A Blackwell man was taken into custody after sent photos of himself “in the heat of the
moment” to an undercover agent in Canadian
County who he thought was a 14-year-old girl.
According to Canadian County Sheriff Chris
West, on February 8, Blackwell Police Department arrested Daniel Winterhalter, 36, on a Canadian County Sheriff’s Office arrest warrant for
Soliciting Sex with a Minor by Use of Technology.
Winterhalter began talking through social
media to what he believed to be a 14-year-old
female from Canadian County. Immediately, an
undercover Canadian County Sheriff’s investigator told Winterhalter he
was talking to a 14-year-old and Winterhalter continued the conversation,
which became sexual in nature.
The investigation began in October of 2018 when Winterhalter used social media to reach out to what he believed was a 14-year-old female in
Canadian County. The conversation quickly evolved into explicit sexual requests when he asked the 14-year-old female to send nude photographs
to him. He quickly told the undercover investigator he wanted to have sex
with her and told her multiple times he wanted to spank her for being a
bad girl.
Winterhalter also asked the decoy if she could perform oral sex on him
and explained to her, he was very good at performing oral sex on women.
During the conversation, Winterhalter talked about various sexual fetishes
he wanted to try with the underage female. Winterhalter also sent various photographs of himself (selfies) to the undercover investigator. These
photographs were taken by Winterhalter in the heat of the moment and
was used to help investigators identify Winterhalter during the illegal sexual
conversations.
“I am thankful for Blackwell Police Department working with my deputies
in getting this predator arrested. I learned from my investigators he worked
at a bowling alley and had access to children. I am happy he is in custody
for his desire to have sex with children,” said Chris West, Canadian County
Sheriff.
On February 12, 2019, Winterhalter was transported to Canadian County Jail from Kay County Jail and was booked for Soliciting Sex with a Minor
by Use of Technology and his bond has been set at $25,000.

A tip generated from the television show
“In Pursuit with John Walsh” led authorities
to Jalisco, Mexico, where Frias was located
and arrested at approximately 7:30 p.m. EST
Wednesday, Feb. 6.
Luis Octavio Frias, 34, allegedly stabbed his
ex-wife, Janett Reyna, 41 times in front of her
young children in August 2013. Reyna, a former police officer with the Blackwell Police Department, had filed a protection order against
Frias just two days prior to her death. The Kay
County Sheriff’s Office issued a warrant for his
arrest and sought the assistance of the U.S.
Marshals to find him.
“The arrest of Luis Octavio Frias allows a wounded community to start
healing and stands as a testament to the crucial role the public plays in
helping us locate and arrest dangerous fugitives,” said U.S. Marshals Service Acting Deputy Director David Anderson. “We especially thank John
Walsh and his team for their commitment to law enforcement and for featuring Frias on his show.”
The fugitive investigation for Frias gained momentum when an anonymous tipster contacted the U.S. Marshals after watching the fugitive’s
profile on the television show. The information provided allowed investigators to develop substantial information about his possible whereabouts in
Mexico. The U.S. Marshals’ Mexico Foreign Field Office worked closely
with Mexican authorities, who were able to narrow the location to a suburb
of the city of Guadalajara in Jalisco.
“Countless hours of collaborative investigative work and sheer determination have finally brought Frias to justice,” said U.S. Marshal Johnny
Lee Kuhlman of the Western District of Oklahoma. “With the help of our
federal, state, local and international partners, Frias’ arrest sends a strong,
clear message to anyone attempting to flee the country to avoid prosecution that justice has no boundaries.”
When Frias arrived back on U.S. soil, U.S. Marshals used the same
handcuffs issued to Reyna by the Blackwell Police Department to take the
fugitive into custody.
“In so many ways, those handcuffs represented poetic justice not only
for the victim, but for her children, her brothers and sisters in blue, and her
community,” said Kuhlman.

