A lone reveler was arrested after he took his party to the streets,
prompting concerned citizens to call the police because he was walking in
the middle of the street, causing a ruckus and talking to himself angrily.
On Feb. 4, Tonkawa police were dispatched to the 600 block of N.
Ninth Street due to a man walking in the middle of the street, being loud,
the affidavit states.
The officers made contact with the man, later identified as Jeramy Lee
Morton, 36.
An officer asked Morton to come talk to him at his patrol car. The officer explained that there had been a complaint that he was walking down
the middle of the street talking in an angry manner.
Morton was unsteady on his feet, and the officer had trouble understanding what he was saying.
Morton continued talking to himself while the officer attempted to talk to him.
According to the police report, the officers had arrested Morton before for public intoxication
and resisting arrest.
History was doomed to repeat itself.
An officer walked toward Morton and told him to put his hands behind his back. Morton became angry and refused to follow the officer’s commands. Morton was warned that if he refused
to comply, he would be tased.
Morton then made an aggressive movement toward one of the officers, which prompted the
other officer to deploy his Taser. The Taser did not penetrate Morton’s sweater, and the drunk
man pulled the Taser wires out of his clothing.
Morton still refused to obey officers’ commands, so another officer deployed his Taser.
The sweater didn’t save Morton this time, and he fell into the snow.
Morton still resisted, however. The officer deployed his Taser again; this seemed to have the
desired effect.
Police were able to place Morton in handcuffs and transported him to jail.
Morton is being charged with public intoxication and obstructing an officer. He was released
on a $1,500 bond and is scheduled to appear in court on April 16, 2014.

An empty gas tank ended up being the least of a Lamont
man’s worries when he was taken to jail after an officer
found his vehicle stopped in the middle of the roadway
Feb. 2.
A Blackwell police officer was on patrol when he saw a
vehicle traveling east on Bridge come to a complete stop in
the middle of the roadway, the affidavit states.
The officer activated his lights to conduct a traffic stop.
He approached the driver’s side of the vehicle and made
contact with the driver, who he recognized as Kenneth
Stanley Dale Kerstein, 39.
Kerstein told the officer that he was stopped in the roadway because his vehicle had died. He added that he was almost out of gas and was trying
to make it to a friend’s house.
According to the affidavit, the office recognized Kerstein from previous contact, and
he asked the man to come to his patrol car.
After a short conversation, Kerstein asked the officer to follow him to his friend’s
house to make sure he would make it. Kerstein then exited the vehicle and started walking back to is car.
The officer asked him if there was anything illegal in the vehicle. Kerstein responded,
“Not to my knowledge.”
The officer asked him f he could check, and Kerstein said, “Go ahead.”
Under the front seat, the officer found a straw cut in half, a glass pipe with a white
crystal residue in it and a baggie that contained a white crystal substance that fieldtested positive for methamphetamine.
Kerstein is being charged with possession of a controlled dangerous substance and
unlawful possession of drug paraphernalia. He was released on a $7,500 bond and is
scheduled to appear in court on March 27, 2014.

CONSPIRACY DUI ASSAULT ON POLICE OFFICER
DUI UNDER 21
By Lt. Jeff James
Oklahoma Highway Patrol
Lately I’ve noticed that a lot
of the motoring public is having
trouble properly signaling for, and making turns. I’ve also noticed,
that when people do properly signal and make turns, a lot of others
who are in a hurry, seem to not pay attention to those signals or
turns, resulting in a lot of near-hits and actual accidents...some
with very tragic consequences. Today I’m going to talk about how
to properly signal, prepare for and execute turns on the roadway,
as well some common sense for those drivers who are in too much
of a hurry to slow down for those turning.
First, lets address state law on signaling. Oklahoma State
Statutes Title 47-11-601 and 11-604 outline the requirements for
turning movements and required signals, but the short version is
this. When turning left you must position yourself as close to the
left side of the furthest left lane of travel in your direction, and must
turn to the closest lane to you. Don’t cut the corner! When turning
right, you must position yourself as close to the right hand curb or
edge of the roadway, and also turn to the closest lane to you!
Now that we know the proper positions, lets talk about those
signals. A signal to turn right or left is required to be given
continuously for not less than the last 100 feet traveled by the
vehicle before turning. Furthermore, no person shall stop or
suddenly decrease speed without FIRST giving an appropriate
signal! How many times have you seen a vehicle slow down in
front of you for a long way, and then turn on the blinker just as
they start their turn? How many times have you done it?
Lastly, lets talk about other driver’s requirements after a
vehicle has done everything proper in preparing and signaling
for a turn. The last part of 47-11-604 says that when any person
is properly preparing for, attempting or executing a left turn, no
other person immediately following such vehicle shall pass or
attempt to pass the turning vehicle to the left. Such person shall
come to a complete stop if necessary at a safe distance behind that
person turning. Also, it is unlawful to pass this turning vehicle on
the shoulder to the right as well.
So if you are coming up on a vehicle that is slowing, ask yourself,
why are they slowing or stopping? Is someone in front of them
turning? Is something going on that I would need to reduce speed
for as well? This is what a safe and courteous driver would do, but
all to often, people zip out to pass those slowed vehicles, and end
up having a vehicle turn right in front of them, with disastrous
results! Please, use your blinkers properly, make proper turns,
and don’t be in such a hurry! Thanks for reading, buckle up, and
be safe!

