.
The officer found Hill still sitting in the driver’s seat of his
truck with the engine running. He told the man multiple
times to get out of the vehicle, but Hill refused and jerked
away from the officer.
Not surprisingly, the officer noticed the man had red, watery eyes and he smelled like alcohol.
When Hill finally got out of his truck, he refused to walk. At one point, he pulled away from
the officer and turned toward him in a “fighting stance.”
The officer escorted the man out of the water-filled ditch. Hill told him, “This is f------
bulls---.”
He once again tried to jerk away from the officer.
After a brief struggle, officers were eventually able to get the man in handcuffs.
Hill wasn’t done, though!
As they walked up to the patrol car, he turned toward the officer and spit on him. The officer had Hill’s saliva all over the front part of his uniform. He placed the man in the car and
asked him if he would take the state’s test.
Hill just laughed and said, “I had a few.”
On the way to jail, he told the officer that he would have his “f------“ job, because he was a
“working man doing honest work unlike the cops.”
Oh, so you mean drunk driving?
Hill is being charged with prisoner placing body fluid on government employee, driving
a motor vehicle while under the influence of alcohol, resisting an officer and transporting
opened container of beer. He was released on a $7,500 bond and is scheduled to appear in
court on August 14, 2015.

Jason Lee Mills, 45, couldn’t seem
to keep his clothes on while in a
drug-induced stupor on June 13.
The Jennings man was arrested
after a victim complained that he
was taking his clothes off in front of
a sandwich shop.
Come on, Mills, people were trying
to eat!
According to the police report, a
Jennings officer was dispatched to
the store located in the 100 block of
North Main shortly after 2 p.m. because a man was stripping down in
public. The caller told the officer Mills had been in the store, but he
started causing problems so employees asked him to leave. Mills refused until he was advised they were calling the police, but he wasn’t
done terrorizing people, though.
Mills exited the store, but then he walked in front of a window and
started taking his clothes off.
The officer found Mills sitting down on the ground. He was just
wearing his jeans. Mills was having trouble talking, but when the officer asked him if he had been drinking, he refused to answer. He just
told the officer that he was high and he wanted to go to jail.
The officer granted his wish and placed him under arrest.
Inside a bag Mills had with him, the officer found 10 syringes and
a plastic bag containing marijuana.
Mills is being charged with possession of controlled dangerous
substance, unlawful possession of drug paraphernalia and public intoxication. His bond was set at $2,500, and he is scheduled to appear
in court on June 23, 2015.