Drivers HELD IN PAWHUSKA hemp BUST

Two truck drivers authorities say were hauling marijuana through Oklahoma were released
from jail on their on recognizance on February
8.
The men, 51-year-old Tadesse Zdegefu
Deneke of Mobile, Alabama and 33-year-old
Farah Hassan Warsame from Cleveland, Ohio,
were being held in jail on a $40,000 bond.
Since they were released on their own recognizance, they didn’t have to post bail.
The men’s arrest has been a source of controversy since the January 9 traffic stop in
Pawhuska.
According to reports, the men were stopped
on their way from Kentucky to Colorado after
they failed to stop at a traffic light. The arresting officers said when they approached the vehicle, they smelled the odor of marijuana and
found a massive amount of the substance in
the back of the 18-wheeler. The substance inside the vehicle tested positive for marijuana.
The men’s attorneys claim that what was actually in the semi-truck was legal hemp.
The Osage/Pawnee County District attorney
filed charges against the men on January 15.
Since standard drug tests only detect THC
and not levels of THC, the substance was sent
to Dallas, then on to Washington D.C. to determine the level of THC it contains. Test results from the Drug Enforcement Agency revealed that several
of the 11 samples tested showed 0.4 and 0.5 percent THC.
The legal limit for THC is 0.3 percent.
Both men are scheduled to appear in court on March 22, 2019, along
with 31-year-old David Melvin Dirksen from Comstock Park, Michigan, and
29-year-old Andrew Jason Ross from Aurora, Colorado, who were also
arrested during the stop.
All four men are being charged with aggravated trafficking in illegal
drugs. Ross is also being charged with possession of a firearm during
commission of a felony.

Prevention Month
The National Association of Students
Against Violence Everywhere is a nonprofit
aiming to provide safer environments for
our youth. Its mission is to decrease the
potential for violence in our schools and
communities by promoting meaningful student involvement, education and service
opportunities.
SAVE’s Vision: Schools and communities will be safer and more secure, free of
fear and conducive to learning as a result of
students being actively involved in meaningful violence prevention efforts.
How It Got Started: SAVE was started by students in Charlotte, North Carolina in 1989 after the tragic death of a classmate who was trying to break up a
fight at an off-campus party. A group of students who did not want this death
to be “just another statistic” took action and created a violence prevention
program.
Chapters: SAVE has evolved into a national association with chapters in
elementary, middle and high schools as well as at colleges and community organizations across the country. Today, there are more than 200,000 students
involved nationwide.
Activities: Student members take the lead in planning chapter activities by
using the three SAVE Essential Elements: conducting crime prevention activities, conducting conflict management activities and providing meaningful service through projects in schools and communities. SAVE chapters also plan
safety rallies and safety awareness campaigns, engage in peer mentoring to
younger students, and conduct fun and educational meetings.

Warrant issued for man accused of
stealing electric scooters
Fairfax man Mark Eldon Griggs, 23, was put
behind bars after he was allegedly caught stealing some electric scooters from a Ralston residence just a few days before Christmas.
On December 23 around 9:26 p.m., a Pawnee
County deputy was advised of a possible burglary that had just occurred in the 200 block of
S. Fifth Street. When he arrived, he met with two
men. The first man said Griggs had been inside
his garage and had taken some electric scooters. He showed the deputy where he kept the
scooters and pointed out a scooter that was in
the yard to the north of the house. The man said
he hadn’t been home at the time of the burglary,
but he did close his garage when he was away.
The deputy asked the man how he knew Griggs was the culprit.
The second man advised it was because he had caught the alleged scooter
thief red-handed. The man said a neighbor called him and said Griggs was
parking in multiple places around the block. When the man went to investigate and check on his home, he saw Griggs in a neighbor’s yard. The man
said he and his wife tried to confront Griggs, but the suspect took off running
and had an electric scooter thrown over his shoulder while he was running
down the street.
They were able to get the scooter from Griggs, who left the scene.
The man then added that he had captured some of the burglary on a camera set up at his house. The deputy watched it and saw the suspect running
down Fifth Street under the street light.
A short time later, the deputy saw the homeowner’s vehicle circle the block,
with the same man as before running back down with the street with the
vehicle behind him.
Griggs was charged with burglary in the second degree on January 25 and
taken into custody on February 2. His bond was set at $12,000, and he was
scheduled to appear in court on February 19, but didn’t show. A warrant was
issued for his arrest and was still active at press time.