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

The Bible clearly teaches that
Christians are not to worry.
In Philippians 4:6, we are
commanded, “Do not be anxious
[do not worry] about anything,
but in everything, by prayer
and petition, with thanksgiving,
present your requests to God.” In
this Scripture, we learn that we
should bring all of our needs and
concerns to God in prayer rather
than worry about them. Jesus
encourages us to avoid worrying
about our physical needs like
clothing and food. Jesus assures us
that our heavenly Father will take
care of all our needs (Matthew 6:25-34). Therefore, we have no need
to worry about anything.
Since worrying should not be a part of a believer’s life, how does
one overcome worry? In 1 Peter 5:7, we are instructed to “cast all
your anxiety on him because he cares for you.” God does not want us
to carry around the weight of problems and burdens. In this verse,
God is telling us to give Him all of our worries and concerns. Why
does God want to take on our problems? The Bible says it is because
He cares for us. God is concerned about everything that happens
to us. No worry is too big or too small for His attention. When we
give God our problems, He promises to give us the peace which
transcends all understanding (Philippians 4:7).
Of course, for those who do not know the Savior, worry and
anxiety will be part of life. But to those who have given their lives
to Him, Jesus promised, “Come to me, all you who are weary and
burdened, and I will give you rest. Take my yoke upon you and learn
from me, for I am gentle and humble in heart, and you will find rest
for your souls. For my yoke is easy and my burden is light” (Matthew
11:28-30).

A repeat offender who swore he “learned his lesson
from the last time” obviously hadn’t, as he was arrested
on Feb. 4 for drunken driving.
A Dewey police officer was traveling southbound on
Hwy 75 when observed the truck driving in front of him
drift left of center a few times.
The officer conducted a traffic stop and made contact
with the driver, David Lewis Coleman, 54. Apparently,
Coleman was a familiar face because when he saw the
officer, Coleman said, “I remember you from last time.”
The officer told Coleman that he pulled him over due to
his driving left of center and Coleman replied, “I know,
you made me nervous.”
The officer could smell a strong odor of alcohol and asked Coleman if he had been
drinking.
Coleman said, “No, I learned my lesson from the last time.”
Through slurred speech, Coleman told the officer that he had been at home sleeping but had come to pick his brother up from the bar.
The officer asked Coleman to step out of the vehicle for standard field sobriety
tests, but the Bartlesville man seemed to already know his fate. He stated, “I’m f---
--,” and “I already know I won’t pass.”
He told the officer he had consumed a couple of beers earlier that day. The officer
noticed that Coleman was unsteady on his feet.
Coleman agreed to cooperate with the tests, but the tests were stopped due to his
lack of cooperation.
After a Breathalyzer test confirmed that Coleman was intoxicated, the officer
placed Coleman under arrest and put him in the patrol car.
Coleman is being charged with driving a motor vehicle while under the influence
of alcohol. He was released on a $500 bond and is scheduled to appear in court on
Feb. 26, 2014.

A Bartlesville man was arrested after he told police
there was a marijuana roach in his vehicle on Feb. 10.
Even though police and the subject searched the vehicle,
they never did find the roach.
According to the affidavit, a Bartlesville officer was on
patrol when he saw a driver near the 100 block intersection of S. Avondale not wearing his seatbelt.
The officer initiated a traffic stop and made contact
with the driver, Kyle Dewayne Fugate.
The officer noticed that Fugate had extremely shaky
hands and wouldn’t make eye contact with him. When
Fugate would look in the direction of the officer, he
would look to the left or down in an attempt not to make eye contact with the law
enforcer.
The officer told Fugate that he could tell he was nervous and that he could smell
marijuana coming from inside the vehicle.
Fugate responded that he didn’t have any marijuana.
The officer told Fugate that due to the odor coming from inside his vehicle and
Fugate’s nervousness, he was going to search his vehicle and his person. The officer asked Fugate to be honest with him.
Fugate told the officer that there was a roach under the driver’s seat.
The officer ordered Fugate to exit the vehicle, and he placed him in handcuffs.
Police search Fugate’s vehicle and although they found trace amounts of marijuana, they never found the roach.
Three officers searched the car, but the roach was never found.
An officer took the handcuffs off Fugate and told him to show them where he put
the roach.
It still wasn’t found.
The officer searched Fugate and found a baggie ten Xanax pills and an Altoid
container with two baggies that contained a clear crystal substance in his pocket.
The substance later tested positive for methamphetamine.
The officer did one more search of the vehicle, but the roach was never found.
Fugate is being charged with two counts of possession of a controlled dangerous
substance. He was released on a $2,500 bond and is scheduled to appear in court
on Feb. 21.