A man in Florida stole some medication out of his roommate’s lockbox. They
were labelled Hydrocodone. But, they weren’t. They weren’t opioids. They were
laxatives. And yes, he did find out the hard way. His roommate called the cops
when the pills went missing. He admitted he stole them and then threw the rest
out. So, not only did he get a horrible stomach ache, he was publicly humiliated... and arrested.
Also in Florida, a guy was with his wife. She was upset over an issue she was
having with a family member. She wanted to talk about it with him, but he went
into Taco Bell and got himself lunch instead. When he got back, he tried to give
his wife a burrito. But he was dangling it in front of her, making fun of her for
being so upset. That wasn’t a smart move... she grabbed it and threw it on the
floor. Apparently, that’s a fighting act. He picked up the burrito and shoved it in
her face and up her nose. He was arrested for battery... by a burrito.
In Kansas, a family was playing Monopoly and wound up getting into a fight.
It escalated and as two cousins were arguing, one guy’s girlfriend hit the other
cousin and shoved him into a mirror. Then she took off running. The guy went
to the hospital for stitches but they are still looking for the girlfriend who is now
wanted on assault charges. And you know, when they catch her, she will have
to go directly to jail... without passing go... and without collecting her 200 dollars.
A guy was pulled over in Florida for having a light out. But, he was on probation and driving with a suspended license so he decided to make a run for
it. He ditched his car and tried to hide from police under a tree in a field. And it
may have worked if it weren’t for some crime fighting horses. There were three
horses that apparently didn’t like him in their field and started chasing him. He
hopped a fence, where he was promptly taken into custody.
A man was caught on surveillance footage sitting in front of a porterhouse
steak, a lobster tail and a 20-ounce beer in a California restaurant before pocketing the hunk of meat and walking out.
“What type of person will take a steak and watch the juice drip off and then
wrap it in a linen napkin?” said House of Beef lead server Denise Loya. “It’s just
highly unusual.”
Loya said the man dressed in a suit came into the Oakdale restaurant and
asked for a table for four. She said he looked like a villain from an ‘80s movie.
“Definitely a used car salesman or bad real estate agent. Slimeball,” she told
KTXL.
His actions were just as animated. The video shows his eyes shifting constantly as he looks up at the surveillance camera and over his shoulder.
“Just keep your eyes on this person ‘cause his eyes, you can see him, you
know, he’s watching,” said the restaurant’s owner, Steve Medlen.
One last look into the camera and the man picks up the slab of meat then
folds it into the napkin lifted from the bread basket. He’s unethical,” Medlen
said. “He’s out to commit a crime.”
Medlen said he decided to post the video on social media to catch the steak
smuggler.
“The monetary part is not part of the equation,” he told KTXL. “The part that
we want to do is take this person off the street.”
In the final moments, the man picks up his haul and walks away, all while a
little girl watches in his direction.
“Be great if he would come in and pay his bill and apologize but I highly doubt
that’s gonna happen,” Loya said.
The staff said if he had truly been starving they would have helped.
“We always help people,” Loya said. “When they come in off the streets, we
will buy them a bowl of soup or a sandwich.”
The staff says that was a $56 meal. The owner did file a police report with the
Oakdale Police Department but no arrests had been made.

If a woman doesn’t want to date you,
showing up at her work and assaulting her in
the parking lot probably isn’t the best way to
convince her otherwise.
Just ask Ramona man Willis Shaun Harris.
The 33-year-old was locked up after he
became angry when the object of his affection refused to go to a restaurant with him.
Reports state Harris went to a Bartlesville
hotel on February 10 where the victim was
employed. The victim said she had gone on
a few dates with Harris, but she made it clear
that that were no longer dating. When he
showed up at her place of employment, she
told him she was too busy to talk.
The woman clocked out that day to find Harris waiting for her in the parking
lot. When she refused to go out to eat with him, he threatened to stab her.
When she tried to leave, he threatened to kill her. He also slapped a drink out
of her hand and took her cellphone away.
Officers placed the man under arrest and transported him to jail, but Harris
wasn’t quite over his angry antics. He kept banging on the door of his cell and
acted like he wanted to fight the officers. When jailers tried to put the man in a
restraint chair, he spit in the face of one of the officers multiple times. He also
later became disruptive at his arraignment, causing the arraignment docket
to be paused.
Harris is being charged with robbery in the second degree, threaten to perform act of violence and transferring bodily fluid onto county employee. His
bond was set at $50,000, and he is scheduled to appear in court on March
1, 2019.