Kenneth Eugene Hogan
Kenneth Eugene Hogan, 52, was pronounced
dead at 6:13 p.m. on Jan. 23, 2014, after he
received a lethal injection at the Oklahoma
State Penitentiary in McAlester.
On the morning of Jan. 28, 1998, Lisa
Stanley was at home after her husband
George Stanley left for work. Hogan met Lisa
in church and she often babysat for Hogan
and his wife. Hogan arrived at Lisa’s house
around noon. Hogan and Lisa began to argue,
and Hogan stabbed her 25 times with a large knife, cutting his
hand in the process. After the stabbing, Hogan remained in the
apartment and arranged things to look as if someone else had been
fi ghting with Lisa and burned the evidence containing his blood.
After initially avoiding detectives, Hogan confessed a week later
during an interview with the Oklahoma City Police Department.
He confessed after being advised his wife had told police that
Hogan had asked her to lie about his whereabouts on the day of
the murder. According to detectives, the defendant showed no
remorse.
Prior to this case, Hogan committed lewd molestation of a minor
and various burglaries. He also enlisted a minor to sell marijuana
and threatened coworkers and their families.
Hogan was initially convicted and sentenced to death in 1988.
After successful federal appeals, Hogan was retried and again
sentenced to death in 2003.
“Kenneth Eugene Hogan was sentenced to death by a jury of his
peers for the heinous stabbing of Lisa Renee Stanley, who was
a young wife and a promising student,” Attorney General Scott
Pruitt said. “My thoughts and prayers are with Lisa’s family and
friends.”

Police said they have one man behind bars after they found
a man dead in the street, beaten with a baseball bat and a
skateboard.
Tulsa police arrested 28-year-old Pedro Castro after they
said he left his brother-in-law dead in the driveway.
Authorities said they believe Castro murdered 34-year-old
Juan Mendoza with a skateboard, baseball bat and possibly
a knife.
Tulsa authorities said they arrested Castro about 10 minutes after they arrived when they found him ridding the same skateboard allegedly used in the fight.
Police said the altercation started as an argument between Castro and his
sister.
Officers said he stabbed her in the stomach and hand.
Alcohol may have fueled this altercation; police said Castro was intoxicated.

A Hominy man high on meth was arrested after an
officer found a bag of the drug in the man’s backseat.
According to the affidavit, an Osage County deputy
was driving westbound on 36th St. North in Tulsa
Feb. 5, when he noticed the vehicle he was driving behind had a loud exhaust.
The deputy continued to follow the vehicle and noticed that the driver activated the turn signal about ¼
of a mile before turning into the Tulsa Casino.
After the vehicle turned, the deputy activated his
emergency lights, but the driver of the suspect vehicle
kept driving. The deputy could see that the driver of
the vehicle kept moving around and appeared to be
reaching toward the backseat.
The vehicle kept traveling about ¼ of a mile before eventually stopping in a parking spot.
The deputy made contact with the driver, identified as Sherman Ernest Tyler, 27.
He asked Tyler why he didn’t stop.
Tyler said that he was aware the deputy was behind him, but he kept going so he
could stop in a parking spot. Tyler appeared to be nervous and had rapid movements.
The deputy asked Tyler to step out of the vehicle. He asked Tyler again why he
didn’t stop and if he had been trying to hide something in the vehicle. Tyler insisted
he was trying to get to a parking spot and wasn’t trying to hide anything.
Tyler had twitching facial movements, was speaking very rapidly, and he would
cut himself off in mid-sentence when speaking.
The deputy checked Tyler’s eyes with a flashlight; they were dilated and nonreactive to light.
The deputy asked Tyler if there were any illegal items in his vehicle; Tyler said
there were none. The deputy asked if he could search the vehicle and Tyler gave him
permission.
During a search of Tyler’s vehicle, the deputy found a plastic bag containing a
white crystal-like substance under the rear seat. When he showed it to Tyler, Tyler
turned around and started to run.
Another officer blocked his attempted escape and placed him in handcuffs.
The substance found in his truck tested positive for methamphetamine.
Tyler is being charged with possession of a controlled dangerous substance and
driving a motor vehicle while under the influence of drugs. His bond was set at
$4,000 and he s scheduled to appear in court on March 6, 2014.

Heroin and Happy meals
A woman charged with selling heroin hidden in
Happy Meals when she worked for a Pittsburgh,
PA., McDonalds is “emotionally crushed” by the
charges.
But defense attorney David Shrager stopped
short of denying the charges against 26-yearold Shantia Dennis, of East Pittsburgh.
Dennis’ preliminary hearing was reset for
April 9 so Allegheny County prosecutors can
get back crime lab tests on the alleged drugs
involved.
Dennis was arrested Jan. 29 after police say
they caught her selling 10 doses of heroin hidden
inside a Happy Meal to a confidential informant.
Investigators said they also recovered more
heroin from Dennis.
Authorities say Dennis would sell the drugs to drive-thru customers who
uttered the code words, “I’d like to order a toy.”

A Cleveland man who doesn't seem fit to be a dad was arrested after he threatened to kick his pregnant baby momma in the stomach and kill their unborn child.
On Feb. 2, a Cleveland police officer was dispatched to a
residence in the 200 block of N. C Street in reference to a
domestic disturbance that had taken place.
When the officer arrived, he made contact with two women in a black car. One of the women told the officer that her
ex-boyfriend, 26-year-old Joshua Wayne McCosar, slapped
her in the face multiple times. She said that he also threatened to kick her in the stomach and kill their unborn child.
As she was speaking, the officer noticed that her face was
red, consistent with being struck in the face.
The other female in the car told the officer that McCosar was her brother and that
he had pushed her down and hit her in the head with a vase. She told the officer she
didn't want to press charges, but did see McCosar threaten to kick his ex-girlfriend in
the stomach.
The officer attempted to make contact with McCosar but was unsuccessful. More officers came to the scene to assist.
Shortly after the other officers arrived, they heard a loud noise come from the upper
portion of the residence. Police saw that McCosar had exited a second story window and
was now on the roof of the house.
After police told him that he was under arrest and needed to get off the roof, McCosar retreated back into the house and told police, "Get the f--- out of here, I don't need
anything."
Police eventually entered the house and found McCosar sitting in the living room.
They ordered him to get on the ground, but McCosar refused to comply with their commands. McCosar struggled and resisted, but officers were finally able to restrain him
and transport him to jail.
En route to the police department, McCosar said, "I'm gonna beat this case like I beat
that f------ n---- b----!"
The officer asked him who he was talking about, and McCosar said the name of a
woman not involved in the case.
McCosar is being charged with domestic abuse (assault and battery on a pregnant
woman) and resisting an officer. He is being held on a $75,000 bond and is scheduled to
appear in court on April 7, 2014.

OBSTRUCTING AN OFFICER
A Tulsa man has been convicted and sentenced to 35 years for child abuse and
pornography, following an investigation by the Attorney General’s Internet crimes agent
and the state’s Internet Crimes Against Children Task Force.
Aaron Leon Howk, 26, pleaded guilty to seven felonies, five counts of distributing
child pornography and single counts of sexual abuse of a child and manufacturing child
pornography.
In accordance with a plea agreement, a Tulsa County judge sentenced Howk to 35
years in prison for the sexual abuse, which involved a family member. The victim was 4
years old when the abuse occurred.
Howk must serve at least 85 percent of his 35-year prison term before becoming
eligible for parole. He received concurrent 20-year terms on the pornography counts.
On March 28, a search warrant was served at Howk’s residence by task force members from the AG’s
Office, the Oklahoma State Bureau of Investigation ICAC Unit, the OSBI Computer Crimes Unit and the
Edmond, Guthrie and Tulsa police departments.
While conducting the investigation, AG’s investigators received a cybertip from the National Center
for Missing and Exploited Children, alleging Howk was distributing child pornography on an online
photo sharing site. FBI agents also contacted investigators with information about Howk trading child
pornography online.
“Oklahoma families face a real and growing threat from Internet predators. By investigating and
prosecuting these types of crimes, we are sending a clear message that the abuse of our most vulnerable
will not be tolerated,” Attorney General Scott Pruitt said. “The Internet crimes task force has been a great
success, and my office will continue to work with local law enforcement to safeguard Oklahoma families.”
The Oklahoma Internet Crimes Against Children Task Force includes more than 60 partner agencies,
including the OSBI and the Attorney General’s Office. Members are specially trained to investigate the
exploitation of children through the use of technology.
